Vietnam national brand program from 2020 to 2030
I. Objectives
1. General objectives
Building image of Vietnam as a reputable country with high quality goods and services, increasing the pride and attractiveness of the country and people of Vietnam, contributing to promoting the development of foreign trade and improve national competitiveness.
2. Specific objectives
In the period from 2020 to 2030, to focus on building and developing Vietnam's Brand in association with the positive and outstanding values ​​of the product brand with the following specific objectives:
a) Implementing the Program effectively on the basis of consistency and synchronization with the strategy of import and export of goods and services; export turnover of product groups achieving Vietnam national brand reached a higher level than the national average rate;
b) Contribute to increasing the value of Vietnam National Brand on average of 20% per year according to statistics and assessments of prestigious rating organizations in the world;
c) Over 1,000 products with Vietnam National Brand;
d) Each year an increase of 10% of the number of enterprises listed in the list of enterprises with the highest brand value of prestigious rating organizations in the world;
d) 90% of enterprises across the country are aware of the role of trademarks in production, business and investment;
e) 100% of products of Vietnam National Brand are promoted domestically and in key export markets.
II. The object of the program
1. The Ministry of Industry and Trade is the Program management agency.
2. Units in charge of implementing projects are ministries and branches tasked to implement schemes under the Program (hereinafter called the lead unit for short).
3. Enterprises participating in activities of the Program.
III. Content
1. Raising the public's awareness about the role of brands in production, business and investment activities.
2. Enhancing the capacity of building, developing and managing brands for enterprises to meet the Program's criteria.
3. Promoting the Vietnam National Brand in association with promoting the brand of products reaching the Vietnam National Brand.
4. The contents stated in this section are elaborated and implemented according to the Regulation on construction, management and implementation of the Program.
IV. Organize the implementation of the Program
1. Ministry of Industry and Trade
a) Preside over and cooperate with Ministries, regulatory bodies, and People's Committees of provinces and centrally-affiliated cities and organizations and individuals in developing the Program's orientation and contents in accordance with their functions and competence. rights, ensuring the compatibility between the objectives and contents of the Program with the actual conditions of the sector and locality;
b) Develop and complete the system of legislative documents and guide ministries, branches, localities, organizations, individuals and relevant units to implement;
c) Directly formulate and implement the Program's projects according to the assigned functions, tasks and competence;
d) Cooperate with domestic and foreign organizations and individuals to attract resources to serve the Program's activities;
d) Preside over, guide, organize the implementation, monitor, urge and inspect the implementation of the Program.
2. Ministries and branches
a) Ministry of Finance
- Assume the prime responsibility for allocating economic non-business funding to the Program in accordance with the Budget Law;
- Coordinate with the Ministry of Industry and Trade to inspect and supervise the implementation of the Program.
b) Ministry of Foreign Affairs
Formulation and implementation of projects under the Program associated with diplomatic activities:
- Organize communication activities, promote the Program and businesses whose products reach the Vietnam National Brand at diplomatic events;
- Mobilizing resources from overseas Vietnamese communities to participate in and respond to Program activities.
c) Ministry of Planning and Investment
Development and implementation of projects under the Program associated with investment activities:
- Organize communication activities, promote the Program and products of Vietnam National Brand through investment activities;
- Focusing on supporting businesses whose products have Vietnam National Brand to invest abroad.
d) Ministry of Culture, Sports and Tourism
Formulating and implementing projects under the Program associated with the development of culture, sports and tourism:
- Organize communication activities, promote the Program and products of Vietnam National Brand through cultural activities, sports, tourism;
- Focus on supporting businesses with products of Vietnam National Brand to participate in cultural, sports and tourism activities at home and abroad.
d) Ministry of Information and Communications
Building and implementing the projects under the Program associated with the task of promoting the national image of Vietnam:
- Organizing communication activities, promoting the Vietnam National Brand Program and products associated with Vietnam's national image communication activities abroad;
- Focusing on promoting the products of Vietnam National Brand on domestic and foreign media.
e) Ministry of Science and Technology
Development and implementation of projects under the Program associated with activities in the field of science and technology:
- Assist businesses in developing products that meet the Program's Criteria System;
- Supporting businesses in building and developing brands associated with the protection of intellectual property rights at home and abroad.
g) Ministry of Agriculture and Rural Development
Formulating and implementing projects under the Program associated with the tasks of developing agriculture, forestry and fishery:
- Focus on building and developing brands of agricultural, forestry, aquatic and marine products with Vietnam's strengths;
- Support businesses to develop products in the fields of agriculture, forestry and fishery to meet the Program's criteria system.
h) Vietnam Television, Voice of Vietnam, Vietnam News Agency
- Develop and implement communication and promotion schemes under the Program;
- Collaborate with the Ministry of Industry and Trade and relevant ministries and agencies to communicate and promote the Program and products of Vietnam National Brand inside and outside the country.
i) Other ministries and branches
Within the scope of its functions and duties, is responsible for proposing, elaborating and coordinating the implementation of schemes according to the contents of the Program.
