I. Plan scope and boundaries
Plan scope and boundaries of Bac Giang province include the whole Bac Giang province with a natural area of 389,589 hectares, at geographical coordinates from 21°07' to 21°37' north latitude; from 105°53' to 107°02' east longitude, in the Northern Midlands and Mountains. It borders Lang Son province and a part of Thai Nguyen province to the North, Bac Ninh, Hai Duong and Quang Ninh provinces to the south, Thai Nguyen province and Hanoi capital to the west, Lang Son province and Hanoi capital to the east.
II. Vision, goals and development breakthroughs
1. Perspective
- The planning of Bac Giang province for the period of 2021 - 2030, with a vision to 2050 must be consistent with the 10-year socio-economic development strategy of 2021 - 2030 of the whole country; national and regional plans, construction plans for the Hanoi capital region up to 2030 and a vision to 2050.
Fast and sustainable development is a cross-cutting requirement, based mainly on science, technology and innovation, bringing science, technology, knowledge economy and comprehensive digital transformation into a contributing factor, contribute mainly to improving the quality of growth. Harmonious development between economy and culture, society, environmental protection, conservation of nature and biodiversity, adaptation to climate change.
- Organize and arrange a reasonable space for the development of socio-economic activities in order to effectively exploit the advantages of the transitional position between the Northern Midlands and Mountains with the Red River Delta and the Red River Delta, the northern key economic zone, closely linked with the capital region.
- Promoting potentials and advantages; mobilize, allocate and effectively use resources to realize the set development goals. To carry out key investment in association with the economic structure, to focus on growth in depth, to create new driving force for development. Harmoniously combine development of dynamic zones with regions with difficult conditions and areas with environmental assurance. Strengthen linkages in development with localities in the region and neighboring areas, actively integrate into the world.
- Maximize the human factor to ensure sustainable development. Formulate policies to encourage and promote the spirit of dedication, aiming at improving the people's material and spiritual life. Taking investment and development of education and training as the foundation for sustainable and long-term development; create a change in training high-quality human resources to improve labor productivity.
- To closely combine socio-economic development with national defense and security assurance, build the all-people defense posture in association with the people's security posture, and ensure social order and safety on the basis of national security, strengthen facilities and forces, build a solid defense area. Building an orderly, disciplined and safe society, ensuring the peaceful and happy life of the people.
2. Development Goals to 2030
a) Overall goal
To bring into play all potentials, advantages and resources to bring Bac Giang to develop quickly, comprehensively and sustainably. Industry is the main driving force for growth associated with new space development, making Bac Giang one of the regional industrial development centers; diversified and breakthrough development services; agriculture develops stably, towards safety, quality and efficiency. Technical infrastructure, social infrastructure and urban areas are synchronously and modernly invested. Science, technology, knowledge economy are promoted, becoming the main factors contributing to the improvement of growth quality; strongly develop high-quality human resources. The fields of education, health, culture and society are comprehensively developed and belong to the advanced group of the whole country; the material and spiritual life and living environment of the people are improved; expand cooperation, integrate more and more deeply with the world; build a solid defense and security posture.
By 2030, Bac Giang will become an industrialized province in the direction of modernity, with GRDP scale ranking among the top 15 provinces and cities in the country and the Northern Midlands and Mountains region.
b) Specific goals by 2030
- Economic:
+ The average economic growth rate in the period 2021 - 2030 will reach about 15 - 16%, of which: Industry - construction will increase by 17 - 18%/year (industry will increase by 18 - 19%/year, construction will increase by 17 - 18%/year. 12 - 13%/year); services increase by 10 - 11%/year; agriculture, forestry and fishery increase 2-3%/year.
Economic structure in 2030: Industry - construction accounts for about 66 - 67% (industry accounts for 60%); agriculture, forestry and fishery accounts for about 6-7%; service sector accounts for 24 - 25% and product tax 2 - 3%.
+ GRDP per capita in 2030 will reach about 9,800 USD (current prices).
+ The contribution of total factor productivity (TFP) to economic growth in 2030 is about 50%.
+ The average labor productivity growth rate in the period 2021 - 2030 will reach about 13%/year, in 2030 the average labor productivity will reach VND 475 million/worker (current price).
+ State budget revenue in the area increased by an average of over 18% per year.
+ Mobilizing investment capital for development of the whole society in the period of 2021 - 2030 reached over VND 1.5 million billion.
+ Tourist arrivals in 2030 will reach over 7.5 million people.
- Regarding culture, society, education, health:
+ Human development index HDI reached 0.85.
+ The rate of schools meeting national standards at level 2 is over 33%.
+ The number of hospital beds per ten thousand people is over 40 beds.
+ The rate of poor households decreases by 1-1.5%/year on average.
+ The rate of trained workers by 2030 will reach over 90%, of which training with diplomas and certificates will reach about 35-40%.
- Regarding environmental protection:
+ The percentage of population with clean water supply reaches 92% (of which 100% in urban areas; 90% in rural areas).
+ The rate of solid waste collected and treated is over 95% (in which, 100% in urban areas; over 90% in rural areas).
+ 100% of industrial zones, clusters and urban centers have centralized wastewater treatment systems; production and business establishments that meet environmental standards.
+ Rate of forest cover 37%.
- About space and infrastructure:
+ The urbanization rate will reach about 55-60%. To build and expand Bac Giang city in the direction of smartness, reaching a grade I urban area, which is the economic, political and service center of the province. Viet Yen and Hiep Hoa districts became towns; Chu town expanded to become a town, Voi town reached urban grade IV.
+ There are 8/9 districts meeting new rural district standards;
+ Infrastructure for basic development in a synchronous and modern direction. Smooth and safe transportation infrastructure; electricity well meets production and daily-life needs; water sources for production and daily life are guaranteed; system of dykes, lakes and dams safely; social infrastructure to meet development needs.
- Regarding national defense, security, social order and safety:
Strengthen the management of national defense and security; proactively grasp the situation, not passively, unexpectedly; well implement the prevention and control of traditional and non-traditional security challenges, ensure the building of an all-people defense posture in association with the people's security posture, and ensure social order and safety.
3. Development breakthroughs

By 2050, Bac Giang will be a modern industrial province with comprehensive and sustainable development. To develop green industry, ecological industry, organize production with concentrated and professional industrial zones and clusters; diversified and modern development services with an increasing proportion in the economic structure; clean, quality and efficient agriculture. Organization of space for scientific development; modern and smart urban system; rural areas develop harmoniously; synchronous infrastructure system. Preserve and promote the cultural identity of the nation and people of Bac Giang. Education and training development; people's health care and social security are constantly improved; create for people to have a good life, a high standard of living. Political security, national defense and social order and safety are ensured.
III. Development of industries and fields
1. Development direction of important industries
a) Industry
To develop industry in a sustainable way, making Bac Giang become one of the industrial development centers of the region; maintaining a high growth rate, continues to be the main driving force for economic growth.
b) Service industry
Develop a diversified, modern and sustainable service industry; breakthrough development of a number of potential and advantageous services, a highly competitive service industry, making Bac Giang a gateway and center for transshipment of goods, transportation, warehousing, logistics and trade of the country. Forming and developing national tourist zones, turning tourism services into an important economic sector. Synchronously develop production services, social services and public services.
2. Development direction of other industries and fields
a) Agriculture, forestry and fishery industry
Building a modern and sustainable agriculture, producing goods with productivity, quality, efficiency and competitiveness on the basis of developing high-tech agriculture, smart agriculture, and clean agriculture. Develop forestry and fishery in a sustainable way, improve economic efficiency and protect the environment.
b) Science, technology and innovation
Build modern and synchronous technical infrastructure and equipment; have a contingent of scientific and technological staff capable of absorbing, mastering, developing and transferring advanced and modern technologies; There are many valuable research works in various fields. Developing scientific and industrial potentials, biotechnology, information technology associated with digital transformation, new material technology, medical technology...
c) Culture and sports
Developing culture and family to ensure the preservation of the identity of the land and Bac Giang people; conservation and promotion of cultural heritages associated with sustainable tourism development. Do well the work of ensuring social security; improve the quality of life of people with meritorious services in accordance with each stage of socio-economic development of the province, ensuring that it is not lower than the general average. g) National defense and security

3. Traffic network development plan
a) National transport infrastructure development plan
- Expressways, national highways, railways and waterways: Comply with the national planning.
- Inland waterway port: Changing the function of A Lu port into a passenger port; keeping 02 existing ports, planning 16 new general ports.
- Inland port (ICD): Planning 04 locations for inland port development, including: General service area, logistics, ICD Huong Son inland port; logistics area combined with Dong Lo - Tien Son dry port; Inland waterway port combined with Long Xa dry port; Inland waterway port combined with Yen Son dry port.
b) Provincial-level transport infrastructure development plan
Planning 38 provincial roads, with a total length of about 1,128 km, including: Maintain the length of 09 existing provincial roads; adjust the length of 07 existing lines; planning 10 existing district roads to the provincial road with a total length of about 291 km, planning to open 12 new routes with a total length of about 351 km (Details are in Appendix I, II).
4. Energy development plan and power supply network
a) Power generation
Maintain existing detection source; develop power generation sources in the period of 2021 - 2030, including: An Khanh thermal power plant with a capacity of 650 MW; Bac Giang waste treatment and power generation plant with a capacity of 12 MW.
Developing renewable energy sources, including solar power plants with a capacity of about 400 MW; power supply from solar energy at the roofs of factories, industrial zones and clusters with a total capacity of about 2,320 MW; power supply from wind energy connected to the grid with a total capacity of about 700 MW.
b) Power supply to the province from the national power transmission system
500 kV grid: To build 02 new 500 kV substations (substations) with a total capacity of 1,800 MVA, in Luc Nam and Yen The districts; new construction of about 50 km of 500 kV transmission line.
220 kV grid: Increase capacity of Quang Chau substation to 500 MVA; new construction of 07 substations with a total capacity of 2,000 MVA; to renovate and build new transmission lines with a total length of about 365km.
c) 110 kV grid
By 2030, the province will have 68 substations with a total capacity of 7,226 MVA, of which: 6 substations with a capacity of 681 MVA will remain unchanged; renovated 10 substations with a post-renovation capacity of 1,210 MVA; new construction of 52 substations with a capacity of 5,375 MVA.
New construction of 69 110 kV transmission lines with a length of about 350 km.
d) Distribution network and low voltage
New construction of medium-voltage transmission lines with a length of about 1,832 km; construction of 2,608 distribution substations, about 1,858 km of low voltage transmission lines.
5. Information and communication development plan
The postal sector has shifted from traditional postal services to digital postal services, and postal delivery has become an important infrastructure of the digital economy, promoting digital government and digital society.
Transforming telecommunications infrastructure into digital infrastructure, building 5G mobile communication network infrastructure covering 100% of residential areas; by 2030, ensure a minimum service radius of 0.22 km with a mobile information access station.
To build and upgrade inter-provincial and intra-provincial fiber optic transmission routes to meet the needs of developing broadband services and smart cities. Telecommunications cable network infrastructure is 100% underground in industrial parks (IZs), residential areas, urban areas, new roads and 40 - 50% for industrial zones, residential areas, urban areas, roads.
Develop digital platforms, apply new digital technologies to reform administrative procedures, build smart cities and gradually transform to digital government. Complete digital government infrastructure to serve state agencies. Developing the provincial data integration center; Build a database system. Forming a data platform for key economic sectors. Building and completing the Information Security Supervision and Operation Center (SOC) connected to the information security monitoring and operating support system serving the digital government.
Orientation to attract investment in concentrated information technology industry development zones; maintaining Bac Giang in the group of 10 provinces with the largest revenue from the information technology and digital technology industry in the country.
Digital transformation of the infrastructure of key press agencies according to the model of a converged newsroom and multimedia communication.
6. Plan for development of water supply and drainage network
a) Water supply zoning plan
- The Eastern region: Including the districts of Lang Giang, Yen Dung, Luc Nam, Luc Ngan, and Son Dong. Expected water source is Cam Son lake and Luc Nam river.
- Western region: Including Bac Giang city and Viet Yen, Hiep Hoa, Tan Yen and Yen The districts. Expected water sources are Thuong river, Cau river and Cam Son lake (through DNP Bac Giang water plant).
b) Plan for water supply for areas
Total water supply demand by 2030 is about 711 thousand m3/day; in there:
- Urban water supply: Water supply from inter-regional water supply works is about 115 thousand m3 / day and night, water supply from 34 urban water supply works with a capacity of about 173,000 m3 / day and night.
- Rural water supply: Water supply from 114 works, with a total capacity of about 160 thousand m3/day and night, including: Rehabilitation of 32 small and decommissioned works; renovating and maintaining the operation of 47 concentrated water supply works to ensure sustainable operation; renovate and increase capacity of 11 works, build 24 new inter-commune centralized water supply plants.
- Water supply for industrial zones and clusters (CCNs): Industrial zones located along the Hanoi - Lang Son highway mainly get water from DNP water plant located in Lang Giang district (increasing capacity from 29.5 thousand) m3/day to 100 thousand m3/day). Increasing capacity of water plants in Van Trung and Quang Chau industrial zones; to build new concentrated water plants for newly planned industrial zones. Industrial zones and clusters near urban areas are supplied with clean water from centralized water supply stations of urban centers and new investments.
c) Drainage plan
The whole province of Bac Giang is divided into 5 drainage zones according to irrigation zoning, including: (1) Drainage area of Cau river irrigation system; (2) Drainage area of Soi river irrigation system; (3) Drainage area of Cau Son - Cam Son irrigation system; (4) Drainage area of Luc Nam river irrigation system; (5) Drainage area of Nam Yen Dung irrigation system.
Water drainage includes all 3 types: natural spontaneous drainage for mountainous areas, spontaneous drainage by sluices for midland areas and dynamic drainage by electric pumping stations for delta areas.
Rural areas: Drainage direction according to the actual topography of the residential area to drain into the local system of canals, ponds and lakes.
Urban areas: Urban drainage systems are divided into drainage basins to ensure quick and thorough drainage of rainwater. Cities must have wastewater collection and treatment systems.
7. Irrigation network development plan
a) Zoning of water supply and drainage
- Regarding water supply: Divided into 5 water supply irrigation zones, including Cau river area; Soi River; Nam Yen Dung; Cau Son - Cam Son; Luc Nam River.
- Regarding water drainage: Divided into 5 drainage areas, including drainage area of Cau river irrigation system; Soil River; Nam Yen Dung; Cau Son - Cam Son; Luc Nam River. In which, the Soi River drainage system and the self-flowing Luc Nam river drainage system are the main ones; The remaining 3 digestive systems are both self-draining and dynamic.
b) Planning of irrigation works
By 2030, to renovate 17 lakes, build 08 new lakes from district management to provincial management; renovating 29 pumping stations, building 02 pumping stations (combined from 05 existing pumping stations), planning to build 7 new pumping stations (Details in Appendix V).
c) Water supply zoning planning
- Cau river irrigation system area: Including the land area of Hiep Hoa, Tan Yen, Viet Yen districts and 3 communes of Bac Giang city with an area of about 25,000 ha. Planning 3 lakes, dams and 11 pumping stations for irrigation and drainage.
- Southern Yen Dung irrigation system area: Total cultivated area is over 6 thousand hectares. Planning for 9 combined irrigation pumping stations.
- Soi river irrigation system area: Total cultivated area is over 5 thousand ha. Planning 10 dams and 1 pumping station for irrigation.
- Cau Son - Cam Son irrigation system area: Total cultivated area is over 22 thousand ha. Planning 20 combined irrigation pumping stations and 18 dams.
- Area of Luc Nam river irrigation system: Total cultivated area is over 9 thousand ha. Planning for 18 dams.
d) Planning of water drainage works
- Drainage area for Cau river irrigation system: Dredging, expanding Da Mai and Phu Khe canals, building new Da Mai sluice. To renovate and increase the capacity of pumping stations Cong Trang, Boat Ferry, Nui Cao, Gia Son, Huu Nghi, Noi Ninh, Ngo Khong 2, Nui Truc, Viet Hoa, Cam Bao, Me, Vuon Ngau; New construction of Rut and Phu Khe sluice pumping stations.
Maintaining the drainage system on the drainage basins of Dai La, Thanh Van, Hoang Van, Cau Dong and Ca Cuong sluices; new construction of Yen Ninh drainage pumping station.
- Drainage area of Nam Yen Dung irrigation system: Maintain 3 pumping stations (Yen Tap, Tu Mai, Ghenh Nghe); renovate and upgrade 5 pumping stations; new construction of Cong Dam pumping station.
- Drainage area of Cau Son - Cam Son irrigation system: Keep 2 pumping stations intact (Nha Dau, Dong Cua); renovating and increasing capacity, building and repairing 9 pumping stations (Duong Duc, Tan Tien, Thanh Cam, Thai Son, Lac Gian, Xuan Dam, Lang Son, Chau Xuyen, Chi Ly); renovating and increasing capacity, building new pumping station house, management house and drainage system of Kham Lang pumping station; embankment on both sides of Man and Chan canals, zoning and constructing new pumping stations for Man, Chan, and Tien Hung pumping stations.
- Soi river drainage area: Drainage is completely self-flowing.
- Drainage area of Luc Nam irrigation system: Drainage is completely self-flowing; renovating Cho Xa pumping station.
8. Development plan for waste treatment zones
Planning 11 waste treatment zones with a total area of about 122 ha in 10 districts and cities (Details are in Appendix XIII, Section II).
9. Social infrastructure development plan
a) Cultural and sports infrastructure development plan
By 2030, the whole province has 778 ranked relics, of which: 10 special national monuments, 104 national monuments, 664 provincial relics. Archaeological research of 19 relic sites; building 12 new monuments and murals; upgrade 08 monuments.
Maintaining existing provincial-level cultural and sports institutions, building a Culture - Exhibition Center; new planning of cultural and sports institutions, including: Provincial Stadium; Water sports training and competition areas, cultural and sports centers serving workers in industrial zones.
b) Education and training infrastructure development plan
By 2030, the province will have 58 upper secondary schools (high schools), and 09 vocational education centers - continuing education (TVET- ET). In which, maintaining the existing land size of 33 high schools, 03 centers of vocational education and training; expanding land, strengthening facilities for 20 high schools and 06 centers of vocational education and training; planning 10 new high schools in Luc Ngan, Lang Giang, Hiep Hoa, Viet Yen districts and Bac Giang city; 262 preschools, 215 elementary schools, 209 junior high schools, 24 elementary and junior high schools (Details are in Appendix VII, section I).
c) Infrastructure development plan for vocational education (TVET)
By 2030, the province will have 53 TVET institutions managed by the province, of which there are 17 public institutions and 36 non-public institutions.
Expand Vietnam - Korea Vocational College of Technology, Vocational School of Transport - Transport; raising Yen The Mountain Vocational School to a college; new planning for 01 public TVET institute in Luc Ngan district; develop Ngo Gia Tu College in the direction of multidisciplinary training. Planning 08 locations to attract investment in non-public TVET institutions in Bac Giang city and districts of Viet Yen, Hiep Hoa, Luc Nam, Yen Dung.
d) Health infrastructure development plan
By 2030, the system of public health facilities in Bac Giang province will have 09 public hospitals, 10 district-level medical centers, 209 commune-level medical stations and medical units for prevention and control of diseases. Food safety and hygiene, population, testing. Maintain Sub-Department of Food Safety and Hygiene, Sub-Department of Population - Family Planning, Testing Center; General clinic in Mo Trang area, Yen The district.
Maintaining and expanding the bed size of 08 provincial hospitals; building new Provincial Center for Disease Control, Geriatric Hospital, 115 Emergency Center; planning to expand the size of hospital beds of 09 medical centers in the districts; planning to move the new location of Bac Giang City Medical Center; establish medical centers of industrial zones.
Maintaining existing non-public medical facilities, planning 33 locations to attract investment in non-public medical facilities (Details in Appendix VII, Section II).
d) Plan for development of social security infrastructure
Failing to establish new public social protection establishments; planning 09 locations to attract investment in non-public social protection establishments in Bac Giang city, Viet Yen, Lang Giang, Luc Nam, Yen Dung, Yen The and Hiep Hoa districts.
IV. Territorial space development
1. Inter-district development plan
Spatial zoning planning of the province into 3 regions, including:
- Key region (Southwest region of the province): Including districts of Hiep Hoa, Viet Yen, Yen Dung, Bac Giang city and a part of the south of Lang Giang district, and the West - Southwest of Luc Nam district; taking Bac Giang city as the regional center.
- The Eastern region: Including the districts of Son Dong, Luc Ngan, and Luc Nam; take Chu town as the regional center.
- Northern region: Including Yen The, Tan Yen and Lang Giang districts; taking the town of Lime as the regional center.
2. Development plan for key economic zones and development driving corridors
a) Key economic zones
To develop key economic zones with the main development driving force being industry, services and urban areas, which have strong spillover effects and attract the development of other regions. Towards becoming an industrial, service and urban center of regional scale, linking industrial, service and urbanization space with surrounding provinces, cities and areas and to effectively exploit natural resources.
The center of development of the key economic region is Bac Giang city and the industrialized and urbanized area in the districts of Viet Yen, Hiep Hoa, Yen Dung, Lang Giang and Luc Nam.
The main development axes of the key economic region include:
- The axis of Voi town - Bac Giang city - Viet Yen along National Highway 1A, Hanoi - Lang Son expressway;
- Bac Giang - Bich Dong - Thang city axis follows the DT295B - National Highway 37 corridor;
- The axis of Hiep Hoa - Nham Bien town along the corridor DT398 (new planning);
- The axis of Bac Giang city - Doi Ngo town along the national highway 31 and DT293 corridors.
b) Axes of corridors of motivation for exchange and development, linking regions and socio-economic space of the province

d) Forest protection and development
Effectively implement the master plan on 3 types of forests; reorganize and innovate to improve the operational efficiency of forestry companies. Continue to implement the central mechanisms and policies on forest protection and development. Implement scientific and technological solutions in the field of forestry plant varieties. dd) Arrange and spatially distribute cemeteries, crematoriums and funeral homes
New planning: 01 grade I cemetery, 02 grade II cemeteries and 01 grade III cemetery. 3. Plans for exploitation, use and protection of water resources, prevention, combat and remedy of harmful consequences caused by water

b) Protection of water resources
Improve water quality, overcome pollution in river sections, water sources that are polluted or have not met the purpose of use.
Control existing waste sources and newly generated waste sources. Restoration of depleted groundwater resources.

7. Well perform the work of ensuring national defense, maintaining political security, social order and safety, creating a favorable environment for development
Continue to well implement the Resolutions of the Central Executive Committee, the Politburo, the Resolutions, Directives, Plans and Action Programs of the province on local defense and military tasks; Resolutions and Directives of the Party and State on the task of protecting security and order. Implement measures to improve the quality and efficiency of inspection work, to limit overlaps that cause troubles for people and businesses.
8. Organizing and supervising the implementation of the master plan
To organize public announcement of the planning in various forms, to create consensus and unanimity in the implementation.
Review, adjust, supplement and build new general planning, district construction planning, district land use planning and other master plans in accordance with the law on planning in a synchronous direction. .
Develop action plans, regularly update and concretize planning contents into 5-year and annual plans. All levels, branches and district-level People's Committees shall review, adjust and supplement development programs and plans to ensure conformity with the approved master plan. During the implementation process, periodically evaluate and supervise the implementation of the plan in accordance with regulations.
VIII. After the national planning, regional planning and allocation of land use norms in the national land use planning period 2021 - 2030, vision to 2050 and the national 5 year 2021 land use plan - 2025 approved by the competent authority, the People's Committee of Bac Giang province is responsible for reviewing, updating, adjusting and supplementing the Bac Giang provincial master plan for the period of 2021 - 2030, with a vision to 2050 according to regulations. .
The planning of Bac Giang province in the period of 2021 - 2030, with a vision to 2050, is the basis for the formulation of technical and specialized plans according to regulations in the province.
During the research and implementation of specific projects, the boundaries of the planned locations, area, scale and capacity of works and projects are adjusted in accordance with the progress, actual situation and regulations, provisions of the law.
IX. The People's Committee of Bac Giang province is responsible for the accuracy of data, documents, diagrams, maps and databases in the dossier of the Bac Giang Provincial plan in a period of 2021 - 2030, with a vision to 2050 and is responsible for:
1. Organizing the announcement of the master plan; develop a plan to implement the Master Plan in accordance with regulations.
2. To make five-year, annual plans, key development programs, and specific projects to implement the Master Plan.
3. To study, develop, promulgate or submit to competent authorities for promulgation mechanisms and policies suitable to development requirements and according to the provisions of law to mobilize resources for the implementation of the Master Plan.
4. Continue to comply with requirements and contents of environmental protection when implementing projects to implement the Master Plan, ensuring the harmony between socio-economic development and environmental protection, contributing to development lasting; organize environmental monitoring, supervision and management; database storage, information sharing, environmental database serving the digital transformation process during the implementation of the Master Plan.
