Project on developing key fruit trees to 2025 and 2030
I. Perspectives, goals
1. Perspective
- Development of fruit trees must be consistent with Strategy for Sustainable Agriculture and Rural Development in a 2021-2030 period, with a vision to 2050.
- To develop fruit trees on the basis of promoting potentials and advantages of ecological regions; improve the quality, added value and competitiveness of products; environmental protection, adaptation to climate change.
- To reorganize production, form concentrated and large-scale key fruit tree production areas, associated with the development of processing factories and consumption markets.
- Promote linkages in concentrated key fruit tree production areas; synchronously apply scientific and technological advances in the production, preservation and processing of fruit tree products.
- Enhance deep processing to diversify products, develop products with geographical indications, develop planting area codes, and trace origins; mobilize social resources to invest in the development of fruit tree production and processing.
2. Goals
a) Common goal
Sustainable development of key fruit trees; contributing to creating jobs, increasing income, increasing export value, promoting restructuring of the agricultural sector, stabilizing people's lives, developing socio-economic and ensuring national defense and security in rural areas.
b) Specific goals
- By 2025:
+ The area of fruit trees nationwide is 1.2 million hectares, the output is over 14 million tons; in which, the main fruit tree area is 960 thousand ha, the output is 11-12 million tons.
+ In concentrated fruit tree production areas: The rate of value of products produced in the form of cooperation and association reaches 30-35%; the rate of new planting and replanting areas using high quality seeds is 70-80%; the percentage of fruit tree area applying good agricultural production practices (VietGAP and equivalent…) 30%; Advanced irrigated area, saving water 20-30%.
+ Fruit export turnover reached over 5 billion USD.
- By 2030:
+ The area of fruit trees nationwide is 1.3 million hectares, the output is over 16 million tons; in which, the main fruit tree area is 01 million ha, the output is 13-14 million tons.
+ In concentrated fruit tree production areas: The rate of value of products produced in the form of cooperation and association reaches 60-70%; the rate of new planting and replanting areas using high quality varieties is 80-90%; the percentage of fruit tree area applying good agricultural production practices (VietGAP and equivalent…) 40-50%; Advanced irrigated area, saving water 30-40%.
+ Fruit export turnover reached about 6.5 billion USD.
II. Orientation to develop key fruit trees until 2030
1. Dragon fruit tree
Stabilize the area of dragon fruit about 60 - 65,000 ha, output 1.3 - 1.5 million tons. Concentrated dragon fruit production areas include: Binh Thuan, Long An, Tien Giang.
Build the structure of white flesh dragon fruit, red flesh dragon fruit, yellow skin dragon fruit in accordance with market demand.
Arrange the area of dragon fruit to spread the harvest about 60% of the area, and the main dragon fruit 40% of the area.
synchronously apply advanced and safe production processes, apply dragon fruit growing techniques in a T-frame, water sparingly, use specialized lights for flowering conditions; pruning and handling of cut branches on dragon fruit trees.
To gradually form dragon fruit production areas according to the export market with certification or issuance of planting area codes. Organize linkages between concentrated production areas and dragon fruit processing and exporting enterprises.
2. Mango tree
Oriented to develop about 130-140 thousand hectares, output 1.1-1.5 million tons. Key mango-producing provinces: Northern midland and mountainous region (Son La), South Central region (Binh Thuan, Khanh Hoa), Southeast region (Dong Nai, Tay Ninh), Mekong River Delta (Dong Thap, An Giang, Vinh Long, Tien Giang, Hau Giang).
For the northern provinces, a reasonable arrangement of mango varieties should be arranged in the direction of the main crop varieties covering about 70% of the area, the varieties spreading the harvest accounting for about 30% of the area. In addition to using a set of seed spreaders, combined with intensive farming methods can prolong the harvest time from 2 to 3 months. In the southern provinces, the mango area is 50% of the harvested area, and 50% of the main crop area.

3. Banana tree
The development orientation is about 165-175 thousand hectares, with an output of 2.6-3 million tons. Key banana producing provinces: Red River Delta (Hanoi City, Hung Yen), Northern Midlands and Mountainous Areas (Son La, Phu Tho, Lai Chau), North Central Region (Thanh Hoa, Nghe An) An, Quang Tri), the South Central region (Quang Nam, Phu Yen, Khanh Hoa), the Southeast region (Dong Nai), the Central Highlands (Gia Lai) and the Mekong River Delta (Tien Giang, Tra Vinh, Kien Giang, Soc Trang, Ca Mau).

4. Litchi tree
Stabilize the area of about 55,000 hectares, the output of 330-350 thousand tons; arrangement of early ripening litchi varieties on 30% of the area, and about 70% of the main crop area. Key fabric producing provinces: Bac Giang, Thai Nguyen, Lang Son, Hai Duong, Hung Yen, Quang Ninh.
Selection and restoration of local specialty lychee varieties, combining selection, importation, and transfer of new quality varieties, ripening early (harvested in about May).
Synchronously apply the technical package of intensive farming in the context of climate change: grafting and improvement, pruning, creating canopy, flower and fruiting treatment techniques...
Organize linkages between households in concentrated production areas and export enterprises. Focus on transferring post-harvest preservation technology of litchi, promoting safe production (VietGAP) and granting planting area codes.
5. Longan tree
Stabilize the area of about 85,000 ha, output 700 - 750 thousand tons. Key longan producing provinces: Northern midland and mountainous region (Son La, Bac Giang, Tuyen Quang, Lao Cai), Red River Delta (Hung Yen, Hai Duong, Hanoi), Southeast region (Hung Yen, Hai Duong, Hanoi, Tay Ninh, Ba Ria - Vung Tau), Mekong River Delta (Tien Giang, Ben Tre, Vinh Long, Dong Thap, Soc Trang).
Arrange the structure of longan varieties in the Northern provinces with 10% early ripening, 50% main season and 40% late ripening of the area; The southern provinces have 50% of the main crop and 50% of the harvest.
Continue to select, create, and import new quality longan varieties: varieties that are easy to handle with flowering, large fruit, bright skin color, thick fruit pulp, small seeds, resistant to dragon broom and have a long storage time.

6. Orange tree
Orientation to stabilize an area of about 100 thousand hectares, with an output of 1.2 - 1.3 million tons. Key orange-producing provinces: Northern midland and mountainous region (Hoa Binh, Tuyen Quang, Ha Giang), Red river delta (Hanoi City, Hung Yen), North Central region (Nghe An, Ha Noi, Ha Tinh), the Mekong River Delta (Tien Giang, Vinh Long, Dong Thap, Hau Giang, Soc Trang).
In the northern provinces, the structure of orange area in the main crop is 70-75%, the area of oranges in the harvest season is 25-30%. The provinces in the Mekong Delta have 50% of the main orange crop, and 50% of the harvest.
Importing, selecting, selecting, creating and transferring high-quality, low-seeded or no-seeded orange varieties, resistant to pests and diseases, building disease-free seed gardens, propagating disease-free oranges, serving replanting .
Synchronously apply advanced, organic and safe production processes, focusing on economical watering techniques, and post-harvest preservation technology of oranges.
7. Grapefruit tree
Oriented to develop about 110-120 thousand hectares, output 1.2-1.6 million tons. Key pomelo producing provinces: Northern midland and mountainous region (Hoa Binh, Phu Tho, Bac Giang), Red river delta (Hanoi), North Central region (Ha Tinh), Mekong river delta Long (Tien Giang, Ben Tre, Vinh Long, Hau Giang).
In the Northern provinces, the structure of pomelo varieties is arranged in 70% of the area, and 30% of the harvest is scattered. In the southern provinces, the main crop area is 55% and the harvest is 45%.
Selection and restoration of indigenous pomelo varieties, local specialties with quality, few seeds, resistant to pests and diseases; at the same time, research, select, create and develop new pomelo varieties with good quality and suitable for the market. Building disease-free seed gardens, propagating disease-free pomelos for production.
Promoting safe production, applying improved grafting techniques, saving watering, additional pollination techniques, handling flowering and fruiting, preventing pests and diseases in the context of climate change, focusing on pomelo preservation.
8. Pineapple tree
Orientation to develop about 55-60 thousand hectares, output 800-950 thousand tons. The key pineapple producing provinces include: Ninh Binh, Thanh Hoa, Quang Nam, Tien Giang, and Kien Giang.
Planting pineapple spread the harvest to serve the demand for pineapple all year round, meet the capacity for canned pineapple processing factories and the demand for fresh pineapple off-season from November to March next year. Arrange the proportion of off-season pineapple area accounting for 30-40% of the area.
Expansion of pineapple growing area in some regions gives higher efficiency than other crops, such as alum and saline soils in the southern provinces and the northern region, associated with processing plants.
Building a system of disease-free root seed gardens for propagation and application of disease-free pineapple seed production techniques for production.
Synchronous application of intensive farming techniques: watering sparingly, mulching soil, fertilizing, preventing pests and diseases, flower processing techniques in pineapple production...
9. Rambutan tree
Stabilize an area of about 25,000 hectares, with an output of 400 thousand tons. Key rambutan producing provinces: Dong Nai, Ben Tre, Vinh Long.
Selection and restoration of local specialty rambutan varieties, combining selection, introduction, and expansion of new quality varieties that are resistant to adverse external conditions, especially in the Mekong Delta. The ratio structure of the main crop area of rambutan in the Mekong Delta is about 50%, and the scattered crop is 50%.
10. Durian tree
The development orientation is about 65-75 thousand hectares, the output is 830-950 thousand tons. Key provinces for durian production: Mekong River Delta (Tien Giang, Vinh Long, Ben Tre), Southeast region (Dong Nai, Binh Phuoc), Central Highlands (Lam Dong, Dak Lak, Dak Nong).
Research on selection, restoration, importation and testing of durian varieties towards high quality suitable for the market and adapting to climate change.
Selection of top-class trees, building top-class orchards, building disease-free durian breeding systems for production.
Synchronous application of intensive farming techniques: economical watering, fertilizing, pest control, flower treatment techniques in off-season production... Ratio of durian area in main season 50%, scattered service 50%.
Organize production association, strengthen deep processing, diversifying products such as frozen durian powder...; develop geographical indications, planting area codes, origin of goods and product brands for durian.
11. Jackfruit tree
Stabilize an area of about 50,000 hectares, with an output of 600-700 thousand tons. Key jackfruit producing provinces: the Central Highlands (Lam Dong, Dak Lak, Dak Nong, Gia Lai), the Southeast (Dong Nai, Binh Phuoc, Tay Ninh), the Mekong River Delta (Tien Giang, Vinh Long, Long An, Dong Thap, Hau Giang).
Promote selection and restoration of local specialty varieties of jackfruit, selection and importation, expansion of new varieties of quality, convenient for consumption and processing.
Building a system of leading gardens, providing the supply of quality varieties for production.
Spread the jackfruit harvest according to the ratio of the main crop area 60%, spread the crop 40%.
12. Passion fruit tree
Oriented to develop about 12-15 thousand hectares, output 250-300 thousand tons. Key passion fruit producing provinces: Lam Dong, Dak Nong, Gia Lai, Dak Lak, Quang Tri, Son La, Nghe An.
Research, select and test new high quality passion fruit, resistant to pests and diseases. Forming a production system of disease-free passion fruit seedlings for production.
Synchronous application of techniques for making truss, pruning, fertilizing, watering, saving, pest control and crop rotation...
Link production, implement safe production of passion fruit, strengthen inspection of food safety conditions of establishment preliminarily processing, processing and producing passion fruit raw materials in order to improve quality.
13. Avocado tree
Orientation to stabilize the area about 25-30 thousand hectares, the output 250-300 thousand tons. Key avocado producing provinces: Central Highlands (Dak Lak, Lam Dong, Dak Nong), Northern Midlands and Mountains (Son La), North Central (Quang Tri, Nghe An).
Continue to research and select high quality avocado varieties and spread the harvest; at the same time, restore special avocado varieties with high economic value.
Selection of top-ranked trees, construction of top-class gardens, avocado breeding system, construction of avocado varieties to spread the harvest in the area.
Synchronously applying techniques of intercropping, advanced watering, saving, pruning, fertilizing and pest control...
The ratio structure of the area of ripe avocados in the main crop is 60%, and the spread of the crop is 40%.
Promote safe production, focus on preserving fresh avocados; strengthen deep processing, diversify avocado products.
14. Banana tree
Stabilize the area about 25-30 thousand ha, output 220-250 thousand tons. Key production provinces: Lang Son, Bac Giang, Quang Ninh, Tay Ninh, Tien Giang.
Promote selection and restoration of local specialty varieties, select, create, and import quality new varieties, spread the harvest favorable for consumption.
Building a system of leading gardens, propagating custard apple for production.
Synchronous application of technical measures of pruning, handling of flowering and spreading of the harvest, mechanization, fertilizing, watering sparingly, and pest control... Structure of the main crop area %, spread the harvest 30%.
III. Solution
1. About production organization
Pursuant to the approved National Key Fruit Tree Development Scheme; provinces and cities determine the scale of concentrated fruit tree production areas in the provincial planning plans and other relevant plannings; associate the development of fruit-growing areas with product preservation and processing establishments.
Localities continue to implement policies to attract businesses to invest in building fruit tree processing plants; closely coordinate with enterprises to orient the size of the area for planting key fruit trees; promoting the formation of fruit tree production linkage chains from building planting areas to processing and consuming products.
To build sustainable links between businesses and fruit-producing households, cooperatives play an important role as a bridge. Localities need to synchronously implement solutions to support cooperative development in both breadth and depth, especially focusing on supporting new establishment and capacity building for cooperative members.
For households, it is necessary to actively link with businesses through cooperatives to form concentrated fruit production areas, associated with building codes of growing areas for traceability and consumption of edible crops. At the same time, actively participate in horticulture training courses, enhance production skills, market knowledge about fruit trees....
2. About science and technology
Continue to invest in preserving genetic resources; select, create and import new varieties of high-yield and high-quality fruit trees, spread the harvest, resist pests and diseases, and adapt to climate change.
Continue to improve the process of propagation of disease-free fruit trees; harvesting techniques; advanced farming process; post-harvest handling, preservation and processing technology suitable to each specific condition.
Market forecasting research; research solutions to mechanize the stages of fruit care and collection; technology research and design and manufacture of lines of equipment for preservation and processing for export.
To promulgate a system of national technical standards and regulations on fruit trees in line with international standards; strictly manage the production and supply system of fruit trees, ensure the quality of varieties for new planting, replanting and grafting improvement.
Develop agricultural extension programs on advanced farming, link production along the value chain; prioritizing the transfer of advanced techniques of intensive cultivation of key fruit trees in concentrated growing areas according to GAP, organic...; application of high technology in production, processing and preservation of products.
3. About investment
Households invest in developing key fruit-growing areas to form concentrated material areas. Cooperatives, associated with households and businesses, invest in pre-processing houses and product warehouses. Enterprises invest in factories to process and sell fruit products.
The State budget invests in irrigation works in concentrated fruit-producing regions, traffic works connecting concentrated production areas with main traffic axes and other essential infrastructure works for service. production and consumption of fruit tree products; research and transfer of science and technology on varieties, intensive cultivation, harvesting, preservation and processing of fruit tree products; promoting trade, expanding the market for the region's key fruit products...
4. Consumption market
For the domestic market, localities need to build images of regional specialty fruit trees and endemic products of each locality. Support organizations and individuals to build brands of fruit tree products, associated with geographical indications; forming a trading floor for fruit tree products; carry out trade promotion activities so that domestic consumers have enough information about fruit tree products.
For the export market, localities continue to closely coordinate with ministries and enterprises to take measures to expand export markets; The focus is on manufacturing products according to the market demand of importing countries and removing trade barriers. Focus on implementing measures to promote official fruit exports to the Chinese market. At the same time, continue to expand markets: Japan, the United States, Canada, Korea, Russia, ASEAN, EU, Middle East, North Africa...
5. Policy
Well organize the implementation of policies related to agriculture and rural areas: Credit policies for agricultural and rural development; policies to support the development of seed production to serve the restructuring of the agricultural sector; supportive policies to reduce losses in agriculture; policies to encourage the development of cooperation and association in the production and consumption of agricultural products; policies to encourage the development of organic agriculture; policies to encourage enterprises to invest in agriculture and rural areas; the policy of transferring science and technology into production; Cooperative development policy… At the same time, study and report to the competent authorities to issue new policies to support the development of fruit trees.
6. About international cooperation
Strengthen cooperation with other countries and international organizations on science and technology for fruit tree development such as: Exchange of new genetic resources; studying, selecting, creating and importing new varieties; safe and sustainable fruit tree cultivation process; technology for harvesting, preserving and processing fruit trees; remove trade barriers, promote trade, expand the market for fruit products...
IV. Implementation organization
1. Units under the Ministry of Agriculture and Rural Development
a) Department of Cultivation
To assume the prime responsibility for, and coordinate with relevant units in, guiding localities to implement the Scheme; propose tasks to implement the Project; monitor the results of the implementation of the Scheme, summarize difficulties and problems and propose solutions to report to the Minister.
b) Department of Agricultural Products Processing and Market Development
Take the lead in advising and coordinating with localities and units to call for enterprises to invest in processing factories to export key fruit products; advise the Ministry to coordinate with other ministries/sectors to remove difficulties in terms of mechanisms, policies, trade barriers, and increase consumption of fruit products.
c) Plant Protection Department
To assume the prime responsibility for, and coordinate with localities in, disease management on fruit trees; guide localities to develop planting area codes and product traceability; coordinate with units to implement measures to expand export markets for fruit products..
d) Other units under the Ministry
According to the functions and tasks assigned to coordinate with the Department of Crop Production, Department of Processing and Market Development of agricultural products, Department of Plant Protection to implement the contents of the Scheme.
2. Departments of Agriculture and Rural Development of provinces and centrally run cities
Advising the People's Committees of provinces and cities to direct the implementation and implementation of the contents of the Project: Orientation for fruit tree development in the provincial planning; propose mechanisms and policies; attracting enterprises to invest in processing establishments associated with farmers, cooperatives and cooperative groups to build concentrated fruit-growing areas; develop the code of the planting area; applying advanced and safe farming technology processes; infrastructure investment (transportation, irrigation...) in service of fruit tree development... Report on the results of the implementation of the Scheme upon request.
3. Relevant Ministries/Branches: Based on their assigned functions and tasks, to coordinate with the Ministry of Agriculture and Rural Development and localities in formulating mechanisms and policies and organizing the implementation of the Scheme.
4. Enterprises, Associations
Coordinate with the Ministry of Agriculture and Rural Development and localities to implement the Project: Proposing mechanisms and policies to develop fruit trees; remove trade barriers, expand markets; science and technology transfer; support farmers to borrow capital, build concentrated fruit-growing areas; cooperate in purchasing and processing products according to the market mechanism; invest in deep processing facilities to diversify products, improve quality and competitiveness of fruit products...
