AsemconnectVietnam - Deputy Minister of Planning and Investment (MPI) Do Thanh Trung said that the Ministry is proposing to develop a law, the expected name is the Law on Industrial Parks and Economic Zones.

The Ministry of Planning and Investment is proposing 6 groups of policies to ensure the promotion of the development of industrial parks and economic zones, meeting the requirements of industrialization and modernization of the country, but at the same time, also meeting the trend of industrialization and modernization as well as new movements in the world such as green economy, digital economy, circular economy, and green energy.
Specifically, the first is a group of policies to support projects to realize industry linkages and industry clusters within the scope of industrial parks and economic zones.
The second is a group of policies to support types of industrial parks with high expertise, and specificity. For example, there are types of supporting industrial parks, specialized industrial parks, high-tech industrial parks, and eco-industrial parks. These zones have specific characteristics and have superior policies, but there must be criteria and regulations to select secondary investments in these industrial parks, to ensure the targeted development of specialized industrial parks.
The third is the policy group to develop modern, smart industrial parks and attract new investment fields such as digital economy, green economy, chips, semiconductors, materials industry, and innovation. At the same time, it must be associated with new trends in energy use, especially green energy and renewable energy in these areas.
The fourth is the group of policies to develop urban areas of complex nature, here are industrial parks associated with urban development and services to both create jobs and promote industrialization, modernization and transform economic structure.
The fifth are additional preferential policies and regulations related to taxes, fees, financial policies, capital, etc, especially for businesses in the ecosystem operating in specialized industrial zones, to ensure businesses are encouraged to invest here and encourage the development of this industrial park.
The sixth are policies to adjust, change, amend and supplement regulations related to administrative procedures, helping with the larger problem of improving the business investment environment across the country.
