 ADJUSTING AND SUPPLEMENTING MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF DAK LAK PROVINCE TO 2020, ORIENTATIONS TO 2030
I. Development viewpoint
1. To bring into play internal strengths, attract foreign sources to raise competitiveness of economy, shift economic branches and territories along direction of quality and deepen exploitation of branches and fields which has a comparative advantage, coupling with a gradual increase in quality of social aspects.
2. To develop Dak Lak economy in direction of opening up and integrating into regional and international economy on basis of linking and bringing into full play integrated effect of the Central Highlands, participating in and gradually raising role of the province in global value chain, confirming the province's position in the Central Highlands, Cambodia – Laos - Vietnam development triangle and the whole country.
3. To develop in direction of prioritizing branches with advantages, investing concentrated and deeply into fields, domains and regions which can create efficiency and diffuse power and with suitable resources from the State budget to mobilize other resources for development investment in line with uniform issuance of incentive policies. Priority should be given to investment in agricultural and rural infrastructure, human resources development.
4. To develop in a sustainable manner and linking economic development along with gradually raising quality of social aspects and ensuring ecological environment. To attach importance to assisting development of livelihoods and social infrastructure in remote, deep-lying and ethnic minority areas and sustainable poverty reduction in order to narrow social and cultural life-giving enjoyment between areas in the province. Attach economic targets to objectives of environmental protection, response to climate change and disaster mitigation.
5. To combine economic development with firmly maintaining national defense and security and ensuring social order and safety; to build the province into a basic, solid defense zone; building a strong political system.
II. Development goals
1. General objective
By 2020 and in the coming years, Dak Lak economy will move towards "green" (focus on ecological environment), sustainable development, exploitation of development advantages in depth, open linkage, international and regional integration. To build Buon Ma Thuot city into a central city of the Central Highlands with synchronous infrastructure, taking over focal point of trade, transport, education and training, healthcare, technology transfer of the region. To develop economic branches in direction of industrialization and modernization; leading in application of science and technology into production; significantly improving quality of human resources, level of beneficiaries of health, culture, sport. Ensure social security, sustainable poverty reduction, ecological environment protection. To bring into full play strength of solidarity among all ethnic groups, building a strong political system, ensuring national defense and security.
2. Specific objectives
a) Economic
- Provincial GDP growth rate (GRDP) is expected to reach 8.5-9%/ year from 2016 to 2020; Out of which, industry - construction increases 10.5 - 11%/ year, agriculture - forestry - fishery increases 4.5 - 5%/ year, service 11 - 11.5%/ year. Orientation for a period of 2021 - 2030 is 10 - 11% per year; Out of which, industry - construction increases 12 - 12.5%​​/ year, agriculture - forestry - fishery increases 4.0 - 4.5%/ year, services increases by 9 - 10%/ year.
- Economic structure of the regions in total GRDP (excluding import tax and product tax): Industry – construction accounts for 17.5 - 18%, agriculture - forestry – fisheries accounts for 38.5 - 39.5%, services accounts for 39 - 40%; orientation for year to 2030 is: 37 - 38%, 19 - 20%, 34 - 35%.
- Average GDP per capita in 2020 will reach VND 60 - 60.5 million with orientation of reaching VND 217 - 220 million in 2030.
- Total export turnover in 5 years from 2016 to 2020 is US$ 3,765 million, US$ 850 million by 2020 and US $ 3,500 million by 2030.
- Rate of mobilizing GRDP into the State budget reach 7-8% in a period of 2016 - 2020 and stabilize in a period of 2021 - 2030 at approximately 7-8%. The State budget collection will increase by 10% in 2016-2020 period and from 7 to 8% in 2021-2030 period.
- Total amount of social investment capital for period of 2016 - 2020 will account for 29 - 30% of GRDP and in period of 2021-2030 about 30 - 31%
b) Social
- Average population growth rate will be 1.1% in 2016-2020 period and about 1.0% in 2021-2030 period. To strive to reduce average birth rate of 0.15 - 0.2% per year from 2011 to 2020 and after 2020 is stable at 0.15 ‰.
- Rate of urbanization will reach 35% by 2020 and 46.5% by 2030.
- Rate of trained laborers will reach 60% by 2020, out of which, vocational training will account for over 45%; By year to 2030, 70% or more, out of which 60% will be vocational training.
- To reduce proportion of agricultural workers to about 55% by 2020, 38% by 2030.
- Each year, creating jobs for 27,000 – 28,000 persons (out of which, additional jobs are 15,000 – 16,000). Unemployment rate in urban areas will be 2.5 - 2.7% in a period of 2016 - 2020, 2.2 - 2.5% in a period of 2021 - 2030 and reduce rate of underemployed labor in rural areas down to 5%.
- To reduce rate of poor households to under 5% by 2020; orientation for the year 2030 is to reduce by 1 to 2% per year (according to current poverty standard).
- Rate of solidified classrooms will be 80% by 2020 and 100% by 2030. Percentage of schools attaining national standards will reach 50% by 2020 and 85% by 2030.
- 100% of communes will meet set of national criteria on health in 2020. In 2020, the rate will be 8 - 9 doctors / 10,000 people and 9.5-10 doctors / 10,000 people in 2030. Reduce rate of underweight children to below 20% by 2020 and below 15% by 2030.
- By 2020, 40-45% of population will regularly practice physical training and sports and over 60% by 2030.
c) Environment
- To raise rate of tree coverage area (including area of ​​rubber trees) to 40.1% by 2020 and by 2030 about 44%, increasing area of ​​trees in the city and other urban zones.
- By 2020, 100% of the industrial clusters put into operation shall have rain water and waste water drainage systems and advanced wastewater treatment technologies which reach environmental standards; Urban solid waste collection and treatment reaches 90.3%, hazardous solid waste hits 100%. By 2030, waste treatment system (including solid waste, waste water and air) will be completely constructed.
- Percentage of rural population which uses clean water in 2020 will reach 95% and 98% in 2020. Rate of urban population using clean water will reach 90% in 2020 and about 95% in 2030.
- To conserve and rationally use natural resources and protect biodiversity. Strengthening management capacity and raising awareness of environmental protection.
d/ On national defense and security
Build strong defense. Ensure firm stability of political security and social order and safety in all situations. Economic strength, national defense and security have been strengthened; politics and social order have been maintained. Economic development combines with national defense and security, adapting to context of deep integration into the region and the world.
III. Orientations for development of branches and domains
1. Agriculture, forestry and fisheries
- By 2020, total agriculture, forestry and fishery structure in the whole province will account for 38.5% - 39.5% and 19-20% by 2030. Average growth rate will be 4.5 - % per annum for a period of 2016 - 2020 and maintaining 4 - 4.5% per year in a period of 2021-2030.
- To restructure agro-forestry -fishery sector in direction of rapidly increasing proportion of husbandry, aquaculture and forestry sectors (from planted forests) and agricultural services, reducing proportion of cultivation and exploitation of natural forests. Livestock sector is a priority for creating a breakthrough in agricultural development which associates with process of agricultural restructuring throughout the province.
- To form and construct agricultural sub-zones on basis of bringing into full play potentials of natural conditions and natural resources of the province and advantages of key agricultural products in the locality and associating with processing industry. To comprehensively develop agro-forestry -fishery products in order to ensure national food security, contributing to stable growth, balancing environment and preserving ecological landscapes.
- Cultivation: To re-structure cultivation in direction of large-scale production development, focusing on preserving, processing and consuming value chain on basis of promoting product advantages and advantages of the province. To develop rational-scale production and processing, focusing on commodity agricultural products with advantages, improving quality, value and competitiveness in domestic and international markets such as coffee and nuts. pepper, rubber ... increase export value. Promote application of biotechnology; To develop hi-tech agriculture, to build safe vegetables and flowers in Buon Ma Thuot city and surrounding areas, to harmonize both cultivation and animal husbandry and agricultural services basing on available potentials and advantages in each locality. By 2020, group of key crops of the province will continue to be long-term industrial crops with export value such as coffee, rubber, pepper, cashew...
- Animal husbandry: shifting the livestock sector towards a concentrated, large scale, applying advanced technology. By 2020, to basically establish concentrated breeding areas, large-scale farms with high technologies; To attach importance to raising of cattle (beef, dairy cows, goats ...), poultry in direction of intensive farming, raising productivity and quality of products. To raise livestock into a high-contribution industry in agricultural sector, reduce environmental pollution, ensure food safety and hygiene and increase competitiveness, increase industry proportion in agricultural structure to 40 - 50% by 2020.
- Agricultural services: To raise quality and diversify forms of agricultural services, including agricultural, forestry and fishery extension services; plant protection services, guidelines on pest and disease control, veterinary services, services of application of scientific and technical advances in agricultural production: application of biological products in production of agricultural products for consumption and export. To apply scientific, technological and bio-product achievements in production of clean agricultural products in order to raise quality of goods for consumption and export. Research on application of suitable technologies to conditions of the province.
- Aquaculture: To concentrate on developing fish farming with diversified farming methods which are suitable to each region and water area. Research to put into breeding endemic species such as sturgeon, salmon which have high economic value for domestic consumption and tourism. By 2020, total area which are used for aquaculture is about 14,500 hectares, out of which, 2,970 hectares are aquaculture (170 hectares of low land and 2,800 hectares of ponds) and aquaculture areas are combined with water resources in reservoirs is 12,030 ha.
- Forestry: By 2020, about 21,000 hectares of forest will be planted, increasing total forest area to 40.1% of the province's total natural area, 34% of special-use forests and 11% of protection forests, production forest accounts for 55%. In order to protect existing forest area up to 2020, 100 hectares of poor forests should be enriched. In a period up to 2030, forest coverage rate will be 44%, area of ​​trees in cities and other urban areas of the province will be increased.
2. Industrial development
To develop industrial production along direction of using modern and environmentally friendly technologies, concentrating on industries for supporting agricultural development, promoting comparative advantages of the localities, forming a number of key industries which are competitive and bring high added value to serve domestic market and export. Growth rate of production value in a period of 2016 - 2020 is 10-11%/ year. For period of 2021 – 2030, about 12 - 13% per year. Value of industry production will reach VND 65 - 66 trillion by 2020.
In 2016-2020 period, exploitation and deep processing of agricultural products, textile fiber, construction materials, mechanical engineering, electricity and water and development of supporting industries. After 2020, to concentrate on exploiting and processing high-quality agricultural products, high-grade construction materials, manufacture of machinery and equipment and supporting industries for export.
To form industrial linkages for key industries. Promote development of supporting industries. Branding of industrial products is strong enough at the regional and international level, promoting new markets for key industrial products.
Improve competitiveness of key industries:
- Agro-forestry product processing, food and beverage industry: To invest in construction of an animal processing factory with a capacity of 10,000-20,000 tons/ year; factory of pressing and refining cotton seed oil from 5,000 - 8,000 tons per year. To attract investment in dairy products processing plants in dairy production chain with a total capacity of over 500 million liters per year by 2020.
- Mineral exploitation industry: To build a new factory of producing 100,000 tons of feldspar in Ea Dar industrial cluster and Ea Kar kaolin processing factory with a capacity of 60,000 tons per year. Building 4 stations of milling artificial sand from stone with a capacity of 600,000 m3 / year. After 2020, to gradually reduce output of exploiting minerals, raw materials of other areas, switch to deep-processing technology and manufacture high-grade auxiliary materials.
- Construction materials industry: Raising capacity of existing material factories. Constructing a new ceramic tile factory in Ea Kar district with a capacity of 150,000 m2 per year. To build a new factory of producing non-baked bricks with a capacity of 20 million bricks per year.
- Metallurgical, mechanical and electronic industries: To continue investing in construction of assembly plants of multi-purpose agricultural machines with a capacity of 25,000 tons of products / year; investing additionally and raising capacity of mechanical manufacturers in the province. To form auxiliary industry group to invest in construction of automobile parts production plant with a capacity of 5,000 tons of products / year; a factory of producing and assembling agro-forestry processing equipment with a capacity of 5,000 products per year. To develop hi-tech supporting industries such as molds, electronic components, etc. to serve processing industry project.
- Electricity production and distribution: To attract wind power investment in communes of Ea H'Leo, Ea Ral, Ea Sol (Ea H'Leo district), districts of Krong Bong, Krong Nang and town of Buon Ho. In a period from now to 2020, to study construction of 5-10 wind turbines with a capacity of 7.5-15 MW/year. Call for investment in solar power generation in Ea Sup, Buon Don district. To coordinate with electricity industry in developing a wide system of electricity transmission and step by step modernizing electric network along the direction of undergroundization, ensuring production and daily-life demand of electricity.
- Water production and distribution, waste treatment: To invest in construction of water plants in towns (districts) and Buon Ho town, ensuring demand for clean and hygienic water for 100% of urban and rural population with an average norm of 90-120 liters / day and night, investing in upgrading and building new water supply systems in communal centers with high population density and high clean water demand for living and production.
Constructing peat and organic composting plants with a capacity of 40,000 tons per year in Buon Ma Thuot city, Ea Kar district, Cu M'gar district and Buon Ho town. By 2020, 100% of solid waste and industrial and urban waste will be collected and treated.
- Wood and paper products processing industry: Ea Kar wood furniture production factory with total output of 10,000 m3 / year, factory of producing wood from artificial wood with a capacity of 10,000 m3; Bamboo pulp factory of 3,000 tons per year in M'Drak, Lak. Raising capacity of existing furniture factories in the province. Constructing a pulp and paper mill with a capacity of 5,000 tons per annum and a plywood factory with a capacity of 30,000 m3 in Krong Bong district.
- Industries of chemical, rubber, plastic and fertilizers: To invest in building factories of processing rubber latex and manufacturing rubber products with a total capacity of 15,000 tons / year; Children's toy factory with a capacity of 5 million products / year; Consumption plastic factory with a capacity of 1,000 tons of products per year; PP packing factory with a capacity of 20 million products / year; a factory of producing organic fertilizer from peat and organic waste with a 40,000 tons per year; a factory of producing non-toxic plant protection drugs with a capacity of 1,000 tons / year; ethanol alcohol production plant. To invest in construction of a new NPK fertilizer plant with a capacity of 50,000 tons / year; Factories of producing various kinds of tires and tubes with a capacity of 0.5 million products / year.
- Textile and garment - footwear industry: To maintain and expand existing garment enterprises' capacity to create jobs. To invest in industrial sewing facilities with advanced equipment to tailor products to meet export standards while simultaneously focusing on domestic market, gradually reducing processing and looking toward to export directly. To develop garment industry in parallel with active production of auxiliary materials, gradually increasing added value of the industry.
To study construction of export garment factories with an output of 2 million products / year. It is expected to build a fiber factory with a capacity of 1,000 tons per year; sewing factory with a capacity of 100 tons / year; tannery factory, packaging ...
- Orientations for development and distribution of industrial parks and clusters to 2020: To continue building Hoa Phu industrial park (with an area of ​​181 hectares); Hoa Phu industrial park will be expanded by 200 hectares; newly established Phu Xuan industrial zone - Cu M'gar district with a scale of about 325 hectares; Tan An - BMT industrial cluster (48 ha), Tan An 2 - Buon Ma Thuot industrial cluster (56 ha); Ea Dah - Ea Kar (52 ha), Ea Ral - Ea H'leo industrial cluster (50 ha), Krong Buk industrial cluster (69 ha), Cu Kuin industrial cluster.
3. Development of trade, services and tourism
Growth rate of service value in service sector in 2016-20 period will reach 11-12% / year with orientation for a period of 2021-2030 to reach about 12-12.5% ​​/ year. Contribution structure of total GRDP of the whole province is 39-40% in 2020 and 34-35% in 2030.
- Trade: To strive for a period of 2016-2020 to achieve an average growth rate of total retail sale of goods and services of 18.5% / year; In a period of 2021 - 2030 reaches 17% per year. To complete infrastructure of trade fair center of the province, developing e-commerce system in trading transactions, promoting business activities of joint stock company of coffee and goods exchange of Buon Ma Thuot to get highly effective. To develop system of markets, supermarkets, trade centers in Buon Ma Thuot city, Buon Ho town, towns in the province. To concentrate on building and upgrading system of commercial infrastructure such as agricultural wholesale markets, aquatic products, cattle, trade centers, supermarkets, wholesale centers, logistic centers and trade fair centers. To invest in infrastructure in Dakru border gate economic zone and build a system of border markets.
To promote production and processing of export goods, make full use of potentials and resources of the province, take advantage of opportunities to develop export markets when joining new generation free trade agreement (FTA). To step by step change structure of export goods along direction of increasing proportion of deep-processed products, reducing primary processing rate and crude export. Strive for export turnover of the province of $ 850 million by 2020, up to $ 1,500 million by 2025 and reach about $ 3,500 million by 2030.
- Service: shifting and improving quality of services to promote production development. To focus on improving quality of financial, banking, transport, post and telecommunication services; consultancy and transfer of science and technology.
- Tourism: By 2020, there are 1,129,000 tourist arrivals, of which 103,000 international tourists; In 2030, there are 2.863 thousand tourists, out of which 256,000 international visitors. In 2016-2020 period, average growth rate of tourism will be 15.05%/year and 20.5%/ year from 2021 to 2030. To prioritize investment in development of infrastructure in service of tourism; human resource development; conserving tourism resources in Dak Lak; constructing typical tourist products; protecting environment and building trademark of tourism products. Promoting linkage of tourism development with other provinces and cities in the country, paying special attention to the South Central Coast and Cambodia – Laos - Vietnam development triangle in order to attract and expand domestic market.
4. Orientation for development of social sectors
a) Population, labor
- Population: It is estimated that by 2020 there will be 1,972,000 people. Average population growth rate in a period of 2016 - 2020 is 1.1% / year. Out of which, urban population in a period of 2016 - 2020 is 4.3% per year, urbanization rate in 2020 is about 35%. Improving quality of population, aiming for human development goal and index, caring for human development in a comprehensive way.
- Labor: Forecast of labor force working in the national economic branches of the province in 2020 is 1,325,000 people. To shift labor towards reducing proportion of labor in agriculture, forestry and fishery, increasing proportion of industrial and service labor; reducing labor productivity in low productivity areas to high productivity areas. Share of agricultural labor in overall structure will fall from 63.1% in 2015 to 55% in 2020; Proportion of labor in service and trade sector will increase from 22.8% in 2015 to 26% in 2020. To strive to create jobs for 27,000 - 28,000 laborers (out of which, increase number of unemployed people in urban areas by 2.5 - 2.7% in a period of 2016 - 2020, decrease to 2.2 - 2 5% in a period of 2021 - 2030 and reduce rate of underemployed workers in rural areas to 5%.
b) Education and training
- Education: Continuing to consolidate and modernize classrooms according to national standards. By 2020, 100% of schools will have classrooms, 80% of classrooms will be solidified, 50% of schools meets level of national standard; By the year 2030, 100% of the classrooms are solidified, 85% of the schools meet national standard level. To build a sufficient number of qualified teachers in terms of professional qualifications. Improve quality of comprehensive education.
- Training: To promote distribution of post-secondary and inter-junior secondary education and training, ensuring that professional secondary schools in the province will be able to receive 30-35 % of pupils graduating from junior high school, striving to increase number of laborers in the whole province with professional secondary education to 15% of the total number of trained laborers; By 2020, number of workers with professional secondary education will reach 25%. By 2020, reducing under-1 year old mortality rate to below 18 ‰, under-five years old mortality rate to below 15 ‰, under-five years old malnutrition rate to below 20%. Rate of under six years old reaches vaccines is over 95%; 8 to 9 doctors / 1,000 people, 4-5 pharmacists / 10,000 people; number of beds per commune (excluding bed in communal health station) reaches 27 beds, 100% of communes met national criteria on health. By 2030, underweight malnutrition rate of under 5-year-old children will fall below 15%; 100% of children in age group are vaccinated against 6 vaccines; reaching rate of 9.5 - 10 doctors / 10,000 people; number of hospital beds is about 30 beds.
To invest in upgrading modern equipment for general hospitals in the Central Highlands, improving quality of medical examination and treatment and developing high-quality health services. Bring Dak Lak to become a center of medical care and medical research of the Central Highlands.
d) Culture, information and communication, physical training and sports
- Culture: To invest in construction of material facilities in cultural sector. Priority should be given to cultural institutions to serve community such as museums, libraries, cinemas, art monuments, and entertainment centers, cultural and sport centers. Develop cultural activities in both grassroots and institutions from communal level to provincial level. To upgrade provincial culture and art college into a university of culture and art in the central region and the Central Highlands by 2020.
To strive for a target that by 2020, there will be over 90% of culture families; 85% of villages and culture villages will be built in each district, 40% of which will reach new rural culture standards. Orientation to 2030, 98% cultural families, each district reaches 90% cultural villages, proportion of communes reaching new rural culture standards is 50%.
Preserve tangible and intangible cultural heritages, collecting cultural quintessence of E dike, M'ngong, Kinh and other ethnic groups in the province to develop, preserve and promote art, special traditions, essence of community art, and acquisition of progressive culture of the times.
- Information and dissemination: From now to 2020, to increase investment in mobile information dissemination teams and continues to equip working means for propagation, advertisement and cultural education to deep-lying, remote and border areas of the province. Information and propaganda activities must ensure to follow guidelines and policies of the Party and the State. By 2030, to maintain quality of 100% of communes in remote, border areas of the province with a smooth information system.
- Physical training and sports: To build and perfect system of physical training and sport facilities, ensuring land use plan for physical training and sports from provincial level to grassroots level. To put Dak Lak into a center for training and sports training in the Central Highlands. Over 95% of combatants in the armed forces have won title of good fighters, over 90% of the youth in the province meet youth standards, 100% of the schools provide physical education, 100% communes and wards have sport and gym playground, 100% of communes and wards have a stable organization such as sports culture center. By 2030, proportion of population regularly practicing physical training and sports will reach over 60%.
e) Other social domains
- Poverty eradication: Reduce rate of poor households to less than 5% by 2020 and orientation to 2030, decreases annually by 1-2% (according to current poverty standard).
- On child care: To realize rights of children, to ensure that children in special circumstances are protected and cared for; Creating a safe and healthy environment for children to develop comprehensively; prevent and reverse risks of harm to children.
- On social evils prevention: To step up prevention of social evils, especially drug addiction; fulfilling preventive consultation activities and treatment for addicts; developing detoxification models linking to vocational training, job creation and post-detoxification management in the community; piloting replacement treatment model by methadone and other detoxification methods for drug addicts.
- About social security: Develop social safety net. To plan and invest in building nursing centers, social establishments along direction of increasing scale and raising quality of services for the subjects. To continue implementing social security policies for people in particularly difficult circumstances, the vulnerable, the poor, the helpless, the disadvantaged through development and consolidation of funds, social and charitable activities, charitable activities, humanitarian and non-governmental organizations, income generating opportunities, community participation and integration activities, social activities in the community, villages, communes, expand type of insurance.
5. Development of science and technology, protection of natural resources and environment
a) Science and technology
Raise level of scientific research, creative capacity and technological innovation; To increase contribution of science and technology in raising productivity, quality and competitiveness of products, goods and services. To build Dak Lak province into a center for scientific and technological research and application in the Central Highlands. To strive for a target that by 2020, value of hi-tech products will reach 20%; patent registration rate reaches 1.1%; technology innovation rate reaches 25%. b) Protection of natural resources and environment
By 2020, to collect and treat 80-85% of daily-life solid waste in Buon Ma Thuot city and urban centers of grades IV and V; To make classification at source of solid waste of industrial parks and clusters, apply appropriate technologies for 90% of waste collection and treatment; 100% solid hazardous medical waste shall be used for centralized incinerators; 100% of industrial zones, clusters and production establishments have rain water and waste water drainage systems and advanced wastewater treatment technologies which reaches environmental standards; Proportion of households using hygienic latrines in rural areas is 80%, percentage of rural people using hygienic water is 95% and by 90% and 98% by 2030, respectively. Promote dissemination of education and raise awareness of environmental protection for the whole population. 100% of communes and towns have self-management teams on environmental sanitation under Law on cooperatives; 100% of households implement regulations, commitment to environmental protection, natural resources.
Paying attention on protection of water resources, land environment, urban environment, environment of residential areas, forest resources and biodiversity; natural landscapes, anti-storm, flood, natural disaster.
6. Defense security
To consolidate and build up movement of all people to protect the Fatherland's security by adopting forms and practical measures which are suitable to characteristics of the localities in order to mobilize population to participate in national mass solidarity block, strengthen the people's security posture.
To build entire-people defense and the people's defense posture in association with the people's security posture. Promote revolutionary media and strength of the great unity bloc of ethnic groups, coupling with strengthening the people's believe posture.
Focus on building strong political systems at all levels. Building grassroots political system, paying attention to role and position of grassroots cadres in villages. To build solidarity groups of all ethnic groups enough to resist all plot and tricks of reactionary forces; Ensure political stability.
To combine socio-economic development with defense-security consolidation and adaptation to context of deepening international integration till 2030, ensuring 100% of communes being strong in national defense and security.
7. Direction of infrastructure development
a) Traffic
To comprehensively develop transport infrastructure system, ensuring inheritance, feasibility and flexibility to meet transport demands in each period throughout the province, bringing about socio-economic efficiency and protecting national defense and security.
By 2020, to consolidate, restore and upgrade existing road traffic works, complete network and build a number of works with urgent requirements, ensuring network density of 1.0 km / km2. By 2020, asphalt or concretize all provincial roads, district roads and urban roads; Harden at least 70% of commune roads, at least 50% of village roads. By 2030, road network density will be over 1.3 km / km2; upgrading system of provincial roads, district roads, urban roads; 100% of commune roads, 75% of village roads.
- National highway: To renovate and upgrade existing 6 national highways, including national highway No.14, national highway No.14C, national highway No.26, national highway No.27 and national highway No.29 (section from Dak Ru - Phu Yen border gate). Section of East Truong Son road crossing the province. Total length of 6 planned routes is 679.5 km; Out of which: renovating and upgrading old roads of 470 km; 209.5 km of new construction and upgrading (upgrading 58.5 km of provincial roads, 71 km of district roads and 80 km of new roads). Constructing highway Buon Ma Thuot city - Ho Chi Minh City.
- Provincial roads: Upgrading provincial road No.689 (provincial road No.9), provincial roads No.691 (new) of 39 km and provincial road No.696 of 20 km and extended national road No.29. It is expected to plan provincial roads to 2030 in the whole province including 25 routes with a total length of 1,004 km.
District roads: Plan district roads until 2030 with a total length of about 2,020 km, out of which 1,078 km will be upgraded and 942 km will be built. Design level of district roads is grade IV in mountainous areas and bridges are built permanently according to design criteria of 22 TCN 272-05. By 2020, concreting at least 70% of commune road and at least 50% of village roads; By 2030, 100% of commune roads, 75% of village roads are concreted.
- Urban roads: It is expected that by 2030, total length of urban roads will be about 1,597.3 km. They are located in Buon Ma Thuot city, Buon Ho town, urban centers of grade IV and V.
- In a 2016-2020 period, upgrading and constructing Terminal 2 (Group B) and modernization of airport will be completed and upgraded so as to be able to receive large aircrafts and open direct flights to some countries in the region and the world, operating scale and capacity of over 1 million passengers per year and transporting about 3,000 - 3,500 tons of cargo per year. In a period of 2020-2030, Buon Ma Thuot airport will be built and transformed into an international airport, playing an important role in transport network in the Central Highlands, which is an important link in system of defending borders of the Central Highlands provinces.
- Waterway: to build 05 new inland waterways and some tourist routes of the lake with the total length of 129 km. To build inland water wharves including 06 passenger wharves and 10 lake wharves; 04 sand wharves; and 30 km road down the wharves.
- Railways: From now to 2030, coordinate with ministries and central agencies to implement projects of building Central Highland railway axis through the province (Da Nang - Kon Tum - Dak Lak - Binh Phuoc and branch network of Buon Ma Thuot - Tuy Hoa).
b/ Post, telecommunications and information technology
By 2020, maintaining quality to ensure 100% of communes have a smooth information system. To build and develop infrastructure of post, telecommunications and informatics network to operate effectively, safely and reliably and to cover all communes, wards and townships in the province. Developing and applying software system for jointly completing e-Government and inter-door electronic in order to improve public administration.
c) Power supply
By 2020, fulfilling plan on upgrading and development of power grids in the whole province in order to meet demand for electricity for production, service and daily-life activities of the population. To expand electricity networks to rural areas, fulfilling electrification to meet requirements of industrialization and modernization of agriculture and rural areas. To invest in clean and environmentally friendly energy sources to supplement a part of the province's energy resources and at the same time increase revenue sources for local budgets and meet requirements of sustainable development.
d) Irrigation
To focus on upgrading and renovating existing irrigation systems and modernizing equipment to control operation in order to bring into full play design capacity and raise service capacity. To continue investing in canals and irrigation works in order to expand production areas and increase land use coefficients such as west canal in upper Ea Sup irrigation; la Jloi irrigation channel; Krong Buk irrigation channel.
It is expected that by 2020, irrigation will cover more than 80% of the crop area which needs to be irrigated and 90% of crop area which need to be irrigated by 2030.
e) Water supply
To attach importance to programs on supply of clean water to rural and deep-lying areas. In a 2016-2020 period, 42 concentrated water supply works shall be constructed newly and 4,277 dispersed water supply works shall be constructed newly. By 2020, 95% of rural population will have access to safe water. By year 2030, 98% of rural population will have access to clean water.
8. Orientations for development under territorial space
a) Development orientation by sub-region
- Central Sub-region (leading service, tourism and industry development region): The sub region includes Buon Ma Thuot City, districts of Buon Don, Krong Ana, Cu Kuin, Krong Pak, Cu M'gar. The region has a growth rate of 1.2 times higher than the average growth rate of the whole province with priority given to development of urban, industrial and tourist areas. Construction of the sub-region becomes main economic zone of the province with main economic structure of industry, service and tourism.
- Northern sub-region (agro-forestry): Including Buon Ho, Krong Buk, Krong Nang, Ea Sup and Ea H 'Leo. Center of the sub-region is Ea Drang urban area, Buon Ho town plays the role of a counterpart of the province and has a strong influence and strong impact on northern sub-region. Focusing on building Buon Ho town, it will support development functions for the whole sub-region, forming trade, cultural, education and health centers for northern sub-region of the province. To focus on developing industry of processing agro-forestry products in association with development of raw material areas. To continue exploiting advantages of forestry production, aquaculture and animal husbandry. To formulate economic afforestation zones (concentrated fruit trees, industrial trees and raw-material trees) in association with forests, ensuring material supply for craft villages in district and supplying raw materials for industry of processing export goods. Establish large scale farm and animal husbandry farms in industrial manner.
- Southern sub region of the province (difficult areas): districts of Ea Kar, M'Drak, Krong Bong, Lak. Identify M'Drak is a center of the subregion, Ea Kar town is the third motive city (after Buon Ma Thuot and Buon Ho) affecting development of the province, especially economy - urban corridor on highway 26. Focus on developing industry of processing agricultural products, exploiting and processing forest products. To form concentrated food crops such as maize, short-term industrial plants, long-term industrial crops such as coffee, cashew and cattle raising, and raw material forest plantation. Promoting expansion of trade and service networks. Exploiting natural potential, enhancing tourism development. To build new traffic routes and form new urban centers in order to accelerate urbanization process.
b) Development orientation of corridors
- North-south development corridor (national highway No.14 and national highway No.27): The corridor are linked with the Central Highlands provinces and the southern key economic region. On these routes, Buon Ma Thuot - Buon Ho - Lien Son urban centers are a linking hub for corridor development. Northern corridor (Highway 14) will focus on developing industries of agricultural, forestry, agro-forestry product processing, handicraft and tourism services. On southern corridor, developing agricultural production points of supporting service, ecotourism service points.
- East-West corridor (proposed national highway No.29): This is an international trade corridor by road, sea on basis of researching suggestion of national highway No.29 connecting Dak Rue border gate with Vung Ro port (Phu Yen province). Forming a corridor to link with expanded Mekong subregion economic corridors, international shipping routes, which is a favorable condition for development of international transshipment services in the region. To develop dynamic urban centers linking with goods transporting functions on the corridor such as Dak Rue urban area with service economic development of border gate, Buon Ho urban center attaching with transportation, warehousing and logistic services. ..
- Border corridor (national highway No.14C): It is a corridor to connect Dakru border gate and other border economic zones in the Central Highlands such as Bo Y and Le Thanh, linking economic activities in the border areas and associate with task of ensuring security and defense.
- Eastern corridor (national highway No.26): the corridor connects to Nha Trang sea port (Khanh Hoa province). In immediate future, when national highway No.29 has not been formed, this is the only route of Dak Lak province to link with seaport. At the same time, this is a corridor of linking tourism with Nha Trang city, forming functions of tourism services and cargo transshipment.
c) Urban and rural development
- Urban development; By 2020, urbanization rate will reach 35%, urban population will reach about 690,000 people; By 2030, rate of urbanization will be about 46.5%, urban population will reach about 1,000,000. Urban system of the province has 16 urban centers: 01 urban center of grade I, Buon Ma Thuot city, 02 urban centers of grade IV, Buon Ho town and Ea Kar town; To strive to increase number of grade-IV urban centers of Phuoc An (Krong Pak district) and Buon Trap (Krong Ana district) with 11 urban centers, namely Quang Phu (Cu Mgar district) Ea Sup (Ea Sup district), Krong Kmar (Krong Bong district), M'Drak (M'Drak district), Krong Kmar (Krong Bong district), Lien Son (Lak district), Buon Don (Buon Don district), Dray Bhang district (Cu Cuin district) and 01 town of Ea Puk in Cu M'gar district.
- Rural development: To build a rural residential area network in association with a program on building a new rural area under direction of sustainability, meeting requirements of industrialization and modernization and preservation of traditional cultural values, preserving identity of the peoples. To prioritize investment in building socio-economic infrastructure in communes, villages with special difficulties, four border communes and 04 communes of CT229 according to new rural criteria. By 2020, there will be another 45 communes that successfully build up new rural criteria, bringing total number of communes meeting new rural criteria to 76 communes (reaching 50%). Average housing area in rural area reaches 22m2 per person.
For new ethnic minorities to migrate, continue to implement a project of sedentary farming, planning residential areas. By 2020, strive to reach 75% of ethnic minorities who migrate to Dak Lak province to stabilize their accommodation and production, no longer continue to shift cultivation.
IV. Some main solutions for plan implementation
1. Solutions to mobilize investment capital and efficiently use investment capital
Total investment capital for development in a of period of 2016 - 2030 is approximately VND 600 trillion, out of which, in a period of 2016 - 2020 is approximately VND 151 trillion and 450 trillion VND in a period of 2021 - 2030. To attract and mobilize sufficiently to meet this requirement, the following solutions should be implemented:
- With regard to capital from the State budget: To continue tapping capital sources from the central level through development programs and preferential mechanisms and policies of the Government, ministries and branches for investment in construction of essential, key works in the province. Use effectively and increase cumulative rate.
- For business sector, entrepreneurs and private and residential investors: Develop clear mechanisms and policies to call for investment. Applying public-private partnerships (PPP) in development investment to ensure efficient mobilization of funding of private sector, enhancing co-operation and efficiency of projects. To adopt tax preference policies so as to encourage enterprises and individuals to invest in production and business development in rural areas, especially rural and remote areas.
- For loan sources: To build feasible, detailed and suitable projects for production development on basis of calculating efficiency in order to attract credit loans. To prioritize this capital source for projects on development of key industries, producing products, intensifying efficient use of loan capital.
- For external capital sources (central, province and foreign country): setting up plan on development of branches and territories, setting up feasible projects, creating attraction to attract investment with central, provincial and foreign sources, joint ventures. To develop production in order to promote the province's economic, cultural and social development. To attach importance to proceeds from auction of land use rights for infrastructure development in big projects in urban areas, concentrated residential areas.
2. Solutions for human resource development
Raising awareness of position and role of human resources in process of socio-economic development and ensuring security and defense for political system at all levels and the whole society. To renovate the State management of human resource development under direction of consolidating organizational structure; promote decentralization and improve some policies. Distributing labor force according to development plan of economic sub-region of the province and paying attention on creating jobs, socio-economic development for border region and stabilization of free migration. Training and fostering human resources in direction of both raising educational level, technical expertise and improving physical strength and moral qualities of human resources. To re-plan human resource training network and at the same time continue to renovate program on training and raising quality of staff of managers and lecturers of training establishments so as to meet requirements of socio-economic development. Expand and strengthen human resources development cooperation. To concentrate on developing human resources for essential branches and sectors which are suitable to the province's advantages.
3. Solutions on science and technology
Applying scientific and technological achievements, selecting advanced scientific and technological solutions to solve specific problems of production and life. To step up implementation of mechanism of placing orders and bidding for performance of scientific and technological tasks and mechanism of funding package for final scientific and technological outputs according to outputs.
4. Solutions for investment promotion and attraction of foreign direct investment
To implement policies on foreign investment, create favorable conditions, ensure transparency and suitable for requirements of regional and international economic integration. To effectively implement new investment law and investment law decrees; continue to improve and publicize administrative procedures to simplify investment procedures.
5. Solutions for development cooperation between Dak Lak province and other localities in the country and in the region
Continue to implement cooperation program with other localities. To promote development cooperation between Dak Lak and provinces in the Central Highlands, southeast and coastal central provinces. Developing cooperation between Dak Lak and provinces in Cambodia – Laos - Vietnam development triangle.
6. Administrative reform
Focus on institutional reform, simplify and reduce administrative procedures; To raise efficiency of operation of the State administrative apparatus; improve quality of staff of cadres and civil servants; reform public finance.
V. Organizing implementation of the plan
Contents of reviewing, adjusting and supplementing master plan on socio-economic development of Dak Lak province up to 2020 shall serve as a basis for revision, adjustment and supplementation of branch plans (construction plan, land use plan and other sector plans), investment projects in Dak Lak province.
1. To assign the People's Committee of Dak Lak province basing on objectives, tasks and orientations for socio-economic development of the province which are mentioned in master plan after it has been approved, coordinates with concerned ministries and branches to elaborate, submit for approval and organize implementation of regulations on following contents:
- To specify contents of the plan with five-year and annual plans; major economic, cultural and social development programs; specific projects to prioritize investment.
- To study, formulate and promulgate, or submit to competent State agencies for promulgation (if matters overcome their competence) a number of mechanisms and policies which are suitable to the provincial development requirements in each period in order to mobilize resources for implementation of the plan.
2. To assign relevant ministries and branches to support the People's Committee of Dak Lak province in implementing their functions and tasks to concretize the plan; To study, formulate and submit to competent State agencies for promulgation a number of mechanisms and policies which are suitable to socio-economic development requirements of Dak Lak province in each period in order to mobilize and use effectively resources, encouraging investment well implement objectives, tasks and directions of socio-economic development of the province which are stated in the master plan. To accelerate investment and implementation of works and projects which have of regional scale and play an important role in development of Dak Lak province which has been decided to invest. Study and consider to adjust and supplement development plans of fields and investment plans of relevant works and projects which are expected to plan for investment under the master plan.

OVERALL SOCIO-ECONOMIC DEVELOPMENT PLAN OF DAKLAK PROVINCE TO 2020
I. Development viewpoints
1. Overall socio-economic development plan of Daklak province to 2020 ensure a principle of conformity with socio-economic development strategy of the country and overall socio-economic development plan of the Central Highlands region. Combines economic development with building strong political system; associate with ensuring socio – politic stability and build Daklak became a social – economic – cultural center of the Central Highlands region.
2. Invest in building socio - economic infrastructure, prioritize construction of agricultural, rural infrastructure.
3. Mobilize all resources for socio - economic development, expand and improve efficiency of foreign economic relations and attract the maximum external resources, especially capital, technology, skilled technical workers; make consistent, long-term policies of favoring, encouraging investment, expanding export markets, increasing competitiveness of goods and services.
4. Develop rapidly and sustainably economic, satisfy requirements of international economic integration; ensure harmonious settlement between socio - economic development and environmental protection , improve and gradually raise population living.
 5. Concentrate on improving quality of human resources, promote human factor, raise capacity of education and training and intellectual standards of the people and combine with scientific and technological development ... see it as one of decisive factors to implement industrialization and modernization.
6. Socio-economic development associate with natural environment protection, maintain ecological balance and ensure sustainable development.
7. Socio-economic development must hold fast to national defense and security, ensure social order and safety; build the province become basic , uninterrupted, solid defense area.
II. Development objectives
1. Overall objectives
- To maximize potential, advantages of the province such as the people, capital, land resources, forests, hyower and minerals to promote economic restructure, labor structure; protect ecological environment, solve social problems, create jobs, generate income for workers, improve basically living standards of the people; contribute to poverty reduction, shorten gap between the rich and the poor in community and implement social justice. Accelerate construction of socio-economic infrastructure, build DakLak province become economic, cultural, social center of the Central Highlands - "a developing pole " in Development Triangle Vietnam - Laos - Cambodia. Socio-economic development must contribute to strengthen solidarity of ethnic, strengthen management capacity of political system at all levels, ensure national defense and security and maintain society order and safety.
 2. Specific objectives
 2.1. On economic development
 - Total GDP in 2010 are 1.7 times over that in 2005 and in 2020 are 3.03 times over that in 2010. GDP per capital in 2010 reaches about VND 9.5 million - VND 10 million ; in 2020 about VND 42 million - VND 43.3 million.
 - Growth rate of GDP per year in a period of 2006 - 2010 reaches about 11% - 12%; in a period of 2011-2015 reaches about 12% - 12.5% and in a period from 2016 to 2020 reaches about 12.5% -- 13%; - Transfer strongly economic structure so that by 2010, proportion of agriculture, forestry and fisheries account for about 48% - 49%, industry - construction accounts for 20.5% - 21% and service sector accounts approximately 30.5% - 31%. In 2015, which are 35% - 36%, 27% - 28% and 36% - 37%, respectively. In 2020, proportion of agriculture s to 25% - 26%, industry reaches about 34% -- 35% and services reaches about 41%;
 - To strive to hit export turnover of the province in 2010 of about USD 380 million, in 2015 reaches USD 600 million and in 2020 reaches 1,000 million;
 - Rate of mobilization of GDP in the State budget is about 12% - 13% in 2010; 14% - 15% in 2015 and 16% - 18% in 2020.
 - Total demand for investment in a period of 2006 – 2010 is about VND 23,000 billion; in a period of 2011 - 2015 about VND 62-63,000 and in a period of 2016 - 2020 VND 148-149,000 billion. Annual average investment growth rate reaches about 19.6% in a period of 2006-2010; 22% in a period of 2011-2015 and 18.9% - 19% in a period of 2016-2020.
2.2. Regarding social development
 - To strive to reduce rate of natural population growth in 2010 to 1.5%, 1.3% in 2015 and 1.1% in 2020. Rate of urban population accounts for 30% of total population in 2010, 35% in 2015 and 45.6% in 2020. Rate of agricultural labor per total social labor in 2010 is 73% - 74%, reduce to 50% - 55% in 2020; - Resolve well basic social problems, reduce poverty rate to 15% in 2010 and in 2020 there basically no poor households;
- To strive to increase percentage of trained employees to 36% in 2010 and 46% in 2020 (including rate of trained labor who are ethnic minority strives for 30% - 40 % in the year respectively). Reduce unemployment rate in urban areas to 3% by 2010 and reduce rate of labor who are in shortage of jobs in rural areas to 5%; - By 2008, strive to complete universalizing secondary school education at age level. By 2020, universalize upper secondary school education at age level.
- By 2010, Strive for 85% of communes meeting national standard about health care and 100% in 2015; 100% of communal health stations having doctors and there are 4.3 doctors/ ten thousand people; by 2020 there are 8 - 10 doctors/ten thousand people; Decrease the rate of malnutrition children to below 25% in 2010 and to 15% in 2020 (this rate for the ethnic minorities reached respectively 35% and 20%).
2.3.  Natural resources and environment
 - To cover bare hills and bare mountains with green plants, increase the rate of forest coverage to 50% by 2010 and to 54% in 2020, increasing the area of trees in cities and other municipalities of the province;
- To step by step apply clean technologies into the economic sectors of the province. By 2015, the newly- building production facilities must apply clean technology or be equipped with devices reducing pollution; - Basically complete the renovation and upgrading of rain water and waste water drainage system in urban areas and industrial clusters. By 2010, 100% of urban areas and industrial clusters collecting and processing waste; processing 100% of hospital waste and 60% of hazardous waste; Handling basically environmental problems on the river passing through the province.
2.4. Major infrastructure
- By 2020, renovate and upgrade IV national highways (Highway No.14, 14C, 26 and 27); plan to construct two additional new road routes: Truong Son Dong and Dak Lak - Phu Yen. Improving and upgrading provincial roads with scale of mountainous level III and level IV street; 100% of those roads, construct district roads with scale of mountainous level IV and level V roads, 80% of those roads being asphalted and concreted, 100% of urban roads and 60% of commune roads being asphalted and concreted;
- By 2010, Strive for 95% of households using electricity, and by 2015 this rate reached 100%;
- By 2010: 100% of communes in the province with telephone network; 100% of cultural post offices in the communes and social centers of community education being connected to the Internet; the average telephone density reached 32-35 per 100 people; the internet density reached 8-12 subscribers per 100 people. By 2020, the telephone density reached 50 telephones per 100 people on average; - By 2010, ensuring 100% of urban population using clean water with the level of 120 liters / person / day and over 70% of rural population with an average 80-90 liters / person / day. By 2020, 100% of the population using clean water.
III. Development orientation of industries and sectors
1. Development of agriculture, forestry and fisheries
- To implement industrialization and modernization in agriculture and rural areas; Construct the agriculture towards commodity production, diversify products, using high technology to meet consumer demand, supply raw materials for processing industries and increase productivity and quality of export products.
- To promote the harmonious development between the fields of farming, animal husbandry and aquaculture. Continue restructuring plants and animals, increasing the income value per hectares of agricultural land.
- Bringing the production value of agriculture and forestry in 2010 reached an average growth rate of 5% per year, of which cultivation increased by 4% - 5%, livestock increased by 14% - 15%, rural services increased by 13% - 14%. By 2010, internal structure of each sector as below: agriculture 97.9%, forestry accounting for 0.9%, fisheries accounting for 1.2%. In agriculture sector, cultivation rate ped to 79.9%, breeding rate increased to 14.4% and services increased to 5.7%. Strive for agricultural production value reached 24-25 million VND per ha of cultivated land by 2010 and 54-55 million VND per ha of cultivated land in 2020.
 - Cultivation: the main agricultural crops of the province is still long-term industrial trees with export value such as coffee, rubber, cashew, cocoa, pepper, fruit trees; short-term industrial plants such as cotton, sugarcane, peanuts, soybeans; main food crops such as rice and hybrid corn, vegetables, beans, food…. - livestock and aquaculture breeding: make investment to develop livestock and aquaculture breeding sector to become commodity economic sector. Increase the proportion of livestock and aquaculture breeding sector in the structure of agriculture- forestry- fisheries; contribute to shift economic structure of agriculture- rural areas.
- Forestry: having plan to protect and rational exploit the forests, ensuring reforestation and forest exploitation associated with the afforestation; ensuring the implementation of objectives on forest cover.
2. Development of industry and small- size industry
- To concentrate investment in the development industries with advantages in natural resources and domestic raw materials such as hyower, agro-forestry product processing, minerals, production of construction materials, industry of fertilizer production and food processing.
- To establish and promote the production effectiveness of Hoa Phu industrial zones, and industrial clusters of Dar Ea - Ea Kar, Buon Ho - Krong Buk, Buon Ma Thuot; at the same time planning the industrial clusters of Ea H'Leo, Krong Bong and each industrial cluster in other districts being constructed with the scale of about 30-50 ha.
- To pay attention to the development of rural industry with small and medium scale, appropriate and effective technologies, connecting the industrial zones with raw material areas. Recover and develop handicraft villages.
- To combine the industrial development with the formation of urban networks and distribution of concentrated urban population places; well- settle social problems, creating job, poverty reduction, environmental protection and maintaining national defense and security.
 - The industry of processing agricultural, forest products and food: planning raw material areas; make investment to improve technology and increase processing capacity in the direction of commodity production to meet domestic demand and exports. - Power industry: fully exploit hyower potential. Create favorable conditions for companies and businesses to make good building progress and put the provincial large hydroelectric projects into operation on time. - Industry of producing construction materials and mining: develop those industries towards forming the cooperation and joint venture between production and processing facilities. Well organize minerals mining points. Gradually make investment and expand the exploitation scale of peat, producing fertilizers, mining feldspar, kaolin, lead, zinc, ... - Chemical industry: make Investment into factories of producing fertilizers, NPK fertilizers; producing other chemical products such as: plastic, plastic pipes, PP, PE packing, pharmaceuticals, medicine, veterinary drugs ... - Mechanical industry, electronics, electrical industry: development in the direction of mechanizing agriculture, forestry, specializing in manufacturing and repairing machinery, equipments of storage and processing agricultural and forest products. - Small size industry and handicraft villages: recover and develop some handicraft products; encourage the development of traditional handicraft villages in order to preserve and promote the cultural identities of ethnic minorities.
3. Development of trade - services - tourism
- To continue to develop some potential services to promote their advantages and competitiveness such as tourism, aviation, finance, banking, insurance, transportation, post and telecommunications.
- To improve the quality of domestic commercial activities, especially the formation and development of retail network of urban areas and rural market systems. Ensure smooth circulation of goods in the domestic market.
 - Promote trade promotion activities to expand foreign markets for export and continuously improve the turnover of import and export. Strive for total export turnover reached USD 380 million - 400 million in 2010, reached USD 800 million - 1000 million in 2020. - services: building provincial trade centers in the city of Buon Ma Thuot; gradually build trading floor for each type of goods, especially agricultural products. Promote the development and diversification of types of services to support effectively the development of production and improvement of living standard, such as transportation services, postal and telecommunications services, finance, banking and insurance services ...
 - Tourism: To develop diversified types of tourism: ecotourism, landscape, cultural tourism, historical tourism and festival ... Tourism development being associated with protecting and restoring the landscape and environment.
4. Infrastructure
4.1. Traffic
- Developing the infrastructure of transportation, to meet transport demands in each period throughout province and bring about social - economic efficiency and protecting security and national defense. - From now to 2020, continue to strengthen, recover and upgrade existing road traffic, complete road network, newly building a number of necessary works, ensuring the road network density on 0.6 km/km2.
+ To renovate and upgrade 4 national highways running through province: Highway No.14, 14C, 26, 27 with a total length of 397.5 km.
 + Planning two new road routes: Truong Son Dong and Dak Lak - Phu Yen. + Upgrade 77 km of provincial road to become national highway. In which, strive for all provincial roads, district roads, urban roads being asphalted and concreted by 2020; 50% of the length of communal roads being asphalted - Buon Ma Thuot airport: by 2010, building Group B station, serving 300,000 passengers per year and 3,000 tons of cargo per year ; by 2020 complete the construction of the second Group B station, serving 800,000 passengers per year and 3,000 tons of cargo per year. - after completing the Tuy Hoa - Buon Ma Thuot Railway with160 km long, it will serve the transportation of goods and passengers not only for Dak Lak province but also for other provinces in the Central Highlands, linking the Central Highland to the Central Coastal Sea ports; propose to construct Vung Ro - Dak Lak - Dak Nong - Thi Vai port railway, well serving the exploitation of bauxite in Dak Nong and commodity transportation to other provinces in the Central Highlands.
4.2. Power network
Make planning to renovate and develop the power grid across the province to meet the demand for electricity using for the manufacturing industries, services and living. Pay attention to expand power grid to rural areas; implement electrification and meet the requirements of industrialization and modernization of agriculture and rural development. By 2010, Striving for 95% of households having electricity; by 2015, 100% of households having electricity in the province Speed up the construction of hydroelectric power plants with small and medium-size capacity to supply more power for the provincial electricity system, and increase revenues for local budgets.
4.3. Network of postal and telecommunications
 Construct and develop the infrastructure of the post and telecommunications network, information network; efficiently, safely and reliably operating those networks, coverage to all districts and towns. By 2010, 100% of communes in the province having telephones; 100% of cultural post offices in the communes and center of community education being connected to Internet. By 2010, the average telephone density reached 32-35 telephones per 100 people; the average internet density reached 8-12 subscribers per 100 people. By 2020, the average telephone density reached 50 telephones per 100 people.
4.4. Irrigation
Mobilize all resources to increase investment into irrigation to enhance irrigation capacity and ensuring water for agricultural production, firstly for coffee and other main crops of the provincial. Strengthening and upgrading existing irrigation works to maximize its capacity. Good coordination and create favorable conditions for investors to build the irrigation works and canal systems of the province on time. Spend amount of provincial budget capital and mobilize residential investment to construct small and medium-size irrigation works. Complete the network of canals which supplying water for some key projects By 2010, ensure enough irrigation water for 70% of plants in need of watering and 90% in 2020.
4.5. Clean water supply
To enhance the water supply system serving the manufacturing industry, services and living, for Buon Ma Thuot city and other urban areas in the province. Focus on programs of providing clean water to rural areas and mountainous areas. Improve the quality of water for living, meeting national standards. By 2010, ensuring 100% urban population having clean water with the average norm of 120 liters per day and over 70% of rural population having clean water with the average norm of 80 -90 liters per day; By 2020, 100% rural population using clean water.
IV. Development direction of space, territory
1. Land using plan
- To base on current status of land use, potential of land of the province and objectives of developing diverse, multi-component economy in direction of commodity production with high performance and ensure sustainable development of ecological environment. Province layout rational land use plan for agricultural, industry production, urban developing infrastructure and social welfare.
2. Develop urban and rural residential areas
 - With process of economic restructure towards increasing rapidly industry and service sector, the process of urbanization of Dak Lak to the year 2010 - 2020 will be very fast. Strive to hit urbanization rate of 30% in 2010 and 45.65% in 2020.
- It is expected that in a period from now to 2020, beside city of Buon Ma Thuot, it will form several new urban areas on basis of upgrading towns to townships such as Ea Kar, Buon Ho, Phuoc An and Buon Trap. In addition, it will forms several towns functioning as centers of each sub-region of the province.
 - Along with the formation of four towns, the structures of administrative divisions of the province have changed. To manage the economy under territory of a mountainous province in the Central Highlands, it requires reallocating the population, labor and production; based on that to adjust the administrative units at district level, facilitating the social- economic development of the province.
- Building Buon Ma Thuot city to become the political, social, economic and cultural center of Dak Lak province and become one of the industrial, science and technical, education and training Center of the Central Highlands; becoming the important traffic hubs of the Region.
- To carry out detailed planning of the administrative center, residential areas, other functional areas of the towns and districts; focus on building to complete the infrastructures, and public works of the towns and districts
- To carry out the development planning of population concentrated areas, economic and technical centers, communal clusters, the rural population areas of the districts to meet the needs of social- economic development in the locality.
3. Development in accordance with economic corridor
Economic development in accordance with Economic corridors such as: Highway No.14 (Ho Chi Minh road) Economic Corridor, Highway 26 Economic Corridor; Highway 27 Economic Corridor; Dak Lak- Phu Yen Highway Economic Corridor; Truong Son Dong Economic Corridor.
4. Social- Economic development under sub-regional territories
- Sub-region I: including Buon Ma Thuot City and districts of Cu M'gar, Buon Don, Krong Pak, Krong Ana and Lak.
- Sub-region II, including the districts of Krong Buk, Krong Nang, Ea and Ea Soup H'Leo. - Sub-region III: including the districts of Ea Kar, M'Drak, Krong Bong.
V. Main solutions on implementation of plan
1. Mobilizing capital
- To achieve goals and directions of socio-economic development of the province to 2020 and forecasted economic growth, estimated investment requirements in a period of 2006 - 2020 hit approximately VND 233,000 billion, out of which, in a period of 2006 - 2010 about VND 23,000, in a period of 2011 - 2015 about VND 62,000-63,000, in a period of 2016 - 2020 about VND 148,000 -149,000. In structure of development investment of sectors, focus on industry development, proportion of investment capital into industry sector in a   period of 2006 – 2020 is 41% - 42% of entire social capital; for service and infrastructure sector 32% - 33%, proportion of investment capital in agriculture decline. To meet above-mentioned investment needs, requires measures to mobilize actively capital: investment capital from the State budget, including investment credit; capital mobilized from the people and businesses ; investment through loans and other places to invest in the province; attract FDI; enlist ODA, NGO.
2. Developing human resources
 Plan, build a network of schools, public and private education institutions. Continue to expand, enhance training capacity of training institutions of the province, promote links with training center of the country to increase quality of training workforce of the province. Young and qualified staff to train abroad for some specific important sectors to meet requirements of economic integration in the world. There are policies to encourage development of talents, and treatment of good managers, experts in science and technology, skilled workers.
3. Expanding market
- Continuously seek and expand home and foreign markets. Improve forecast level of market demand to direct right categories, scale, quality of products. Strengthen trade promotion and create conditions for enterprises to organize marketing activities to promote and introduce products and brands. Strengthen inter-provincial cooperation, close coordination between all levels and branches; promote development of external economic relations and international economic integration.
4. Policies and measures
- Construct concrete measures to implement incentives, investment support of the State in accordance with conditions of the province to promote development of key sectors and areas.
