I. Viewpoints and goals
1. Viewpoints and directions
Thoroughly grasp and fully implement Resolution No. 21-NQ / TW of October 25, 2017 of the Sixth Central Committee of the 12th Party Central Committee on Population Work in the new situation. 2. Objectives
a) General objectives:

b) Specific objectives up to 2030:
- Goal 1: Maintain firmly the replacement fertility, reduce fertility gap between regions and subjects
+ To firmly maintain the replacement fertility level (with an average of 2.1 children per woman of reproductive age), a population of 104 million;
+ Reduce 50% of fertility gap between rural and urban areas, mountainous areas and plains; 50% of provinces will have replacement fertility;
+ All women of childbearing age have convenient access to modern contraceptives, prevention of infertility and assisted reproduction;
+ Reduce 2/3 of adolescents and young people with unwanted pregnancies.
- Objective 2: Protect and develop the population of ethnic minorities of less than 10,000 people, especially ethnic minorities with a very small risk of decline in race.
+ Maintain the population growth rate of ethnic minorities under 10 thousand people higher than the national average;
+ Basically prevent child marriage and inbreeding in ethnic minority areas;

II. Tasks and solutions
1. Strengthening the leadership and direction of the Party Committees and administrations at all levels

Taking results of the implementation of population goals and tasks is an important criterion to evaluate the performance of heads, commissars and administrations at all levels.
Promoting exemplary pioneering of each cadre and party member, especially the leader in the implementation of the population policy, building a family of equality, progress, prosperity, happiness, creating spillover power sweeping throughout the society.
2. Innovating communication and campaigning on population
Continue to promote the propaganda of the Central Resolution 21, creating a fundamental change in the awareness and action of both the political system and the strata of the population in terms of tasks and population work in the new situation. .

Innovating and improving the efficiency of direct communication activities through a team of reporters, propagandists of all levels, especially a team of population collaborators in villages, hamlets, population groups and units manufacturing. Integrating population content into community activities, cultural festivals, village regulations, community conventions and institutions; standards of cultural villages, hamlets, cultural families.
Promote population communication activities on the mass media, especially grassroots information systems. 3. Perfecting mechanisms, policies and laws on population

4. Developing the network and improving the quality of population services
Strengthen the network of family planning service delivery to ensure that district health facilities can provide all family planning services, and commune health facilities provide basic family planning services. Continue to maintain and improve the effectiveness of the distribution of non-clinical services through the network of village health workers and population collaborators.
Innovating the method of providing family planning services in the direction of expanding, fully meeting the needs of each target group. Continue to mobilize all economic sectors to participate in social marketing and socialization to provide contraceptive means and services.
Expand access to and use of reproductive health and friendly sexual health services for youth. Strengthen the state management of the provision of abortion services, eliminating unsafe abortion.
Pilot and step by step expand the program of prevention, screening, intervention, and early treatment of diseases and disabilities that cause infertility among the young population. Establish a multi-level infertility screening network, accelerate technology transfer to expand the fertility support network. Focusing on investment to have fertility support centers on a world-class basis.

5. Promote scientific research, perfect the system of population information and data

8. Enhancing international cooperation

Promote cooperation in professional, technical, training and cooperation of expert exchange, scientific research and technology transfer. Strengthen joint venture and cooperation with foreign countries in developing concentrated elderly care facilities, high-tech facilities for assisted reproduction, testing facilities, and detection of genetic diseases, related transformation in accordance with the priority content and the law of Vietnam.
III. Organization of implementation
1. Stages of implementation of the Strategy
a) Phase 1: 2019-2021, model building, preparing resources.

- Promulgate policies and issue laws on population; approve the programs, plans and schemes assigned in Resolution CP 137; Public investment programs and projects on population.
- Completing the consolidation of the system of organization specialized apparatus for population work; consolidate and consolidate inter-sectoral coordination on population and development at the central and local levels, regulations on organization and remuneration policy for population collaborators.

b) Phase 2: 2022-2030, expanding and synchronously deploying solutions to implement the Strategy.

3. Tasks of ministries, branches and localities
(1) Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and presidents of People's Committees of provinces and centrally run cities according to their functions, competence and tasks assigned to them effectively assigned tasks and projects in Resolution CP 137; formulating and promulgating strategies and plans for implementing the Strategy; direct and integrate population factors into sectoral and local development plans and plans; leaders of cadres, party members, civil servants, officials and employees of branches and localities strictly implement the Party's guidelines and guidelines, the State's policies and laws on population.

(3) The Ministry of Justice shall assume the prime responsibility and coordinate with the Health Ministry and the concerned ministries and branches in summing up the list of legal documents that need to be newly promulgated, amended, supplemented, replaced and abolished, promulgating competence of the National Assembly and the National Assembly Standing Committee to propose inclusion in the National Assembly's Law and Ordinance formulation program, ensuring that it is on schedule approved by the Government.
(4) The Ministry of Labor, War Invalids and Social Affairs shall assume the prime responsibility and coordinate with the Ministry of Health and the concerned ministries and branches in organizing the implementation of programs, schemes and projects on gender equality and social protection. , the elderly, vocational education, job creation and poverty reduction in line with the Strategy's direction
(5) The Ministry of Information and Communications shall assume the prime responsibility and coordinate with the Ministry of Health and localities in organizing the implementation of programs, schemes and projects on information technology propagation, propagation and application according to orientation of the Strategy.
(6) The Ministry of Culture, Sports and Tourism shall assume the prime responsibility and coordinate with the Ministry of Health and the concerned ministries and branches in organizing the implementation of programs, projects and projects in the field of family and culture, sports, tourism oriented Strategy.
(7) The Ministry of Agriculture and Rural Development shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of programs, schemes and projects on new rural construction and re-migration, settlement of hydroelectric and irrigation projects in line with the Strategy's direction.
(8) The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Health and relevant ministries and branches in, elaborating and implementing scientific and technological programs and tasks on population and development under the orientation of the Strategy.
(9) The Ministry of Home Affairs shall assume the prime responsibility and coordinate with the Ministry of Health and the concerned ministries and branches in organizing the implementation of programs, schemes and projects on youth and organizing the apparatus for population work according to regulations, direction of Strategy.
(10) The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of programs, schemes and projects on water environment pollution and gas change, following the orientation of the Strategy.
(11) The Ministry of Education and Training shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in renewing contents and methods of population, reproductive health, sexual health, gender and average education, gender equality and gender orientation in line with the Strategy.
(12) The Committee for Ethnic Minorities chairs and coordinates with the Ministry of Health and relevant ministries and agencies to implement programs, projects and projects on reducing child marriage and inbreeding in mountainous areas, and ethnic minorities in the direction of the Strategy.
(13) The Ministry of Planning and Investment shall assume the prime responsibility and coordinate with the Ministry of Finance in summing up development investment plans; coordinate with the Ministry of Health and concerned agencies in mobilizing official development assistance (ODA) capital for population-related programs, schemes and projects.
(14) The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, based on the capacity of the annual state budget, allocate budgets to ensure the implementation of programs, schemes and projects related to population field; guide, inspect and inspect the use of funding.
(15) Vietnam Television, Voice of Vietnam, Vietnam News Agency and other mass media to increase the broadcast time and appropriate number of articles; improve the quality of population propagation and development in programs, specialized pages and categories.
(16) Other ministries, ministerial-level agencies and Governmental agencies shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of this Strategy within the scope of their assigned functions and tasks. .
(17) People's Committees of provinces and cities under central authority shall organize the implementation of the Strategy in their localities under the guidance of the Ministry of Health and other relevant ministries and branches; develop and organize the implementation of annual and five-year population and development plans in accordance with this Strategy.
(18) Proposing the Central Committee of Vietnam Fatherland Front, Vietnam General Confederation of Labor, Central Vietnam Women's Union, Central Ho Chi Minh Communist Youth Union, Central Farmers' Union Vietnam, Central Vietnam Elderly Association, Vietnam Family Planning Association and other member organizations of the Front, social organizations, within the scope of their functions and duties, participate in organize the implementation of the Strategy; promote propaganda and education in their organizations; take part in formulating policies and laws, and supervise the implementation of the legislation on population.
