Steel market Update:Vietnam upholds antidumping tariff on Chinese steel imports

AsemconnectVietnam - The Trade Remedies Authority of Vietnam under the Ministry of Industry and Trade (MoIT) has recently issued Decision No. 132/QD-BTC on the continuation of anti-dumping measures for certain imported cold-rolled (cold-pressed) steel coils or sheets from China.

In accordance with Decision No. 3390/QD-BCT issued by MoIT on December 21, 2020, the anti-dumping tax rate for Chinese cold-rolled steel goods remains constant.
According to this ruling, Chinese cold-rolled steel is subject to anti-dumping duty rates ranging from 4.43 per cent to 25.22 per cent, depending on the individual manufacturers and exporters.
Prior to September 3, 2019, many local steel manufacturing companies filed dossiers demanding anti-dumping investigations for a variety of Chinese steel goods imported into Vietnam.
The MoIT has decided to investigate the issue in line with the World Trade Organization (WTO), the Foreign Trade Management Law (FTML), and other applicable legislation.
The findings indicate that some Chinese steel products are susceptible to dumping by foreign manufacturers and exporters, posing a danger to the local steel sector.
Earlier on September 3, 2019, numerous local steel manufacturing companies filed dossiers demanding anti-dumping investigations for a variety of Chinese steel goods imported into Vietnam.
The MoIT chose to investigate the matter in compliance with WTO, FTML, and other applicable legislation.
The findings indicate that a number of Chinese steel products pose a danger to the local sector due to the dumping practises of overseas manufacturers and exporters.
Vietnam’s biggest ferrosilicon plant put into operation in Thai Nguyen province
The ferrosilicon plant invested by the Thai Nguyen Metallurgical Electromechanical Company (MECO) is now operating stably after two-year construction and testing.
This plant is the biggest of this type in Vietnam, with an annual production capacity of 12,000 tons. It has a daily output of 40 tons of high-quality ferrosilicon with 72-75% of silicon content, meeting the demand of domestic steel production and export.
Besides, around 230 job opportunities will be created by this ferrosilicon plant, and VND 50 billion will be contributed to the provincial budget every year.
Vietnam makes final ruling of second AD review on China’s aluminum profiles
On January 16, 2023, the Ministry of Industry and Trade (MOIT) of Vietnam announced its final determination of the second review of the anti-dumping (AD) measure on aluminum profiles originating in China, adjusting the AD duty rate ranging from 2.85% to 35.58%.
The products involved are certain alloy or non-alloy aluminum products, in the form of bars, rods, extruded, and other profiles, classified under HS codes 7604.10.10, 7604.10.90, 7604.21.90, 7604.29.10, and 7604.29.90. The second AD review of this case was launched on June 10, 2022.
Vietnam announces final ruling of new exporters review of AD case on painted steel products from China, South Korea
On January 18, 2023, the Ministry of Industry and Trade (MOIT) of Vietnam announced its final determination of the new exporters review of the anti-dumping (AD) case on flat-rolled and painted alloy or non-alloy steel products from China and South Korea, ruling a duty rate of 3.88% on the two countries. This determination will come into force from March 3, 2023.
The products involved are under HS codes 7210.70.11, 7210.70.19, 7210.70.91, 7210.70.99, 7212.40.11, 7212.40.12, 7212.40.19, 7212.40.91, 7212.40.92, 7212.40.99, 7225.99.90, 7226.99.19, 7226.99.99.
The review of new exporters was launched in September last year based on the application filed by China’s Boxing Hengrui New Material Co., Ltd.
Vietnam’s steel manufacturers face deficit in Q4 2022
In the fourth quarter of last year, many of Vietnam’s steel manufacturers faced a deficit. The net loss of Hoa Phat Group was more than VND 2 trillion. Besides, its revenue fell by 42% year on year to VND 26 trillion.
Meanwhile, Hoa Sen Group, the Vietnam Steel Corporation, Nam Kim Group, and TISCO faced a loss of VND 680 billion, VND 410 billion, VND 356 billion, and VND 17 billion, respectively.
According to data from the Vietnam Steel Association (VSA), Vietnam’s steel product consumption in 2022 totaled 27.3 million tons, decreasing by 7.2% year on year.
Although the deficit kept continuing, Hoa Phat Group still maintained an optimistic attitude for this year and indicated the steel industry is recovering.
