Current situation of tourism structure and development resources
1. Proportion of tourism to economic structure and tourism revenue
1.1 Proportion of tourism GDP to national GDP.
In a period of 2015 - 2018, Vietnam's tourism industry has experienced a rapid growth in the number of tourists and total revenue from tourism activities. According to Vietnam tourism annual report of Vietnam National Administration of Tourism, in 2015, Vietnam's total tourism revenue reaches about 337.8 trillion VND, contributing about 6.33% of GDP, by 2018, total revenue from visitors reaches VND 620 trillion and contributes over 10% of national GDP.

In a period of 2014-2018, total revenue of tourists to Hoa Binh province has an average growth of 19.9%/ year. In 2014, total revenue from tourism activities was VND 759 billion but by 2018, VND 1,520 billion was achieved.
In 2018, in tourism revenue structure of the province, international visitors contributed 34.3%, domestic tourists contributed 65.7%. Out of which, revenue from food service, room rental and entertainment services accounted for the largest proportion of 74% (restaurant accounted for 30.2%; room rental service was 24.1%; entertainment and other services 19.7%). Revenue from remaining services only accounted for 26%, of which goods sales accounted for 11.7%; tourist transportation accounted for 7.2%; tickets for sightseeing and other services accounted for 4.2%; revenue from travel operators in the province accounted for 2.9%.
Thus, the total revenue from tourism has increased significantly in recent years, increasingly confirming proportion of contribution to overall economic development of the province. However, tourists to Hoa Binh province have low spending levels due to lack of quality and attractive services so the proportion is not high.
2. Market structure and exploitation resources

In a period of 2014 - 2018, number of international tourists visiting Hoa Binh grew fairly and stably at 9.88%/ year of total number of tourists in the province. In 2014, Hoa Binh welcomed 185,361 international visitors, by 2018, there were 312,193 international visitors.

International tourists come to Hoa Binh mainly from France accounting for 62-65%; South Korea 19-20%; Japan 3.8-4.2%; Australia 2-2.5% ... In 2018, guests from China 2.2%; Thailand 0.3%; Malaysia accounts for 1.4%; Singapore accounts for 0.4% and the other market accounts for 4.8%. Currently, visitors from Europe and Southeast Asia markets to Hoa Binh are quite limited.
Development resources: development of Vietnamese and international airlines, especially low-cost carriers connecting countries around the world with major domestic tourism centers is a favorable condition for tourism to expand the market. Attracting major investors to upgrade transport infrastructure, air transport, road transport, waterways...; developing high-class tourism product lines to meet the needs of international tourists coming to Vietnam in general and Hoa Binh province in particular.
2.2. Domestic tourist market
In 2014, Hoa Binh welcomed 1,918,846 domestic visitors, accounting for 91.2% of total provincial visitors. By 2018, there were 2,695,185 visitors, accounting for 88.4% of total provincial visitors. Domestic tourists are still the main source of tourists in Hoa Binh, accounting for about 90% of the total number of annual tourists. This shows that, now and in the near future, the domestic tourist market still plays an important role in development of Hoa Binh tourism. Among domestic tourists coming to Hoa Binh, the number of visitors is only about 30%, the rest are day visitors.
Domestic tourists to Hoa Binh mainly come from Hanoi, Hai Phong, Quang Ninh and localities in the North; a few from the southern and central provinces. The peak time for tourists to Hoa Binh is spring (festival tourism, spirituality) and summer (ecotourism and relaxation); there are fewer visitors in autumn and winter (mainly exploring nature, national cultural identity ...
Development resources: In addition to the province's investment in building infrastructure, creating favorable conditions to access tourism destinations; It also attracts resources from tourism business enterprises to invest in building facilities to develop tourism products and promote domestic tourism.
3. Product structure, tourism industry value chains and development resources
3.1. Tourism product structure
Currently, Hoa Binh tourism products are being invested to develop with the main types of tourism such as: festival spiritual tourism; resort ecotourism; tourism to learn about community culture; tourism to traditional craft villages; tourism and sports resorts, entertainment.
- Products of spiritual cultural tourism: Hoa Binh has many historical and cultural relics, which have been ranked national and provincial levels. Some relics have become tourism attractions such as: Tien Pagoda tourism area, Ba Chua Bo temple, Dau Rong mountain cave complex ... are attracting the most inland tourists to Hoa Binh.
- Community-based tourism products: These are tourism products with high potential and competitiveness of Hoa Binh province. Typical community-based tourism destinations such as Ban Lac, Ban Van, Ban Pom Coong, Ban Hich and Ban Buoc in Mai Chau district; Giang Mo village, Cao Phong district; Ban Ke, Da Bia and Sung villages in Da Bac district ... are attracting a large number of international visitors to Hoa Binh.
- Traditional craft village tourism products: A number of traditional craft villages are becoming places to visit and experience for tourists and also produce souvenir items, gifts, food introductions such as: brocade weaving, wicker weaving; wine making career; crafting ornamental stones, driftwood... is being chosen by tourists as the destination of Hoa Binh province.
- Tourism, sports and entertainment products: Golf courses, paragliding areas, hiking trails, cycling, rafts, kayaks ... resorts, hot spring baths in Kim Boi district, Mai Chau, Yen Thuy, Lac Son, ... bathe all kinds of tobacco leaves of Muong, Dao, Thai ethnic groups ... contributing to meeting needs of guests and increasing value to serve tourists.
- Festival tourism: Hoa Binh has many ethnic groups with unique festivals such as: Muong Bi exploitation festival; Gong festival, singing of Muong ethnic people; Xieng Muong festival, Chá gong festival of Thai people; Du Voi - Lac Son festival; Lo Son - Tan Lac fishing festival and many folk festivals in the province, contributing to attracting tourists to Hoa Binh in spring of new year. However, many festivals in Hoa Binh are small and lack services to serve tourists.
3.2. Tourism value chain and connection between tourism and other economic sectors
Value chains are activities necessary to bring products from the beginning of their formation to tourists. Demonstrate process by which businesses receive raw materials, adding value to these materials through various steps to create end products that are valuable to customers. Through this, businesses analyze the inputs involved in creating products and identify ways to improve productivity, reduce costs and increase competitive advantage of each product.
Prerequisite for formation of a high value tourism value chain is the readiness to serve guests and quality of social infrastructure and infrastructure associated with tourism activities. Hoa Binh has no rail and air system; Road and waterway transport infrastructure currently does not meet development requirements to actively participate in the value chain. Road transport routes to many tourist destinations still face many difficulties. Missing stops, roadside stations in roads, parking lots, transit points for tourists, etc. are limited to tourism value chain of Hoa Binh.
4. Tourism management
4.1. State management of tourism
- The state management of tourism at the provincial level is the centrally run People's Committee of the province/city where the Department of Tourism, the Department of Culture, Sports and Tourism is the specialized management agency. Together with related departments and agencies, manage fields according to their functions related to tourism activities in the province.
- The state management of tourism at the district level is the People's Committee of the district, the city with the Culture and Information Department, together with concerned departments and branches, which manage the fields according to their functions, industry related to tourism activities in the district.
At present, the state management of tourism in Hoa Binh province is assigned by the provincial People's Committee to the Department of Culture, Sports and Tourism to lead and coordinate with relevant departments and branches to perform state management. For tourism activities in the province. Management model, supporting development of the tourism industry still has some shortcomings such as:
- Department of Culture, Sports and Tourism has just performed function of State management of tourism in the province, has also worked to support tourism development and promote tourism promotion, while investment resources are still limited so not effective.
- Department of Culture and Information, which performs function of State management of tourism at district level, is lacking qualified staff, especially in localities with developed tourism, so the consultancy on tourism management is still low.
4.2. Management of associations and businesses
- Central Government has a Vietnam tourism association and its member associations: travel association, hotel association, training association and tour guide, ...
- Provinces and cities that have tourism associations Hoa Binh has established a provincial tourism association since 2010, currently having hotel and restaurant associations and community-based tourism associations. In recent years, Hoa Binh tourism association has cooperated with the provincial tourism association to connect businesses and promote tourism development cooperation. However, the association has not attracted the participation of many businesses, effectiveness is not high, limiting expansion of links and cooperation.
Managing business activities in field of tourism is a multi-field management, under the jurisdiction of many functional agencies such as Department of Planning and Investment, Department of Culture, Sports and Tourism, Department of Transport. , Department of Industry and Trade, Department of Agriculture and Rural Development, provincial Public Security Deparment, Department of Natural Resources and Environment, Department of Information and Communications, inspection, supervision, ensuring compliance with laws in tourism business of tourism organizations and enterprises in recent years still faces many difficulties. Statistics of business results from tourism services of enterprises and people are inadequate so evaluation of tourism industry's results is limited.
4.3. Management of resorts and destinations
Good management of tourism sites and destinations will bring many benefits such as: Creating competitive advantages, ensuring sustainable development, contributing to harmonious distribution of benefits and improving productivity in operations. The fact that an area, tourism destination is appreciated not only has outstanding tourism resources, but also must be evaluated by tourists as a well-managed destination, ensuring service quality and environment.
Hoa Binh province has issued a Regulation on management of activities of tourist resorts and destinations in the province (in Decision No. 34/2016 / QD-UBND dated August 1, 2016 of the Provincial People's Committee). The province has over 30 tourism areas and destinations with many types of tourism such as cultural and ecological tourism; spiritual tourism; community tourism; resort has the advantage of Hoa Binh. Some areas and spots have established an effective management and operation board such as: Tien Pagoda tourism area, Dau Rong mountain cave complex, Hoa Binh hydroelectric plant ... with a large number of visitors and bringing in revenue. Currently, management board of the Hoa Binh lake national tourist area has not been established because it has not met the criteria. Community tourism sites have not yet established a management board, so the management has no uniformity in the management of tourism service business activities. Some localities have not done well the management of tourism resources affecting the environment and landscape and are losing their traditional ethnic culture.
4.4. Managing tourism-related services
Services related to tourism such as restaurants, amusement parks, roadside stations, shopping and commercial areas, transporting passengers, production and supply of crafts, gifts, health care and beauty beautiful ... under the management of many branches and localities but there is no regular coordination so management is difficult. Management of operation of tourism services in compliance with the law, quality assurance and results statistics are still difficult. It is necessary to strengthen coordination among sectors and levels in managing and supporting integration of products, to form an attractive, rich and diverse tourism product value chain, etc. Spontaneous development lacks the consultation of experts, lack of planning orientation, inappropriate touristm tastes in investing in services to serve tourists, leading to inefficient waste.
5. Tourism enterprise structure and development resources
5.1. Business travel
There are no international travel businesses in the province, currently there are 10 units of domestic travel business such as Hoa Binh tourism joint stock company, Hoa Binh tourism limited company and Duc Loc tourism company... Besides, there are a number of businesses, tourist transport units are engaged in business activities to serve groups of tourists with different needs or participating in some stages in the tourism product chain.
5.2. Businesses providing tourism accommodation services
In period of 2014-2018, system of accommodation establishments in the province increased rapidly in quantity and scale. In 2014, Hoa Binh province had 341 operating accommodation establishments with 2,804 rooms, so in 2018 there were 412 accommodation establishments with a total of 3,421 rooms, of which 37 hotels (06 hotels of 3-star; 23 guests of 2 star, 08 hotel of 1 star hotel); 233 motels with 2,046 rooms and 142 business households with community-based vacation homes. Hoa Binh does not have a 4 and 5 star hotel, thus limiting ability to welcome high-class tourists with high affordability. Most tourism accommodation establishments are small-scale (less than 50 rooms), business activities are still unprofessional, limited in meeting needs of tourists.
Room occupancy: According to current statistics, room occupancy ranges from 35-40% (for motels); 50-70% (for hotels) reflects contribution of accommodation establishments in tourism revenue.
5.3. Restaurant business
Restaurants serving tourists are mostly concentrated in the center of Hoa Binh city. Some restaurants in hotel complex have good facilities, meeting needs of mid- and high-class guests such as AP PLAZA, Diamond PALACE Hoa Binh, .. Besides, in some tourism districts, Mai Chau, Luong Son and Kim Boi have many restaurants serving tourists basically meeting needs of customers from affordable to high-end. Restaurants serving tourists in the province have exploited traditional dishes, culinary characteristics of Hoa Binh ethnic groups that are popular with tourists, contributing to branding of some dishes of Hoa Binh.
5.4. Shopping business
There are few establishments that provide services to tourists in Hoa Binh, mainly for supplementary services in some 2, 3-star hotels and some supermarkets to meet needs of customers when coming to Hoa Binh such as Hoa Binh supermarket, Hoang Son supermarket, AP PLAZA trade center,...
5.5. Entertainment business
Entertainment facilities - sports, services for tourists in Hoa Binh is very limited. There is only Phuong Hoang golf course, Luong Son district; Hoa Binh - Geleximco golf course, venue belongs to Trung Minh commune, Hoa Binh city, Dan Ha commune and Ky Son town, Ky Son district, Hoa Binh province; Phuc Tien golf course, Ky Son district is implementing, ... In 2 and 3-star hotels, there are services such as: massage, tennis, swimming pool, karaoke room; ... the water sports and entertainment area on Hoa Binh lake of Hoa Binh tourism joint stock company; some community-based tourism sites have invested in kayaking, bicycles, rafts, etc. to serve tourists. Hoa Binh lacks entertainment and sports facilities, so it does not extend stay and limits ability of guests to spend, leading to number of visitors going back during the day so the spending is low.
6. Structure of human resources
Labor in tourism includes direct labor and indirect labor. Number of employees directly working in tour operators, hotels, restaurants and tourist service establishments in such areas as receptionists, accommodations, tables, bars, kitchens and waiters in a sector of entertainment,... Number of workers indirectly involves in activities related to chain of tourism services. Labor is working in the units, businesses, households business travel services, tourism transport units, other additional services of low quality.
In recent years, the number of workers in the tourism sector in the province increased rapidly: In 2014, the total number of employees was 2,302 people (including 1,525 people, indirectly 777 people); By 2018, the total labor force will be 3,120 people (of which 2,134 people are direct, indirect 986). Percentage of female workers always prevails over men, in 2018 the percentage of female workers was 62%, and male workers were 38%.
Currently, workers with university and postgraduate degrees account for 8.9%; college, intermediate and primary degrees accounting for 45.1%. The labor force has mainly been trained at tourism colleges and vocational colleges. In recent years, the professional skills of tourism workers have significantly increased in terms of tourism skills and skills. To meet needs of labor development in the tourism sector, mainly trained from other specialties to do business management, level of tourism and hotel management has many limitations in terms of profession and foreign language, informatics, marketing, promotion, market building and tourism product development; number of untrained workers accounts for a relatively high proportion of 46%, etc. Thus, the labor force in the tourism industry tends to increase and demand for quality of tourism human resources is increasing and foster human resources to develop Hoa Binh tourism in the coming time.
7. Investment resources for tourism
7.1. Investment in tourism infrastructure
In the period of 2014-2018, Hoa Binh province has increased investment in tourism infrastructure from central and local sources with a budget of about VND 105 billion for projects to upgrade and upgrade transport infrastructure; preserving and embellishing cultural and historical relics; power supply system, roads, ports; ... 7.2. Attracting tourism development investment projects
In period of 2014-2018, Hoa Binh province has attracted 26 registered projects to invest in tourism development with a total registered capital of VND 10,708,470 billion. In which, some large-scale and high-quality investment projects come into operation such as: Serena eco-tourist resort, An Lac eco-farm tourism area, in Kim Boi district; Mai Chau ecologe, Mai Chau village in Mai Chau district ... many projects are being invested in the coming time, which will contribute to the formation of strong branded tourism products. High competition attracts domestic and foreign tourists to Hoa Binh.
8. General assessment of current situation of tourism industry's structure and development resources, limitations and causes
8.1. General assessment of industry structure
- At present, tourism product structure of Hoa Binh province by type and according to regional plan is quite reasonable. Tourism products develop in the right direction, gradually forming according to structure of product lines for relaxation tourism, cultural tourism, ecotourism, sports and community tourism; In which, focusing on preserving and promoting cultural values ​​of ethnic groups, especially Muong ethnic culture.
- Lack of product structure or approach to value chain approach. Inputs for forming products are still very limited, such as: transport infrastructure has not met development needs, currently there are only main roads, but there are still lack of roads connecting to tourism areas, destinations or degraded roads, difficult to go; waterways on Hoa Binh lake are not stable due to seasonal water fluctuations, so it is difficult for ports and yards to accommodate passengers and boats.
- Traditional international tourism market is French, followed by South Korea, Japan, and Australia as the key international market. It is necessary to have suitable solutions to improve service quality and maintain markets. This school is very essential. At the same time, continue researching and expanding potential markets of China and Taiwan. ASEAN and high-paying markets such as Europe and the US.
- Domestic market accounts for nearly 90% of total visitors to Hoa Binh, focusing on the guest market from Hanoi, Red river delta provinces and neighboring provinces, gradually expanding into the Central provinces and Southern provinces.
- Regarding the structure and resources of the current tourism technical infrastructure in the province, the number of 3-star class hotels is still low, there are no 4 and 5 star hotels. The design and development of reasonable quality accommodation facilities will create the uniqueness and attractiveness of resorts and attractions, thereby improving economic efficiency and investment. Hoa Binh province is attracting investment projects to develop large-scale tourism, construction of accommodation establishments, entertainment and sports areas, which will enrich tourism products to attract tourists.
- Structure of enterprises varies by capital size, with some large enterprises coming from outside the province, the rest mostly local small and medium enterprises. Mostly businesses dealing in tourism accommodation establishments with 2-3 star hotels; travel businesses are few, no international travel businesses.
- Regarding labor structure operating in tourism business is a specific economic sector, most of labor in contact with customers, directly creating tourism products - is a set of necessary services to meet customers' needs. Therefore, quality of service provided to customers depends not only on qualifications and skills of workers but also on ingenuity, flexibility and sophistication in communication and behavior. In tourism industry, there are many positions suitable for female workers, which require a higher percentage such as: rooms, receptionists, tables, bars ...Number of untrained workers is still high, foreign qualifications linguistics, informatics and communication skills, behavior is limited. In order to develop tourism in a professional and competitive capacity, this structure has not met the requirements.
8.2. General assessment of development resources
a) Advantages:
- There are guidelines and policies of the Party and the State on tourism development, especially the Resolution No. 08-NQ / TW of the Politburo and the Law on Tourism 2017,... together with guidelines and policies. The province will create favorable conditions and resources for tourism development of Hoa Binh province.
- Levels, sectors and localities and people are increasingly raising awareness of role of tourism in socio-economic development.
- Hoa Binh has many strategic investors coming to learn, research and develop tourism in the province, especially at Hoa Binh lake tourism area after the Prime Minister approved the development plan to become a tourism area.
- Social investment resources in developing system of accommodation facilities, services and general trade are increasingly concerned and focused.
- Population of working age in the province accounts for a high proportion and participation in tourism is increasing. Training to improve quality of tourism human resources is of interest at all levels, sectors and localities.
b) Restrictions:
- Resources invested in construction of tourism infrastructure of the province have not met current tourism development requirements.
- Road transport infrastructure system to some touris areas is still difficult, lacking stops for guests. Waterway traffic quality of wharves, ships and boats is not high for tourists.
- Investment resources for product development, promotion, human resource training are limited, and have not yet mobilized many social resources.
- Not yet effectively exploiting natural and cultural resources, types of art and culture exploited for tourism are not much.
- Mobilization of resources from industries and fields to invest in the development of commercial and agricultural products, etc. to become a limited tourism product.
- Management model of many tourist areas and destinations is unreasonable, so exploitation and promotion of resources for tourism development is limited.
- Coordination between Departments, branches, unions and professional organizations, businesses and communities has not been effective, so resources have not been mobilized for tourism development.
- Some tourism sites still develop spontaneously, without plan, lack of professionalism, lack of market rules.
- Local labor force and community are not fully aware of tourism profession and type of community based tourism has not been developed effectively.
- There are no incentives and supports to mobilize investment resources for tourism development in key areas, potential remote areas.
SECOND PART
BACKGROUND, DEVELOPMENT TRENDS AND IMPACTS OF INDUSTRIES AND FIELDS FOR TOURISM DEVELOPMENT
I. BACKGROUND OF DEVELOPING INTERNATIONAL AND DOMESTIC TOURISM
1. International, domestic and local socio-economic context
1.1. International context.
According to the World Bank, the world economy is growing strongly by 3.1% in 2018. However, the recovery process still has many limitations, inflation is below the target set in most developed countries. Multinational companies increasingly consolidate and expand operations based on the established global value chains. In the future, under the impact of the Industrial Revolution 4.0, when creative and automation factors are promoted, developing countries will lose the advantage of cheap labor and resources. The situation of world security and climate change has many complicated developments; natural disasters and epidemics occurred with unpredictable developments. Destinations Thailand, Malaysia, Indonesia and the Philippines competing with Vietnam all have political instability issues. Some major destinations in the world such as Turkey, Egypt have serious security issues. The security situation in the US and Europe is also more uncertain.
1.2. Background in water.
Vietnam's economy in 2018 prospered to reach 7.08% compared to 2017 - the highest growth in 11 years.
