Project on enterprise development in Tuyen Quang province till 2020, with orientation toward 2030
A. Objective
I. General objective
- Successfully implementing the Resolution of the 16th Party Congress of Tuyen Quang Provincial Party Committee; targets set for the period of 2020-2025, vision to 2030 and striving to complete the business development targets in Resolution No. 17-NQ / TU of May 27, 2016 of the Provincial Standing Committee of the Party (key XVI) on leadership to implement key solutions to improve the business environment and improve the province's competitiveness in the period 2016-2020.
- Developing enterprises in quantity, attaching importance to raising the quality, scale and efficiency of production and business; encourage business development in the fields of agriculture, forestry and rural areas. Improve the attractive and open investment environment, enhance the province's competitiveness.
- Implement synchronously and effectively policies to support businesses to accelerate development and improve competitiveness for businesses in the province; creating a favorable, equal and stable investment and business environment for enterprises to contribute more and more to the province's socio-economic development; contribute to improving the competitiveness and international economic integration of enterprises in the province.
- Increase the contribution of businesses to GRDP, collect state budget and create jobs for workers, participate in the province's social security programs.
II. Detail goal
1. Regarding the number of enterprises
- By 2020, strive to achieve the number of over 2,000 enterprises (including encouraging the development of 55-60 enterprises operating in the field of agriculture and forestry), striving to reach the target of 23 enterprises / 10,000 people, employing about 12% - 15% of labor force in working age, increasing the state budget participation rate to over 50% and increasing the contribution rate of about 20% to the provincial GRDP.
- By 2030, strive to achieve the number of over 3,000 enterprises (including encouraging the development of 80-100 enterprises operating in the field of agriculture and forestry); reaching the target of 30 enterprises / 10 thousand people, employing about 15% - 18% of labor in working age, bringing the state budget participation rate to over 55% and contributing about 25% to the provincial GRDP.
2. Regarding the quality of enterprises
To increase the scale and efficiency of production and business activities of enterprises and to fulfill obligations to the State and accumulate to expand the scale of sustainable business development in subsequent years, create more stable jobs and increase income for workers.
B. Implementation solutions
I. Propagating and disseminating policies to support and encourage the establishment of enterprises
- Promote consultancy and advocacy for business households; organize conferences on disseminating legal policies, exchanges, seminars to raise the awareness of business households and encourage business households to change their businesses, focusing on business households. 1.2. Supporting principles
a) The principle of supporting small and medium-sized enterprises complies with Article 5 of the Law on Support for Small and Medium Enterprises.
b) The contents not specified in this Project comply with the Law on Support for Small and Medium Enterprises, Decree No. 39/2018 / ND-CP dated 11 March 2018 of the Government; Resolution No. 06/2019 / NQ-HDND dated August 1, 2019 of the Provincial People's Council and current legal documents.

2.1. General support group for small and medium businesses

c) Information support for small and medium enterprises:
Small and medium-sized enterprises are free to access information specified in Clause 1, Article 14 of the Law on supporting small and medium-sized enterprises on the national information portal for supporting small and medium-sized enterprises managed by the Ministry of Planning and Investment. Websites of ministries, ministerial-level agencies, provincial web portals, websites of provincial departments and agencies according to Article 12 of Decree No. 39/2019 / ND-CP .
d) Supporting consultancy for small and medium-sized enterprises according to the provisions of Article 13 of Decree No. 39/2019 / ND-CP.
d) Supporting human resource development for small and medium-sized enterprises:
- Support for business start-up training and business administration as prescribed in Clause 1, Article 14 of Decree No. 39/2019 / ND-CP.
- Support for vocational training under Clause 2, Article 14 of Decree No. 39/2019 / ND-CP: Implementing the integration into the national target program on building new rural areas and the target program for vocational education - Employment and labor safety.
- Direct training support for small and medium-sized enterprises under Clause 3, Article 14 of Decree No. 39/2019 / ND-CP.
e) Supporting small and medium-sized enterprises in accessing credit:
- Focusing on investment credit in priority areas, including small and medium-sized enterprises; promote the Banking - Business Connection Program in order to remove difficulties and create favorable conditions for enterprises to access bank credit capital to develop production and business in accordance with the provisions of law.
- Preferential interest rates for short-term loans in Vietnam Dong for small and medium-sized businesses in accordance with the regulations of the State Bank of Vietnam.
f) Support for production and business premises:
Simplify land procedures, guide administrative procedures, create favorable conditions for small and medium-sized enterprises to access production and business premises. Making statistics, recovering land that is left fallow and using for improper purposes to create land fund for concentrated agro-forestry and fishery product processing projects of small and medium-sized enterprises in line with the planning land use approved.
2.2. Focus policy group for SMEs:
a) Supporting small and medium-sized enterprises transformed from business households:
- Support consulting, guiding documents and procedures for establishing an enterprise on the basis of conversion from a business household in accordance with Article 15 of Decree No. 39/2019 / ND-CP.
- Exempting fees for first-time enterprise registration at business registration offices, free of charge of publication of first-time business registration contents at the National Enterprise Registration Information Portal according to Article 16 of Decree No. 39 / 2019 / ND-CP.
- Exemption from evaluation fees and first-time business license fees for conditional business lines under Article 17 of Decree No. 39/2019 / ND-CP.
- Exemption of license fees within 3 years from the date of the first business registration certificate as prescribed in Clause 1, Article 18 of Decree No. 39/2019 / ND-CP.
- Free consultation, guidance on tax administrative procedures and accounting regime within 3 years from the date of the first issuance of the Business Registration Certificate in accordance with Article 19 of Decree No. 39 / 2019 / ND-CP.
b) Supporting small and medium-sized businesses in creative startups:
* Subjects and conditions of support: Comply with the provisions in Clause 1, Article 17 of the Law on Support for Small and Medium Enterprises, and enterprises selected to provide support by one of the methods specified in Article 20 of Decree No. 39/2018 / ND-CP.
* Content of support:
- Supporting small and medium-sized start-up businesses in accordance with Article 6 of the Regulation attached to Resolution No. 06/2019 / NQ-HDND.
- Content support in accordance with Article 17 of the Law on Supporting Small and Medium Enterprises, Article 21 of the Government's Decree No. 39/2018 / ND-CP, including:
+ Providing free information on the system of domestic and international standards and regulations in the field of production and business of creative start-ups;
+ Free search, exploitation and supply of information and databases on inventions, technological information and research results;
+ Support for booth costs at domestic and international trade exhibition fairs; Priority to participate in the trade promotion program using the state budget: Implementing the integration into the annual trade promotion program;
c) Information support for small and medium enterprises:

* Supporting subjects and conditions: Enterprises are subject to support when they meet the conditions specified in Clause 1, Article 19 of the Law on Support for Small and Medium Enterprises, Article 22 and Article 23 of Decree No. 39/2018 / ND. -CP.
* Content of support:
- Support for small and medium-sized enterprises joining industry clusters and value chains specified in Articles 8 and 9 of the Regulation attached to Resolution No. 06/2019 / NQ-HDND.
- Content support in accordance with Article 19 of the Law on Support for Small and Medium Enterprises, Article 24 of Decree No. 39/2018 / ND-CP, including:
+ Trade promotion, product promotion: Integrating into the annual trade promotion program.
+ Providing free information on the system of domestic and international standards and technical regulations in the field of production and business of enterprises participating in industry and value chain clusters.
3. Funding for implementation
Total capital demand: VND 36,430 million, of which:
- Central budget source: VND 8,500 million
- Local budget source: VND 25,130 million.
- Other sources: VND 2,800 million.
3.1. Period of 2019-2020: VND 5,000 million; Inside:
- Central budget source: VND 1,300 million
- Local budget source: 3,200 million VND
- Other sources: VND 500 million.
3.2. Period of 2021-2025: VND 14,970 million; Inside:
- Central budget source: 3,350 million VND
- Local budget source: 10,570 million VND
- Other sources: VND 1,050 million.
3.3. Period of 2026-2030: VND 16,460 million; Inside:
- Central budget source: 3,850 million VND
- Local budget source: 11,360 million VND
- Other sources: VND 1,250 million.
In case the funding is provided by the central budget and other funding sources for each content of support, adjustment and supplementation of implementation funding will be made.
4. Management and supervision mechanism
4.1. For the content of direct support for small and medium enterprises
a) Content of supporting the use of local budgets:
- Annually, the agencies in charge of implementing the content of budget estimation support shall submit it to the Finance Department for evaluation and submit to the provincial People's Committee for assignment in the budget estimates for payment of support contents to enterprises.
- Directors of agencies in charge of implementing support contents consider and decide on each case, each case is supported and self-responsibility for support before the provincial People's Committee and the provisions of law.
- Department of Finance is responsible for ensuring funding for implementation, guiding the estimation, management, use and settlement of state budget funding for support activities; to inspect, examine and supervise the use of support funding sources according to the provisions of the State Budget Law.
- The agencies in charge of organizing the support of small and medium-sized enterprises shall settle the support funding settlement with the Department of Finance in accordance with the State Budget Law.
b) Contents of central budget support:
Follow the instructions of the specialized management ministries.
4.2. For content supported through exemption or reduction of fees and charges
Immediately after the enterprise carries out administrative procedures at a competent agency.
4.3. Coordination mechanism for the implementation of the Scheme
Agencies in charge of organizing the provision of assistance in publishing content, programs and results of provision of assistance to SMEs and other relevant information are specified in Article 29 of the Law on Business Support small and medium enterprises.
Agencies and units shall coordinate with agencies and units to assume the prime responsibility according to their functions and tasks in the domains and geographical areas under their management; well performing the state management function for enterprises in the fields under the Department, branches under their management according to the current provisions of law in the province.
C. Organization of implementation
I. Specific tasks of agencies, units and organizations
1. Department of Planning and Investment - Agency in charge of project implementation
- Assume the prime responsibility for, and coordinate with relevant departments, branches, district and city People's Committees, socio-political organizations and provincial business associations in, implementing and implementing this Project; regularly monitor, urge, inspect and summarize the implementation of the Scheme, periodically report to the Ministry of Planning and Investment and the provincial People's Committee as prescribed.
- Implementing good policies on supporting small and medium-sized businesses established, businesses transformed from business households, management training and start-up for businesses under the provisions of Decree No. 39 / 2018 / ND-CP and Resolution No. 06/2019 / NQ-HDND.
2.3. Supporting small and medium-sized enterprises participating in cluster of industry and value chains
* Supporting subjects and conditions: Enterprises are subject to support when they meet the conditions specified in Clause 1, Article 19 of the Law on Support for Small and Medium Enterprises, Article 22 and Article 23 of Decree No. 39/2018 / ND. -CP.
* Content of support:
- Support for small and medium-sized enterprises joining industry clusters and value chains specified in Articles 8 and 9 of the Regulation attached to Resolution No. 06/2019 / NQ-HDND.
- Content support in accordance with Article 19 of the Law on Support for Small and Medium Enterprises, Article 24 of Decree No. 39/2018 / ND-CP, including:

C. Organization of implementation

- Propagating and disseminating legal mechanisms and policies on supporting and developing small and medium-sized enterprises; strengthening the guidance on procedures for enterprise establishment registration, business household transformation into enterprises.
2. Department of Finance
- Assume the prime responsibility for, and coordinate with the Department of Planning and Investment, the Departments and Agencies in summing up, evaluating cost estimates, reporting to the provincial People's Committees for approval and allocating funding to implement the Scheme's tasks.
- Instruct Departments, branches to implement the process and procedures of settlement of funding to support small and medium-sized enterprises.
3. Department of Science and Technology
- Advise and propose the establishment of a Center for start-up support in the province in accordance with Decree No. 39/2018 / ND-CP.
- Preside over and implement the contents to support small and medium-sized start-ups, small and medium-sized enterprises participating in industry clusters and value chains according to Article 6 and Article 9 of Resolution No. 06/2019 / NQ -HND and Decree No. 39/2018 / ND-CP.
4. Department of Agriculture and Rural Development, Department of Industry and Trade
Assume the prime responsibility for and implement the contents to support small and medium-sized enterprises participating in industry and value chain clusters according to Article 8 of Resolution No. 06/2019 / NQ-HDND and Decree No. 39/2018 / ND-CP.
5. Department of Labor - Invalids and Social Affairs
Integrating the content of vocational training support for small and medium-sized enterprises in Decree No. 39/2018 / ND-CP into the annual target program of Vocational Education - Employment and occupational safety.
6. Department of Natural Resources and Environment
Take the lead in reviewing and publicizing master plans, plans on land use, unused land fund, reforming land procedures, strengthening guidance on administrative procedures, creating favorable conditions for businesses to access their faces.
7. Department of Information and Communications
Preside over and implement information support contents for small and medium-sized enterprises as prescribed in Article 12 of Decree No. 39/2018 / ND-CP.
8. Department of Justice
Preside over and cooperate with the Provincial Business Association to provide training, law dissemination and assistance to small and medium-sized enterprises in accordance with Decree No. 55/2019 / ND-CP dated 24 / 6/2019 of the Government on legal support for small and medium enterprises.
9. Tuyen Quang Tax Department
- Assume the prime responsibility for and assign provincial-level Tax Departments in guiding and propagating tax administration, tax declaration, settlement and compliance with tax policies and laws.
- Provide free guidance and advice on tax administrative procedures, guide the implementation of procedures for tax and fee exemption and reduction for enterprises subject to the assistance of the Law on Supporting Small and Medium Enterprises .
- Introduce tax agents eligible to provide consultancy, guidance on tax administrative procedures and accounting regime for newly established enterprises, small and medium-sized enterprises converted from business households subject to support under regulations.
- Propagating tax policies and encouraging business households to transform into enterprises; coordinate with the People's Committee of the district or city in examining business households employing 10 or more laborers to propose the establishment of enterprises according to Article 66 of Decree No. 78/2015 / ND-CP of April 14, 2015. 9/2015 of the Government on business registration.
10. Provincial Industrial Zones Management Board
- Providing information guidance on investment procedures for businesses when they need to rent production sites in industrial zones in the province.
- Implement site clearance to create a clean land fund to attract investors to implement production and business projects in industrial parks and complexes in the province.
11. Investment Promotion Center
Integrating the content of supporting enterprises on trade promotion and commercialization according to the provisions of Clause 4, Article 21 and Clause 3, Article 24 of Decree No. 39/2018 / ND-CP into the Trade Promotion Program year.
12. Vietnam State Bank Branch in Tuyen Quang province
To assume the prime responsibility for implementing the contents of supporting credit access for small and medium-sized enterprises as prescribed in Article 8 of the Law on Support for Small and Medium-sized Enterprises.
13. People's Committees of districts and cities
- Propagating and encouraging business households to convert into enterprises; linking enterprise development activities with socio-economic development in the area.
- Coordinate with tax authorities to examine business households requesting to establish enterprises in accordance with Article 66 of Decree No. 78/2015 / ND-CP dated September 14, 2015 of the Government on enterprise registration.
14. The Provincial Fatherland Front Committee, provincial socio-political organizations
- Participate in propaganda and dissemination of laws, mechanisms and policies on supporting small and medium-sized enterprises and this Scheme.
2. Department of Finance
- Assume the prime responsibility for, and coordinate with the Department of Planning and Investment, the Departments and Agencies in summing up, evaluating cost estimates, reporting to the provincial People's Committees for approval and allocating funding to implement the Scheme's tasks.
- Instruct Departments, branches to implement the process and procedures of settlement of funding to support small and medium-sized enterprises.

Develop categories, news, articles, propaganda photos, disseminate legal provisions, mechanisms and policies on supporting small and medium-sized enterprises and the contents of this Project.
16. Provincial Business Association
Collaborate with relevant departments and agencies to implement solutions to support enterprise development; propagating guidelines and policies to support small and medium-sized enterprises; mobilize and encourage startup projects to set up new businesses.
17. Enterprises, business households in the province
- Provide sufficient and timely information and documents at the request of the authorities for supporting small and medium-sized enterprises; To take responsibility before law for the information and documents provided.
- Receive, coordinate and effectively implement support resources; strictly abide by law provisions in the course of production and business activities.
II. Relevant departments, agencies, branches, People's Committees of districts, cities, organizations representing enterprises: Based on their functions, assigned tasks and assigned contents, directors of agencies, organizations and units formulate plans of their respective branches and units to concretize the effective implementation of development and support solutions for enterprises set forth in this Scheme. Every 6 months and annually, report to the provincial People's Committee on the situation and results of the implementation of the Scheme, and concurrently send to the Department of Planning and Investment to summarize and report to the Ministry of Planning and Investment and the People's Committee the provincial; in which: 6-month report submitted before July 15 of the year; Annual reports are sent before February 15 of the year following the reporting year.
