US maintains zero anti-dumping duties on Vietnamese pangasius

AsemconnectVietnam - The pangasius industry is one of the country’s key foreign currency earners, with an annual export value of around 2 billion USD, accounting for 20% of Vietnam’s total seafood exports. The US remains one of the largest and most strategic markets for Vietnamese pangasius.
The review covered the period from August 1, 2022, to July 31, 2023, and involved eight Vietnamese companies, two of which were selected as mandatory respondents. In its preliminary determination issued on September 17, 2024, the DOC set a provisional anti-dumping duty of 0 USD/kg for both mandatory respondents. The six remaining companies also qualified for separate duty rates, all at 0 USD/kg. The national-wide rate remained unchanged at 2.39 USD/kg, as the petitioner withdrew the request for a broader review.
In its final conclusion, the DOC reaffirmed these rates. One of the two mandatory respondents will continue to be subject to a 0 USD/kg rate. The remaining had their anti-dumping duty orders lifted on January 17, 2025, and were excluded from the final review. The six companies that received separate rates will continue to benefit from the 0 USD/kg duty.
The DOC also rejected a request from Luscious Seafood LLC to review the national-wide duty rate, stating the company was not a legitimate US importer during the review period and thus lacked the standing to make such a request.
According to the Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade, companies named in the final determination will now post bonds based on the confirmed duty rates.
The ministry described the decision as a positive outcome for Vietnam’s pangasius industry - one of the country’s key foreign currency earners, with an annual export value of around 2 billion USD, accounting for 20% of Vietnam’s total seafood exports.
