ADJUSTED DEVELOPMENT DIRECTION OF DRAINAGE IN URBAN AREA AND INDUSTRIAL PARK IN VIETNAM TO 2025, VISION TO 2050

I. Viewpoints
1. Urban drainage is the public service sector, the State encourages all economic sectors to invest in the construction, management and operation of the drainage system.
2. Development of sustainable drainage contribute to protecting the environment is the responsibility of the whole society, with the participation and supervision of community and close collaboration between local authorities in river basins, linking areas of the cooperation with other countries in the region to ensure drainage, safety, efficiency contribute to reducing the impact of climate change and sea level rise.
3. The wastewater, sludge must be collected and processed to ensure the standards, technical regulations and help protect the environment and public health protection. Wastewater treatment, sewage sludge must apply advanced technology, energy saving and appropriate to the conditions of economic development - local society.
4. Combining waste water treatment solution concentration and decentralization in order to raise the proportion of waste water is treated before being discharged into the environment; Additional works for the wastewater separation municipalities have combined sewer systems; building separate sewer systems for industrial zones, new urban parks; application processing solutions decentralized or improve processing efficiency of treatment facilities in place for those areas without the conditions for collection and centralized wastewater treatment
5. Rain water is collected, treated and reused to ensure the standards, technical regulations. Encourage the reuse of rainwater to serve the needs of living, life and production to save water resources, minimizing the utilization of underground and surface water sources, drainage towards sustainable management.
6. Conservation, development and effective use of ponds and lakes (natural and artificial) to regulate stormwater helped reduce local flooding for urban areas, and landscaping and service activities of urban action.
7. Supplies, materials, equipment for water drainage must apply advanced production technology, environmental friendliness in order to contribute to saving resources and protecting the environment.
8. Organizations, households and individuals using sewer service shall have to pay sewerage services under local regulations.
II. Target               
1. Overall objectives:
- Gradually perfecting mechanisms and policies related to the development of the drainage system in stages.
- Development of sewerage system stability and synchronization includes building a network of collection, transport and sewage treatment plants in stages, in accordance with the plan approved by competent authorities, and optimized maximum design capacity of wastewater treatment plants ensure effective management and construction investment.
- Increase the percentage of connected households wastewater collection system and wastewater treatment; Drainage systems are operational, regular maintenance and periodic.
2. Specific objectives by 2020:
- For wastewater:
+ Expanding the scope of services of urban sewerage system averaged 70% service coverage area.
+ 15% to 20% of urban waste water in is collected and treated to meet standards, technical regulations before being discharged into the environment.
+ 100% wastewater effluent hospitals and industrial parks are handling standards, technical regulations prior to discharge into the sewer system or into the urban environment.
+ 30% to 50% of waste water is collected villages and processing standards, technical regulations before being discharged into the urban drainage system or the environment.
- For drainage and urban flood protection:
+ Expanding the service of rainwater drainage systems in urban areas averaged 70% higher in line with the background and surface water drainage.
+ 100% of the main roads in urban areas and roads in urban areas, residential areas have rain water drainage system.
+ 50% inundation during the rainy season in the grade II or higher.
+ 100% of provinces and centrally-run cities must enact and implementing regulations on management of local water drainage and sewer service rates.
3. Specific objectives by 2025:
- For wastewater:
+ 50% of urban waste water in type II or higher and 20% for urban centers of grade V or more is collected and treated to meet the standards, technical regulations before being discharged into the environment.
+ Expanding the scope of services of urban sewerage system averaged over 80% service coverage area.
+ 80% of waste water is collected villages and processing standards, technical regulations before being discharged into the urban drainage system or the environment.
+ 20-30% of treated waste water standards, technical regulations and reused watering plants, washing urban roads and other needs.
- For drainage and urban flood protection:
+ Expanding the scope of service of rainwater drainage systems in urban areas averaged over 80%.
+ 10-20% solution of urban collection, treatment and reuse of stormwater standards, technical regulations serve domestic, irrigation, street cleaning and other purposes.
+ 100% urban areas no longer frequent inundation during the rainy season.
4. Vision 2050:
The urban construction and perfect synchronization drainage system; remove inundation in urban centers and all wastewater is treated to ensure technical standards before being discharged into the receiving water.
III. Solution
1. Mechanisms and policies for water drainage:
- Developing and implementing the national program implementation for wastewater treatment investments immediate focus for large urban areas, river basins under reasonable route.
- Reviewing and amending and supplementing regulations on construction investment, development capital investment for drainage systems in major metropolitan areas, urban areas in river basin areas affected by natural disasters ( floods, storm surges ...) a big impact on the environment and people's lives.
- Reviewing, supplementing and perfecting the standards, technical regulations in the field of sewerage and waste water treatment.
- Develop and issue regulations and technical guidelines for the collection and recycling of rain water treatment to ensure standards, technical regulations and the environment.
- Develop regulations regulating lakes management, optimization and synchronization between regulatory functions with functional drainage ecological, landscape and other functions; locate, reasonable size pool ensure maximum effectiveness of the lake rain water regulation according to the specific conditions of economic, technical and environmental suit urban construction planning.
- Review and supplement, promulgation of regulations related to the capability of organizations and individuals involved in procurement management and operation of water drainage systems.
2. On the planning, development planning drainage systems:
- Reviewing and amending and supplementing the specialized drainage planning, content planning of drainage in urban planning to adapt to climate change.
- Establishment and management of urban inundation maps under climate change scenarios, forecast map areas at risk of flooding, landslides, flash floods ... in the provinces and centrally-run cities , coastal areas and mountains.
- Review and adjust or set up an investment plan, develop drainage systems under the approved master plan, identifying investment needs, the investment priority projects and tasks in phases of a plan or plans of each locality.
3. Investment in drainage system development:
- Focus on capital construction investment centralized sewerage systems in major metropolitan areas, the river basin; the construction of priority projects to address urgent environmental pollution severe in densely populated areas have a direct impact on the health and lives of people.
- Promoting the development of investment to build the drainage project in the form of public-private partnership (PPP) in line with economic conditions - economic conditions of each locality.
- To encourage local support for the village and the base of production and business investment in building the drainage system in accordance with the policies of the State.
- Develop a roadmap implementation sewer service rates in line with economic conditions - the local society to ensure payment for the maintenance of operational management towards investment cost recovery construction Sewer line with the finishing stages and drainage systems.
- Promote the implementation of social mobilization in management, drainage system operation efficiency through tender offer sewer service.
4. Scientific research technological development of sewerage and wastewater treatment.
- Prioritize resources for scientific research and technology transfer in the field of drainage and wastewater treatment, to mastering the technology of advanced wastewater treatment and environmentally friendly;
- Research Organization of content related to safe drainage, sustainable and proposed regulations ensure the safety drainage urban drainage systems;
- Research and selection of wastewater treatment technologies, sludge characteristics suitable for the climatic conditions, topography, hydrogeology of areas and load capacity of the receiving water; study and propose regulations on wastewater reuse, sludge treated waste assurance standards, technical regulations and the environment.
- Research and application solutions, process technology to reuse rain water to meet the demands of living, life and production to save water resources and reduce the exploitation and use of underground water sources and surface water.
- Research and application management model multifunctional drainage and propose solutions to prevent urban flooding emergency in accordance with the climate change scenarios.
- To encourage organizations and individuals to participate in scientific research in the field of wastewater treatment and urban drainage to prevent flooding. Support to improve the efficiency of scientific research activities in order to attract talented people capable of developing and applying advanced science and advanced technology in the world in the field of sewerage and waste water treatment.
5. Development of human resources:
- Continue to develop and organize training programs for capacity building central staff and local managers working in the fields drained to meet the requirements developed drainage system.
- Develop and complete the syllabus of training specialized drainage; strengthen exchange and international collaboration through education links between universities at home and abroad in order to improve the quality of training specialized drainage university degrees and graduate;
- Consolidate and expand the college, vocational training, vocational training centers; innovative vocational training programs to improve the quality of training of practical engineers, technical workers to meet the requirements of higher management, operation, maintenance and maintenance of drainage systems.
6. Organize field drainage management:

- Develop programs to propagate, disseminate policies and laws of the State of drainage, combined with mass media organizations to perform efficiently.
8. International Cooperation:
- Promoting international cooperation in the field of comprehensive drainage and capacity building training, vocational training.
- Strengthen exchanges and learning experiences of advanced countries in the field of water drainage management and operation of water drainage systems.
- Mobilizing international organizations participated in the construction and development of the drainage system in Vietnam.
- To encourage the expansion of international cooperation in the field of research and technology transfer stormwater treatment, sewage, sludge, technology supplies and equipment manufacturing industry advanced drainage, modern, energy-saving quality and environmental friendliness.
IV. Implementation
1. The Ministry of Construction:
- Lead and coordinate with ministries, branches and People's Committees of provinces and cities to implement Adjust Orientation urban drainage development and industrial parks to 2025 with a vision to 2050 .
- To guide, inspect and urge the local building regulations and promulgate local drainage management.
- Lead and coordinate with ministries, branches and localities related to the Prime Minister approved the national program for waste water treatment investments immediate focus for large urban areas, according to the river basin logical and organized the implementation of the program.
- Lead and coordinate with relevant ministries and agencies of scientific research institutions, technology transfer in the field of drainage and wastewater treatment; Safe water drainage management, using technology supplies and equipment domestic production efficiency, energy saving.
- Research Organization applied wastewater treatment solutions and decentralized wastewater treatment model decentralized, reuse rainwater and wastewater, sewage sludge suitable for natural conditions, socio - economic of the local Assembly, ensuring technical regulations prescribed.
- Guide specialized check drainage planning, content planning of drainage in urban planning ensure adaptation to climate change in urban areas.
- Review and update, develop and promulgate standards, technical regulations and rules concerning appropriate design, installation, operation and maintenance of systems for collection and reuse of rainwater, the sustainable drainage solution.
- Construction and development of the water sector training centers, human resource development in the field of sewerage.
- To review and evaluate the implementation of the law policy at the local drainage. Reviewing the system of legal documents on drainage issued to the proposed adjustments, additions and improvement, including the institutional framework for sustainable drainage systems.
- Supervise and inspect the construction of the roadmap for implementing sewer service rates and examine the implementation of development plans of local drainage.
- Promotion of international cooperation in the field of sewerage and waste water treatment.
2. The Ministry of Finance shall coordinate with the Ministry of Construction and the Ministry and agencies to review, supplement or amend the provisions on financial mechanisms to encourage all economic sectors to invest in building construction and operation management of water drainage systems.
3. The ministries and agencies:
The ministries based on their functions and tasks assigned by the Government, planning, implementation of action programs oriented development Adjustment urban drainage and industrial parks in Vietnam up to 2025 and vision to 2050; coordinate with the Construction Ministry to implement this program.
4. People's Committees of provinces and centrally-run cities:
- Develop plans to implement development-oriented adjustment of urban drainage and industrial areas.
- Review and adjust the planning of local water drainage; Develop programs and plans for implementing the approved plan.
- Coordinate with the Ministry of Construction and other ministries and branches concerned implement the plan to develop a sustainable drainage system.
- Develop and promulgate regulations on management of local water drainage, as well as directing and urging organizations and individuals concerned with implementation, implementation.
- Developing, approving and implementing sewer service rates.
- Strengthen inspection and test activities at the local drainage.
- Develop mechanisms, policies and attractive environment for investors, organizations and individuals at home and abroad to invest in development of the drainage system of the locality.
- Develop mechanisms and policies locally to create conditions conducive to community participation in the formulation, monitoring and protection of urban drainage systems.
