Plan on implementing fisheries development strategy up to 2030, vision to 2045 in Vinh Long province
I. TARGETS FOR FISHERIES DEVELOPMENT TO 2030, VISION TO 2045
1. General goal
Focus on making the most of the potential and advantages of resources and human resources to develop the fisheries industry into a modern, productive, quality and value-added goods and service production industry; Eco-friendly and able to adapt well to climate change. Develop aquatic production towards applying high technology associated with environmental protection and sustainable aquatic ecosystems. Apply scientific and technical advances to improve productivity, quality, and value of seafood production. Aquaculture development continues to be an industry that creates many jobs, raises income, and improves the lives of workers, especially workers in rural areas; Fishery is the main driving force in agricultural restructuring and makes an increasingly important contribution to the overall socio-economic development of Vinh Long province.
Focus on investing in developing synchronous technical infrastructure; training, fostering, developing and effectively using human resources; Strengthen research, transfer and application of technology, prioritize the application of high technology and digital transformation; Improve state management capacity, reorganize fisheries production in the context of climate change adaptation.
2. Some key targets until 2030
- Aquaculture production value at constant prices (2010) increases on average by 2.4%/year in the period 2021-2025 and 1.8%/year in the period 2026-2030.
- Aquaculture area reaches 2,250 hectares, of which 500 hectares of pangasius farming area, 2,000 fish cages; Total seafood output reaches 166,000 tons/year, of which aquaculture output reaches 160,000 tons, domestic fisheries output remains at 6,000 tons.
- Build at least 01 aquatic seed production facility in the province that is certified as a disease-free facility.
- 100% of key aquaculture facilities are registered with aquaculture codes and 30% are certified with aquaculture standards (GAP, Global GAP, ASC, BAP...).
3. Vision to 2045
Economic development of the fisheries sector holds a central role in the economic structure of the agricultural sector, promoting the application of scientific advances, information technology, and digital technology 4.0 in management and production activities, e-commerce transaction activities. Develop aquaculture models applying high technology, organic farming, and raising aquatic species with high economic value. Focus on developing deeply processed products, increasing the value of the seafood processing industry, contributing to ensuring nutritional and food security and social security. Strive for workers in the fisheries sector to have an income equal to the average income of the whole country.
II. CONTENTS OF THE PLAN
1. Improve organizational structure and institutions
- Strengthen the system of local fisheries management organization to meet the requirements of the strategic tasks of fisheries development in the new situation of the province.
- Complete the organization of the district and commune level aquatic quarantine staff to meet the capacity and professional qualifications according to the standards, requirements and tasks of aquatic quarantine and disease prevention.
- Strengthen the team of civil servants and officials in the fisheries sector to meet the requirements and tasks of state management in the new situation, and be able to apply information technology to assigned management tasks. , operating.
- Promote the improvement of mechanisms, policies, processes and public administrative procedures in the fisheries sector to create an open legal environment for organizations and individuals participating in the province's fisheries sector.
2. Development and application of science and technology
- Organize the development of scientific and technological schemes, projects and tasks applied to resource protection activities, aquaculture, transportation and processing of aquatic products, contributing to increasing the production value of the province's fisheries industry.
- Researching technology to develop biological products and herbal products to gradually replace the use of antibiotic chemicals in aquatic disease prevention and treatment, minimizing the risk of environmental pollution and aquatic food safety .
- Research and promote the application of digital technology, artificial intelligence, and renewable energy in the fields of resource protection, farming, processing, and post-harvest preservation of aquatic products.
- Promote socialization of investment resources for research, transfer and application of science and technology. Develop and organize the implementation of policies to encourage businesses to participate in research and transfer of scientific and technical advances into actual seafood production.
3. Organize aquaculture production
3.1 Field of protection and development of aquatic resources
- Organize the investigation and assessment of aquatic resources and the living environment of aquatic species as a basis for stable and sustainable exploitation and protection of aquatic resources.
- Implement supplementation and stocking of fish to regenerate aquatic resources into natural ecosystems in the province.
- Promote propaganda to raise awareness of protecting aquatic resources, organize inspection, detect and strictly handle violations.
3.2 Fishery exploitation sector
- Strengthen responsibility and organize management of aquatic exploitation vehicles (fishing vessels) according to the decentralization of the 2017 Fisheries Law.
- Develop a number of traditional, environmentally friendly types of exploitation that do not destroy natural aquatic resources.
- Training and changing jobs in fishing using banned fishing gear for fishermen according to regulations and policies to support job change for rural workers.
3.3 Aquaculture field
- Develop high-quality aquaculture breed production and nursery facilities for key farming species and economically valuable farming species.
- Develop aquaculture production applying new and advanced technology to improve productivity, be environmentally friendly, and adapt to climate change conditions.
- Encourage investment in aquaculture development in areas of ineffective agricultural land and salinity intrusion with suitable and economically efficient aquatic species, contributing to improving income for workers, rural mobilization, new rural construction.
- Develop forms of aquaculture production according to value chain links, associated with consumer markets. At the same time, increase the application of scientific and technical advances and new technologies in management and organization of aquatic production.
- Develop clean aquaculture, organic aquaculture, ecological aquaculture, cage aquaculture, and ornamental aquaculture in the direction of producing goods for domestic consumption and export.
- Deploy environmental monitoring, warning and monitoring tasks for concentrated aquaculture areas of the province.
- Deploy the task of monitoring and preventing aquatic diseases for the main species raising pangasius for export and for raising aquatic products with economic value in the province.
3.4 Seafood processing sector
- Invest in innovating equipment, technology, investing and upgrading the system of seafood processing factories to create a breakthrough in the development of the seafood processing industry.
- Diversify processed products, value-added products, and functional foods to contribute to increasing the value and proportion of the seafood processing industry.
- Continue to expand export markets, develop and expand the domestic consumption market of processed products to serve domestic consumers.
III. SOLUTION
1. Increase effective investment in the fisheries sector
- Organize and complete the structure and apparatus of the Animal Husbandry, Veterinary and Fisheries Station system, and the system of aquatic quarantine officers in districts, towns and cities. Strengthen the implementation of decentralization to improve the effectiveness of state management of specialized fisheries for districts, towns and cities to ensure effective compliance and enforcement of laws.
- Prioritize investment capital from the State Budget for investment in implementing projects and projects to develop the fisheries industry. Increase attraction of non-budget capital sources and ODA capital (if any) to invest in developing the province's fisheries industry.
- Select priority schemes and projects to focus on development investment, including: Infrastructure development for seafood production; protect inland aquatic resources; develop aquaculture to adapt to climate change; develop seafood processing; Developing science and technology in the fisheries sector...
- Strengthen supervision and management of investment projects in the fisheries sector. Arrange resources for post-investment management; Repair and maintenance to ensure effective exploitation and use of the project after investment.
2. Research, development and application of science and technology
- Research, transfer and apply advanced technology in seed production and commercial farming (nursery technology, floating tank farming, Biofloc technology, Semi-Biofloc technology, circulating technology, closed houses,...) with productivity high, reducing production costs, saving fuel and energy resources, protecting the ecological environment, increasing production efficiency, and fishery economic efficiency.
- Research and apply advanced science and technology in preserving genetic resources and breeding aquatic products, in order to preserve and develop indigenous and endemic aquatic species with high scientific and economic value of the country and move towards developing commercial farming.
- Promote scientific research and develop feed formulas for a number of new farmed species with high economic value; Research and develop probiotics, biological products, and products of herbal origin to serve the province's aquaculture development.
- Complete the database system in the fisheries sector towards digital transformation, serving as a basis for management.
3. Organize aquaculture production
3.1 In the field of protection and development of aquatic resources
- Organize investigations and assessments of aquatic resources and living environments of aquatic species in natural aquatic ecosystems in the province. Coordinate to organize investigations and assessments of aquatic resources and aquatic species habitat according to thematic requirements of the Ministry of Agriculture and Rural Development.
- Build a database system of a number of rare and endangered aquatic species, species with economic and scientific value, and endemic aquatic species of the province, to serve as a basis for research and storage activities. , preserving genetic resources, exploiting original seed sources to ensure effectiveness - science.
- Supplementing and regenerating aquatic resources in natural aquatic ecosystems in the province. Activities of replenishing fish, regenerating and developing aquatic resources are carried out annually. This work is socialized for organizations and individuals inside and outside the province to participate.
- Focus on mobilizing financial resources from organizations and individuals to protect, regenerate and develop aquatic resources.
3.2 Fishery exploitation sector
- Reorganize inland fisheries exploitation activities reasonably, in accordance with natural conditions, advantages of aquatic resources, and livelihood characteristics of each local community (district, town, city). Step by step, move towards eliminating types and means of aquatic exploitation that destroy natural aquatic resources (using electric pulses, toxic chemicals...) in the province.
- Organize training and career change for fishermen practicing fishing with banned fishing gears, destroying aquatic resources, polluting the aquatic environment, to other suitable occupations and production activities.
- Select and restore traditional fishing professions and gears that are effective, environmentally friendly to the aquatic ecosystem, and do not destroy aquatic resources.
- Promote the strengthening of state management responsibilities and tasks of People's Committees of communes, wards and towns for the management of inland fishing vessels (fishing vessels) that are decentralized management according to the provisions of the Fisheries Law of 2019. 2017.
3.3 Aquaculture field
- Developing aquaculture applying advanced technology (nursery technology, floating tank farming, Biofloc technology, Semi-Biofloc technology, circulating technology, closed houses...) for key and economic subjects of the province: pangasius, giant river prawns, snakehead fish, beaded fish, tilapia, eel, etc. Contribute to saving and effective use of land and water resources, reducing environmental pollution discharge , reduce the use of chemicals and antibiotics in aquaculture, increase productivity and economic efficiency.
- Develop key farming areas according to chain links with geographical indications, farming area codes, and associated with consumer markets. Ensure key farming areas are registered with farming codes, increase the number of facilities certified with farming standards (GAP, ASC, BAP,...).
- Develop facilities for producing economically valuable aquatic breeds. In which, build at least 01 aquatic seed production facility in the province that is certified as a biosafety and disease-free seed production facility, providing quality, disease-free seed inside and outside the province.
- Develop a digital map of monitoring, warning, and environmental monitoring data of water resources in aquaculture and concentrated cage farming areas in the province, integrating it into the monitoring and supervision data system.
- Develop epidemiological maps to control and prevent dangerous aquatic diseases according to warning regulations of the Ministry of Agriculture and Rural Development.
- Develop aquaculture in newly formed saline intrusion areas due to the effects of climate change, and these areas no longer have advantages to maintain effective agricultural production.
- Develop aquaculture for ornamental and entertainment purposes in cities, urban areas, and tourist areas. Encourage the development of aquaculture associated with educational, sightseeing and tourism activities.
- Develop ecological aquaculture areas, organic aquaculture, cage farming, environmentally friendly combined farming, producing clean and food safe products to meet domestic consumption and export needs.
4. Processing and consumption of seafood
- Develop a system of seafood processing factories that meet standards (HACCP, ISO,...) with investment in technology, production lines, and modern equipment to increase processing capacity and quality of aquatic products produced.
- Encourage seafood processing enterprises to organize and build responsible linkage chains between seafood producers, buyers, and processors. Focus on investing in developing cold storage systems for production and preservation of raw materials and finished products to meet the requirements and standards of seafood export markets.
- Encourage businesses and corporations to process and export seafood to invest in research and development of value-added product lines and functional foods from raw materials and seafood by-products to serve domestic consumer needs.
- Build a distribution system of traditional and typical aquatic products of the province associated with branding, geographical indications, quality assurance, food safety and hygiene to serve the potential domestic market .
5. Strengthen capacity in human resource management and training
5.1 Strengthen human resources in management work
- Strengthen the effectiveness and state management of the fisheries sector in compliance with the provisions of the 2017 Fisheries Law and related legal documents.
- Implement publicly, transparently and effectively approved projects, projects and programs for fisheries industry development. Synthesize, evaluate implementation results, adjust and supplement to ensure compliance with management requirements and reality during the implementation process.
- Promote administrative reform in the fisheries sector. Improve capacity for officials, civil servants, and public employees of the province's fisheries sector.
5.2 Training and development of human resources
- Train a team of civil servants and officials in the fisheries sector to meet the requirements and tasks of state management in the new situation, and be able to apply information technology to tasks and jobs.
- Training, fostering and developing human resources in the fisheries sector with in-depth expertise in the field of fisheries: biotechnology, aquaculture, genetics, breeding, seafood processing, post-harvest preservation, ....
- Training human resources in specialized fields of corporate governance, cooperative governance, trade and market development. Create human resources to join founders, member councils of cooperative groups and fisheries cooperatives to support and promote economic development of fisheries cooperation.
- Link and coordinate with Institutes, Schools and fisheries enterprises to train fisheries human resources to ensure quality and meet high professional qualifications.
6. Market development and trade promotion
- Continue to promote trade promotion to develop pangasius export markets in traditional export markets such as the US, China, EU, Japan, Korea, Middle East, ASEAN,... Song At the same time, taking advantage of the free trade agreements that Vietnam has signed such as the EVFTA Agreement, CPTPP Agreement and FTA Agreements to expand trade and export development of the pangasius industry and partners and other potential fisheries of the province.
- Develop and expand the domestic seafood product consumption market, promote promotional communications, introduce trade promotion activities, and connect supply and demand. Promote e-commerce transaction methods connecting entities that are representatives of cooperative groups, cooperatives, and seafood enterprises inside and outside the province.
- Building brands for key aquatic products and specific products of the province. Organize the promotion and distribution of aquatic products through OCOP, Mega-maket, Vin-mart, Bach Hoa Xanh, Coopmart,...
7. Policy mechanism
7.1 Land and water policy
Implement policies on allocation, lease, recovery, and water surface to develop aquaculture and aquatic production according to the provisions of the Land Law and other relevant legal documents.
7.2 Finance and credit policies
Based on the regulations and instructions of relevant ministries and branches, the state budget will prioritize investment and support as follows:
- Develop infrastructure for aquaculture production.
- Develop conservation and protection of inland aquatic resources.
- Develop aquaculture to adapt to climate change;
- Develop seafood processing.
- Developing science and technology in the fisheries industry.
- Training and developing human resources for the fisheries industry.
7.3 Trade policy
- Reorganize the aquatic product consumption system according to the linked chain, ensure traceability, and meet international integration requirements.
- Develop support policies for organizations and individuals when participating in buying and selling aquatic products at auction centers and e-commerce trading floors to introduce and promote aquatic products.
IV. PRIORITIZED PROGRAMS, PROJECTS AND PROJECTS FOR IMPLEMENTATION

- Research, test and transfer farming techniques for a number of aquatic species in ponds and cages that have high economic value and are capable of stable and sustainable development.

V. IMPLEMENTATION CAPITAL RESOURCES
1. Annual state budget allocation (development investment costs, regular expenditures) according to current state budget decentralization; Prioritize investment in aquaculture development, science and technology, improving industry management capacity and human resource training.
2. Integrated capital sources from other related programs, schemes and projects of the province.
3. ODA capital, capital mobilized from organizations and individuals inside and outside the province according to the provisions of law. Encourage organizations and individuals to participate in infrastructure investment; research, application, production, and business activities in the field of aquatic products, the consumption market of aquatic products and other fields according to the provisions of law.
VI. IMPLEMENTATION ORGANIZATION
1. Department of Agriculture and Rural Development
- Chair and coordinate with Departments, committees, branches and People's Committees of districts, towns and cities to organize the implementation of this Action Plan throughout the province. Organize inspection, supervision, preliminary review and evaluation of results of implementation of annual and 5-year action plans.
- Propose and advise the Provincial People's Committee on priority projects and projects in the fields of: Infrastructure development for seafood production; conserve, protect and develop inland aquatic resources; develop aquaculture to adapt to climate change conditions
- Reorganize production according to value chain links, develop cooperative groups and cooperatives, form concentrated seafood production areas associated with geographical indications and farming area codes to meet regulatory needs, production scale, product quality for domestic and export markets.
- Organize the development of models and areas for ecological aquaculture, organic farming, cage farming, combined farming, and commercial ornamental fish farming to adapt to climate change.
- Coordinate with the Department of Science and Technology to deploy the application of advanced technology in seed production and commercial farming such as: nursery technology, floating tank farming, Biofloc technology, Semi-Bifloc technology, circulating technology, closed houses ...to increase productivity and value of seafood production.
- Preside and coordinate with the Department of Natural Resources and Environment to develop a digital map of monitoring and warning data on water source environment in concentrated aquaculture areas in the province, to integrate into the data system. National aquaculture monitoring data. Serving farming activities and retrieving environmental data according to the requirements of seafood importing countries.
- Take the lead in coordinating with relevant units to develop epidemiological maps to control and prevent dangerous aquatic diseases according to warning regulations of the Ministry of Agriculture and the Department of Agriculture and Rural Development, the Organization World Veterinary IOE on raising pangasius, giant freshwater prawns, tilapia, and fish with economic value for domestic consumption and export.
- Preside and coordinate with the Institute, Schools and related units to organize training of high quality human resources to serve the development needs of the province's fisheries industry.
- Responsible for reforming administrative procedures in the fisheries sector. Develop and complete reasonable and effective management mechanisms and policies to create an open legal environment to promote the development of the province's fisheries industry.
2. Department of Planning and Investment
- Coordinate with relevant departments and branches to advise the Provincial People's Committee to balance and allocate capital sources to implement the Action Plan to implement the Fisheries Development Strategy in the province according to regulations.
- Coordinate with departments, district People's Committees and relevant units to develop a List of investment projects using land and a List of projects calling for investment outside the state budget in the province.
- Advise the Provincial People's Committee to approve investment policies; Issue investment registration certificates upon requests to implement investment projects from organizations and individuals according to the provisions of investment law.
3. Department of Finance
- Every year, based on the ability to balance the budget, coordinate with relevant agencies and units, advise the Provincial People's Committee to allocate funds to implement the Action Plan to implement the Fisheries Development Strategy on a coordinated basis, combining with programs, schemes, projects and other legal sources according to the current decentralization of the State Budget Law.
- Coordinate with relevant units to advise the Provincial People's Committee to promulgate mechanisms and policies on the establishment, operation, contribution and use of the Provincial Aquatic Resources Protection and Development Fund according to Central regulations.
4. Department of Science and Technology
- Preside over organizing and implementing scientific and technological tasks in the fisheries sector to serve the Action Plan to implement the Provincial Development Strategy.
- Propose and advise the Provincial People's Committee on priority projects and implementation in the field of: Developing science and technology in the fisheries industry
- Preside over research activities, transfer and application of advanced science and technology in preserving genetic resources and breeding indigenous and endemic aquatic species with scientific and economic value for preservation, genetic resources, protecting resources and developing commercial farming.
- Preside over research, transfer and application of advanced technology in seed production and commercial farming (nursery technology, floating tank farming, Biofloc technology, Semi-Biofloc technology, circulating technology, closed houses,...). Research and development of feed formula for a commercial species with high economic value. Research and develop probiotics, biological products, organic acid products, organic salt to serve aquaculture development.
- Advise the Provincial People's Committee to consider and allow priority in organizing the implementation and transfer of application results of relevant Science and Technology tasks to serve the Action Plan to implement the Provincial Fisheries Development Strategy.
- Annually coordinate with relevant agencies and units to disseminate and introduce the results of scientific research and technological development in the field of fisheries to update and transfer applications into real products.
5. Department of Industry and Trade
- Department of Industry and Trade presides over and coordinates with Departments, branches and localities to develop a system of seafood processing factories meeting standards (HACCP, ISO...), supporting investment in modern machinery, equipment and technology. Meet the requirements of domestic and export markets.
- Carry out propaganda about the free trade agreements that Vietnam has signed such as the EVFTA Agreement, CPTPP Agreement and FTA Agreements, market information for the seafood sector to exploit advantages and develop develop seafood export markets.
- Organize and guide the construction of a logistics system that closely connects farmers, traders, establishments, and seafood businesses for the distribution channel of aquatic products for the domestic market.
- Propose and advise the Provincial People's Committee on priority projects and projects in the field of seafood processing.
- Promote trade promotion, connecting supply and demand, including promoting e-commerce applications to support connection and development of both domestic and export consumption markets.
- Advise on the implementation of support policies for organizations and individuals participating in e-commerce trading floors to introduce, promote and consume the province's aquatic products.
6. Department of Natural Resources and Environment
- Advise the Provincial People's Committee to direct the People's Committees of districts, towns and cities to prepare annual district-level land use plans and carry out procedures for recovery, allocation and leasing to develop aquatic production according to regulations of the Government, Land Law and other relevant legal documents.
- Advise the Provincial People's Committee to recover land/water surface areas of projects in the fisheries sector that have been assigned but are not implemented, or are being used ineffectively according to the provisions of the Land Law and other relevant legal documents..
- Implement an annual surface water environmental monitoring program to monitor surface water quality developments in the province according to regulations.
- Coordinate with the Department of Agriculture and the Department of Agriculture and Rural Development to build a digital map of monitoring data and water environmental warnings in aquaculture and concentrated cage farming areas in the province to integrate into the national aquaculture monitoring data system to serve aquaculture activities and retrieving environmental data according to the requirements of seafood importing countries.
7. Department of Labor, Invalids and Social Affairs
Preside and coordinate with People's Committees of districts, towns, cities and relevant units to organize training and career change for fishermen practicing fishing with banned fishing gear, destroying aquatic resources and causing pollution, aquatic environment, to other types of occupations and production activities in accordance with policy regulations to support job change for rural workers.
8. Vietnam Fatherland Front Committee and provincial socio-political organizations
It is recommended that the Vietnam Fatherland Front Committee and provincial socio-political organizations coordinate with the Department of Agriculture and Rural Development and relevant departments and branches to propagate and mobilize people and members to cultivate farming, seafood in a closed chain, biosafety, disease safety; Implement well measures to prevent and control diseases in aquatic products.
9. Provincial Farmers' Association
- Preside and coordinate with the Department of Agriculture and Rural Development to propagate, educate and disseminate to farmers and fishermen to comply with regulations of the Fisheries Law and other legal documents related to the field.
- Propagate and mobilize farmers and fishermen engaged in fisheries activities to participate in developing geographical indications, farming area codes, and developing seafood brands to increase the value of the seafood production industry.
- Coordinate with the Department of Agriculture and the Department of Agriculture and Rural Development and functional branches in supporting the building of Cooperative Groups and Fisheries Cooperatives, and organizing activities to improve the quality and development of the Groups, cooperation, fisheries cooperatives in the new situation.
- Preside and coordinate with the Department of Agriculture and the Department of Agriculture and Rural Development to organize training for farmers and fishermen to develop their livelihoods, organize seafood production according to the value chain and quality , effectively meeting the target program for agricultural, farmer and rural development.
- Support and mobilize farmers to participate in developing the rural fisheries economy in the New Rural Construction Program, considering the rural economy as an important element to increase the income of farmers and fishermen.
10. People's Committees of districts, towns and cities
Based on the Action Plan of Fisheries Development Strategy approved by the province, the People's Committees of districts, towns and cities develop an Action Plan of Fisheries Development Strategy for the period 2021-2030 and a vision to 2045 of the district, towns and cities for implementation.
- Preside and coordinate with the Department of Natural Resources and Environment to implement policies on allocation, lease, recovery and requisition of land and water surface to develop aquatic production and aquaculture in the district and town, communes and cities according to the provisions of law.
- Coordinate with Labor, War Invalids and Social Affairs to organize conversion of occupations banned from fishing according to legal regulations for fishing communities in the area. Organize the allocation of management and use rights of inland water areas to fishing community organizations to co-manage, protect and develop aquatic resources in districts, towns and cities.
- Create favorable conditions to attract organizations and individuals to invest in fisheries development in districts, towns and cities.
- Annually arrange and reserve local budget capital for the implementation of the Action Plan of the Fishery Development Strategy of the district, town and city.
11. Prepare reports
- The Department of Agriculture and Rural Development periodically reports on the results of implementation of this Plan to the Provincial People's Committee, the Ministry of Agriculture and the Department of Agriculture and Rural Development on November 15 every year.
On the basis of this approved Action Plan, relevant Departments, branches and branches and People's Committees of districts, towns and cities develop plans to implement assigned contents and proactively integrate the implementation of tasks regularly by agencies and units to ensure the highest efficiency. During the implementation process, if there are difficulties or problems, please promptly report to the Department of Agriculture and Rural Development to report to the Provincial People's Committee for consideration and decision.
