Implementation plan of Scheme on promoting agricultural, forestry and fishery exports in Ba Ria Vung Tau province until 2030

I. Objectives and requirements
1. Promote growth of export turnover of the province's key agricultural, forestry and fishery products. Improve quality and export value of the province's agricultural, forestry and fishery products to meet import market regulations. Gradually build brand of the province's agricultural, forestry and fishery products in international market.
2. Ensure the organization and implementation of tasks seriously, promptly and effectively to achieve the goals of the Project.
3. Timely integrate the goals, tasks and solutions in the Government's Project and the project implementation plan of the Ministry of Agriculture and Rural Development into programs, plans, projects and activities relevant departments, branches and localities to accelerate the progress of implementing the Project in the province.
4. Ensure close coordination between agencies and units, promptly remove difficulties and obstacles that arise during the implementation process.
II. Tasks and solutions
1. Review and improve institutions and policies for exporting agricultural, forestry and fishery products
- Review relevant state management processes to reduce or request ministries and branches to reduce procedures, make information transparent, administrative procedures, and procedures related to agricultural, forestry, and fishery exports (the regulations on quarantine, food safety, registration of list of businesses, list of products allowed to be exported, customs procedures...).
- Review, amend and supplement preferential policies to promote the export of agricultural, forestry and fishery products to improve the quality and value of agricultural, forestry and fishery products, ensure food safety and develop supporting industries of processing agricultural, forestry and fishery products in accordance with market needs.
- Effectively implement Resolution No. 20/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council on encouraging businesses to invest in rural agriculture, Resolution No. 21/2020/NQ -People's Council dated December 13, 2020 of the Provincial People's Council on encouraging the development of cooperation and association in the production and consumption of agricultural products.
- Continue to develop and implement policies to support science and technology for businesses in the period 2021-2025, with priority given to supporting businesses in processing value-added agricultural, forestry and fishery products that serve the needs of businesses.
2. Strengthen propaganda and market information
- Diverse forms of propaganda, dissemination and guidance on production regulations to ensure food safety conditions and disease prevention; Harvesting, preliminary processing, processing, packaging and preservation processes to ensure food safety; Encourage businesses to apply and certify good production standards (VietGAP, GlobalGAP, organic, HACCP, ISO, ...).
- Timely information on regulations and commitments in free trade agreements, animal and plant quarantine measures, food safety, and import market regulations on traceability and code certification Number of growing areas for businesses.
- Strengthen the provision of analytical information and export market forecasts, build an agricultural database to provide information to serve production orientation, associated with consumption plans and trade promotion of agriculture, forestry and fisheries products, promoting digital economic development in agriculture.
- Compile publications of key agricultural, forestry and fishery products, OCOP certified products, protected certification marks, and geographical indications of the province to introduce and promote in export markets.
- Strengthen training, improve capacity, trade defense knowledge, and regulate agricultural, forestry and fishery export markets for businesses.
3. Reorganize agricultural production
- Promote the implementation of solutions to restructure the agricultural sector towards increasing added value and sustainable development. Develop agriculture applying high technology, mechanization and application of post-harvest technology to promote value chain links in production and processing associated with product consumption and export.
- Planning aquaculture areas, concentrated livestock and crop farming areas, organizing production chains to create raw material sources with large output and quality (uniformity) for purchasing, processing and consumption agriculture, forestry and fisheries meet export requirements.
- Complete and implement the province's high-tech agricultural development program for the period 2021-2025.
- Effectively implement Decision 1578/QD-UBND dated June 11, 2021 of the Provincial People's Committee on promulgating the Plan to implement Resolution 21/2020/NQ-HDND dated December 13, 2020 of the Provincial People's Council Approve policies to encourage the development of cooperation and association in the production and consumption of agricultural products in Ba Ria - Vung Tau province.
- Invite businesses to invest in high-tech agricultural projects, build deep processing factories for agricultural and aquatic products associated with developing raw material areas, linking large-scale production (juice, plastic drying) , dried, frozen,...) livestock and poultry meat products, modern preservation and processing technology to enhance product value and brand, and promote exports.
4. Improve quality and ensure food safety for export
- Strictly manage conditions to ensure food safety, monitor product quality; guide safe agricultural production processes and disease prevention; Harvesting, preliminary processing, processing, packaging and preservation processes ensure food safety.
- Build a cold storage warehouse to store food sources to provide for consumption when natural disasters or epidemics occur; preserving raw materials for export processing activities.
- Promote the application of international standards, adapt to climate change in production (Global GAP, organic, sustainable standards, certified origin according to international standards such as 4C, RainforestAlliance, UTZ Certificated...) to control quality, food safety and traceability, thereby creating products with good quality, high added value, low prices and strong competitiveness in domestic and foreign markets.
- Develop growing area codes, identification codes for livestock and farming products and trace product origins according to the requirements of import markets.
5. Research and apply science and technology throughout the value chain
- Implement scientific research projects on conservation and development of indigenous plant and animal breeds, which are specialty products of the province; Research into cross-breeding and improving new high-quality varieties, adapted to climate change, suitable for organic and clean production; Topics and projects on experimental production of deep-processed and refined products, application of preservation technology, reduction of post-harvest losses, creating a breakthrough in quality and commodity products, meeting requirements of import markets.
- Implement scientific research projects on estimation, forecasting, management, prevention and treatment of diseases for agriculture, forestry and fisheries; Limit disease risks in production, ensuring it meets the standard requirements of importing countries.
- Invest in modern processing lines; Improve and upgrade existing lines to meet mechanization and application of digital technology in agricultural production, improve productivity and product quality, and meet export requirements.
6. Develop supporting industries and processing to increase the added value of exported agricultural, forestry and fishery products
- Accelerate the construction progress of the Fisheries Logistics Service Center, focusing on quality raw material sources for export seafood processing.
- Effectively deploy the project on mechanization and post-harvest preservation technology of agricultural, forestry and fishery products in the province, meeting the requirements of export markets.
- Invest and develop logistics service centers in provinces and regions to ensure warehousing, preservation, and transportation services to ensure quality and delivery time of goods in accordance with product characteristics.
- Strengthen and improve the effectiveness of investment promotion activities in the field of agricultural, forestry and fishery processing industries. Prioritize and allocate investment capital to build infrastructure systems to serve investors. Support investors in site clearance for projects such as processing projects.
7. Brand development, trade promotion and market development for agriculture, forestry and fisheries - key export products
- Effectively manage, exploit and develop geographical indications, protected certification marks and OCOP certified products. Continue to build and develop brands for other potential products.
- Form channels to provide agricultural data in the province, connecting with the national agricultural digital data channel to provide market information and forecasts (demand, psychology, consumption trends... ), production season, expected output, harvest time, applicable standards, creating a digital environment in production planning and connecting product consumption.
- Effectively implement Decision No. 93/QD-UBND dated January 14, 2021 of the Provincial People's Committee on promulgating the E-commerce development plan of Ba Ria - Vung Tau province for the period 2021-2025 to support businesses Applying e-commerce in production, consumption and business activities to enhance product promotion, competitiveness, and promote digital economic development in agricultural production.
- Effectively implement Decision No. 2855/QD-UBND dated September 22, 2021 of the Provincial People's Committee on the plan to support bringing agricultural production households to the e-commerce platform, promoting the development of the agricultural digital economy, rural areas in the province.
- Strengthen trade promotion activities, promote and introduce images of agricultural, forestry and fishery products; Strengthen support for businesses to participate in international forums and cooperation activities with export businesses and large distributors. Develop and expand export markets; Support units participating in promoting, introducing and selling on domestic and international e-commerce exchanges.
- Organize display areas, e-commerce, information on agricultural, forestry and fishery products and OCOP products to support on-site market development both domestically (connecting regions) and exporting.
III. Implementation costs
- Funding for implementing the plan comes from the following sources: state budget capital (Central, local) and other legally mobilized sources.
- Units and localities, based on their assigned tasks, develop operational plans integrated with annual programs and projects for implementation. In addition, programs, projects, and implementation plans can be proposed to promote the export of agricultural, forestry, and fishery products in accordance with the province's guidelines and policies.
IV. Implementation organization
1. Based on assigned functions and tasks, Departments and branches of the province, People's Committees of districts, towns, cities, and industry associations organize the implementation of assigned tasks in the appendix attached to this plan, periodically report implementation results to the Department of Agriculture and Rural Development before December 10 every year.
2. Assign the Department of Agriculture and Rural Development to be the focal point to monitor and synthesize the implementation of the plan, annually or unexpectedly to synthesize and report results to the Provincial People's Committee and Ministry of Agriculture and Rural Development according to regulations.
3. Assign the Department of Finance to advise the competent authority to regularly allocate funds to implement the Plan's tasks according to the provisions of the State Budget Law and relevant regulations.
During the implementation process, if any problems arise, the Departments, branches, People's Committees of districts, towns, cities and relevant agencies and units shall send a document to the Department of Agriculture and Rural Development. In case, report to the Provincial People's Committee according to regulations.
