• Vietnam Projected to Become World’s Second-Largest Rice Importer and Exporter in 2025–2026
Vietnam is expected to become the second-largest rice importer globally in the 2025–2026 period, trailing only the Philippines, according to the latest World Agricultural Supply and Demand Estimates report released by the U.S. Department of Agriculture (USDA).
The USDA forecasts that Vietnam will import 4 million tonnes of rice in 2024–2025, increasing slightly to 4.1 million tonnes in 2025–2026, to supplement its domestic supply and meet growing export demand amid a decline in domestic rice production. The Philippines, a traditional buyer of Vietnamese rice, is projected to remain the world’s top rice importer, with annual imports of about 5.5 million tonnes.
At the same time, Vietnam is poised to surpass Thailand to become the second-largest rice exporter in the world. The country is expected to export 7.9 million tonnes of rice in both the 2024–2025 and 2025–2026 seasons, surpassing Thailand’s projected exports of 7 million tonnes and 7.2 million tonnes, respectively.
India is forecast to maintain its position as the world’s largest rice exporter, with an estimated annual volume of around 24 million tonnes.
According to the USDA’s Vietnam Grain and Feed Annual report (April 2025), Vietnam’s rice cultivation area and production are expected to decline, as more farmers switch to alternative crops that offer higher profitability.
To fulfill export demand, Vietnamese rice exporters and millers have increasingly sourced paddy rice from Cambodia, which now supplies 77% of Vietnam’s total rice imports, mainly in the form of unprocessed paddy. India remains a key supplier of milled rice to Vietnam.
Do Ha Nam, Chairman of the Vietnam Food Association (VFA), clarified that the increase in rice imports is not due to domestic shortages. Rather, Vietnam imports rice mainly to serve re-export purposes and to process products such as noodles, vermicelli, and rice paper. He noted that in just the first two months of 2025, Vietnam imported about 1.1 million tonnes of paddy from Cambodia, equivalent to 600,000 tonnes of milled rice.
Vu Vinh Phu, former Deputy Director of the Hanoi Department of Trade, remarked that Vietnam’s rice exports are expected to remain strong for at least the next five years, despite increasing challenges from climate change, trade competition, and shifts in domestic consumption.
In 2024, Vietnam’s rice exports reached a record 9.04 million tonnes, up 11% year-on-year, while export value rose 21% to USD 5.7 billion. Meanwhile, the country imported a total of 3.7 million tonnes of rice in the same year.
