I. Viewpoints and guiding principles
1. Viewpoints
a) Irrigation activities has long-term vision, meeting the country's socio-economic development requirements, serving multidisciplinary and multi-objective objectives, ensuring water security; contribute to prevention and control of natural disasters, environmental protection, adapt to climate change, development in the upstream of inter-national river basins and internal development;
b) Irrigation activities must ensure harmony with water sources, take initiative in creating water sources, storing, regulating, transferring and distributing water among seasons, regions and river basins on a national scale;
c) Irrigation activities are carried out under the motto of the State and people working together, mobilizing participation of the whole society, gradually operating under the market mechanism;
d) Development of the system of irrigation works must ensure a synchronous link with the infrastructure system of other sectors and fields. The State invests in constructing particularly important irrigation works, large irrigation works and irrigation works that are difficult to mobilize social resources; irrigation works in service of national defense and security, natural disaster prevention and fighting; irrigation works in ethnic minority areas, mountainous areas, islands, areas with exceptionally difficult socio-economic conditions, areas where water is scarce, areas highly affected by climate change; at the same time, encourage and create conditions for organizations and individuals to invest in building, managing and exploiting irrigation works according to the provisions of law;
d) Actively and effectively responding to the most unfavorable situations; raising the safety level to prevent and combat drought, water shortage, saltwater intrusion, floods, inundation, waterlogging and river and coastal bank erosion; ensure safety of works and downstream dams, irrigation reservoirs.
2. Guiding principles
a) Irrigation strategies must be implemented in a synchronized and unified manner. Implementation of irrigation strategy is both urgent and long-term to ensure water security, national interests, national defense and security; environmental protection, safety against natural disasters, adaptation to climate change;
b) Socio-economic development must be linked to natural conditions and ability to meet water sources; exploiting and using together with protecting water sources, united according to river basins, system of irrigation works, combined with administrative units;
c) Use water economically, safely, efficiently and for right purposes; ensure the quantity and quality of water in irrigation works;
d) Organizations and individuals may use irrigation products and services and pay as prescribed;
e) The State ensures resources for investment in irrigation operations in accordance with law, and has a policy to mobilize resources from organizations and individuals participating in irrigation activities; adopt appropriate support policies and mechanisms for poor, remote, border and island households;
f) To fulfill international commitments on the field of irrigation, which Vietnam has signed and acceded to.
II. Target
1. General objectives
a) To develop irrigation in direction of modernity and flexibility, ensuring water supply and drainage for people and economic sectors, contributing to sustainable socio-economic development, ensuring water security; national interests, defense and security;
b) Take initiative in preventing and mitigating damage caused by natural disasters, responding to the most unfavorable cases, raising assurance level of water drainage, preventing floods, droughts and saltwater intrusion; environmental protection, climate change adaptation and upstream development of river basins; contribute to building a safe society before natural disasters.
2. Specific objectives
a) Water supply
To ensure supply of water for daily life and agricultural production and to meet the needs of socio-economic branches; supply and create sources for urban areas, industrial parks, export processing zones, economic zones and hi-tech parks from system of irrigation works; pay special attention to areas with frequent water shortage, such as the Central Coast, Central Highlands, and the Mekong River Delta; attaching importance to environmental protection and protection of aquatic ecosystems, serving sustainable development;
Actively supplying water for 2-crop rice-growing land with 85% irrigation, out of which, 30% by 2030 and 60% by 2050 by advanced farming methods;
By 2030, 70% of irrigated crop areas will be irrigated, including advanced irrigation, saving 30% of water; by 2050, 100% will be reached, including advanced watering and 60% water saving;
Ensuring active water supply and drainage for intensive, industrial intensive aquaculture, hi-tech applications, high-value commodity agricultural production areas and other objectives in agricultural production.
Water supply for coastal economic activities, populated islands, and fishery services.
b) Drainage and environmental protection of the water
Actively drain water into the main river, increase the drainage area by motivations, ensure drainage in the plains and low-lying areas to serve people and agriculture with a frequency of between 5% and 10%; meeting drainage requirements for urban centers, draining water into the system of irrigation works;
To take initiative in preventing and fighting floods and inundations for industrial parks, export processing zones, economic zones, hi-tech parks, rural population quarters and other production activities;
To protect, control and prevent water pollution in the system of irrigation works, ensuring that the quality of water in irrigation system systems is up to standards for water use activities.
c) Prevention and control of natural disasters and response to climate change
- Actively responding effectively to the adverse effects of drought, water shortage, saltwater intrusion, floods, inundation, waterlogging, erosion of river and coastal banks ... harmoniously combining project solutions and non- project solutions;
- Ensuring safety against adverse impacts caused by natural disasters related to water for urban areas, residential areas, production activities in the context of climate change;
- Ensure safety of works, downstream dams, irrigation reservoirs.
- To consolidate and raise flood-proofing capacities in major river basins in the North and the North Central region with the flood-proof assurance level in table 1; proactively prevent, avoid and adapt floods to protect people in river basins of the South Central Coast, Central Highlands and Southeast, ensuring the production of Summer-Autumn and Winter-Spring crops with a flood frequency of 5% up to 10%; actively living with floods in the Mekong River Delta, controlling floods in shallow floodplain areas, ensuring appropriate and safe conditions for people to live and produce in deep flooded areas;
III. Solution
1. General solution
a) Improve mechanisms and policies and strengthen enforcement of irrigation laws
Strengthen law enforcement, continue supplementing and perfecting irrigation mechanisms, policies and laws to ensure consistency, unity, feasibility, transparency and raise awareness of the society about water laws. In particular, synchronously implementing the following solutions:
- Review, adjust and supplement guiding documents, mechanisms and policies in the field of irrigation in a uniform and unified manner, creating incentives for organizations, individuals and enterprises to participate in irrigation activities, mobilizing to the utmost all social resources for irrigation development investment;
- Strengthen inspection and handling of violations of legislation on irrigation;
- Implement uniformly the price policy for irrigation products and services suitable to the characteristics of regions and service users; improve responsibility in supplying and using irrigation products and services of related parties; developing small irrigation and intra-field irrigation;
- Reviewing and supplementing, formulating and promulgating national technical regulations and standards and irrigation technical economic norms;
- Strengthen the propagation and education of irrigation laws in order to raise the society's awareness about irrigation work; guide the implementation of irrigation laws, promote supervisory role of the people and participation of stakeholders;
- Renovating content and method of propagation, combining the traditional method with propaganda through social networks; Integrating irrigation content into some curricula.
b) Improve organizational structure
Improve system of irrigation management organizations from central to local levels to ensure consistency, unity, professionalism, effective and efficient operation. Which synchronously implements a number of following solutions:
- Continue to consolidate and improve the system of specialized agencies performing the function of state management of irrigation from the central to local levels, clearly defining the state management functions with the management of exploitation;
- Streamlining organization of irrigation operations to be streamlined, meeting the tasks of state management and financial autonomy according to the provisions of law;
- Reviewing and arranging enterprises to exploit irrigation projects at provincial and inter-provincial levels. Each province can set up at most one limited liability company to exploit a 100% state-owned irrigation project; further research towards establishing an organization to exploit irrigation works in the direction of providing diversified services and financial autonomy;
- Establish, consolidate and consolidate grassroots irrigation organizations suitable to the characteristics of the region, scale of the system of works, on the principle of voluntariness and equality for the benefit of members and attach with new rural construction, promoting the role of users of irrigation products and services.
c) Development of human resources

d) Improve quality of planning work
Develop a vision and development scenario on the basis of climate change adaptation, upstream development of international river basins, internal development in the planned area, addressing extreme impacts, such as: drought, water shortage, saltwater intrusion, floods, inundation, waterlogging, pollution and degradation of water sources. Which synchronously implements a number of following solutions:
- Complete the plan of natural disaster prevention, fighting and irrigation; review, adjust and build new inter-provincial river basin irrigation plans, irrigation plans of relevant irrigation systems of two or more provinces in service of multiple objectives, meeting the requirements of socio-economic development, sustainable agricultural development, associated with building a new countryside;
- Develop vision and development scenarios to propose structural and non-structural solutions, ensure water security, protect water environment; focus on researching and proposing irrigation solutions for the Red River Delta, the Central Highlands and the Mekong River Delta, supplying water for coastal economic activities;
- Planning closely meet the conversion requirements of economic restructuring; irrigation planning solutions associated with advanced irrigation, water saving, water reuse, technology associated with ecosystems;
- Creating water sources, storing, regulating, transferring and connecting water sources between seasons and regions throughout the country; researching and updating information on planning on hydroelectric reservoir systems, using rationally and efficiently water sources from hydroelectric reservoirs for the Central Highlands, Central Vietnam, Southeast and Northern midland and mountainous areas;
- Researching on irrigation solutions to supply water to regions prone to drought, water shortage and saltwater intrusion; attaching importance to the solution of connecting and transferring water (sweet, salty) by pipeline for active water supply and efficient use of water;
- Transferring, applying technologies and advanced methods in planning.
d) Increasing investment in development of irrigation infrastructure
To formulate a plan of investment in and development of key and concentrated irrigation infrastructures in a synchronous and modern direction, applying new technologies, including synchronously the following solutions:
- Continue to invest in large irrigation projects to meet the needs of socio-economic development, works associated with the target program of agricultural economic restructuring and natural disaster prevention and mitigation, residential planning, national target program on new rural construction;
- To invest in building irrigation works to supply water for irrigation and daily-life activities in ethnic minority and mountainous areas, on populous islands and areas with exceptionally difficult socio-economic conditions, water scarcity, areas affected by climate change, drought, saline intrusion;
- Repairing, upgrading and completing existing irrigation system systems in a modern and synchronized direction; building operational monitoring system to improve work efficiency;
- Focus on repairing and upgrading irrigation dams and reservoirs to ensure the safety of the works and the downstream of the dams;
- Increasing investment in building a system of irrigation works in service of aquaculture, daily-life water supply, industry and ecological environment improvement;
- Investment in construction of irrigation works for flood drainage, flood reduction, flood control, saltwater and freshwater control, freshwater storage, river and coastal bank erosion prevention;
- Increasing investment from the state budget, at the same time attracting social resources to build irrigation works;
- Building a database on investment in and construction of irrigation works;
- Continue to protect and develop forests and breakwater trees to protect sea dikes.
e) Improve the effectiveness of management and exploitation
Renewing and improving the operational efficiency of organizations exploiting irrigation works and grassroots irrigation organizations; promoting internal resources and people's role in irrigation work; improve the quality of irrigation services, the level of assurance of irrigation work safety, proactively prevent and combat drought, water shortage, saltwater intrusion, flood, inundation and waterlogging. Which synchronously implements a number of following solutions:
- Ensuring to maintain the tasks according to the design; maintenance to improve the life of irrigation works;
- Reviewing dams and reservoirs at risk of unsafe, assessing safety of dams, irrigation reservoirs, flood discharge capacity of irrigation reservoirs, gradually raising the level of safety assurance according to international standards, especially for large irrigation reservoirs; improve the capacity of forecasting and warning of rain and floods and proceed to operate irrigation reservoirs with real-time flood damper gates; implement measures to ensure safety for the works and the downstream dam areas, develop disaster response plans and emergency response plans;
- Review and propose measures to treat and replace irrigation works that have been degraded and cannot be repaired, especially small irrigation reservoirs with badly damaged;
- Deploy management solutions, solutions associated with ecosystems, reuse of water, control of waste sources, protect water quality in the system of irrigation works to serve water users;
- Modernizing the work of observation, forecasting, warning, management and operation; investing in equipment and technology to raise the capacity for forecasting water sources, drought, water shortage, saltwater intrusion, floods, inundation and flooding for special use in management; application of advanced technology in directing, operating the system of irrigation works;
- Support, consolidate the grassroots irrigation organization towards serving multi-services, suitable to regional, natural, economic and social conditions;
- Implement a roadmap for implementation of policies on irrigation product and service prices, ensuring harmonization of interests between irrigation providers and users, suitable to regional characteristics; provide support money to use irrigation products and utilities for agricultural production subjects in accordance with the provisions of law;
- Renovating management mechanism and methods of supplying irrigation products and services to expand and increase revenues, ensuring sufficient expenses for management and operation of the system of irrigation works, giving priority to developing the epidemic, water supply services for daily life, industry, services, electricity generation; apply advanced management processes to improve productivity and production and business efficiency;
- Transfer of the right to manage and exploit the system of irrigation works; pilot transfer of management and exploitation rights in a number of eligible irrigation systems.
g) Science and technology
Researching and applying technologies to improve efficiency of management and exploitation of irrigation works, preventing and fighting natural disasters, adapting to climate change, ensuring safety of dams and reservoirs and ensuring water quality, ... in irrigation operations. In particular, synchronous implementation of a number of major solutions as follows:
- Researching and applying advanced technologies to improve the capacity of forecasting and warning of changes in water sources, water quality, drought, water shortage, saltwater intrusion, desertification, floods, inundation and waterlogging, sedimentation and erosion of irrigation works, river banks and coastlines to serve irrigation operations;
- Promote the application of advanced technology and information technology in operation monitoring and regulation of irrigation reservoirs to ensure safety of dams and water reservoirs, improve the service life and service capacity of irrigation works;
- Deploying the application of advanced technology, water-saving irrigation, daily-life water supply, water reuse and drainage;
- Researching and applying new materials, new structures and modern technologies in construction of irrigation works, ensuring quality, techniques, beauty and landscape of works;
- Studying and assessing the impacts of climate change, development activities on water sources, irrigation works as a scientific basis for building a vision and planning scenario, especially in high-risk areas such as Mekong River Delta, Red River Delta.
h) International cooperation
Expanding and strengthening international cooperation, information exchange, transfer and application of advanced science and technology, mobilizing resources for irrigation activities. Which synchronously implements a number of solutions:
- Actively participate in and expand cooperation with international partners in relation to irrigation operations; exchanging information, transferring technology, training, sharing experiences and mobilizing resources in irrigation activities;
- Continue to consolidate and expand cooperation in studying the impact of upstream development activities of inter-national river basins (Red-Thai Binh, Cuu Long, Ma, Ca rivers...) to our country, serving irrigation activities, directing production management and natural disaster response;
- Mobilize resources to support the training of high quality human resources, research and technology transfer of the world; strengthen connection with the Vietnamese community in science and technology activities abroad.
2. Solutions for each area
a) Northern midland and mountainous region
Developing small irrigation and irrigation for sloping areas to produce goods of high economic value; water supply for areas with water scarcity; prevent and fight against flash floods, landslides and floods in residential areas; ensure safety of dams and irrigation reservoirs. Focus on implementing the following groups of solutions:
- Repairing and upgrading existing works; ensure construction safety, dam safety, irrigation reservoirs;
- Proposing solutions to prevent and combat floods and inundation for residential areas and urban areas with high risks in Yen Bai, Tuyen Quang, Bac Kan, Lao Cai, Phu Tho and Vinh Phuc provinces. ;
- Studying and proposing solutions for land management, migration, sand and gravel exploitation in river beds, serving the prevention and fight against flash floods and landslides, protecting residential areas and production zones; preventing landslides in border rivers and streams;
- Deploying advanced irrigation technology, saving water; implement solutions to develop small, scattered reservoirs, connect water sources between reservoirs, transfer water by pipelines, use water from hydroelectric reservoirs for daily life and production, irrigate sloping land.
b) The Red River Delta
To develop irrigation in service of multiple objectives, meeting the requirements of hi-tech agricultural production, clean agriculture and organic agriculture; strengthening drainage capacity to main rivers; solving water pollution, impacts of extreme rain, flood, dam failure, lowering river level, upstream development activities. Focus on implementing the following groups of solutions:
- Repair and upgrade the complete system of irrigation works to restore service capacity according to the design, gradually increase the level of ensuring water supply for people and economic sectors; upgrade and improve the interior field irrigation system to serve advanced farming methods, reduce production costs, save water, reduce emissions;
- Constructing new, repairing and upgrading pumping stations, drains, dredging and clearing the flow of drainage axes to ensure drainage to the main river in the rainy season;
- Reviewing and changing ineffective rice-growing areas, areas facing water shortage, low-lying areas frequently flooded and inundated;
- Continue to build systems of drainage systems, flood control for Hanoi, Vinh Phuc, Hai Phong...;
- Research and develop scenarios of rain, heavy flood, extreme dam failure to propose appropriate solutions; focus on implementing risk management solutions in areas frequently flooded and inundated; manage and protect flood drainage space, water storage areas, regulating lakes in residential areas and urban areas;
- Continuing to regulate water sources from hydroelectric reservoirs on Red river - Thai Binh river system to serve production water, people's life, flood and waterlogging for downstream areas; studying and implementing solutions to cope with changes in water level reduction in the river system, gradually replacing the plan of water regulation from hydropower reservoirs on the Red-Thai Binh river system in the winter-spring crop;
- Strictly managing exploitation of river-bed sand and gravel, especially on large river routes, leading to deterioration of the river bed, increasing the risk of river bank erosion and saltwater intrusion, limiting water intake capacity of constructions;
- Protection of water quality in irrigation works, strengthening inspection and handling of violations within the protection area of ​​irrigation works or illegal discharge of wastewater into irrigation works.
c) North Central Coast
To continue perfecting the system of irrigation works, upgrading the safety of dams and reservoirs, supplying water for coastal areas, studying and solving the problem of lowering river levels; prevention, control and control of saline intrusion. Focus on implementing the following task groups and solutions:
- Invest in building, repairing and upgrading dams and reservoirs, complete the system of canals; building water supply systems for coastal sandy areas and areas along Ho Chi Minh road; building and consolidating a system of works to prevent river bank erosion and coastal erosion; gradually raising the level of assurance against major floods;
- Studying solutions for connecting water sources, transferring water, solutions for sluice gates, raising water level dams, preventing saltwater, storing fresh estuarine areas in the main rivers of Ma and Ca rivers ...;
- Effectively operate upstream water reservoirs in service of water supply, prevention and combat of drought, water shortage, saltwater intrusion, floods, inundation and waterlogging, ensuring work safety;
- Deploying advanced irrigation technology, saving water, connecting water sources between reservoirs, supplementing water supply for industrial parks, industrial crop cultivation areas, grass growing areas for concentrated husbandry, coastal aquaculture area.
d) South Central Coast
Continue to invest in large irrigation projects to create sources, perfect the system of irrigation works, build pipelines to connect reservoirs and transfer water to coastal areas, regulate upstream hydroelectric works for rivers, water for downstream areas. Focus on implementing the following groups of solutions:
- Investment in building water reservoirs to create sources; connect irrigation lakes, deploy solutions to bring water to coastal areas; upgrade, repair and complete canals;
- Effectively regulating water reservoirs to supply water to downstream areas; rationally operate the system of reservoirs in the river basin to ensure project safety and downstream, serving daily-life, production and natural disaster prevention;
- Actively prevent, avoid and adapt to the main floods; prevent early and late floods in service of winter-spring and summer-autumn crops; improve, increase the drainage capacity of the drainage axes, study solutions to overcome the sedimentation of river and sea estuaries for flood drainage.
- Apply advanced irrigation technology, save water, technology reuse water; to prioritize to meet the demand for water supply and drainage for raw material areas in service of processing industries and hi-tech agricultural areas.
- Reviewing and speeding up the conversion of inefficient rice land areas to shallow crops, industrial crops and husbandry with high economic value, especially in drought-prone areas; reviewing water supply solutions for arid regions, contributing to anti-desertification;
- Prioritize the supply of domestic water and essential needs of agricultural production in case of drought and water shortage.
d) Central Highlands
Continue to invest in large irrigation works to create sources, perfect the system of irrigation works, apply water-saving irrigation technologies, expand the irrigated area for upland crops, and prioritize water supply for daily life. Focus on implementing the following task groups and solutions:
- Continue to invest in building, repairing and upgrading dams and irrigation reservoirs, completing the system of canals, connecting reservoirs, bringing water away with dynamics, irrigation pipes for industrial plants, supplying water. water;
- Repairing, upgrading and investing in small scattered reservoirs and temporary dams using local materials for irrigation of vegetables and industrial plants, supplementing groundwater, minimizing soil erosion;
- Development and application of water saving and drip irrigation technologies to vegetables and industrial plants of high economic value;
- Studying solutions for daily-life water supply, areas for perennial crops in case of drought;
- Reviewing the reduction of inefficient rice land areas within the service area of ​​irrigation work systems in order to have more water sources for industrial crops, upland crops and husbandry;
- Investigating and evaluating groundwater reserves; develop a reasonable plan to exploit, protect and supplement groundwater resources.
f) Southeast
Continue to invest in building large irrigation works; multi-objective exploitation of irrigation systems; expand irrigated areas for upland crops, supply water for urban centers, industrial parks, export processing zones and hi-tech parks; combat flooding in urban areas. Focus on implementing the following groups and solutions:
- Reviewing and expanding integrated and efficient exploitation activities of Dau Tieng - Phuoc Hoa irrigation system to supply water to water-shortage areas of Tay Ninh province and the area sandwiched between two Vam Co rivers.
- Invest in building La Nga 3 lake to transfer water to the southern coastal area of ​​Binh Thuan province;
- Continue to implement anti-flooding solutions for Ho Chi Minh City area and some urban areas in the region; studying flood prevention and fighting solutions for the lower section of Dong Nai river - Saigon;
- Investment in new construction and upgrading of irrigation systems; continue to invest in scattered small reservoir systems, combining the use of water from hydroelectric reservoirs in service of vegetables, crops and industrial plants, contributing to the supplement of underground water sources;
- Controlling waste sources, treating pollution to maintain the quality of water sources in irrigation system systems up to standards for water use activities.
g) Mekong Delta
Review and improve the irrigation system to serve the restructuring of agriculture, transform agricultural production according to three focal points: fisheries - fruit trees - rice associated with ecological sub-regions, and actively live together with floods, inundation, brackish water, salt water. Focus on implementing some of the following solutions:
- Upper delta:
+ Actively controlling floods, stabilizing dike systems and embankments to protect residential areas, infrastructure works, 2-crop rice growing areas, aquaculture;
+ Improving flood drainage axes to the West Sea and Dong Thap Muoi;
+ Protection of flood drainage space; combine researching solutions to store floodwater in deep flood areas to serve water supply in the dry season and other purposes.
- The mid-delta region:
+ Completing and closing irrigation works to take initiative in supplying water; continue to consolidate and upgrade dikes and embankments to protect urban centers, population quarters, fruit tree areas, concentrated aquaculture;
+ Invest in constructions to regulate and dredge canals to proactively store water to meet requirements of socio-economic development, supply water for economic sectors and projects to divert fresh water to coastal areas.
- Coastal areas:
+ Invest in building and perfecting the irrigation system to control water sources for domestic water supply, taking initiative in providing fresh and salt water for production and aquaculture;
+ Continue to invest in sea dikes in combination with afforestation and coastal protection;
+ Rational use of underground water in service of daily life and aquaculture;
+ Research solutions to supply fresh water from the main river to the coastal area;
+ Application and transfer of technologies for on-site water collection, storage and treatment in service of daily life during droughts, water shortage, saltwater intrusion and wastewater treatment technologies for aquaculture.
h) On the islands
Continue to invest in water supply for domestic use, services, tourism, and assurance of national defense and security. Focus on implementing the following groups of solutions:
- Investment in building reservoirs, irrigation works, works connecting water sources to store water, supply water for daily life and production;
- Research and apply solutions for collecting, storing, treating water, filtering sea water, reusing water;
- Develop and apply advanced irrigation technologies appropriate to the area of ​​arable land on the islands;
- Researching and proposing solutions to prevent, erode, erode land and islands, protect residential areas and production areas; planting and protecting mangrove forests along the island.
IV. Organization of implementation
1. Ministry of Agriculture and Rural Development
a) Take charge of developing annual, five-year action plans, programs, schemes and summarize the contents of the Strategy's proposed implementation of the Strategy;
b) Review and develop mechanisms and policies to manage, guide, support and urge the implementation of the Strategy;
c) Summarize and evaluate the results of implementation of the Strategy and propose adjustments and supplements to the Strategy;
d) Review and formulate plans to minimize damage caused by natural disasters and ensure sustainable development;
d) Reviewing, building and adjusting programs on safety of lakes, dams, flooding, inundation, drought, saltwater intrusion ...;
f) Organizing statistics, processing information, building databases in service of state management over irrigation;
g) Review, evaluate and organize research and application of advanced technologies in the field of irrigation;
h) To build a system of professional training and fostering for irrigation personnel;
i) Organize law propagation, dissemination and education, promote information and communication activities to raise public awareness about the irrigation sector;
k) To organize the inspection, supervision and evaluation of the annual implementation results and review and evaluation to draw experience from the implementation of the Strategy; propose recommendations and submit to the Prime Minister for decision issues arising beyond their competence; supplement and adjust the Strategy for the next stage.
2. The Ministry of Planning and Investment and the Ministry of Finance shall, according to the State management function, be assigned to assume the prime responsibility and coordinate with the Ministry of Agriculture and Rural Development and the concerned ministries and branches in balancing and allocating the budget. year in accordance with the Law on State Budget, the Law on Public Investment, the Law on Irrigation to effectively implement the contents of the Strategy.
3. Other ministries and branches shall, according to their state management functions and assigned tasks, propose, elaborate and implement key programs, schemes and projects in order to realize the objectives and tasks of Strategy.
4. People's Committees of provinces and centrally run cities
a) Develop, approve and organize the implementation of the solutions outlined in the Strategy within its jurisdiction;
b) To organize the integration of irrigation development contents into local socio-economic development plans;
c) Managing the implementation of irrigation planning contents in provincial plans;
d) Building, repairing, upgrading, managing and protecting irrigation works, lakes and dams under their respective management.
