AsemconnectVietnam - The People’s Committee of Ninh Binh Province has issued Decision No. 1566/QĐ-UBND dated 23 April 2026, promulgating the list of priority investment projects for 2026 (Phase 1), providing a key foundation for public disclosure and investment promotion efforts in the coming period.
The Decision is grounded in current legal frameworks on local government organisation, land, and investment, while aligning with the province’s socio-economic development orientation in the context of administrative consolidation and the implementation of a two-tier local government model.
Diverse portfolio across key sectors
According to the approved list, Ninh Binh aims to attract investment across several strategic sectors:
• Education and healthcare: Development of training institutions within Nam Cao University Urban Area; investment in international-standard hospitals and elderly care facilities.
• Urban development and housing: Implementation of new urban areas and residential projects to expand land supply and improve living conditions.
• Trade, services and logistics: Investment in commercial centres, logistics hubs, and cargo infrastructure to enhance regional connectivity and economic circulation.
• Industry and high-tech sectors: Promotion of projects in industrial parks and high-tech zones, including large-scale infrastructure developments.
• Science, technology and smart urban development: Establishment of research centres and smart city models to foster innovation-driven growth.

Enhancing transparency and investor support
The Decision assigns the Department of Finance to take the lead in publicly announcing the project list and coordinating with relevant agencies to facilitate investment procedures and support investors in accordance with regulations.
Relevant departments, agencies, and local authorities are also required to actively publicise the list on their official portals and media channels, while continuously reviewing and proposing additional projects in line with planning and development needs.
