I. Goals
1. Common goal
Contributing to protecting the health and interests of the people; improve the quality, value and competitiveness of agricultural, forestry and fishery products of Can Tho city in the domestic market and export orientation.
2. Specific goals
a) Period 2021 - 2025
- Cultivation area, aquaculture area, number of livestock establishments certified with Good Agricultural Practices - GAP (such as VietGAP or equivalent) strive to increase by 5-10%/year.
- 100% of agro-forestry-fishery production and trading establishments are certified to meet all conditions to ensure food safety or sign a commitment to comply with food safety regulations.
- The percentage of establishments preliminarily processing and processing agro-forestry-fishery food products certified to HACCP, ISO 2200 (or equivalent) increases by 10%/year and 15%/year, respectively.
- The rate of deeply processed agricultural and aquatic products (ready-made and ready-to-eat) increases by 10%/year.
- The rate of samples of agro-forestry-fishery products monitored for violations of food safety regulations is less than 3%/year.
- 100% of staff managing quality and food safety of agro-forestry-fishery products at all levels are trained and updated annually on their professional skills.
b) Period 2026 - 2030
- Cultivation area, aquaculture area, number of livestock establishments certified with Good Agricultural Practices - GAP (such as VietGAP or equivalent) strive to increase 15%/year.
- Maintain 100% of agro-forestry-fishery production and business establishments that are certified to meet all conditions to ensure food safety or sign a commitment to comply with food safety regulations.
- The percentage of establishments preliminarily processing and processing agro-forestry-fishery food products certified to HACCP, ISO 22000 (or equivalent) increases by 15%/year and 20%/year, respectively.
- The rate of deeply processed agricultural and aquatic products (ready-made and ready-to-eat) increases by 15%/year.
- Continue to maintain the rate of samples of agro-forestry-fishery products monitored for violations of food safety regulations below 3%/year.
- Maintain 100% of staff managing the quality and safety of agro-forestry-fishery products at all levels to be trained and updated annually on professional skills.
II. Mission
1. Investing in upgrading infrastructure, developing concentrated and large-scale raw material production areas; building wholesale markets/supply centers, retail markets for agricultural, forestry and fishery products, completing the value chain of agro-forestry-fishery products
- Invest in upgrading infrastructure to meet the requirements for agro-forestry-fishery production and business to ensure quality, safety, and add value, which is integrated into the plans, projects, schemes and target programs (new rural construction, agricultural restructuring,...).
- Building and expanding concentrated and large-scale commodity production areas applying sustainable production standards (such as VietGAP, GlobalGAP, organic, ecological, circular...); digitize growing areas, farming areas, preliminary processing, processing, wholesale and retail agro-forestry-fishery products.
- Building and developing a model of wholesale markets/supply centers associated with raw material areas, cooperatives, and associated with supermarkets, commercial centers, convenience stores, and people's markets at ward and commune levels, quality assurance, food safety.
2. Effectively deploying propaganda and dissemination of laws and information and communication on the quality and safety of agro-forestry-fishery products
- Implement synchronously propaganda and dissemination activities of legal regulations, standards and technical regulations on food quality and safety of Vietnam and the import market for all participants, agro-forestry-fishery production and business chain in Can Tho city.
- Organize the monitoring, assessment and communication of food safety risks according to international standards in service of quality management and food safety assurance for people and businesses.
- Diversify information and forms of propaganda and mobilization of agro-forestry-fishery production and business establishments to comply with the law on food safety; coordinate with local and central media agencies to promote safe agricultural, forestry and fishery products of Can Tho city.
- Coordinate with agencies under the Ministry of Agriculture and Rural Development to build and operate a statistical database to report food quality and safety in the entire agriculture and rural development sector.
- Praising and replicating the typical models and typical examples in the production and processing of quality and safe agro-forestry-fishery foods; publicly, organizations and individuals violating the law will be handled according to regulations.
3. Research, transfer, and train the application of science and technology, digital transformation to ensure productivity, quality, food safety and traceability
- Coordinate research, transfer, and training on application of science and technology, especially giving priority to technical advances related to quality improvement, application of "green and clean" production technologies in the direction of agriculture, ecological, circular agriculture, saving resources and reducing emissions, improving the quality and value of agro-forestry-fishery products.
- Training, technical guidance for people and businesses to upgrade conditions to ensure food quality and safety; good agricultural practices (VietGAP, GlobalGAP, organic, ecological, circular agriculture,...); establish and operate a food safety and quality control system at the establishment with the participation of community supervision.
4. Developing the market for quality and safe agro-forestry-fishery products
- Disseminate market information, regulations on food quality and safety in domestic and foreign markets for producers and consumers to understand, understand, and do right.
- Implement well the contents under the Program on coordination to ensure food safety, improve the quality of agricultural, forestry and fishery products traded between Can Tho city and other provinces and cities in the period of 2022 - 2025 ( Coordination Program No. 05/CTPH-BNNPTNT-UBND dated July 25, 2022 between Can Tho city and other provinces and cities nationwide).
- Support and guide people and businesses to build brands and brands; organize communication to promote, connect and promote domestic and foreign products' trade.

5. Strengthening capacity to enforce policies and laws, ensure food safety, improve the quality of agriculture, forestry and fishery
- Proposing and giving suggestions to improve institutions, policies, laws, standards and technical regulations on food quality and safety in accordance with international standards and practices and in accordance with reality.
- Send civil servants to participate in training and retraining classes to update the law, law enforcement knowledge and skills; standardize state management activities such as supervision, appraisal, certification, inspection, investigation, handling of violations,....
- Promote administrative reform, application of scientific and technological advances, information technology, digital transformation in public service performance.
- Organize programs to monitor, assess risks and apply measures to prevent food safety risks. Strengthen the inspection, examination, post-inspection, strictly handle violations of the law on quality and safety of agro-forestry-fishery products in the city.
- Promote the socialization of testing, testing, inspection, certification and assessment in service of state management of food quality and safety of agro-forestry-fishery products.
III. Solution groups
1. Completing mechanisms and policies; integrating the task of investing in upgrading infrastructure to meet the requirements for safe and quality agro-forestry-fishery production and trading into plans, schemes, projects and programs to restructure the agricultural and construction sectors new countryside
- Contribute ideas to improve the city's mechanisms and policies on investment, credit, mobilization of public investment sources, ODA, public-private partnerships, ... in infrastructure upgrading (hydrological system) utilities, electricity grids, roads, warehouses, etc.).
- Implement mechanisms and policies to develop agriculture, farmers, and rural areas (cultivation, livestock, aquaculture areas, concentrated livestock and poultry slaughterhouses, wholesale markets, supply centers) associated with product consumption links, ...). Prioritize investment budget in upgrading conditions to ensure food quality and safety according to Vietnam's regulations and international standards on food quality and safety (cultivation, husbandry, aquaculture areas) , slaughtering and preliminary processing areas, wholesale markets, people's markets in some key agricultural production areas or urban areas that consume large amounts of agro-forestry-fishery products).
- Continue to organize the granting of codes for growing areas, farming areas, establishments for preliminary processing, processing and trading in agro-forestry-fishery products on a large scale to ensure quality, food safety and traceability.
2. Coordinating and mobilizing state and social resources in ensuring the quality and safety of agro-forestry-fishery food
- Strengthening coordination among agencies, units, between central and local agencies in ensuring food quality and safety; consolidating the organization, resources according to the assignment and decentralization of management to ensure that the organization implements the assigned tasks.
- Closely coordinate and enhance the role of cooperative economic organizations, collective economies, socio-political organizations, mass organizations and industry associations in propagating and disseminating legal policies, the law on food quality and safety; communication and product promotion for the domestic market and international market access.
- Continue to implement the Program in collaboration with the Vietnam Fatherland Front Committee of Can Tho city, the city's Farmers' Union, the city's Women's Union, etc., in disseminating, educating, and mobilizing To operate and supervise the production and business of quality and safe agro-forestry-fishery products.

3. Innovating training, training, transferring science, technology, management science to ensure food safety, improving the quality of agriculture, forestry and fishery

- Cooperate with Institutes, Universities, specialized domestic and international organizations, international projects in improving the quality of human resource training in food safety and quality management.

4. Strengthening timely and accurate information and communication on food quality and safety, creating trust for consumers and improving the reputation of Vietnamese agricultural products

- Coordinate with media agencies to organize information and communication programs and campaigns, connecting supply and demand for quality and safe agricultural and aquatic products.

7. Strengthen cooperation, attract resources and experience to ensure quality and food safety and promote the export of agro-forestry-fishery products
- Strengthening the signing and trading of safe agricultural and aquatic products of Can Tho city with other provinces and cities nationwide, and at the same time exchanging experiences to expand markets and promote agro-forestry exports.
- Effectively use sponsored capital sources, technical assistance projects of foreign countries and international organizations in investment in upgrading infrastructure, improving the quality and safety of agricultural food, forestry and aquatic products according to regulations.
- To encourage and mobilize social capital sources in improving the quality and safety of agro-forestry-fishery food in the city.
IV. Priority projects, programs and plans for implementation
1. Coordinate with central ministries and branches and agencies and units under the Ministry of Agriculture and Rural Development in implementing projects and programs such as:
a) Project on building and operating a database of food safety and quality and a traceability system for agro-forestry-fishery products.
b) Training program, training and fostering human resources to manage, ensure quality and safety of agricultural, forestry and aquatic products.
c) Program of research, transfer of science and technology, innovation and improvement of quality, safety and value of agro-forestry-fishery products.
2. Implement and integrate priority plans, schemes and programs.

Every year, city departments, agencies and district People's Committees base themselves on the implementation plan of the project "Ensuring food safety, improving the quality of agriculture, forestry and fishery in the period of 2021 - 2030" in the city. Can Tho and the guiding documents and instructions of the Ministries, central branches, the city's inter-sectoral steering committee on food hygiene and safety, develop plans and cost estimates (necessary) and send them to the Department of Finance, The Finance and Planning Division of the district shall appraise it and submit it to the People's Committee of the same level for consideration and allocation of funds for implementation.
VI. Implementation organization
1. Department of Agriculture and Rural Development
a) Direct the units under the Department, coordinate with relevant units to well implement this Plan and related plans, programs, projects and schemes to achieve the set objectives. .
b) Update and promptly implement legal regulations, standards, technical regulations and market information on food quality and safety in Vietnam and exporting countries.
c) Building and expanding production areas, concentrating local key products according to the value chain ensuring quality, safety and traceability; support and guide the construction and development of models of agricultural and aquatic product production, preliminary processing and processing of agro-forestry-fishery food products, which are assessed and certified according to VietGAP standards, organic standards, and management systems, advanced quality management HACCP or equivalent; supporting enterprises, cooperatives and cooperative groups to participate in trade promotion programs, promoting agricultural products and OCOP products.
2. Department of Planning and Investment
Contribute ideas and propose mechanisms and policies to attract and mobilize non-budget investment resources; coordinate to propose a list of using ODA and public investment capital to invest in infrastructure to serve the objectives of restructuring the agricultural sector (producing and trading agro-forestry-fishery products and linking consumer consumption of agricultural products to ensure food safety and improve quality in accordance with Vietnamese regulations and international standards,...).
3. Department of Finance
Receiving funds from the central government (if any); On the basis of funding proposals of agencies and units, the Department of Finance appraises and submits it to the City People's Committee for consideration and funding for the implementation of food safety assurance and quality improvement, agricultural and forestry products in the city according to the plan.
4. Department of Health
Coordinate with the Department of Agriculture and Rural Development and related departments and branches to advise the City People's Committee to promulgate legal documents, programs, schemes, projects and plans to implement food safety work. In the city; organizing the implementation of propaganda and education activities on the law on food safety; training to improve the capacity of staff working on food safety at the grassroots level; interdisciplinary inspection; warn of handling food safety incidents according to regulations.
5. Department of Industry and Trade
a) Strengthening support, guidance and connection for enterprises, cooperatives, households trading in agricultural, forestry and fishery products in the city to participate in fairs, exhibitions and networking conferences, supply - demand organizations in the country and abroad to introduce and promote products. Actively seek to expand the market; organize conferences, trade promotion fairs and link production - consumption of agricultural products and food.
b) Assume the prime responsibility for, and coordinate with relevant agencies in, implementing e-commerce activities to support and guide enterprises, cooperatives, and business households in e-commerce application, participating in e-commerce trading floors, e-commerce, to introduce and sell products and goods on the network environment. Priority is given to supporting products with strengths, key and typical products, OCOP products, agricultural and rural products and typical tourism products of Can Tho city.
c) Coordinating with member agencies of the City Steering Committee 389, the Inter-sectoral Steering Committee on city food safety and hygiene to strengthen the inspection, control, detection and strict handling of acts of transportation, smuggling, commercial fraud and counterfeit goods, goods of unknown origin, goods that fail to ensure food safety and goods containing toxic substances that affect consumers' health.
6. Department of Science and Technology
a) Assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development in, implementing research activities, applying scientific and technological advances to agricultural production, and transferring science and technology and intellectual property and innovate to improve the quality, safety and value of agro-forestry-fishery products.
b) Coordinating with the city's Departments, departments and agencies and relevant agencies in implementing mechanisms and policies related to supporting the application and transfer of science and technology, improving the quality and productivity, quantity of goods and propose scientific and technological tasks at the city level, contributing to improving the quality and safety of the city's agricultural, forestry and fishery products.
c) Lead and guide enterprises, cooperatives and production facilities in building trademarks and trademarks for agricultural products and foodstuffs; support to protect trademarks bearing place names and geographical indications for key agricultural products of the city; support enterprises, organizations and individuals to establish intellectual property rights for agricultural products of the city.
7. Department of Information and Communications
a) Assume the prime responsibility for, and coordinate with concerned departments and branches in, implementing mechanisms and policies to support digital transformation in agriculture. Coordinating in implementing contents on building information and communication infrastructure and digital infrastructure for agricultural and rural development.
b) Cooperate with the Department of Agriculture and Rural Development in guiding and providing local newspapers, radio stations, the city's web portal, and district radio stations to widely propagate the contents of this Plan to the public.
8. City Police
Coordinate with city departments and agencies to strengthen the management, investigation and capture of information in order to promptly detect and strictly handle lines of smuggling, storage, circulation and trading of banned substances and chemicals. Substances, antibiotics, fertilizers, pesticides, etc. are of poor quality and are not on the list of substances permitted for use in cultivation, husbandry, aquaculture and preliminary processing and processing of agro-forestry-fishery products. .
9. Can Tho City Market Management Department
Coordinate with the Department of Agriculture and Rural Development to strengthen control over business activities and circulation of agricultural materials, agricultural, forestry and fishery products to promptly prevent and handle products of unknown origin, poor quality products, not guaranteed labels and prevent fraud, trade and counterfeit goods according to regulations.
10. District People's Committees
Coordinating with the Department of Agriculture and Rural Development and relevant departments and branches in implementing this Plan; At the same time, based on this Plan, develop an implementation plan for the Project "Ensuring food safety and improving the quality of agriculture, forestry and fishery in the period 2021 - 2030" in the district to suit the requirements of the Government.
11. Request to the Vietnam Fatherland Front Committee of the city and the Unions
a) Promote propaganda and mobilization of the people and members to actively participate in activities to ensure the quality of agricultural materials and food safety of agro-forestry-fishery and comply with the provisions of law. .
b) Coordinating the supervision of production and trading of agricultural materials, food safety of agro-forestry-fishery in the community; actively fight against acts of producing and trading in fake and poor quality agricultural materials and unsafe food products in the locality.
12. Industry associations and associations
a) Coordinate with the Department of Agriculture and Rural Development and other departments and localities in the implementation of this plan.
b) Actively disseminating and mobilizing people and businesses to comply with Vietnamese and international regulations on food quality and safety; market information, training, training for people and businesses to apply advanced science and technology, advanced food safety and quality management systems.
13. Agro-forestry-fishery food production and trading establishments in the city
Strictly implementing the regulations of Vietnam and the import market, the guidance of the management agency on ensuring food safety, improving the quality of agro-forestry-fishery products; proactively upgrade facilities, train and train human resources, and apply scientific and technological advances, advanced food safety and quality management systems in the production and trading of agro-forestry foods.
VII. Periodic reports, preliminary and final reports
1.
