Strategy for development and application of space science and technology to 2030

I. Viewpoints
1. Development and application of space science and technology is an urgent need in order to be proactive in the source and ensure safety and reliability of satellite data; contribute to ensuring independence, sovereignty, unity and territorial integrity; improve scientific and technological potentials, promote socio-economic development and secure other national interests; consistent with the United Nations' sustainable development goals; Harmonious alignment with other National Strategies.
2. Investment in development and application of space science and technology is a continuous and long process, inheriting and maximizing achievements of the strategy up to 2020 and the latest achievements of mankind; promote socialization, promote enterprise potential, effectively exploit all shared resources; step by step master and proceed to create new technology.
3. Development of space science and technology is the driving force for research, mastery, development and application of high technology in the fields of information and communication technology, automation and new materials of biology, mechatronics, precision engineering and new technologies are driving development globally.
II. Objectives
1. General objectives
To widely apply achievements of space science and technology; Investing in a number of areas related to national defense, security, natural resources and environment management, monitoring and support to mitigate damage caused by natural disasters, providing diverse services for citizen; improve the country's scientific and technological potentials, contribute to ensuring independence, sovereignty, unity, territorial integrity, promote socio-economic development and ensure national interests.
2. Specific objectives
a) Regarding focused and key investment:
- Mastering technology of designing, manufacturing, integrating optical sensors, radar for satellite observing the Earth; assembling, integrating and inspecting the high-resolution, super-high satellite in the country;
- To master technology of designing and manufacturing terminal equipment, ground stations for controlling and receiving satellite data and transponders for telecommunications satellites;
- To effectively ensure transmission capacity via satellite, especially meeting needs of remote, border and island areas, sovereignty protection tasks and national security;
- Forming Vietnam's navigation-navigation capacity, reducing dependence on existing global satellite navigation systems;
- Applying hot air balloons and flying tools in the stratosphere for scientific research, measurement, atmospheric exploration and tourism service development.
b) Regarding application of space science and technology:
- Actively and promptly supervise and support decision-making in response to natural activities and changes, large-scale social fluctuations within the territory of Vietnam;
- Ensuring topicality of map data, geographic information systems, resource data, environment effectively serving state management, providing a digital platform for diversified development of services ;
- Provide a variety of telecommunications services, positioning, navigation and warning based on satellite data for the people.
c) Development of space science and technology potentials:
- Training a team of about 300 experts, 3,000 engineers deployed in the field of space science and technology;
- Invest in upgrading about 10 specialized laboratories; developing strong research groups on space science and space technology, applying space science and technology;
- Invest in scientific research, development and application of space science and technology to reach the level of the leading group in the region.
III. Tasks and solutions
1. Completing national institution and legal framework
a) Study and propose a uniform state management model of space for civil activities, perform task of protecting sovereignty and ensuring national security.
b) Study and propose development of the National Law on Space.
c) Research, form a legal basis for Earth observation data and use Earth observation data.
d) Reviewing and completing legal bases for compensation for damage caused by space objects both at home and abroad; ensure conditions for the implementation of international agreements on space to which Vietnam is and will be a member.
2. Scientific research and technology development
a) To formulate and organize implementation of national key programs on space science and technology with main orientations including:
- Basic research, with priority given to application orientation associated with human life in territory of Vietnam;
- Research to master and develop technology for designing, manufacturing and integrating Earth observation small satellite; telecommunication satellite transponder module; satellite communication terminal equipment and satellite earth stations for controlling, receiving and transmitting satellite data; ensuring safety and confidentiality of satellite data; stratosphere flying devices;
- Research and develop applications associated with formation and development of startups in the direction of innovation based on technologies that prioritize research, development and application to actively participate in the Industrial Revolution IV; developing applications for state management in relevant fields.
b) Develop and organize implementation of other national-level scientific and technological tasks in service of the task of protecting sovereignty and ensuring national security.
c) To invest in formation and quality improvement of at least one national-level journal on space science and technology; organize annual national seminars on space science and technology.
3. Investment in construction of technical infrastructure
a) Complete investment in the Vietnam Space Center project according to the schedule approved by the Prime Minister.
b) To invest in upgrading specialized laboratories in service of research on geophysics, astrophysics, cosmology, non-gravity environment, biomedical space, and cosmic weather; to raise the capacity to research and master technologies in designing, manufacturing, integrating and testing small satellites.
c) Study, formulate and implement plans to promptly replace 02 telecommunications satellites VINASAT-1 and VINASAT-2.
d) To invest in developing the Earth observation capacity based on a small satellite with high resolution, super high resolution, with optical sensor technology, radar, combined with unmanned aircraft.
e) Research, propose solutions, and organize the implementation of the project on building and developing the capacity of national navigation.
g) Invest in perfecting national infrastructure of geographic information systems, serving management and supervision of the territory, territorial waters and key national works.
4. Human resource development
a) Establish and upgrade at least 05 training institutions to meet the needs of mastering, developing and applying space science and technology in association with development orientation of production and trading of products and services in space science and technology.
b) Develop and promulgate training discipline codes, curriculum frameworks and outcome standards for the aeronautics and aerospace majors.
c) Develop strong research groups, including about 05 groups on space science, 15 groups on space technology, ensuring a reasonable human structure, inheritance, capable of leading directions, research priority.
d) Organize implementation of intensive training courses on skills for policy-making, state management enforcement and start-up support towards innovation in space science and technology.
5. Market development
a) Timely research and add technologies and products in the space science and space technology to the list of high technologies prioritized for investment and development and the list of high-tech products encouraged for development.
b) Building an ecosystem, encouraging the formation of businesses in direction of innovation based on new products and services from space science and technology combined with technologies that prioritize research and development and application to actively participate in the Fourth Industrial Revolution.
c) Promote establishment of domestic and foreign markets for Earth surface imaging, satellite transmission, and application of Vietnam's navigation system.
d) Develop mechanisms to support exploitation of national databases, specialized databases on Earth observation and develop satellite data processing services.
e) To pilot implementation of plans to outsource space data processing services to State agencies and organizations.
f / To study and develop mechanisms and policies to promote transfer of dual-use technologies and products between civilian defense and security.
g) To build a system of statistical indicators and assessment of impacts on socio-economic development of the space science and technology field.
6. International cooperation
a) To negotiate and sign bilateral and multilateral cooperation agreements with countries and organizations with strong space science and technology potentials in the world in cooperation in space exploration and exploitation for peaceful purposes.
b) Participate in and implement international treaties of the United Nations on space to protect sovereignty, ensure security and relevant national interests.
c) Actively participate in network of satellite beams in order to develop the application of space science and technology, provide a variety of services both at home and abroad.
d) Actively participate in activities of multilateral organizations and forums related to space science and technology.
e) Form a national focal point to collect and synthesize shared resources, support exploitation in service of socio-economic development, ensuring national security.
7. Raising awareness about space science and technology
a) Promote dissemination of general knowledge, form regular scientific columns on aeronautics and space in magazines for the young generation, electronic news sites, and television broadcasting channels.
b) Promote and raise awareness of enterprises about the potentials of developing production, business and start-up in direction of innovation in the space of space science and technology.
c) Deploy forms of communication to raise awareness of all levels, sectors and localities about contents and potentials of space science and technology for socio-economic development and protection of sovereignty, ensure national security.
IV. Organizing implementation
1. Strengthening Vietnam Space Committee
Improvement of Vietnam Space Committee aims to help the Prime Minister research, direct and coordinate to resolve interdisciplinary issues in implementation of the Strategy.
2. Assign implementation organization
a) Ministry of Science and Technology is responsible for monitoring and inspecting implementation of the Strategy in the civil field. Take charge of the following tasks:
- To guide ministries, branches and localities in formulating and implementing programs, plans, schemes and projects in accordance with the Strategy's viewpoints, objectives, tasks and solutions;
- To formulate and organize implementation of a project to strengthen national research capacity on space science and technology and a national key program on space science and technology;
- Organize intensive training for cadres and civil servants involved in policy-making, state management, start-up support in direction of innovation in the field of space science and technology;
- Reviewing, proposing to promptly supplement the list of high-tech prioritized for investment and development, the list of high-tech products encouraged for development;
- Study and propose mechanisms and policies to encourage transfer of technologies and products of dual use between civilian defense and security;
- Research and develop a proposal to join international treaties of the United Nations on the use of space for peaceful purposes;
- Prioritize allocating resources, actively participating in activities of multilateral organizations and forums related to space science and technology;
- Research, propose to promulgate a system of statistical indicators, assessment of socio-economic impacts of the space science and technology of the space;
- To assume the prime responsibility for and coordinate with ministries, branches and localities in, synthesizing, making statistics, evaluating, inspecting and examining the implementation of the Strategy; every 5 years to review, evaluate and learn from experiences in implementation of the Strategy; submit to the Prime Minister for consideration and decision, if necessary, to adjust the Strategy.
b) Ministry of National Defense shall monitor and inspect the implementation of the Strategy in service of the task of protecting national sovereignty. Take charge of the following tasks:
- To formulate and organize implementation of the Project on the development of the capacity of Earth observation serving the task of protecting national sovereignty, the project on developing capacity of national navigation and navigation;
- Promote popularization and raising awareness of the task of protecting national sovereignty in space;
- To guide ministries, branches and localities in integrating the task of protecting national sovereignty when formulating and organizing implementation of the Strategy's programs, plans, schemes and projects.
c) Ministry of Public Security shall monitor and inspect implementation of the Strategy in service of task of ensuring national security. Take charge of the following tasks:
- Build and develop capacity to monitor and monitor social changes on a large scale in critical areas of national security using Earth observation data;
- To study, review and supplement inspection and supervision mechanism to ensure network security for broadband satellite Internet systems;
- Promote dissemination and raise of awareness about national insecurity risks caused by activities in space;
- Guide ministries, branches and localities to integrate the tasks of ensuring national security when formulating and organizing implementation of the Strategy's programs, plans, projects and projects.
d) Vietnam Academy of Science and Technology performs basic research on natural science and technology development, taking the lead in performing the following tasks:
- Prioritize resources, complete investment in Vietnam Space Center project according to the schedule approved by the Prime Minister;
- Develop and implement a project to strengthen the national capacity of Earth observation based on a small satellite with high resolution, super high resolution, using optical sensor technology, radar, combined with equipment of unmanned flight;
- Compile documents to disseminate and provide information to serve activities to promote awareness of space science and technology in ministries, branches and localities;
- Promote socialization, mobilize resources to organize the "Vietnam Space Day" event every year, with special priority given to the contents for the young generation;
- Investing and improving quality of 01 national journal on space science and technology; organize annual national seminars on space science and technology;
- To perform national focal task to collect, synthesize and organize exploitation of shared resources in space science and technology;
- Organizing research and implementation of national key programs on space science and technology; to invest in development of a number of strong research groups on space science, space technology and application of space science and technology in attached units.
e) Ministry of Education and Training shall assume the prime responsibility for performing the following tasks:
- Increase dissemination of general knowledge through STEM education; publish common scientific materials about space science suitable for each student level;
- Develop and implement a plan to build and develop at least 05 training facilities to meet the need to master, develop and apply space science and technology;
- Issue training code, curriculum framework, output standards for the aerospace and aerospace majors; organize the training of a contingent of engineers for deployment of space science and technology;
- To invest in development of a number of strong research groups on space science, space technology and application of space science and technology at affiliated universities and research institutes.
g) Ministry of Information and Communications shall assume the prime responsibility for performing the following tasks:
- Direct information and press agencies to increase communication activities to raise social awareness about the role and potential of space science and technology in socio-economic development and protection of sovereignty and ensure national security;
- Research, develop and implement the project to replace 02 telecommunications satellites VINASAT-1 and VINASAT-2;
- Promote formation of domestic and foreign markets for satellite transmission services and application of Vietnam's navigation system.
g) Ministry of Foreign Affairs takes the lead in performing the following tasks:
- Study, propose amendments and supplements to the national legal basis, ensure conditions for implementation of international cosmic treaties to which Vietnam is and will be a member;
- Promote negotiation and conclusion of bilateral and multilateral cooperation agreements with countries and organizations with strong space science and technology potentials in the world in cooperation in space exploration and exploitation of pillar for peaceful purposes.
h) Ministry of Home Affairs shall study and advise the Government on a uniform state management model of aeronautics and aerospace for civil activities, performing task of protecting sovereignty, ensure national security.
i) Ministry of Justice shall assume the prime responsibility for performing the following tasks:
- Study and propose amendments and supplements to the Law on State Compensation Liability, creating a legal basis for compensation for damage caused by space objects both at home and abroad;
- Study and advise the Prime Minister to assign the appropriate agency to research and propose to develop the National Law on Space.
k) Ministry of Natural Resources and Environment shall take charge of the following tasks:
- Study to review and propose amendments and supplements to the Government's Decree No. 03/2019/ND-CP dated January 4, 2019 on remote sensing activities, completing the legal basis for data on fruit observations.
- Invest in perfecting the national infrastructure for geographic information systems serving management and supervision of the territory, territorial waters, and national key projects;
- Research and develop a supporting mechanism to exploit the national database, specialized databases on Earth observation, develop satellite data processing services;
- Proposing a pilot mechanism for outsourcing satellite data processing services to State agencies and organizations;
- To study and propose mechanisms and policies to promote formation of markets both at home and abroad for the Earth observation service.
l) Vietnam Television Station takes the lead in building and broadcasting regular scientific programs on space science and technology.
m) Ministry of Finance shall assume the prime responsibility for and coordinate with concerned ministries, branches and localities in, submitting to competent authorities for allocation of funding for the implementation of the Strategy's tasks in accordance with the State Budget Law and relevant laws, regulations.
n) Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, submitting to competent authorities for allocation of funding for the implementation of the Strategy's tasks in accordance with the Law on Public Investment and relevant law provisions.
o) People's Committees of provinces and centrally-run cities are responsible for developing, issuing, and allocating resources to effectively implement the Strategy implementation plan, in accordance with specific needs of each local.
p) Request the Central Ho Chi Minh Communist Youth Union to participate in organizing the implementation of the Strategy; promote propaganda activities, raise awareness of the young generation about the role and potential of space science and technology for socio-economic development, protection of sovereignty and ensuring national security. .
3. Capital for implementation
a) Resources for the implementation of the Strategy include state budget capital, corporate capital, official development assistance, international funding and other legally mobilized capital as prescribed by law.
b) For state budget capital sources, comply with the current state budget decentralization. Ministries, branches and localities shall base themselves on the objectives and tasks stated in the Strategy to formulate specific cost estimates for implementation according to regulations.
c) Promote the mobilization of financial resources from domestic and foreign organizations, individuals, and enterprises to participate in the implementation of the Strategy in accordance with the law; integrate the tasks assigned to ministries, branches and localities in other relevant national target programs.
