Vietnam to support farmers to consume agricultural products
Tuesday, January 23,2024AsemconnectVietnam - The Prime Minister Pham Minh Chinh has asked ministries to base on their functions and tasks to have plans and solutions to promote activities to support farmers in consuming agricultural products.
This is one of the requirements in document No. 381/VPCP-NN dated January 17, 2024 of the Government Office conveying the instructions of Prime Minister Pham Minh Chinh on the implementation of support solutions for farmers, agricultural development, and sustainable rural economy.
The document clearly states that on December 30, 2023, at the Government Headquarters, the Prime Minister's Conference on dialogue with Vietnamese farmers in 2023 (5th time) took place with the theme: "Farmers are the central entity in agricultural development, rural economy and building green, sustainable new agriculture".
Accordingly, the Prime Minister asked the Ministry of Agriculture and Rural Development to guide localities to build raw material areas and produce commodities on concentrated and large scale according to market standards and requirements; strongly innovate the form of production and business organization according to the value chain and promote cooperation and close links between localities in each region and between regions, connecting the global value chain.
The Ministry of Agriculture and Rural Development effectively implements the project named "Sustainable development of one million hectares specializing in high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta until 2030"; research policies to support farmers in specialized farming areas to participate in certified training programs to produce products that meet quality standards and new market requirements.
At the same time, the Ministry of Agriculture and Rural Development strengthens training, communication, and awareness raising for farmers, renewing production thinking from "agricultural production" to "agricultural economics" thinking according to agricultural value chain.
The Prime Minister also requested the Ministry of Finance to research and consider amending and supplementing a number of articles of Decree No. 58/2018/ND-CP dated April 18, 2018 on agricultural insurance to ensure its compliance under the practical conditions; as well as arrange and balance budget sources for vocational training for rural workers.
The Ministry of Planning and Investment researches and proposes solutions to improve the efficiency of investment in resources for effective and sustainable agricultural development; create favorable conditions for allocating and concentrating resources for collective economic development; organize supervision, inspection, and evaluation of implementation of laws on collective economics.
The Ministry of Labor, War Invalids and Social Affairs completes and submits to the Prime Minister for consideration and approval the Project to innovate and improve the quality of vocational training for rural workers. Prioritize improving the quality of training, coaching, and fostering knowledge for farmers on ecological, organic, circular, smart agriculture, science and technology, economics, markets, law, digital transformation, digital economy; improve economic management capacity of households, farms and cooperatives.
The Prime Minister requested the Ministry of Industry and Trade to promote activities to support farmers in consuming agricultural products; coordinate with the Central Vietnam Farmers' Union to organize training courses to support farmers and cooperatives on e-commerce on topics suitable to the field of business goods, online sales skills, organize festival activities and exhibitions of agricultural products.
The Ministry of Information and Communications advises on mechanisms and policies, coordinates and supports the Vietnam Farmers' Association in implementing the National Digital Transformation Program to 2025, with a vision to 2030 in the agricultural sector, farmers, rural areas.
The Prime Minister also requested the State Bank of Vietnam to research and review credit policies for agricultural and rural development in accordance with reality and meet the requirements of sustainable agricultural and rural development.
The Vietnam Farmers' Association continues to focus on innovating propaganda, advocacy, gathering and uniting farmers, improving the effectiveness of the farmer movement, promoting the values and good qualities of farmers, actively build modern rural areas, civilized farmers, participate in socio-economic development, ensure national defense, security, and international integration.
