Plan on implementing project of developing Vietnam's environmental industry until 2025 in Quang Ngai province
I. Purpose and requirements
1. Purpose
- Propagate and promptly and effectively deploy the goals, tasks and solutions identified in Decision No. 192/QD-TTg dated February 13, 2017 of the Prime Minister approving the Industry Development Project Vietnam's environmental industry until 2025 (Decision No. 192/QD-TTg). Raise awareness and responsibility of sectors and levels in concretizing Decision No. 192/QD-TTg.
- Integrate and implement the contents of Decision No. 192/QD-TTg into the province's socio-economic development programs, projects, plans and policies.
2. Requirements
- Identify specific tasks of departments, branches and People's Committees of districts, towns and cities to complete the tasks required in Decision No. 192/QD-TTg.
- Maximize all resources and synchronously deploy tasks and solutions set out in this Plan.
II. Main tasks and solutions
1. Continue to effectively implement policies and laws on environmental industry
- Organize propaganda on mass media about the environmental industry.
- Develop mechanisms and policies to encourage and support scientific and technological research, transfer of environmental protection technology, and manufacturing of environmental equipment.
- Advise on the development and promulgation of unit prices for environmental services and investment rates according to technology in environmental treatment in the province.
- Integrate the contents of environmental industry development into the province's strategies and plans for industry development, strategies and plans for socio-economic development.
- Support the establishment of environmental consulting service organizations to serve the sustainable development of the environmental industry in the province.
- Propose mechanisms to support and encourage investment in environmental industry projects, transfer of environmental technology, attract investment to develop production of equipment, vehicles and environmental protection products in the area.
- Strengthen the organization and improve the operational efficiency of focal agencies for environmental management, protection and development from the province to localities, including the following contents: reviewing, evaluating and improving their functions, environmental responsibilities; Investment in facilities, training to improve capacity to perform management tasks.
- Strengthen inspection, examination and supervision of environmental activities to provide directions for the development of the environmental industry in the province.
2. Develop environmental protection technology, sustainable use of resources and environmental restoration
- Research, develop, apply, master and receive technology transfer for wastewater treatment, exhaust gas, solid waste and hazardous waste; technology for producing materials and products to treat environmental pollution; technology, analysis process, observation, monitoring and control of environmental pollution; technology for sustainable use of water and energy resources: water supply production, renewable energy, clean energy, energy recovered from waste treatment; economical and efficient energy use technology, low carbon capture and storage technology; technology to restore the environment in areas with serious pollution and environmental degradation; waste recycling technology of science and technology organizations, training facilities and environmental industrial enterprises in accordance with the conditions of the province.
- Organize and implement the national key science and technology program to develop the environmental industry until 2025.
3. Promote the development of production activities, equipment manufacturing, and provision of environmental products and services
- Support the manufacturing of equipment and production of environmental protection products through scientific research programs, technology transfer and application to serve the development of the environmental industry. Promote technology transfer, especially technology to produce environmental protection equipment and products with high technology content.
- Invest in the development of centralized urban wastewater collection and treatment systems in districts, towns and cities; Industrial wastewater is concentrated in industrial zones, clusters, and craft villages.
- Invest in the development of centralized urban solid waste collection, classification and treatment systems in districts, towns and cities; industrial solid waste and concentrated hazardous waste.
- Support the development of activities providing environmental consulting services; environmental monitoring; collect, transport, treat and recycle waste; clean energy, renewable energy, economical and efficient use of energy, environmental restoration of polluted areas.
4. Attract investment to develop the environmental industry
- Diversify investment forms and resources, increase attraction and encourage the development of environmental industrial enterprises of all economic sectors, organizations and individuals inside and outside the province to invest for development. Developing environmental industry in Quang Ngai province.
- Continue to advise on effective allocation of budget sources for environmental protection; Effectively allocate and use non-business, capital construction, economic and other funding sources to carry out tasks, projects and investment works on environmental industry development.
- Implement policies, incentives, and incentives to create favorable conditions to call for socialization of investment in environmental infrastructure projects and the development of environmental protection services.
5. Human resource training, raising awareness and capacity to develop the environmental industry
- Review and evaluate the current situation and needs for human resource development for the environmental industry in the province; Develop mechanisms and policies to attract high-quality human resources in the field of environment to participate in the development of the environmental industry in the province.
- Promote domestic and foreign cooperation, take advantage of funding sources from domestic and international organizations in research, development, application, mastery and reception of environmental technology transfer.
III. Implementation costs
- Annually, based on the Plan approved by competent authorities and detailed estimates to carry out tasks in the Plan prepared by departments, branches, and localities; The Department of Finance is responsible for advising the Provincial People's Committee to balance and allocate funds according to the provisions of the State Budget Law and current regulations.
- Funding for implementing the Plan is mobilized from the following sources: State budget capital and capital mobilized from other sources (loans from credit institutions, sponsorship sources, financial resources from other organizations), domestic and foreign organizations, individuals, and businesses participating in implementing the Plan and other legally mobilized funding sources according to the provisions of law).
- The preparation, use and finalization of budget funds are carried out annually in accordance with the provisions of the State Budget Law and related legal documents.
IV. Implementation organization
1. Department of Industry and Trade
Preside and coordinate with departments, branches and localities to organize guidance, direction and implementation, inspect and supervise the implementation of the Plan; Annually, synthesize and report to the Provincial People's Committee and the Ministry of Industry and Trade on implementation results.
2. Department of Information and Communications
Guide and direct press agencies and grassroots information systems to propagate content related to the implementation of the Project on developing Vietnam's environmental industry until 2025.
3. Department of Natural Resources and Environment
- Support the development of activities providing environmental consulting services; environmental monitoring; collect, transport, treat and recycle waste; clean energy, renewable energy, economical and efficient use of energy, environmental restoration of polluted areas.
- Continue to advise on effective allocation of budget sources for environmental protection; Effectively allocate and use non-business, capital construction, economic and other funding sources to carry out tasks, projects and investment works on environmental industry development.
- Strengthen inspection, examination and supervision of environmental activities to provide directions for the development of the environmental industry in the province.
4. Department of Finance
At the time of preparing annual estimates, agencies and units prepare cost estimates to implement this Plan and send them to the Department of Finance for appraisal and advise competent authorities on allocating funds according to budget decentralization and ability to balance.
5. Department of Science and Technology
- Prioritize promoting the implementation of scientific and technological tasks to research, apply and transfer new technologies and new products in the field of environmental protection effectively, in accordance with orientations and regulations. Provincial plans and related national key science and technology programs.
- Encourage and support the transfer and innovation of advanced and modern environmental protection technology, equipment and products in accordance with the Industry's Support Programs and Plans.
- Strengthen international cooperation in research, application, reception, transfer and mastery of environmental treatment technology.
6. Department of Planning and Investment
- Based on the proposals of departments, branches, branches and localities, integrate the contents of environmental industry development into socio-economic development plans, industry development plans, province's fields.
- Coordinate with departments, branches, branches and localities to mobilize, balance and arrange development investment capital to implement the contents of the Plan according to the provisions of the Law on Public Investment and the Law on State Budget and related regulations on public investment in the period 2022-2025.
7. Department of Construction
Preside and coordinate with relevant departments and branches to advise on the development of unit prices for environmental services, investment rates according to technology in environmental treatment, and mobilize investment resources to build drainage systems, country in accordance with its functions, tasks and scope of state management.
8. Department of Home Affairs
- Coordinate with the Department of Natural Resources and Environment and relevant agencies and units to advise on strengthening the organization and improving the operational efficiency of focal agencies in environmental management, protection and development from the province to localities, including the following contents: reviewing, evaluating and improving environmental functions and tasks; Investment in facilities, training to improve capacity to perform management tasks.
- Coordinate with the Department of Industry and Trade and relevant agencies and units to advise on reviewing and assessing the current situation and human resource development needs for the environmental industry in the province; Develop mechanisms and policies to attract high-quality human resources in the field of environment to participate in the development of the environmental industry in the province.
9. People's Committees of districts, towns and cities
- Make a plan to allocate funds to gradually invest in developing centralized urban wastewater collection and treatment systems in districts, towns and cities; Industrial wastewater is concentrated in industrial zones, clusters, and craft villages.
- Invest in the phased development of concentrated urban solid waste collection, classification and treatment systems in districts, towns and cities; industrial solid waste and concentrated hazardous waste.
10. Departments, branches, branches and People's Committees of districts, towns and cities, based on their functions, tasks and scope of state management, are responsible for coordinating with the Department of Industry and Trade to organize implementation effectively present the relevant contents and tasks of the Plan; Annually report implementation results to the Department of Industry and Trade for synthesis and reporting to the Provincial People's Committee and the Ministry of Industry and Trade according to regulations.
During the implementation process, if any problems arise, agencies and units report to the Provincial People's Committee (through the Department of Industry and Trade) for consideration, adjustment and supplementation accordingly.
