Program on "supporting youth startups in the period 2022 - 2030"
I. Objectives
1. General objectives
Raising awareness, entrepreneurial aspirations, developing entrepreneurial capacity of Vietnamese youth at home and abroad, participating in creating an environment to support youth startups to develop the country on the basis of science and technology , innovation and digital transformation, contributing to the successful implementation of the strategic socio-economic development goals for the period 2021 - 2030 set by the Resolution of the 13th National Congress of the Communist Party of Vietnam Being mention.
2. Specific objectives
a) Phase 1 (2022 - 2025):
- 100% of Ho Chi Minh Communist Youth Union officials in charge of supporting youth startups at all levels are trained in basic knowledge about entrepreneurship and supporting youth startups.
- 100% of provinces and unions have annual propaganda activities to raise awareness about entrepreneurship and digital transformation for young people.
- Support at least 8,000 young people to start businesses, including 1,000 innovative young people.
- Every year, 100,000 young people are equipped with knowledge and training to improve their capacity in entrepreneurship and business management.
- At least 80,000 youth-owned businesses will be consulted and supported in business development.
- 40% of provinces and unions established Advisory Councils to support youth startups.
- 40% of provinces and unions have institutions to support youth startups.
- Support the establishment of 200 youth-owned cooperatives.
- Annually support the maintenance of at least 200 communes that implement the One Commune One Product Program (OCOP) and have youth products that meet OCOP standards.
b) Phase 2 (2026 - 2030):
- 100% of Ho Chi Minh Communist Youth Union officials in charge of supporting youth startups at all levels are trained in basic knowledge about entrepreneurship and supporting youth startups.
- 100% of provinces and unions have annual propaganda activities to raise awareness about entrepreneurship and digital transformation for young people.
- Support 12,000 young people to start businesses, including 2,000 innovative young people.
- Every year, 200,000 young people are equipped with knowledge and training to improve their capacity in entrepreneurship.
- Maintain and build 120,000 youth-owned businesses with advice and support for business development.
- 100% of provinces and unions established Advisory Councils to support youth startups.
-100% of provinces and unions have institutions to support youth startups.
- Support the establishment of 300 youth-owned cooperatives.
- Annually support the maintenance of at least 200 communes that implement the One Commune One Product Program (OCOP) and have youth products that meet OCOP standards.
II. TASKS AND SOLUTIONS
1. Propaganda to raise awareness of young people about the Party's policies, the State's legal policies on entrepreneurship, business development, and the role of youth in economic development.
a) Propagate the Party's policies, the State's legal policies on entrepreneurship and the role, position, and responsibilities of youth in the work of socio-economic construction and development.
b) Strengthen the application of information technology in supporting youth startups. Develop content and operate the Youth Startup Support information portal.
c) Compile documents and publications in the form of written books, e-books and audiobooks to serve propaganda, provide information and support young people to raise awareness about entrepreneurship; develop a white paper on youth entrepreneurship.
d) Build and promote specialized pages and columns in the Union and Association's newspapers to introduce typical examples of youth startups and effective youth startup models.
d) Coordinate with television units, industry associations and other organizations to develop television programs, radio programs, and reality programs about startups.
e) Organize seminars and dialogues between the government, businesses and youth; Organize exchanges between young people and successful businessmen.
g) Annually, organize recognition for outstanding young entrepreneurs and honor typical experts, consultants, and startup support units. Integrate startup-oriented content and solutions in orientation, career counseling, and employment programs for youth.
h) Propagate, advise and train young startups when accessing capital sources and foreign investors to avoid being taken advantage of by foreign organizations and individuals for the purpose of affecting security and order, social security.
2. Support young people to start and develop businesses
a) Search, screen and consolidate potential startup ideas.
- Continue to organize start-up competitions among youth groups to find potential start-up ideas and projects, especially innovative start-up ideas and projects that apply digital technology.
- Build an online startup library, gathering projects, ideas, and startup models in the world and Vietnam; Build a data center about industries and fields, forecast technology trends and future needs.
- Organize annual youth startup journeys; meetings to negotiate investment and start-up agreements between young people and investors; Workshops, seminars, and talks on entrepreneurship and innovative startups.
b) Support to improve business and start-up capacity for young people.
- Training and fostering basic knowledge for young people on starting a business and developing businesses such as: knowledge of production management, human resource management, marketing, quality management, supply chain management...
- Organize knowledge training classes on financial management, accounting, taxes, and guidance on management and use of capital for small and micro enterprises, and for young people just starting a business.
- Introducing, consulting, and connecting young people with business ideas and startups to visit factories and typical businesses in each field and industry.
- Supplement programs, documents, and electronic textbooks on business start-up and business development knowledge. Releasing a set of start-up support handbooks including books according to target groups and industry fields.
- In-depth training and fostering for young startups in knowledge of digital transformation, application of digital technology in business management, product production, service provision, transportation, promotion, and product consumption products and other contents in the production and business process.
- Support young startups to improve business capacity along the value chain based on exploiting the strengths and available potential of regions and localities.
c) Support young startups to access capital sources and domestic and foreign investors
- Support young people to access capital sources and financial support through preferential programs and policies for young people to start businesses and start businesses of the Government.
- Build idea trading floors to connect young people with investment funds.
- Increase capital support for production and business establishments owned by union members, members, and youth through loans from the National Employment Fund issued by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ho Chi Minh Communist Youth Union. Provincial People's Committee management; mobilized by the Bank for Social Policies, capital from the Bank for Social Policies is entrusted from localities, organizations and individuals at home and abroad to lend to support job creation, maintenance and expansion, employment and other legal capital sources.

- Consulting and supporting businesses, cooperatives, cooperative groups, and individual business households of young people to access preferential credit sources from the Bank for Social Policies and commercial banks.
- Proactively advise local party committees and authorities to allocate budget resources to develop preferential credit programs to support young people starting businesses; mobilize resources to build funds to support local youth startups.
- Guide and support young people on loan procedures and processes; How to build projects and loan documents.
- Establish a connection mechanism between startup advisors, lending banks and startup support funds to mobilize capital sources to implement youth startup projects.
d) Build and develop channels to support the distribution and consumption of youth startup products
- Periodically organize exhibitions and fairs for startup products; Organize trade promotion activities to introduce startup products.
- Connect with large shipping businesses to provide preferential shipping costs for products of young startups.
- Training, fostering, consulting for young startups on import-export operations, providing information about international markets.
- Organize consulting and support programs for newly established businesses, small and medium-sized enterprises, and youth cooperatives to apply e-commerce in product consumption.
- Develop electronic market models, linking with large e-commerce platforms to support product introduction and consumption; Brand building, product identity building for young startups.
d) Support legal advice for young startups
- Implement activities to foster knowledge of law, intellectual property rights, and legal knowledge for young startups.
- Implement consulting activities, legal support, intellectual property, brand registration, trademarks, product brand protection and other legal content related to business for young startups , cooperatives, cooperative groups, and individual business households of young people.
- Develop legal support products and applications for young startups.
e) Support links and develop startup business networks
- Consolidate and improve the operational efficiency of the Young Entrepreneurs Association of provinces and cities. Encourage young entrepreneurs to start a business to join the Young Entrepreneurs Association of provinces and cities.
- Establish new, consolidate and improve the quality of startup investment clubs under the Vietnam Youth Union and Vietnam Young Entrepreneurs Association at all levels.
- Promote and connect commercial activities among member businesses of the Young Entrepreneurs Association at all levels, especially businesses in the same locality.
- Forming production links along a sustainable value chain; Establish, maintain and replicate economic development linkage models such as: youth cooperative groups, youth cooperatives, youth economic clubs; Support young people to establish and convert to a new cooperative model.
3. Develop an ecosystem to support youth startups
a) Investing in the development of start-up support institutions
- Establishment of expert advisory councils to support youth startups at central, provincial and city levels.
- Promoting the effectiveness of the activities of the Youth Startup Support Center of the Central Youth Union. Provinces and unions build and effectively promote institutions to support youth startups such as: youth startup support centers, startup incubators, and innovation startup support spaces. Connect a network of startup support centers across the country.
- Improve the effectiveness of linkage activities between universities, institutes, research centers and businesses to apply and commercialize research results.
- Training and fostering knowledge and skills for entrepreneurship and digital transformation for Youth Union and Association officials directly in charge of activities to support youth startups.
- Establish a network of links between agencies, organizations, training facilities, research institutes, experts, and startup investment funds to support youth startups. Build and develop a community of young startups in various fields.
b) Exploit international resources to support youth startups
- Strengthen and expand international cooperation in youth start-up activities; Implement regional and international commitments related to youth entrepreneurship activities that Vietnam is a signatory to.
- Connect with foreign embassies in Vietnam, international organizations, non-governmental organizations, foreign investment funds to support young people starting businesses in terms of capital, technology, management capacity, Market Access; Mobilize international resources to deploy activities to support youth startups and improve digital transformation capacity.
- Link and build a connection network between young Vietnamese startups and young entrepreneurs at home and abroad, between the Vietnam Young Entrepreneurs Association and organizations and networks of young entrepreneurs in the ASEAN region and internationally. .
- Coordinate and guide Youth Union organizations, Student Youth Associations, and Vietnamese Student Associations abroad to implement activities to improve entrepreneurship knowledge of foreign youth, and mobilize overseas Vietnamese youth to return home starting a business.
4. Research, propose policies, inspect and supervise the implementation of policies to support youth startups and business development
a) Research, comment on adjustments, supplements, and propose new policies to support youth startups and business development by target audience and region.
b) Organize the "Youth Startup Forum", dialogue programs between young entrepreneurs and young startups with Government leaders, leaders of ministries, branches and localities to remove obstacles and develop ideas. Propose policies and programs to promote and support youth startups.
c) Consult and recommend policies to attract resources from overseas youth and international students to start a business.
d) Develop documents summarizing the State's policies to support youth startups.
d) Supervise the implementation of propaganda, dissemination of laws and implementation of policies on business development and entrepreneurship for youth according to the Supervision Regulations of the Fatherland Front and its member organizations.
e) Social criticism of draft policies and laws on business development and support for youth startups.
III. EXPENSE
1. Funding source
a) State budget sources are allocated in the annual budget estimates of the Ho Chi Minh Communist Youth Union Central Committee, ministries, branches, central and local agencies according to current budget decentralization; Funding sources are integrated through programs and projects approved by competent authorities.
b) Sources of funding, international aid and mobilization from society and the community according to the provisions of law.
c) Other legal funding sources.
2. Every year, based on the tasks in the program, the Ho Chi Minh Communist Youth Union Central Committee, ministries, central branches and localities develop plans and budget estimates for implementation, and synthesize them into the project. Annual budget calculations of ministries, central branches and localities are submitted to competent authorities for approval.
IV. IMPLEMENTATION ORGANIZATION
1. Ho Chi Minh Communist Youth Union Central Committee
a) Preside over the development of plans to implement the Program in each phase and annually; chair and coordinate with ministries, branches and localities to organize the implementation of tasks and solutions of the Program.
b) Direct and guide all levels of unions to develop plans and organize the implementation of Program activities in localities and units.
c) Organize evaluation and preliminary review of the Program in 2025, final review in 2030; synthesize reports on Program implementation results; Supplement and adjust the Program's activities to ensure compliance with reality and submit to the Prime Minister for consideration and decision.
2. Ministry of Education and Training
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Preside over and develop entrepreneurship education documents, documents providing entrepreneurial knowledge and skills for pupils and students.
c) Organize training, fostering, and capacity building for consulting staff, supporting students to start a business at educational and training establishments.
3. Ministry of Agriculture and Rural Development
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Coordinate to support the implementation of training activities and improve entrepreneurship capacity for rural youth; Transfer scientific and technical advances to union members and rural youth in building startup models and economic development.
4. Ministry of Information and Communications
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Coordinate to support activities to improve information technology capacity; Raising awareness and digital transformation capacity for young people to serve the start-up process.
c) Coordinate to carry out information and propaganda tasks for the Program.
5. Ministry of Finance
Preside and coordinate with the Ministry of Planning and Investment and the Ho Chi Minh Communist Youth Union Central Committee, based on the ability to balance the central budget and other legal capital sources, to allocate funds for implementation. Program, submitted to competent authorities for consideration and decision according to the provisions of the State Budget Law.
6. Ministry of Planning and Investment
Coordinate with the Ho Chi Minh Communist Youth Union Central Committee and the Ministry of Finance, based on the balancing ability of the central budget and other legal capital sources, to allocate funds to implement the Program.
7. Ministry of Foreign Affairs
a) Connect with foreign embassies in Vietnam, international organizations, non-governmental organizations, and foreign investment funds to support Vietnamese youth starting a business in terms of capital, technology, and capacity governance and market access; Mobilize international resources to deploy activities to support youth startups and improve digital transformation capacity.
b) Coordinate and guide Youth Union organizations, Student Youth Associations, and Vietnamese Student Associations abroad to implement activities to improve entrepreneurship knowledge of Vietnamese youth abroad, and mobilize youth Overseas Vietnamese return home to start a business.
8. Ministry of Culture, Sports and Tourism
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Take the lead in building mechanisms and policies, creating a supportive environment for young people to start businesses in the fields of culture, sports and tourism industries.
c) Preside and coordinate with the Ho Chi Minh Communist Youth Union Central Committee and relevant ministries and branches in consulting, training, and legal support on intellectual property; Support connection with international intellectual property organizations; Guidance on copyright registration procedures for works in the cultural field.
9. Ministry of Home Affairs
Coordinate with the Central Ho Chi Minh Communist Youth Union to inspect, supervise, evaluate, and learn from experience on the implementation of the Program every year, organize a preliminary review of the Program in 2025, summarize and build Plan the next phase in 2030.
10. Ministry of Labor, War Invalids and Social Affairs
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Preside over implementing tasks and solutions to support startups for young people, pupils and students in vocational education establishments.
11. Ministry of Science and Technology
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Preside over the implementation of content to guide and support young people to start businesses and innovative start-up businesses; Organize connection activities and promote the role of components of the startup ecosystem to create an environment to promote youth startup ideas and projects; Connect a network of consultants to support young people in starting businesses and establishing careers in different industries and fields; coordinate to introduce and connect youth startup projects with high growth potential with startup incubation and support organizations across the country.
c) Develop documents to guide the implementation of activities to support innovative youth startups.
12. Ministry of Industry and Trade
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Coordinate with ministries, branches and localities to build and develop distribution and consumption channels for youth startup products.
13. Ministry of Natural Resources and Environment
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Coordinate to deploy and support startup ideas and startup models of young people in the field of environmental protection and response to climate change.
14. Ministry of Justice
a) Based on the functions and tasks of the Ministry to preside over and coordinate with the Central Ho Chi Minh Communist Youth Union, relevant ministries, branches and localities to implement the tasks and solutions of the Program.
b) Support legal advice for youth startups and youth-owned businesses.
15. Committee for Ethnic Minorities
Chair and coordinate with the Ho Chi Minh Communist Youth Union Central Committee, relevant ministries, branches and localities to carry out tasks and solutions to support entrepreneurship for ethnic minority youth.
16. State Bank of Vietnam
a) Based on the functions and tasks of the State Bank of Vietnam to preside over and coordinate with the Ho Chi Minh Communist Youth Union Central Committee, relevant ministries, branches and localities to carry out tasks and solutions Program regulations.
b) Issue according to authority or submit to competent state agencies to promulgate loan support policies to help union members and young people start businesses and develop the economy.
17. Social Policy Bank
Increase capital support for production and business establishments owned by union members, members, and youth through loans from the National Employment Fund issued by the Ho Chi Minh Communist Youth Union Central Committee and the Ho Chi Minh Communist Youth Union Committee, managed by the people of the province; mobilized by the Bank for Social Policies, capital from the Bank for Social Policies is entrusted from localities, organizations and individuals at home and abroad to lend to support job creation, maintenance and expansion, employment and other legal capital sources.
18. Ministries, ministerial-level agencies, and agencies directly under the Government
According to assigned functions and tasks, create favorable conditions to support youth start-up activities; Closely coordinate with the Ho Chi Minh Communist Youth Union Central Committee and relevant agencies and localities in implementing the Program's tasks.
19. Vietnam Television, Voice of Vietnam, Vietnam News Agency
a) Deploy information and propaganda work on youth start-up activities; Coordinate with the Ho Chi Minh Communist Youth Union Central Committee and relevant ministries and branches to implement the Program.
b) Promote propaganda on youth entrepreneurship; Increase news and articles about outstanding and outstanding young startup examples in all fields.
20. Request the Central Committee of the Vietnam Fatherland Front and member organizations to coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union in implementing the contents of the Program.
21. People's Committees of provinces and centrally run cities
a) Approve and direct and guide lower-level People's Committees to approve plans to support youth startups in the locality, create conditions for Youth Union ministries and levels to implement the plan, integrate it with projects, Other programs and plans are being implemented in the area.
b) Arrange local funding to implement the Program's tasks and solutions.
c) Annually send reports on the situation and results of the Program implementation to the Ho Chi Minh Communist Youth Union Central Committee; Organize preliminary and final reviews and send reports to the Ho Chi Minh Communist Youth Union Central Committee according to plan to synthesize and report to the Prime Minister.
