Vietnam steel market update: Prices and demand remains low
Tuesday, August 15,2023AsemconnectVietnam - While steel prices have continued to fall and demand remains low, the steel industry is expected to recover at the end of this year.
A recent monthly report from the Vietnam Steel Association (VSA) showed that construction steel production decreased by 9.1% month-on-month to 738,196 tonnes. Sales also fell by 6% to 874,441 tonnes, of which sales to international markets declined by 21.5% to 149,623 tonnes.Construction steel manufacturing output for the first half of the year totalled nearly 5 million tonnes, a 25.5% decrease from the same period last year, while sales and exports decreased by 22.7% and 38% over last year, respectively, to roughly 5.1 million tonnes and 831,000 tonnes. VSA said that weak steel demand in most regions of the world and negative sentiment had both weighed on the selling prices of finished steel. Also pressuring steel prices, Chinese producers were boosting exports by lowering prices at a rapid rate to compete, the association added.
Steel pipes from Vietnam do not circumvent US trade remedy measuresThe US Department of Commerce (DOC) has issued its final determination that certain imported products from Vietnam do not evade the anti-dumping and countervailing duties that the US is applying to similar items from Taiwan due to the fact that these products do not use hot-rolled steel (HRS) sourced from Taiwan (China), announced the Trade Remedies Authority of Vietnam.
According to the department, certain circular welded carbon steel pipes and tubes (pipe and tube) and circular welded non-alloy steel pipe (CWP) imported into the US during the period of inquiry, January 1, 2017, through December 31, 2021, were not completed in Vietnam using HRS manufactured in Taiwan, and, therefore, no such imports are circumventing the antidumping duty (AD) orders on pipe and tube and CWP from Taiwan. For the remaining steel pipe products from Vietnam also under investigation for trade circumvention initiated on July 29, 2022, the DOC announced an extension of the deadline for the issuance of the final determination until November 2, 2023, instead of August 4, 2023 as previously declared.
Previously, on April 6, the DOC issued preliminary findings suggesting that there was evidence of Vietnamese enterprises evading the anti-dumping/countervailing duties imposed by the US on China, Taiwan (China), the Republic of Korea, and India.
Vietnam starts AD end-of-term review on cold-rolled stainless steel from 4 countries
The Ministry of Industry and Trade (MOIT) of Vietnam launched an end-of-term review of anti-dumping (AD) measures on cold-rolled stainless steel products from Taiwan, Indonesia, Malaysia, and China. MOIT has opened the receiving of the dossier of the review, with a deadline on August 28, 2023.The products involved are classified under HS codes 7219.32.00, 7219.33.00, 7219.34.00, 7219.35.00, 7219.90.00, 7220.20.10, 7220.20.90, 7220.90.10, and 7220.90.90.This AD duty was first imposed in October 2014 and was extended by an additional five years from October 26, 2019.
Vietnam plans to raise bauxite production
Vietnam’s Ministry of Industry and Trade said the government is planning to build three new bauxite mining locations in northern regions, including one in Lang Son province and two in Cao Bang province. The combined capacity will be able to reach 1.55-2.25 million tons per year.Besides, the Vietnamese government will also explore the potential of mining 68-112.2 million tons of bauxite every year in four central highlands provinces.Vietnam has bauxite reserves of 5.8 billion tons, ranking second in the world, according to US Geological Survey. Guinea ranks first with 7.4 million tons of reserves.Vietnam will continue to invest in new mines and maintain or raise the mining operation capability, aiming for an annual mining volume of 72.3-118 million tons.
Vietnam preparing AD sunset review on cold-rolled stainless steel from 4 countries
On July 28, 2023, the Trade Remedies Authority of the Ministry of Industry and Trade of Vietnam announced that the anti-dumping (AD) measure on cold-rolled stainless steel products from China, Taiwan, Malaysia, and Indonesia will expire after one year. The authority has received the request for a review of this case.The domestic interested parties have the right to submit an application on or before August 28, 2023.This AD measure was officially implemented in October 2014. The result of the first sunset review was announced in October 2019, and the measure continued on October 26, 2019, valid for five years.The products involved are classified under HS codes 219.32.00, 7219.33.00, 7219.34.00, 7219.35.00, 7219.90.00, 7220.20.10, 7220.20.90, 7220.90.10, and 7220.90.90.
