Plan on implementing vocational education development strategy in a period of 2021-2030 with a vision to 2045 in Gia Lai province

Plan on implementing vocational education development strategy in a period of 2021-2030 with a vision to 2045 in Gia Lai province

Implement Decision No. 2239/QD-TTg dated December 30, 2021 of the Prime Minister approving the Vocational Education Development Strategy for the period of 2021 - 2030, with a vision to 2045. Provincial People's Committee Gia Lai promulgates the implementation plan of the Vocational Education Development Strategy for the period of 2021 - 2030, with a vision to 2045 in the province, specifically as follows:
I. Purpose, requirements
1. Purpose
- To develop vocational education in direction of openness, flexibility, modernity, efficiency and integration, focusing on the scale, structure and quality of training; interested in investing, promoting linkages with provinces and international cooperation to develop training industries and professions to reach the regional level, ASEAN level.
- To develop vocational education in line with the needs of the labor market in association with decent work, social security and sustainable and inclusive development; maximize the capacity and qualities of learners; promote entrepreneurship and innovation.
- Develop human resources with high qualifications and skills, serving the socio-economic development requirements of the province, especially training professions serving the development of fields such as: application of high technology, agro-forestry product processing industry, renewable energy industry, and tourism were proposed in Resolution No. 03-NQ/DH dated October 1, 2020 of the Party Congress of Gia province Sixteenth time, term 2020-2025.
2. Request
- Developing vocational education is the responsibility of all levels, sectors, enterprises, vocational education institutions and people; are focused on in the plans, programs, schemes and projects for the development of sectors and localities.
- Following closely the guiding documents of ministries and branches to develop programs and implementation plans, ensuring timely implementation of the vocational education development strategy in the vocational education system in the province. .
II. Objectives
1. Overall objectives
Develop vocational education to meet the diverse needs of the labor market, the people and the increasing requirements on the quantity, structure and quality of skilled human resources for local development.
2. Specific objectives
a) By 2025
To ensure the scale and structure of training industries and occupations for local socio-economic recovery and development; the training quality of some schools approaching the national level; contributing to raising the rate of trained workers to 65% (in which the rate of trained workers with degrees and certificates reaches 20%).
Some key metrics:
- Attracting 40-45% of junior and high school graduates into the vocational education system; students and female students achieved over 30% of the total new enrollment target.
- Re-training, regular training for about 25% of the workforce.
- The percentage of employees who are ethnic minorities who have received vocational training is 45%.
- The percentage of employees who are disabled and have the ability to work with appropriate vocational training reaches 10%.
- The rate of workers with information technology skills reaches 80%.
- At least 30% of vocational education institutions and 50% of training programs in key industries and occupations meet quality accreditation standards.
- Strive for 100% qualified teachers; about 80% of managers are trained and fostered to improve modern management and management skills.
- Striving for about 80% of training industries and occupations to be built and updated with output standards according to the National Qualifications Framework.
- Striving to build Gia Lai College into a high-quality school.
b) By 2030
Focus on improving the quality and effectiveness of vocational education in order to meet the national demand for skilled human resources; There is modern industry; actively participate in the national human resource training market; in which a number of occupations approach the level of countries in the ASEAN region; contributing to increase the rate of trained workers to 73% (in which the rate of trained workers with degrees and certificates reaches 25%).
Some key metrics:
- Attract 50-55% of junior and high school graduates into the vocational education system; students and female students achieved over 40% of the total new enrollment target.
- Re-training and regular training for about 50% of the workforce.
- The percentage of employees who are ethnic minorities who have received vocational training will reach 50%.
- The percentage of employees who are disabled and have the ability to work with appropriate vocational training reaches 15%.
- The rate of workers with information technology skills reaches 90%.
- At least 70% of vocational education institutions and 100% of training programs in key industries and occupations meet quality accreditation standards.
- Strive for 100% qualified teachers; about 90% of managers are trained and fostered to improve modern management and management skills.
- Striving for about 90% of training industries and occupations to be built and updated with output standards according to the National Qualifications Framework.
- Striving for Gia Lai College to become a high-quality school, initially approaching the level of ASEAN countries; there are about 8-10 key occupations, in which there are 1-2 professions with domestic competitiveness in terms of training quality.
c) Vision to 2045
Vocational education meets the needs of highly skilled human resources; becoming a developed province in vocational education in the ASEAN region, catching up with the advanced level of the world, having outstanding competitiveness in a number of fields, industries and training occupations.
III. Main tasks and solutions
In order to achieve the Plan's objectives, it is necessary to synchronously implement the main groups of tasks and solutions, in which "Accelerating digital transformation, modernizing facilities and equipment, and innovating programs and methods of training” and “Developing a team of teachers, artisans, experts, vocational trainers and managers in vocational education” are breakthrough solutions. Specifically:
1. Improve the effectiveness and efficiency of state management of vocational education
- Attracting and recruiting state managers of vocational education and managers of vocational education institutions, focusing on developing the contingent of vocational education managers in difficult-to-reach areas, ethnic minority areas and at the same time ensure gender equality.
- Encourage investors, businesses and employers to actively participate in vocational education and skill development activities, focusing on vocational training at the workplace; especially focusing on training industries and occupations in the fields of tourism, agriculture, processing industry and renewable industry....
- Implement policies on recruitment, employment, treatment and honor for teachers, artisans, experts and vocational trainers in vocational education, ensuring gender equality. Implement preferential policies for teachers teaching in vocational education institutions in disadvantaged areas. Implement incentives and an open and flexible mechanism to attract, train and foster scientists, technicians, artisans, people with high vocational skills and professional practical experience to participate in vocational training. .
- Implement policies with central guidance such as: attracting learners of vocational education qualifications in key fields, branches and occupations; arduous and hazardous industries and occupations, health...; policies for learners of specific subjects such as people with disabilities, policies for learners of specific groups such as people with disabilities, ethnic minorities, rural workers, female workers, laborers, etc. migrant workers, people from poor households, near-poor households, demobilized soldiers...; policies on gender equality in vocational education; policies to support start-up loans for pupils, students and employees through vocational training.
- Create favorable conditions for freelance workers, workers who are unemployed or at risk of unemployment due to the impact of the industrial revolution, natural disasters, epidemics, etc., to participate in vocational training.
- Continue to review and implement solutions to promote the stream of post-secondary and high-school students into vocational education and gradually popularize the profession for young people according to Plan No. 2134/KH- People's Committee dated September 26, 2019 of the Provincial People's Committee on the implementation of the Project "Vocational education and student stream orientation in general education" in Gia Lai province, period 2019 - 2025.
- Priority is given to vocational education institutions that meet quality accreditation standards, and vocational education institutions that are recognized as high-quality schools; Step by step approach to high-quality training standards for a number of key industries/occupations.
- Arrange and organize the network of vocational education institutions in the direction of open, flexible, modern, accessible, diversified in types and forms of organization, and reasonably allocating the structure of professions and institutions, level structure. To encourage the development of private, foreign-invested vocational education institutions and vocational education institutions in enterprises.
- Enhance responsibility, create motivation and autonomy associated with accountability, promote the role of leaders in vocational education institutions and management agencies at all levels. Research and apply the national quality assurance framework of vocational education and training programs in specific fields, industries and occupations.
2. Accelerate digital transformation, modernize facilities and equipment, and innovate training programs and methods
a) Accelerate digital transformation
- Improve the digital transformation capacity of state management agencies in vocational education and vocational education institutions.
- Synchronously develop digital infrastructure including data infrastructure, technical infrastructure of state management agencies in charge of vocational education in the province and locality and vocational education institutions. Developing and perfecting a database system in sync with the national database system and other specialized databases, contributing to the formation of an open database.
- Building digital platforms capable of sharing and supporting online teaching at all levels in vocational education. Implement policies to encourage digital technology enterprises to invest in developing digital platforms.
- Invest in upgrading laboratories, virtual practice workshops, virtual equipment, augmented equipment in appropriate industries and occupations.
- Encourage vocational education institutions to open more training majors or update and supplement training contents on digital transformation in their fields, industries or professions.
b) Modernizing facilities and equipment
Modernize physical facilities and training equipment of vocational education institutions, suitable with production technology of enterprises, oriented to quality stratification and specificity of training industries and occupations. Strengthen connection with enterprises to exploit and use training equipment at enterprises. Developing the model of "smart, modern school", "green school".
c) Renovating training programs and methods
- Updating and innovating the process and method of developing training programs in the direction of open, flexible, interconnected based on modules, credits and equivalent conversions, meeting the output standards and volume minimal learning. Develop training programs for new industries and occupations, information technology industries and occupations, application of new technologies, future skills and training programs for employees in enterprises in the form of part-time jobs, study at the high school and college level.
- Prioritize the development of training professions serving the development of fields such as high-tech applied agriculture, agro-forestry product processing industry, renewable energy industry and tourism, at Resolution No. 03-NQ/DH dated October 1, 2020 of the XVI Congress of Gia Lai Provincial Party Committee, term 2020-2025.
- Develop training programs on vocational skills, behavioral skills, foreign languages, polite and civilized attitudes for managers and workers directly in the field of tourism services; interested in training and fostering tourism profession and creating jobs for children of ethnic minorities when participating in tourism activities. Research and develop vocational training programs suitable for all types of disabilities of people with disabilities.
- Renovate training programs for technology, engineering and technology applications. Standardize the training majors associated with the profession according to international standards.
- Encourage and create conditions for the development of joint training programs with high-quality training institutions, enterprises inside and outside the province.
- Diversify training methods with the strong application of information technology. Focus on developing vocational training in the workplace; focus on retraining, regular training for employees, training for employees. Promote cooperation between schools and businesses.
- Innovating and diversifying methods of inspection and assessment, with the participation and recognition of employers. Implement recognition of skills and qualifications of learners and employees accumulated from learning and practical work experience at home and abroad.
- Comprehensive education, focusing on quality development, gender equality, formation of core skills, soft skills, digital skills, foreign language proficiency and individualization of learners.
3. Developing a contingent of teachers, artisans, experts, vocational trainers and managers in vocational education
a) Developing the contingent of teachers, artisans, experts and vocational trainers
- Standardizing teachers, focusing on practical experience and professional competence in the digital era, modern teaching methods with soft skills, digital skills, adapting to the industrial revolution. Regularly train and foster professional and pedagogical competencies for teachers.
- Innovating, improving the quality, diversifying programs and methods of organizing training and retraining for teachers. Training and fostering at high-quality schools, high-quality vocational training and practice centers in the country and abroad for teachers teaching key occupations.
- To strongly develop a contingent of qualified artisans, experts and vocational trainers participating in training at all levels of vocational education.
- Effectively deploying communities and networks to connect teachers, artisans, experts and vocational trainers in vocational education.
- Organize retraining and training of vocational teachers and vocational training consultants for people with disabilities to access new contents, methods and technologies in vocational training for people with disabilities.
b) Developing the contingent of vocational education managers
- Standardize managers of vocational education institutions in the direction of focusing on modern management and administration skills, innovation, digital skills, and foreign language skills. Develop and improve the capacity of staff in charge of quality assurance and inspection.
- Regularly train and foster capacity building for managers of vocational education institutions and state managers of vocational education at all levels, especially at the local level. Support and encourage the development of training management staff at the enterprise.
4. Closely linking vocational education with businesses and the labor market
- To step up the cooperation mechanism between the State, schools, entrepreneurs, employers, socio-political organizations, socio-political-professional organizations, social organizations, and social organizations, professional society in vocational education activities on the basis of harmonization of social interests and responsibilities.
- Build models to link vocational education with enterprises, cooperatives, production and business establishments and labor market in each region and locality. Promote technical support for businesses and employers through capacity building, developing processes and tools for collecting, updating and synthesizing data and information on supply and demand for vocational training.
- Effectively exploit national labor market data and information in combination with periodic or irregular surveys on labor needs, skill needs, training needs of enterprises and employers and graduate feedback for management and training.
- Strengthening the connection between vocational education institutions and employment service centers, job exchange floors, job fairs, innovation start-up centers; support learners to find jobs after graduation; linking training with sending laborers to work abroad under contracts.
- Encourage enterprises to directly provide vocational training in order to recruit people with disabilities to work or to sign contracts to consume products manufactured by people with disabilities; Strengthening the cooperation relationship in supporting activities for people with disabilities, training institutions organize training in conjunction with enterprises to organize jobs for people with disabilities after completing their studies according to contracts between training institutions and enterprises.
5. Scientific application research and technology transfer; career guidance, entrepreneurship and innovation
- Capacity building for managers and teachers in scientific research and technology transfer, career counseling, start-ups and science and technology organizations in vocational education. Encourage the formation of innovative start-up centers in high-quality vocational education institutions.
- Strengthening scientific research in vocational education in the direction of application and technology transfer with the participation of learners, teachers, experts, artisans and employers. Associate training activities with technology transfer, commercialization of scientific research results and technology transfer. To step up the implementation of scientific research under the ordering mechanism; linking scientific research organizations with schools and businesses.
- Promote career guidance before, during and after vocational training; promote the spirit of entrepreneurship, innovation for learners and activities to support learners to start their own businesses and create jobs; building start-up and innovation spaces in vocational education institutions and vocational education start-up ecosystems in localities.
6. Increase mobilization and improve the efficiency of financial investment for vocational education
- Increase the state budget for vocational education every year. Prioritize budget allocation for vocational education in local programs and projects.
- Diversify investment resources for vocational education, encourage the private sector to participate in vocational education. Promote the support and funding of developed countries and international organizations to invest in vocational education.
- Promote autonomy for public vocational education institutions. Increase non-business revenue from production and business activities, joint venture activities and lease of public properties in accordance with the law.
- The state budget supports public non-business units in the field of vocational education to enhance conditions for quality assurance, improve training quality, and at the same time provide direct support to the poor, policy objects when using vocational education services; switch from support under the average allocation mechanism to the state mechanism of bidding, ordering and assigning tasks to provide public administrative services based on output quality and quantity.
7. Communication, enhancing the image, brand and social values of vocational education
- Forming a vocational education communication ecosystem with the participation of the political system, authorities at all levels, training institutions, learners, employers and the social community in order to raise awareness of society on the position and role of vocational education, the importance of labor skills and job opportunities, stable income after vocational training.
- Forming a team for communication on vocational education, capacity building for communication officers in state management agencies and vocational education institutions.
- Diversify communication activities and forms of deployment, build special pages, columns, channels, and broadcasts on vocational education and radio in rural areas, ensuring reliable and complete information, timely, suitable for each target group in terms of image, position, national message on vocational education, Vietnam labor skills day, vocational skills week... Strengthen propaganda and dissemination legal education on vocational education.
- Organize programs, events, contests, awards and titles to honor learners, teachers, vocational trainers, managers, employers, skilled workers, organizations organization with many achievements, contributing to vocational education and skill development.
- Develop a local communication program to share the success of graduates of vocational education qualifications, innovative and creative models, and successful startups in vocational education.
- Actively participate in and orientate social networks on vocational education to ensure consistency, create a digital environment for connection and sharing among management agencies, vocational education institutions, and employers, family, teachers, learners; forming an open vocational education social network.
8. Actively and effectively improve international integration in vocational education
- Actively participate in competitions, organizations and forums on vocational education.
- Actively approach and participate in cooperation and communication activities in the field of vocational education between vocational education institutions and domestic organizations with vocational education institutions and international organizations, organized and implemented by Ministry of Labor, War Invalids and Social Affairs, agencies and units.
- Diversify cultural and sports exchange activities between students and students from regional and international vocational education institutions.
IV. Implementation cost
The cost of implementing the Plan includes:
1. Annual state budget sources according to current state budget decentralization.
2. Capital sources integrated in other national target programs, programs, plans and projects.
3. Foreign concessional loans, ODA capital.
4. Revenues from tuition fees and other lawful revenue sources as prescribed by law.
5. Mobilization of domestic and foreign organizations and individuals and other lawful funds as prescribed by law.
V. Implementation organization
1. Department of Labor - Invalids and Social Affairs
- Lead the implementation of the Plan; coordinate with relevant departments and agencies to concretize into 5-year and annual plans and tasks.
- Lead and coordinate with relevant departments, agencies and sectors to advise the Provincial People's Committee to issue the Plan to implement the Digital Transformation Program in Vocational Education up to 2025, with orientation to 2030 in the province, according to Decision No. 2222/QD-TTg dated December 30, 2021 of the Prime Minister and the implementation plan of the Program to support the development of the labor market until 2030 in the province according to Decision 176/QD-TTg dated February 5, 2021 of the Prime Minister.
- Strengthening the connection between vocational education institutions and employment service centers, job exchanges and job fairs; support learners to find jobs after graduation; linking training with sending laborers to work abroad under contracts.
- Guide, inspect, urge, supervise and evaluate the implementation of the Plan. Review the 5-year preliminary review, 10-year summary on the implementation of the Plan, report to the Provincial People's Committee and the Ministry of Labor, War Invalids and Social Affairs.
2. Department of Education and Training
To assume the prime responsibility for, and coordinate with the Department of Labor - Invalids and Social Affairs and relevant departments and agencies in advising and implementing policies to promote the stream of post-secondary and high-school students into vocational education. Continue to implement effectively, ensuring the goals and targets according to the Plan No. 2134/KH-UBND dated September 26, 2019 of the Provincial People's Committee on the implementation of the Project "Vocational Education and Streaming Orientation". students in general education” in Gia Lai province, period 2019 - 2025; Strengthen the direction of good implementation of career counseling at junior high schools and high schools.
3. Department of Planning and Investment
- To assume the prime responsibility for allocating investment capital to develop the implementation of the Plan in accordance with the law on public investment.
- To assume the prime responsibility for, and coordinate with the Department of Finance and relevant departments and sectors in, implementing and implementing policies to attract investment in vocational education, mobilize and balance resources, and allocate investment capital for vocational education and training development.
4. Department of Finance
Every year, on the basis of estimates of relevant agencies and units, sent to the Department of Finance in accordance with regulations, the Department of Finance shall coordinate with the Department of Labor, War Invalids and Social Affairs to inspect and advise the competent authorities to announce allocate non-business funds from the central and local budgets to perform the tasks assigned in the Plan in accordance with the ability to balance the budget, in accordance with the law on decentralization of the state budget and other instruction document.
5. Provincial Committee for Ethnic Minorities
To assume the prime responsibility for, and coordinate with the Department of Labor, War Invalids and Social Affairs in propagandizing, inspecting and supervising the implementation of Subproject 3 of Project 5 under the National Target Program on socio-economic development in ethnic minority areas and mountainous areas in a period of 2021 - 2030; concretize the contents of the Strategy to integrate it into the National Target Program on socio-economic development in ethnic minority and mountainous areas in the province.
6. Department of Agriculture and Rural Development
- To assume the prime responsibility for, and coordinate with the Department of Labor, War Invalids and Social Affairs in propagating, inspecting and supervising the implementation of vocational education for rural workers; concretize the contents of the Vocational Education Development Strategy for the period of 2021-2030, with a vision to 2045 to integrate it into the contents and implementation plans of national target program on new rural construction in the province.
- Vocational training for agricultural and rural workers in association with the needs of the market, enterprises and cooperatives, meeting the requirements of the process of economic restructuring in rural areas. Improve the quality of professional agricultural management staff, effectively and efficiently consolidate and improve the operational efficiency of organizations exploiting irrigation works and grassroots irrigation organizations according to Decision No. No. 874/QD-UBND dated December 9, 2021 of the Provincial People's Committee on the promulgation of a plan to restructure the agricultural sector in Gia Lai province in a 2021-2025 period. At the same time, closely follow the direction of the Provincial People's Committee in Official Dispatch No. 544/UBND-NL dated March 23, 2022 on the implementation of agricultural vocational training for rural workers.
7. Department of Information and Communications
- Coordinate with relevant departments, branches, units and localities in directing and guiding press agencies operating in the province and the grassroots information system, information and propaganda according to the implementation plan of vocational education development strategy in a period of 2021 - 2030, with a vision to 2045 in the province; attach importance to propaganda on vocational education so that people know and participate in activities in the field of vocational education.
- Lead and coordinate with departments, branches and localities to implement solutions to raise awareness and actions of leaders, civil servants, public employees and employees of agencies, organizations and enterprises to promote digital transformation; Universalizing digital skills for subjects participating in the national digital transformation process; Improve the quality and effectiveness of training and develop digital transformation human resources in each industry, field, and locality according to Plan No. 555/KH-UBND dated March 24, 2022 of the Provincial People's Committee implementing the Project "Raising awareness, universalizing skills and developing human resources for national digital transformation to 2025, orientation to 2030" in Gia Lai province.
8. Department of Science and Technology
- To assume the prime responsibility for, and coordinate with the Department of Labor, War Invalids and Social Affairs and related departments and branches in, proposing programs, projects, scientific research activities, innovation and entrepreneurship for education. job; Effectively implementing the Project "Supporting the national innovation startup ecosystem until 2025" in Gia Lai province according to Decision No. 663/QD-UBND dated October 5, 2021 of the Provincial People's Committee.
9. Department of Culture, Sports and Tourism
To assume the prime responsibility for, and coordinate with other departments, agencies, sectors and localities in promoting the introduction and calling of domestic and foreign investors and donors to invest in infrastructure projects; mobilize and attract resources, focusing on the private sector to invest in tourist areas and attractions in the province according to Program No. 43-CTr/TU dated June 26, 2017 of Gia Lai Provincial Party Committee implementing Resolution No. 08-NQ/TW dated 16/01/2017 of the Politburo on developing tourism into a spearhead economic sector and Plan No. 380/KH-UBND dated June 29, 2021 of the Provincial People's Committee on the promulgation of the tourism development plan of Gia Lai province in the period of 2021 - 2025.
10. Gia Lai Radio - Television Station, Gia Lai Newspaper
Carry out propaganda on vocational education and skills development. Increase the duration and quality of propaganda articles on vocational education.
11. Provincial Study Promotion Association
Concretize the viewpoints, goals, tasks and solutions of the Plan into the implementation plan of the Project "Building a learning society in the period of 2021-2030".
12. Proposal to the Ho Chi Minh Communist Youth Union of the province, the Vietnam Youth Union of the province
- Concretize the viewpoints, goals, tasks and solutions of the Plan into the implementation plan of the Youth Development Strategy of Gia Lai province in the 2021-2030 period.
- Conduct propaganda for young people about the position and role of vocational education, the importance of labor skills and job opportunities and stable income after vocational training.
13. Provincial Business Association; Provincial Committee of Young Entrepreneurs Association; Cooperative alliances
- Propagandize and disseminate to members about the contents of this Plan and the content of the Vocational Education Development Strategy for the period of 2021-2030, with a vision to 10 years 2045 according to Decision No. 2239/QD-TTg dated 30/03 December 2021 of the Prime Minister.
- Every year, propose requirements and demand for skilled human resources for different types of enterprises.
- Mobilize members to actively implement the Plan, participate actively in supporting the improvement of vocational skills for employees.
14. People's Committees of districts, towns and cities
- Formulate 5-year and annual programs, plans, schemes, projects and tasks to develop vocational education under their management; and at the same time allocate funds for implementation in accordance with the law on decentralization of the state budget.
- Direct the Department of Education and Training to promote vocational education and stream students to achieve the targets specified in the Prime Minister's Decision No. 522/QD-TTg and Decision 2134/QD-UBND September 26, 2019 of the Provincial People's Committee.
- Widely propagate vocational training, apprenticeship and employment programs so that people with disabilities have more information and opportunities to access policies. Annually survey and survey the vocational training and employment needs of people with disabilities; recruitment needs, job positions suitable to the needs and health of people with disabilities in local agencies and businesses to advise and propose to leaders at all levels to build and supplement improve policies to assist and support people with disabilities.
- Propagate, inspect and supervise the implementation of programs, projects and sub-projects in the field of vocational education.
15. Vocational education institutions
- Strengthen the consulting and enrollment work; having a mechanism to attract students, focusing on training targets for students who have graduated from junior high school and graduated from high school, contributing to the implementation of student flow in general education, especially paying attention to enrollment in schools, disadvantaged areas, areas with a large number of ethnic minority students and ethnic minority boarding and semi-boarding secondary schools.
- Focus on training the professions and occupations in demand in the labor market; industries and occupations in the key economic sectors of the province such as tourism, agriculture, processing industry and renewable energy industry...
- Review the groups of training professions and occupations to ensure that they are suitable to the practical needs of the locality; develop, update and evaluate the quality of training programs on the basis of output standards with the participation of enterprises and employers' agencies. - Selecting training professions suitable to the needs and abilities of people with disabilities; develop training programs and materials suitable for people with disabilities. Strengthen cooperation with businesses to enhance the quality and effectiveness of vocational training and job creation for people with disabilities. Regularly organize extracurricular activities to help students with disabilities enhance their skills in career preparation as well as equip them with skills: finding suitable jobs, skills in dealing with colleagues, with employers.
- Actively associate with training institutions, enterprises inside and outside the province in vocational training associated with job creation; effectively implement programs of cooperation with enterprises in receiving and employing laborers after completing the course; cooperate with enterprises in training, program development, and vocational skills assessment for pupils and students in the school in order to gradually improve the quality of training and achieve the output standards that meet the requirements of employers.
The above is the implementation plan of the Vocational Education Development Strategy for the period of 2021 - 2030, with a vision to 2045 in Gia Lai province. The Provincial People's Committee requests provincial departments, branches, People's Committees of districts, towns, cities, relevant agencies and units to seriously organize the implementation of this Plan. In the course of implementation, if there are difficulties or problems, they should proactively report their proposals to the Department of Labor, War Invalids and Social Affairs to summarize and report to the Provincial People's Committee for consideration and decision./.
