1. Scope and boundaries:
Scope of adjusted overall plan on building Nhon Hoi Economic Zone, Binh Dinh province to 2040, covering an area of around 14,308 ha, includes:
- Existing economic zone: about 12,000 ha, defined in Decision No. 141/2005/QĐ-TTg June 14, 2005 of the Prime Minister on "Establishing and promulgating operation regulation of Nhon Hoi Economic Zone, Binh Dinh province";
- Expansion area: Becamex – Binh Dinh industrial park, urban and service area - Binh Dinh with an area of about 2,308 ha, identified in Decision No. 53/2016/QĐ-TTg December 14, 2016 of the Prime Minister on "Amending and supplementing operation regulation of Nhon Hoi Economic Zone".
Existing economic zone in Phuong Mai peninsula, Binh Dinh province, lies on administrative boundaries of following wards and communes: Hai Cang ward and Nhon Ly, Nhon Hai and Nhon Hai communes (Quy Nhon city); Communes of Cat Tien, Cat Hai, Cat Chanh (Phu Cat district); Phuoc Hoa, Phuoc Son communes (Tuy Phuoc district); It is as follows:
- To the north, it borders on Nui Ba, Cat Hai commune, Phu Cat district;
- To the east, it borders the East sea;
- To the south, it borders the East sea;
- Thi Nai lagoon to the West.
Extension area is located on both sides of national highway No.19C, north - south railway and Ha Thanh river, located in Canh Vinh commune, Van Canh district, Binh Dinh province.
- To the north, it borders on planted land;
- To the east, adjacent to the existing residential area of ​​Canh Vinh commune;
- To the south, borders on planted land;
- To the west, borders North - South highway (planned).
2. Objectives of plan:
- To build Nhon Hoi economic zone in line with Vietnam’s national development strategy and sea development strategy;
- To build Nhon Hoi economic zone into an area of ​​dynamic and sustainable economic development; is a center for development of tourism, services, urban, industrial, port and traditional marine economics; To closely associate economic development with security and defense;
- To build Nhon Hoi economic zone into a dynamic economic area of ​​Binh Dinh province; Having a modern and synchronous system of socio-technical infrastructure; landscape architecture, urban civilization, advanced, sustainable environment and effective use of land;
- To make legal basis for implementation of zoning plans, detailed plan of functional zones and construction investment projects in economic zones.
3. Functional nature of planned area:
- It is a multi-sector and multi-sector economic zone with a focus on tourism, services, urban, industrial, seaport and traditional marine economy;
- It is counterbalance growth, closely and comprehensively linking with development of Quy Nhon city and its vicinities;
- Being one of major nucleus of central economic development zone of Central Vietnam; a key international transport, trade and exchange hub of Central Vietnam and Central Highlands;
- It is a region that harmoniously develops economic, cultural, environmental and security objectives.
4. Preliminary forecast on population size and construction land:
a) Population size:
- Current status (2017): population (including conversion) about 57,000 people;
It is expected that by 2030, the population will reach about 120,000 -140,000 people;
It is expected that by 2040, the population will reach about 200,000 - 250,000 people.
b) Scale of construction land:
- Land for construction is about 6,000 - 8,000 hectares by 2030;
- Land for construction shall be around 10,000 - 11,000 ha by 2040;
- Of which: land for construction of urban areas is around 2,200 - 3,000 ha.
5. Proposed economic and technical norms:
Norms on social infrastructure and technical infrastructure shall comply with requirements of the current construction plan standards which are applicable to grade-I urban centers for urban development and current standards which applicable to concentrated industrial parks.
6. Contents and requirements of planning study:
To comply with the Law on Construction No. 50/2014/QH13 June 18, 2014; Decree No. 44/2015/NĐ-CP dated May 6, 2015 by the Government detailing some contents of construction plan; The project of "General adjustment of master plan for construction of Nhon Hoi economic zone in Binh Dinh province up to 2040" should be carried out to study the following topics and specific requirements:
a) Focus topics:
- Investigating, surveying, collecting data and analyzing current status of Nhon Hoi economic zone;
- Assessing socio-economic development of economic zone and Vietnam in past time and forecasting in the coming time. Propose development directions in period up to 2040 of Nhon Hoi economic zone;
- Overall review contents of Master Plan for 2005 and practical development in Nhon Hoi economic zone with reference to regional plan, socio-economic development indicators, and actual use land and integrate plans of branches in the province, as basis for orientation of appropriate, feasible adjustment. To review development orientation of economic zones, land funds for urban development, land use planning, size of functional areas, assess suitability with trend and practical opportunities of economic zone.
- To supplement research areas that the Master Plan did not require at the time of approval in 2005 were: urban design, strategic environmental assessment, response to climate change and sea level rise; public transportation system, urban underground space system, lighting urban decoration;
- To assess and orient expansion of economic zone which affects development of industrial clusters in the province in general and Canh Vinh industrial complex and Van Canh district within overall plan of industrial, urban and service zone of Becamex - Binh Dinh;
- To adjust functional and spatial structure of economic zone to suit new development situation;
- To review and update the undertakings and projects that have been or are being implemented in Nhon Hoi economic zone;
- To evaluate and study formulation of mechanisms, policies and solutions for management and implementation of the plan.
b) Specific requirements:
- Analyze and evaluate position and relationship between regions:
- Analyze advantages and disadvantages of geographic location. Analyze international context, domestic context, regional context, affecting development of economic zone.
- Analyze and assess natural conditions and current status:
+ To assess natural and environmental conditions: Overview natural environment characteristics of topography, geomorphology, climate, hydrograph, irrigation, engineering geology, earthquake, natural disaster, landscape; assess impact of natural conditions on construction and development areas; evaluate favorable land fund for construction;
+ To assess socio-economic development status: economic indicators of economic zones; development level of key economic sectors of economic zone; model space, space and spatial needs for development for economic sectors, manufacturing sectors, and related spaces;
+ Status of population, labor and employment: Statistics on population, labor, occupational structure, proportion of population and labor; population distribution, income fluctuations, urbanization problems; quantity and quality of production, ability to attract high quality human resources; analyze elements and characteristics of indigenous culture, showing ability to preserve endemic values;
+ Land status: Statistics, synthesis, analysis and assessment of current land use; analyze and evaluate housing and social infrastructure system; Identifying areas for protection of landscapes, environment, valuable cultural and historical relics, national technical corridors and mineral areas; Identify existing issues of land use and exploitation; to select land fund for development of economic zone;
+ Assessment of the current status of technical infrastructure and environmental protection, covering the following areas: traffic; foundation level and surface drainage; power supply, lighting; passive telecommunications infrastructure; water supply; waste water drainage, solid waste collection and management, cemetery management; environmental protection;
+ Evaluate implementation of the master plan on construction of Nhon Hoi Economic Zone approved in 2005; zoning plans, detailed plan and new rural plan which have been approved. Assessing suitability of projects that have been and are planned for investment. Practical development assessment led to the need to adjust the master plan for construction;
+ To evaluate current status of construction investment and development of Nhon Hoi economic zone according to the approved plan in 2005;
+ To assess current situation, propose issues to be solved and contents of 2005 plan to be adjusted and strengths to be exploited as a basis for objective of fast and sustainable development.
- Forecast of population and land size:
+ Population size projection: Based on analysis of socio-economic status of population, interaction of population factors, projection of population -labor growth in recent years; Forecasting indicators of economic zone in terms of population, tourism, labor, housing and social programs; Economic population projections for the period of 2030 and 2040;
+ Forecast of land size: Base on forecast of population size, land status, capacity of existing residential areas and expected urban areas, based on economic indicators techniques on land use; Forecast total size of land for economic zone construction and scale for each function.
- Develop a vision, strategy and propose socio-economic indicators.
+ Vision: vision must have a feasibility that development from the existing conditions of the city can be achieved in a long-term;
+ Spatial development strategy for the economic zone: To build on basis of compliance with orientations of current socio-economic development master plan of the province and the economic zone. Framework strategy spreads on fields of economic, construction and urban infrastructure which are a basis for development of component strategies in order to find suitable space for economic zone space;
+ Proposing socio-economic indicators: main indicators are identified for each functional area to ensure conformity with current standards and planning regulations. For urban areas: Urban construction land norms, transport norms; Main road density, technical infrastructure such as water supply, electricity supply, waste water drainage, environmental sanitation ...
- Spatial development orientation.
+ To propose development from the existing conditions of the city to achieve in the future;
+ To propose framework strategies as a basis for planning solutions which bases on resources, available mechanisms and compliance in line with the current socio-economic development plans of regions, provinces and economic zones;
- Proposing model of spatial structure of economic zones: Identify spatial interconnections between economic zones and regions. To propose models of development and spatial structure of economic zones, distribute the central system of the economic zone in conformity with viewpoints and objectives of development and particularities of the economic zone. To determine development threshold of population size and land area in economic zone in order to reduce population pressure, raise quality and living conditions, preserve space, architecture and special landscapes;
+ Orientations for spatial development of the whole zone: To determine location, scale, nature and functions of the areas of the economic zone; principle of development of extended population and other functional areas. Long-term development orientation of spatial axes and development corridors of the economic zone.
+ Spatial development orientations for functional areas: Spatial organization solutions, infrastructure for old and new residential areas.
- Orientations for development of socio-economic infrastructure system.
To propose scale and solutions for distribution of socio-economic infrastructure system of the economic zone to ensure sustainable development, including: network of industrial parks, industrial clusters, craft villages and port logistic services; service – trade center; system of tourism zones, clusters and spots; central administrative centers; network of centers of health, education and training, culture, physical training and sports; house; green spaces and specialized centers.
- Land use plan:
+ Identifying functional areas;
 + To identify indicators on population density and land use criteria for planning economic zones (area, height, construction density, land use coefficient ...);
+ Orientations and principles for each functional area: offices, schools, residential areas, trees, industry, warehouses, trade villages, tourism, services ...;
+ To propose land use plans in each stage of development so as to efficiently tap land fund for construction, concentrate capital and investment for the economic zone. To limit and minimize negative impacts on the existing population communities when they are not really necessary;
+ To identify land funds for urban construction, boundaries of urban and rural areas for efficient and sustainable land extraction;
+ To concretize land use plan in each period (up to 2030 and 2040) in order to efficiently exploit land fund for construction, concentrate capital and investment for key economic zones . Minimize and minimize impacts on existing population when are not really necessary.
- Urban design - landscape: Identify architectural areas, landscapes, central areas, gate area of ​​economic zone, main spatial axis, large square, green space - water surface , urban highlights and proposed principles, requirements for space organization, architecture for existing urban and residential areas and expansion.
- Orientations for building technical infrastructure:
+ To propose solutions for ground level and surface water drainage on viewpoint of respect for natural terrain; ensure safety, prevention of natural disasters ...
+ To propose transportation network which are suitable to spatial structure of the economic zone, which shall be rationally connected with other urban centers in the region. Identify key traffic works, logistics centers and transport logistics. To build a port cluster system and port logistics warehouse system; road traffic system; energy saving and environmentally friendly public transport...
+ To determine targets, proposing source solutions, balancing demands, proposing solutions and focal projects, organizing network of pipeline lines, identifying and protecting focal works of power supply, water supply and telecommunications. Proposing for exploitation and use of other energy sources;
+ To plan and invest in rearranging the people's cemeteries in order to ensure environment and land use efficiency;
+ To orient plan of waste treatment centers, waste treatment centers and wastewater treatment zones for functional areas.
- Strategic environmental assessment and response to climate change:
+ To forecast and propose measures to prevent, mitigate natural disasters and respond to climate change for economic zones on basis of the latest climate change and sea level rise scenarios (2016) and specific studies;
+ To forecast environmental impacts from residential development, agricultural production, forestry and aquaculture, transport, industry, port operations ... Proposing solutions for monitoring, environmental impact monitoring.
- To propose priority programs and resources for implementation:
+ To identify priority programs and projects in the immediate term;
+ To identify priority investment items of economic zone with requirement that the projects have meaning of motivating development of industry, trade and service, urban and tourist areas;
+ To identify key investment areas, key projects to be invested: Location of administrative area, items of social infrastructure and economic infrastructure prioritized for investment. Formulate programs, specifying objectives and investment projects to develop technical infrastructure in order of priority;
+ To propose mechanisms and policies to implement the plan;
+ To identify resources for implementation of the plan.
- Draft regulation on management of construction according to adjusted plan:
+ General provisions: To determine subjects of application, assignment of management; Regulations on size of area and population; General management of spatial development of the economic zone, main spatial axes, restricted areas for development, areas not allowed for construction, locations and models for urban development, countryside population quarters; scale of economic development; size of area for conservation and development of social infrastructure, technical infrastructure system; main regulations on control of development and environmental protection of economic zones;
+ Specific provisions: Regarding management of spatial, architectural and landscape control of economic zones; regulations on density of population; indicators for land use plan of the economic zone; development principles, technical infrastructure requirements, environmental protection; Regulations on protection scope, safety corridors for main technical infrastructure works and underground works;
+ Regulations on organizing implementation.
7. Profile component:
Component of dossier and contents of the project shall comply with provisions of Decree No. 44/2015/NĐ-CP May 06, 2015 of the Government detailing some contents of construction plan and law on construction plan.
8. Organization of implementation:
- Approval level: Prime Minister;
- Appraisal agency: Ministry of Construction;
- Organization of submitting for approval: People's Committee of Binh Dinh province;
- Plan organizing agency: Economic zone movement board of Binh Dinh province;
- Plan time shall not exceed 12 months after plan tasks are approved.
