Plan on implementing national strategy for clean water supply and rural sanitation in An Giang province to 2030, vision to 2045
I. Purpose
- Specify the tasks and goals of the National Strategy for clean water supply and rural sanitation in An Giang province to 2030, with a vision to 2045, ensuring compatibility with the province's reality;
- Assign specific tasks to relevant agencies and units, improve quality of coordination to improve quality of clean water supply and rural sanitation;
- Develop clean water supply and rural sanitation infrastructure in accordance with the specific practices and conditions of each region and locality; synchronized with the infrastructure systems of other industries and fields;
- Rural water supply and sanitation activities must be carried out according to the motto that the State and the People work together, the people benefit. Promote socialization, attract all resources to participate in construction investment, project management and operation, ensuring efficiency and sustainability;
- Proactively integrate the contents of clean water supply and rural environmental sanitation into socio-economic development plans and plans, associated with the National Target Program on building new rural areas and other programs.
II. Target
1. Overall goal
- Ensure that rural people have the right to access clean water supply services fairly, conveniently, safely at reasonable costs, ensuring household and public area hygiene, environmental sanitation, disease prevention and control.
- Protect health, reduce diseases related to water and sanitation, improve quality of life, ensure social security for rural people, narrow the gap between rural and urban areas, and contribute to building build new countryside.
2. Specific goals
a) By 2030
- Strive for 95% of the rural population to have access to clean water for domestic purposes with a minimum quantity of 100 liters/person/day.
- 100% of schools and health stations have hygienic latrines and 100% of rural families use hygienic latrines that meet standards and regulations. 100% of rural people regularly practice personal hygiene. .
- Strive for 25% of concentrated rural residential areas to have domestic wastewater collection systems. 15% of domestic wastewater is treated. 75% of livestock households and farms have livestock waste treated.
b) By 2045
Strive for over 100% of rural people to have access to clean water and safe, sustainable sanitation. 50% of concentrated rural residential areas have domestic wastewater collection systems. 30% of domestic wastewater is treated. Over 95% of livestock households and farms have livestock waste treated.
III. Solution
1. Improve institutions and policies
- Review and improve the system of local legal documents on clean water and rural sanitation.
- Promote socialization, attract businesses to invest in clean water supply and rural sanitation services, gradually meet the needs of domestic water to meet regulations and standards for rural people and ensure hygiene.
- Complete the coordination mechanism between sectors and localities in planning, investment, management and operation of clean water supply and rural sanitation projects.
- Continue to improve the system of state management agencies and public service units in a streamlined direction, ensuring effective and efficient implementation of management and support for state management activities and serving security.
2. Information - education - communication
- Propagate and disseminate the content of the Strategy and Implementation Plan to organizations and individuals participating in rural clean water and sanitation activities.
- Organize and launch the annual National Week of Clean Water and Rural Environmental Sanitation and implement response activities.
- Carry out educational and communication activities to propagate and disseminate laws, mechanisms and policies; change behavior and habits; Use water economically and effectively; protect water sources and water supply works; ensure household hygiene and personal hygiene; Instruct people to proactively collect and store water for use in the dry season, times of drought, saltwater intrusion, and flooding.
- Diverse types of communication, combining traditional methods with information technology applications; Closely connect with social organizations, businesses, individuals and community media organizations to raise awareness of environmental protection and water source protection.
3. Providing clean water in rural areas
a) Centralized clean water supply
- Develop and organize the implementation of programs, plans, schemes and projects on clean water and rural sanitation.
- Invest in projects to create domestic water supplies in areas with scarce and difficult water sources, areas frequently affected by drought, saltwater intrusion, and water pollution from central budget capital.
- Invest in the construction of centralized rural water supply projects for remote, mountainous areas, ethnic minority areas, and border areas from central budget capital.
- Develop a medium-term public investment plan for the period 2021-2025 and the following years.
- Inspect, supervise and evaluate investment in rural centralized water supply projects.
b) Water supply at household scale
- Implement pilot water supply support at household scale appropriate to regions and regions to replicate the model.
- Technical support, instructions on how to use materials to collect, treat, and safely store water for households.
- Instructions on regulations on supplies and equipment used in household-scale water supply projects, and responsibilities of units providing supplies and equipment.
c) Safe water supply and adaptation to climate change
- Develop guidelines for implementing safe rural water supply plans to ensure response to natural disasters and adaptation to climate change.
- Guide, inspect, monitor, evaluate and summarize the implementation of rural safe water supply plans.
d) Operational management
- Guide, urge and inspect the management and operation of rural clean water supply projects after investment.
- Review and evaluate the performance of organizations, management and operation units and the capacity to manage and operate rural clean water supply projects in the locality, especially with ineffective projects. .
- Technical support for management and operation of projects after investment in areas with scarce water resources, remote areas, mountainous areas, ethnic minority areas, and border areas.
4. Treatment of livestock waste
- Develop technical documents guiding the collection and treatment of livestock waste.
- Strengthen guidance on inspection of organizations and individuals with activities related to the collection and treatment of livestock waste.
5. Science and technology
- Research and application of environmentally friendly water supply and sanitation technology and solutions, rapid testing of water quality for domestic use, prioritizing simple technology, with prices suitable to the affordability of customers.
- Research and apply new materials, utilize local materials in construction, ensure quality, technique, aesthetics and landscape of the project.
- Apply information technology and smart technology in monitoring water sources and water quality, digitizing and automating the management, operation and protection of works.
- Research and apply technology to treat salt water and brackish water into fresh water; Collect, treat and store rainwater to ensure quality; Household-scale water treatment technology ensures simple and effective operation; Exploit and use renewable energy such as solar energy, waves, wind,... in producing clean water and treating domestic wastewater and livestock waste.
- Review, supplement, propose lists, and organize the development of standards, regulations, and economic-technical norms in the field of rural clean water.
- Review, supplement, and propose to build a list and organize the implementation of scientific and technological topics and tasks in the field of rural clean water.
6. International cooperation
- Enhance the exchange and sharing of experiences, information, and industry activities with donors, international organizations, associations, and experts with experience in clean water and rural sanitation activities.
- Organize the reception and implementation of emergency support activities on clean water and rural sanitation in case of natural disasters, drought, saltwater intrusion, etc.
- Receive, organize the transfer and application of advanced and modern science and technology in clean water and rural sanitation activities with domestic and foreign organizations, individuals and businesses.
- Mobilize support resources from donors and international organizations to implement goals and solutions in the field of clean water and rural sanitation.
7. Human resources
- Develop training and fostering programs to improve management skills for officials, civil servants and public employees operating in the field of rural clean water.
- Training and professional development, improving professional capacity and skills for project management and operation forces; Strengthen the capacity of management forces at the grassroots level.
8. Focus on mobilizing investment resources
- Prioritize resources from the state budget, ODA loans, foreign concessional loans, especially capital from National Target Programs: building new rural areas, socio-economic development in lowland areas, ethnic minorities and mountainous areas, sustainable poverty reduction and other programs and projects with goals of clean water supply and rural sanitation.
- Attract resources from all socio-economic sectors, mobilize people's participation and contributions in investment in construction, management and operation of water supply works, rural environmental sanitation and support Supporting household-scale water supply activities.
9. Organize monitoring and evaluation
- Review and amend the set of indicators to monitor and evaluate rural clean water in accordance with reality.
- Synthesize and build a database to serve state management activities on clean water and rural sanitation.
- Guide and supervise and evaluate the implementation of targets and criteria on clean water and rural sanitation in the set of national criteria for new rural construction at all levels.
- Inspect and supervise the implementation of rural clean water activities, deploy the implementation of rural safe water supply plans at the locality.
- Monitor, urge, inspect, supervise, synthesize and evaluate the implementation of the Strategy.
- Organize conferences, seminars, and consultations on the contents of the Strategy implementation; Periodically conduct preliminary and final reviews to evaluate the results of implementing the Strategy.
IV. Implementation organization
1. Department of Agriculture and Rural Development
- Preside over and coordinate with relevant departments, branches and agencies to organize legal propaganda, dissemination and education; Promote information and communication activities to raise community awareness in the field of clean water supply and rural sanitation; foster human resources to improve capacity in management, operation, and maintenance of water supply systems and safe water supply in rural areas.
- Preside and coordinate with relevant departments, branches and localities to organize the implementation of the Plan's contents; Direct and deploy programs, schemes and projects to implement the goals, tasks and solutions of the plan according to assigned functions and tasks.
- Coordinate with departments, branches and localities to integrate the Plan's content into the Provincial Planning, related plans and socio-economic development plans of the province, associated with the National Target Program Participate in new rural construction and other related programs and projects.
- Strengthen management and build a database on livestock environment as a basis for monitoring and managing environmental activities in livestock farming.
- Coordinate to effectively implement the Strategy Implementation Plan of the Ministry of Agriculture and Rural Development (issued together with Decision No. 678/QD-BNN-TCTL dated February 21, 2022). Summary of reports on the Set of indicators for monitoring and evaluating rural clean water at the request of the Ministry of Agriculture and Rural Development (issued together with Decision No. 4826/QD- BNN-TCTL dated December 7, 2018).
- Presiding over monitoring, urging, inspecting and supervising the implementation of the Plan in the province: Preliminary, summarizing and evaluating the results of implementing the Plan; Annually report implementation results to the Ministry of Agriculture and Rural Development and the Provincial People's Committee (before December 10 every year).
2. Department of Construction
- Coordinate with the Department of Agriculture and Rural Development; Relevant departments, branches and district-level People's Committees effectively implement regulations on management of domestic water supply in the province according to regulations.
- Preside over the implementation of environmental protection in construction activities according to the provisions of environmental law.
- Guidance on implementing the task of collecting and treating domestic wastewater in concentrated rural residential areas and tasks and solutions according to the direction and guidance of the Ministry of Construction and the Provincial People's Committee.
- Coordinate with the Department of Agriculture and Rural Development; The Department of Health and relevant agencies guide the implementation of national regulations, standards, and economic-technical norms on the construction of works to collect and treat rural domestic wastewater and clean water and sanitation.
3. Department of Natural Resources and Environment
- Responsible for managing environmental protection activities in rural areas according to assigned functions and tasks. Preside over guiding the implementation of content and criteria on rural environmental protection, appropriate waste collection and treatment measures, monitoring environmental quality developments, overcoming pollution, renovating and restore the quality of rural environment;
- Preside over and coordinate with authorities to inspect and handle violations of water resource protection corridors, discharge of waste causing water pollution and regulations on management, protection, exploitation and use of natural resources.
- Monitor and manage the exploitation and rational use of water resources; compliance with legal regulations on water resources; guide and inspect the establishment and management of water source protection corridors; Monitor sources of water pollution.
4. Department of Health
- Preside over the implementation of environmental protection in medical activities; control the impact of environmental pollution on human health.
- Responsible for organizing, directing and implementing tasks of household hygiene, personal hygiene, water supply, hygiene in medical stations and tasks and solutions according to the direction and guidance of the Ministry Health and Provincial People's Committee.
- Research and propose the development of local technical regulations on clean water quality used for domestic purposes in the province, report to the Provincial People's Committee for consideration and decision.
- Organize inspection and supervision of the implementation of clean water quality standards used for domestic purposes in the province.
- Organize information and communication to raise community awareness, change personal hygiene behavior, wash hands with soap, clean latrines, water supply and clean medical stations, and guide people to implement Personal hygiene behaviors are beneficial for health.
5. Department of Education and Training
- Responsible for organizing, directing and implementing water supply and sanitation tasks in schools and tasks and solutions according to the direction and guidance of the Ministry of Education and Training and the Provincial People's Committee.
- Develop plans, contents, propaganda and education programs on clean water and sanitation in accordance with the actual situation of the school, locality and student awareness at each educational level.
6. Department of Planning and Investment
- Preside and coordinate with relevant departments and branches to integrate the content of this Plan into the province's socio-economic development plan and other related programs and projects.
- Preside and coordinate with the Department of Finance, Department of Agriculture and Rural Development and relevant agencies to propose preferential mechanisms and policies to encourage economic sectors to invest in granting sectors, clean water and rural sanitation, advising on capital allocation for rural clean water and sanitation programs and projects.
7. Department of Finance
- Preside and coordinate with relevant agencies and units to research, propose the development and implementation of a roadmap to accurately and fully calculate rural clean water prices, support policies on clean water prices in accordance with the ability to balance the province's budget.
- Coordinate with relevant units, advise the Provincial People's Committee on funding to implement the plan according to the ability to balance the budget and on the basis of integrating expenditure tasks of Programs, Projects and other legal revenue sources according to Decentralize budget for implementation.
8. People's Committees of districts, towns and cities
- Preside and coordinate with water supply units in the area to develop annual plans to implement the National Strategy for clean water supply and rural sanitation to 2030, with a vision to 2045 in the locality. Proactively balance and allocate funds according to budget decentralization to implement the Plan. Implement the integration of the Plan's content into local socio-economic development planning and plans, associated with the National Target Program for new rural construction and other relevant local programs and projects.
- Monitor and review planning, land use plans, construction planning, new rural planning, planning of industrial zones/clusters to implement and overcome the current situation of waste discharge causing pollution and affecting water supply and the environment.
- Coordinate with departments, branches, agencies and units to inspect and handle environmental violations to protect water sources and protect the environment.
- Strengthen propaganda to raise awareness and change community behavior regarding: Rural clean water supply; household hygiene; personal hygiene; water supply and toilets at medical stations; water supply and toilets in schools.
The Provincial People's Committee requests the Heads of relevant departments and branches and the People's Committees of districts, towns and cities to seriously implement this Plan.
