Regulations on temporary suspension of transit business, temporary imports of plywood into Vietnam for re-export to US issued

On October 8, 2024, the Ministry of Industry and Trade issued a Circular amending and supplementing a number of articles of Circular No. 22/2019/TT-BCT regulating the temporary suspension of transit business, temporary import of plywood into Vietnam for re-export to the United States.
The Import-Export Department - Ministry of Industry and Trade informed that on November 12, 2019, the Ministry of Industry and Trade issued Circular No. 22/2019/TT-BCT regulating the temporary suspension of transit business, temporary import of plywood into Vietnam for re-export to the United States. According to the provisions of Clause 1, Article 4, Circular No. 22/2019/TT-BCT is effective until December 31, 2024.
Circular temporarily suspending transit business, temporary import of plywood into Vietnam for re-export to the United States
After more than 4 years of implementation, the Ministry of Industry and Trade has conducted a summary assessment of the implementation of Circular No. 22/2019/TT-BCT regulating the temporary suspension of transit business, temporary import of plywood into Vietnam for re-export to the United States.
Based on the results of the summary and assessment of the implementation of Circular No. 22/2019/TT-BCT dated November 12, 2019 of the Minister of Industry and Trade, on October 8, 2024, the Ministry of Industry and Trade issued Circular No. 17/2024/TT-BCT amending and supplementing a number of articles of Circular No. 22/2019/TT-BCT dated November 12, 2019 of the Minister of Industry and Trade regulating the temporary suspension of transit business and temporary import of plywood into Vietnam for re-export to the United States. The Circular was issued with the aim of avoiding legal loopholes when Circular No. 22/2019/TT-BCT expires; Improving the effectiveness of forest management and forest product management not only for Vietnam, but also for countries in the region, in accordance with international regulations that Vietnam has participated in. At the same time, protect plywood products and Vietnamese plywood manufacturing enterprises in the domestic market from unfair competition by foreign enterprises, aiming for sustainable export goals.
At the same time, the Ministry of Industry and Trade also strengthened the management of plywood exports to the United States to minimize the risk that the United States may apply further tightening measures on Vietnamese plywood exports; prevent trade fraud on the origin of goods, illegal transshipment, leading to the risk of the United States investigating and applying tightening management measures on plywood exports of enterprises in Vietnam, negatively affecting domestic production and especially affecting the interests of enterprises; as well as promote the development of production and export of Vietnamese plywood products.
The above Circular No. 17/2024/TT-BCT stipulates the effective period of Circular No. 22/2019/TT-BCT regulating the temporary suspension of transit business and temporary import of plywood into Vietnam for re-export to the United States from December 27, 2019 to December 31, 2029. Circular No. 17/2024/TT-BCT takes effect from November 25, 2024.
