Plan on implementing Decision No.923/QD-TTG dated August 2, 2022 of the Prime Minister approving science and technology program for new rural construction in a period of 2021-2025 in Vinh Long province
I. Objectives
1. Common objective
Organize effective implementation of national target program on building new countryside in the province in a period of 2021-2025 through activities of application and transfer of scientific and technological advances into production and preservation, processing in order to increase productivity, improve quality, efficiency and competitiveness, promote the export of agricultural and aquatic products, and products processed from agricultural and aquatic products; contribute to economic, cultural, social and environmental development in rural areas; improve quality of life of the people.
2. Specific objectives:
Implement and coordinate with central ministries and branches to effectively implement the Prime Minister's Science and Technology Program for New Rural Development in the 2021-2025 period to ensure the achievement of the set targets. Inside:
- Applying new technologies and scientific solutions to increase economic efficiency by at least 15%, at the same time adapting to climate change and protecting the environment; At least 70% of the models deployed in the Program in the province will be maintained and replicated.
- At least 80% of agricultural and rural economic development models implemented in the Program have multi-sectoral linkages, value chain linkages and public-private partnerships.
- At least 25% of the deployment models under the Figure Chapter in the province are implemented in extremely difficult communes, communes that have not yet met the new rural standards, contributing to speeding up the achievement of targets and criteria under the national set of criteria for new rural areas.
- At least 40% of products under the One Commune One Product Program (OCOP Program) are supported for protection registration, management and development of intellectual property, control of origin and quality after being protected. . The number of intellectual property applications (industrial property, plant varieties) increased by an average of 25% - 30% / 5 years compared to the period 2016-2020.
II. Tasks and solutions
1. Effectively deploying mechanisms and policies to implement the National Target Program on New Rural Development
Implement mechanisms and policies to support new rural construction, ensuring synchronous, flexible and suitable for each group of communes (communes strive to achieve new rural standards; communes strive to achieve new advanced rural standards); the commune strives to meet the new rural model standards...) in the direction of integration with programs and projects in the area with the National Target Program on building new rural areas in order to increase investment efficiency, ensuring no overlapping, overlapping, waste of resources.
Synchronously implement innovation mechanisms and policies to promote scientific and technological activities in agricultural and rural development. Creating favorable conditions for organizations and individuals doing science and technology to maximize creativity, initiative and responsibility for the final results.
Continue to implement policies and laws on land towards environmental protection; research on rational land use conversion, preventing land degradation. Synchronously implementing solutions to minimize environmental pollution in agricultural production, industry and rural residential areas, towards sustainable development combined with green growth.
Effectively implement policies to support establishments, businesses, cooperatives, cooperative groups, farmer households, OCOP subjects to apply science and technology, machinery and equipment to production. , preservation, post-harvest processing; Research and apply high technology, 4.0 technology, traceability technology, advanced quality management systems, good agricultural practices (GAP)... to form economic development models agriculture, rural economic development, promotion of production linkages and market development along the value chain of key product groups at the provincial level, local specialty products, and OCOP products.
Studying solutions to promote the role of local authorities, raising awareness of officials and party members at all levels in building new rural areas (especially at grassroots level); consider this a strategic issue to build and develop the province in the period of industrialization and modernization.
2. Researching solutions for rural economic development, sustainable rural construction
a) Research on agricultural and rural economic development
Research, develop and expand concentrated commodity production areas in combination with intensive farming, use of seedling varieties and efficient production processes to create high-quality, highly competitive and marketable yields; Preferably supporting the development of key industries and products at the provincial level, local specialties, and OCOP products.
Researching solutions to promote the application of mechanization in a synchronous manner in production stages; in which focus on preservation, processing, quality assurance, food safety and hygiene. Building and registering trademarks, trademarks of goods, with certification, traceability for agricultural products.
Research and quickly apply biotechnology in the selection, hybridization and production in combination with import of varieties, technology transfer to produce disease-free, high-yield, and disease-resistant varieties. diseases and adaptation to climate change of key crops and livestock (rice, fruit trees, pigs, cows, fish); to form an experimental center for production of plant, animal and aquatic plant varieties, applying scientific and technological advances, creating breakthroughs in the development of the region's leading hi-tech agriculture industry. .
Research and application of vaccine technology to prevent some dangerous infectious diseases in livestock and aquaculture (foot-and-mouth disease in cattle, blue-eared pigs, African swine fever, liver and kidney pus in pangasius…)
To step up the acquisition and application of new techniques in agricultural production, fisheries and rural industries in order to reduce the impact on the environment; change the structure of crops and seasons to suit the laws of weather, climate and natural disasters in the province; changing seasons and seasons for short-term crops such as rice, corn, potatoes, and other vegetables in accordance with weather changes and saline intrusion.
Researching solutions to apply technology, science and technology to support agricultural cooperatives and people to transform agricultural production models, develop production and business plans and plans integrated with appropriate measures, climate change response; apply smart agricultural models to adapt to climate change.

b) Research and implement solutions to build communes that meet water security, climate change adaptation, natural disaster prevention, and ensure sustainable agricultural development.
The study proposes solutions to improve the capacity of natural disaster prevention and mitigation and response to climate change, and to prevent and overcome landslides in rivers and canals. Annually, develop and implement plans for natural disaster prevention and control at all levels; improve the efficiency of disaster risk management by applying modern technologies in disaster forecasting, warning and prevention; develop adaptive and proactive plans for all situations.

c) Researching solutions to build new rural areas suitable to the characteristics of the region and region

e) Research solutions to develop commercial infrastructure, supporting industries and logistics services for agricultural production, solutions to increase the application of quality certifications in agricultural production and trade.
Applied research in building, upgrading and developing infrastructure of production areas, including agricultural production infrastructure and infrastructure for the development of services of preliminary processing, processing, preservation and rural trade.

3. Building new rural models on the basis of application of scientific and technological solutions for socio-economic development.
Develop, propose, and coordinate the implementation of projects and models in new rural construction, in which priority is given to the model with the following contents:
- Models of cooperation, linkage application of advanced technologies, high technology, precision industry, new materials; synchronously apply mechanization and modernize irrigation to develop production, preliminary processing and processing of agricultural products in the direction of safe, organic and ecological.
- Model of application of high technology, digital technology, artificial intelligence combined with mechanization in production, trade in agriculture, forestry and fishery and rural administration. Prioritize building models of agricultural production, preservation and processing, and organize agricultural production of goods associated with product value chain linkages (fruit trees, rice, pigs, fish) up to standards. GAP serves to build new rural areas associated with agricultural restructuring.
- Model of ecological village, smart village to adapt to climate change, prevent natural disasters, ensure sustainable rural development.
- Model of landscape construction and rural environmental protection.
- Model of socialization, model of public-private partnership in investment, management and exploitation of rural infrastructure works and environmental protection. In which, focusing on proposing models of renewable energy technology application, high-tech application models in wastewater and waste treatment in livestock, slaughtering and aquaculture.
The content of science and technology development to serve the construction of new rural areas should be carried out in parallel with the national target program on building new rural areas 2021-2030; Priority should be given to models of agricultural restructuring and disaster prevention and mitigation, adaptation to climate change, and stabilization of people's lives.
4. Carry out communication activities to raise social awareness and promote scientific and technological achievements for new rural construction
Departments, departments, branches and People's Committees of districts, towns and cities shall coordinate with Vietnam Fatherland Front Committees at all levels and socio-political organizations:

- Regularly update and report on models, advanced examples, initiatives and good experiences in new rural construction, popularize and replicate highly effective models of science and technology application in the rural areas. production, processing, consumption, environmental protection, rural employment,... through conferences, seminars, media, activities of socio-political organizations in order to changing people's perception in economic development, building new countryside and changing consumers' perception of using products that meet quality standards.
III. Implementation cost
1. Capital for implementation
- The main source of funding is from the central budget of the National Target Program on building new rural areas in the 2021-2025 period.
- Funds integrated from projects, schemes, programs and state budget allocated annually to branches and localities.
- Sources of capital for socialization (enterprises, cooperatives, residential communities, ...) and other legal mobilized sources according to regulations.
2. Financial mechanism: comply with the financial mechanism of the National Target Program on new rural construction for the period of 2021 -2025 and the provisions of current laws.
IV. Implementation organization
1. Department of Agriculture and Rural Development
As the agency in charge, coordinate with relevant departments, branches, People's Committees of districts, towns and cities to organize the implementation of the Plan according to regulations and supplement and adjust this Plan and submit it to Provincial people’s committee, consider and decide (when necessary). Advise the Provincial People's Committee to direct departments to implement and coordinate in performing science and technology tasks under the Science and Technology Program for new rural construction deployed in the province.
To assume the prime responsibility for, and coordinate in the implementation of, programs and projects in order to popularize and replicate the application of high technology in agricultural production; propose high-tech agricultural production areas and organic agriculture in the province, complete the goal of Resolution No. 03-NQ/TU on developing high-tech agriculture in the 2021-2030 period .
To assume the prime responsibility for, and coordinate with other departments, branches and localities in implementing the One Commune One Product Program (OCOP Program); coordinate to support products and goods that need traceability to support registration of protection, management and development of intellectual property (industrial property, plant varieties), origin control and quality.
Implement activities to develop agricultural production areas, focusing on application of science and technology, synchronous mechanization; application of technical advances to production adapted to climate change.
Monitor the progress of the implementation, periodically summarize and report on the implementation of the plan; advise to organize preliminary assessment, review assessment periodically or irregularly when required; Timely propose solutions to difficulties and obstacles in the implementation process, ensuring the completion of the planned objectives.
2. Department of Science and Technology
To assume the prime responsibility for, and coordinate with relevant departments, branches and localities to successfully implement the Science, Technology and Innovation Development Plan for the 2021-2025 period, the Implementation Plan for the National Strategy on research, development and application of artificial intelligence by 2030; Vinh Long province's intellectual property development program for the period of 2021-2030. In particular, priority should be given to implementation in communes that are building new rural areas.
To assume the prime responsibility for, and coordinate with relevant departments and branches in, advising and submitting to the Provincial People's Committee for approval specific scientific and technological tasks suitable to the Science and Technology Program in service of new rural construction in the province; transfer research results, application of technical and hi-tech advances to organizations, individuals, agricultural production enterprises in the province.
3. Department of Planning and Investment
To assume the prime responsibility for, and coordinate with ministries, branches and localities in, summarizing needs and projecting budget allocations for the implementation of the Science and Technology Program in service of new rural construction in the annual and periodical plans of the Government. The national target program on building new rural areas shall be submitted to the competent authorities for approval.
To assume the prime responsibility for, and appraise investment policies in, science and technology projects using public investment capital decided by the provincial People's Committee. Coordinating in appraising investment and development projects in science and technology according to decentralization and submitting to competent authorities for approval.
4. Department of Finance
To assume the prime responsibility for, and coordinate with relevant agencies in, submitting to competent authorities this plan in accordance with the provisions of law; Coordinate with relevant units to inspect and guide the use of capital sources in accordance with law.
5. Department of Industry and Trade
To assume the prime responsibility for, and coordinate with relevant departments and branches, the People's Committees of districts, towns and cities in implementing public policies and policies on development of supporting industries in order to support rural industrial establishments in applying technology and applications, advanced energy-saving and environment-friendly machinery and equipment in industrial production - handicrafts, contributing to the preservation and development of traditional crafts.

6. Relevant departments and agencies
To assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development, provincial media units, the Vietnam Fatherland Front Committee of the province and other departments, divisions, branches and People's Committees of districts, towns and cities, organize information, propaganda and widely disseminate the plan in the province.
Based on the functions, tasks and requirements in the work, participate in the formulation of the implementation plan, integrate the implementation of related tasks under this Plan.
7. Proposal to the Vietnam Fatherland Front Committee of Vinh Long province and socio-political organizations
Promote the dissemination of this Plan on the mass media, through conferences and seminars so that a large number of people know and respond to the implementation. Directing all levels of associations and members to actively participate in building models and projects of applying science and technology to production to implement the Plan to achieve the set goals.
8. People's Committees of districts, towns and cities
Based on this Plan, develop a plan to concretize or integrate relevant plans to perform tasks according to the scope of authority and in accordance with local practice.
Develop plans to implement solutions to apply science and technology in infrastructure development of production areas in the locality; infrastructure for preliminary processing, processing, preservation and rural trade.
To assume the prime responsibility for, and coordinate with other departments in, building models of science and technology application in new rural construction.
