 MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF YEN BAI PROVINCE TO 2025

I. Development viewpoints:
Master plan on socio-economic development of Yen Bai province to 2025 should be based on following principles:
- To put in close relationship with socio-economic development of northeastern and northern mountainous region.
- To ensure rapid and sustainable economic growth objectives, economic growth must be linked to objectives of poverty reduction and development of social sectors. Production development must be linked to consumption market, creating breakthrough to boost economy to grow higher, gradually overcoming risk of lagging behind the whole country.
- To consider and calculate in context that the country is actively and urgently integrating into international economy.
- To attach to protect ecological environment to ensure sustainable and long-term development.
- To take potential, promote strengths and advantages of the province...
- To associate closely socio-economic development with ensuring national defense and security, maintaining social order and safety.
II. Major development objectives
1. Overall objectives:
To continue to maintain rapid and sustainable economic growth, creating a change of quality in process of socio-economic development. Striving to 2025, Yen Bai province basically become an industrial province and being one of growth centers in northern mountainous region. To promote transfer of economic structure and labor structure towards industrialization and modernization with structure: agriculture, forestry - industries and construction - service. Gradually improving efficiency and competitiveness of the economy. Accelerating application of scientific progress and raising level of technology in manufacturing sectors. Improving quality of education, training and human resource quality. Effectively exploiting foreign economic relations.
Building convenient infrastructure system, ensuring requirements of socio-economic development. Constantly improving material and spirit living of the people. Continuing to implement poverty reduction, creating jobs for laborers. Maintaining political stability and social order and safety.
2. Specific objectives:
- Average economic growth rate in a period of 2015 - 2020 reaches 12%/year; in a period of 2020 - 2025 hitting 12.5%​/year.
- Economic structure: agriculture, forestry, fisheries – industry, construction - services by 2015 is: 27% - 38% - 35%, respectively; by 2020: 20% - 44% - 36%, respectively; by 2025: 17% - 46% - 37%, respectively.
- Income per capita by 2015 is VND 9.2 million; by 2020 is VND 17.5 million; by 2025 is VND 34 million.
- Export value by 2015 reaches USD 25 million, by 2020 increasing to VND 35 million and by 2025 raising to USD 50 million.
- Rate of natural population growth is 1.186% by 2015, decreasing to 1.086% by 2020 and fell to 1% by 2025.
- To strive to reduce annually poverty household rate by 4%, by 2020 only at 15%.
- By 2020, completing secondary education unniversalization, gradually implementing high school education universalization.
- To reduce rate of malnourished children under 5 year olds to 22% by 2015, to 19% by 2020 and 16% by 2025.
III. Development of fields and sectors:
1. Agriculture, forestry:
- To develop comprehensively agriculture, forestry, continuing to form intensive cultivation areas of crops to supply raw materials for processing industry.
- To develop and upgrade system of rural and agriculture infrastructure, gradually forming modern and civilized new countryside.
- To transfer 2/3 field area of one crops to two crops, 20% of field area of two crops to 3 crops.
- To build model of agriculture and forestry production having production value of VND 35-40 million/ha in a period of 2015 - 2020 and VND 50 million/ha in a period of 2020 - 2025. Striving to ensure food security, stabilizing rate of food output per capita of 300 kg/person/year in a period from 2020.
- To promote development of animal husbandry to become a breakthrough in development of agriculture in order to increase rapidly proportion of livestock sector.
- To promote advantages of forestry development, continuing to plant forest, raising forest coverage to 58% by 2015 and maintaining stably over 62% in a period from 2020.
- To enlist water surface area for development of aquaculture, seafood production, striving to reach output of 7,500 tons by 2020 and over 10,000 tones by 2025.
2. Industry - handicraft:
- To continue to focus on developing industries having advantages of raw materials such as exploiting and processing minerals (iron, steel production and processing white limestone), cement, power production, construction materials, processing agro-forestry products...
- To focus on development of industries of producing consumption goods and export products such as tea, substrate paper, appliance timber, electric ceramic, appliance porcelain, beads stone, powder stone.
- To develop new industries: manufacturing industrial paint, fiberboard, kraft paper, fruit processing.
- To develop processing industry and rural handicrafts, traditional villages and new industries: processing agro-forestry products, small engineering, weaving wool, handicraft production.
- Industrial production value reaches VND 2.900 billion by 2015, reaching VND 6.500 billion by 2020 and by 2025 hitting VND 14,000 billion. Proportion of processing industry reaches 76% by 2015, rising to 77% by 2020 and increases to 78% by 2025.
- To develop industrial parks, industrial clusters: southern industrial park and industrial clusters of Van Chan, Van Yen, Luc Yen; industrial and handicraft cluster of Dam Hong; industrial cluster, traditional villages in districts, towns of Nghia Lo, Yen Bai city and communes to meet demand for production grounds for enterprises, households of producing handicrafts.
3. Service:
- Total amount of retail sales of goods and social services is about VND 2,700 billion by 2015, by 2020 about VND 5,300 billion and by 2025 about VND 11,000 billion.
- By 2020, developing Thac Ba Lake to become ecological tourism complex in national tourism route of Hanoi - Hai Phong - Lao Cai - Yunnan. It is expected to welcome 350,000 arrivals to Yen Bai province by 2015, 500,000 arrivals by 2020 and 800,000 arrivals by 2025.
- Total State budget revenues of the province is over VND 600 billion by 2015, VND 1.500 billion by 2020 and VND 3.500 billion by 2025.
- To improve quality of telecommunications services, promoting development of information technology. By 2020, 70% of enterprises will be managed and operated with information technology, increasing proportion of Internet using population, building optical cables in all districts and concentrated residential areas. By 2020, average telephone density reaches 10 telephones/100 people; 100% of communal People's committee and communal Party committee have telephones; 100% of communes have daily newspapers.
4. Enterprises management and innovation:
To continue to arrange, renovate and develop enterprises in the province. By 2020, production and trade enterprise will complete rearrangement, consolidation of production organization towards ownership transformation or equitization when eligible, unless several significant the State-owned enterprises. Clearly defining rights and responsibilities in implementing role of owner, removing the State subsidies, promoting autonomy and responsibility of enterprises to improve efficiency of production and trade. Developing new forms of production and trade enterprises in the province.
5. Development of social sectors:
- By 2015, natural population growth rate drops to 1.186%, by 2020 decreasing to 1.086% and fell to 1% by 2025.
- To create job for about 16,000-17,000 laborers each year and vocational training for about 7,000 employees. Increasing rate of trained laborers to 30% by 2015, 35% by 2020 and 40% by 2025.
- It is expected that by 2015, achieving rate of 7 doctors/10,000 people, by 2020 the rate is 7.5 doctors/10,000 people and 8 doctors/10,000 people by 2025. Rate of communes, wards having doctors is 80% by 2015, increasing to 94% by 2020 and hitting 100% by 2025.
- By 2015, 100% of communes and wards had kindergartens, rate of children under 5 year old going to school hits 97.5%, rate of children going to primary schools reaches 97.5%, to secondary education hitting 88%, to high school posting 45%.
- By 2015, rate of communes and ward having cultural villages reaches 100%; cultural family rate hits 85% by 2015, achieving 90% by 2020 and posting 95% by 2025; rate of agencies and units achieving cultural standards is 94% by 2015, 97% by 2020 and 100% by 2025. Increasing rate of population having regular sport exercise to 26% by 2015, 30% by 2020 and 35% by 2025.
6. Science, technology and environment:
- To promote innovation and improvement of technological level in manufacturing industries. Investing in modern , advanced technology in consistent with requirements of production and living; preventing and strictly handling units importing and using technology causing environment pollution.
- To associate socio-economic development with protection of ecological environment and ensuring sustainable development objectives. Striving to 2020, newly constructed production facilities will be applied measures of wastewater, waste, emission treatment to protect environment. Hospitals, industrial parks, urban and rural areas have systems of sewer and wastewater treatment under standards.
7. National defense and security:
To associate always economic development with consolidation of national defense and security in order to improve national defense and people's security posture. Ensure security, social order and safety, preventing social evils, reducing traffic accidents. Continuing to construct Yen Bai province to become wealthy province, strong defense, solid defense area.
IV. Development of infrastructure:
1. Transport:
- National road: by 2020, upgrading all of national roads; upgrading national road No.70; completing national road No.32 stage 2 (Nghia Lo - Vach Kim). From 2015, continuing to upgrade national roads, some important sections on national road No.37, national road No.32 will be invested in upgrading to be 4-lane road.
- Provincial road: by 2020, upgrading existing road, rate of asphalt road hits 100%; opening some new roads to have 19 provincial roads with a total length of 675 km. Researching to build bridge of Trai Hut crossing the Red river and other bridges crossing Hong river in Yen Bai city and Tran Yen district. From 2015, upgrading some important provincial roads and building some new roads in necessary areas.
- Urban roads: completing roads under plan of Yen Bai city by 2015, Nghia Lo town and other urban areas. By 2020, completing urban roads system combining with urban infrastructure system.
- Rural transport: by 2015, rate of hardened surface road hits 95%; rate of roads being able to use in 4 seasons posts 90%; bridges, drainage works reaches 50%. By 2020, upgrading district roads, communal roads and solidifying all of road surface system, drainage works.
- Railways: upgrading some sections from Van Phu railway station to Pho Lu railway station to ensure safety of train operation; constructing railway from railway station of Van Phu to Huong Ly port in railway of Thai Nguyen - Tuyen Quang - Yen Bai; upgrading, constructing newly key railway stations by 2025; modernizing system of signal information, building railway station of Yen Bai in Tuy Loc commune. Constructing synchronous, modern railway to fit with master plan on development of Vietnam's railway which has been approved by the Prime Minister.
- Inland waterways: by 2015, building wharfs in lakes of Thac Ba, Mau A, Van Phu. By 2020, upgrading waterway in Red river to help means move easily.
2. Power supply system:
- Completing electricity projects: 110 KV transmission lines and station of 110/35/22 KV in Nghia Lo town; electricity line of 220KV of Viet Tri - Yen Bai and station of 220/110/35 kV in Yen Bai. Newly constructing projects: 110/35 KV line of Khanh Hoa - Luc Yen; 110 kV line of Tan Nguyen - Mau A and Mau A station of 110/35/22 KV; 220KV station of Yen Bai - Tuyen Quang; 220KV station of Yen Bai - Lao Cai.
- To complete hydropower plants of Nam Dong 3, 4 and Van Chan. Constructing newly hydropower projects: lakes of Bon, Tram Tau, Ngoi Hut, Vuc Tuan, Khao Mang. Surveying, forming projects of investing in building new hydroelectric plants of Thac Ca, Nam Kim, Pa Hu, Nam Tang, Ngoi Hut 2 and 3. At the same time, building a system of small hydropower plants.
- By 2015, 100% of communes have national grid.
3. Communication system:
By 2020, 9/9 districts and towns will be improved quality of mobile phone coverage. Switchboard capacity hits over 100,000 numbers, using capacity reaches 70-80%. Average annual new installed telephone subscribers hits 8,000-10,000 telephone. By 2020, having a total amount of 43 post offices.
4. System of irrigation, living water:
- Irrigation: upgrading, repairing and newly constructing 485 key projects. In a period of 2015 – 2020, building 252 projects, in a period of 2020 – 2025, building 233 projects. By 2025, there are 977 irrigation projects, ensuring water for over 90% of field area in 2 crops.
- Urban living water: in a period of 2015 - 2020: improving clean water plant of Binh Yen (Yen Bai), Nghia Lo water plant; renovating Co Phuc water plant; expanding Mau A water plant; constructing water plants in townships of Tram Tau and Mu Cang Chai. In a period of 2020 - 2025: expanding water plants in industrial clusters of Van Yen and Van Chan.
- Rural living water: striving to 2020, 85% of rural population use hygienic water and 95% by 2025. In a period from now to 2025, building newly 119 concentrated water supply projects. In a period of 2015 – 2020, constructing 30 projects, in a period of 2020 – 2025, constructing 89 projects.
5. Facilities of education and training:
It is estimated that by 2015, the province has 644 schools, increasing to 686 schools by 2020, 721 schools by 2025. Number of schools reaching national standards include 35 kindergartens, 79 primary schools, 63 secondary schools and 28 junior secondary schools by 2020.
In a period of 2015 – 2020, constructing one private university; upgrading and merging some schools into a college: engineering economics, culture and art, health. By 2020, building 5 vocational training, general technical centers and stabilizing 10 centers by 2025.
6. Infrastructure of health sector:
In a period of 2015 – 2020, building 3 medical units (out of which, having a high quality medical center ), by 2025, building 3 regional polyclinics. Rate of sick beds/10,000 people reaches 37.56 bed by 2015, 38.45 bed by 2020 and 39.1 beds by 2025. Number of communes and wards reaching national standards on health is 126 units by 2015, 155 units by 2020 and 180 units by 2025.
7. Facilities of cultural, sport sector:
By 2020, the province have sport works which are eligible for national competitions; in district, having stadiums, swimming pools and tennis courts; 70% of communes and wards have sports centers and recreation facilities; 80% of schools have sport training grounds.
To gradually invest in completing cultural institutions. By 2020, all of districts and towns have cultural houses, independent library; by 2025, all of districts and towns have museums (or traditional houses), bookstore.
V. Development of territorial space:
1. Development of economic areas:
- Eastern economic region includes city of Yen Bai which is a nucleus development of the region and districts of Yen Binh, Luc Yen, Tran Yen, Van Yen. Focusing on development of food trees, trees of tea, cinnamon, fruit trees, livestock, fisheries, material forestry, protective forest, developing processing industry of agricultural, forestry products, mineral, service, tourism.
- Western economic region includes Nghia Lo town which is a nucleus development of the region and districts of Van Chan, Tram Tau and Mu Cang Chai. Focusing on developing food crops, planting protective forests, Shan tea tree, fruit trees, medicinal trees, animal husbandry, developing processing industry of agricultural, forestry products, minerals, service, tourism.
2. Urban development:
- Yen Bai city will invest in construction of projects to hit urban standard of grade II with five functional areas: industry, trade, tourism and administrative areas, cultural-sport area, health, education areas.
- To invest in upgrading Nghia Lo town to hit urban standard of grade III.
- Township of Yen Binh district will be invested in developing under scale of a town reaching urban standard of grade IV attaching to southern industrial parks.
- To invest in upgrading township of Mau A (Van Yen district) into a town reaching urban standards of grade IV.
- To invest in development of some new townships: Khanh Hoa (Luc Yen district) and Au Lau (Tran Yen district).
- To construct 40 communal centers in concentrated residential areas associating with development of townships.
VI. Some key measures on implementing the plan:
1. Investment:
- Total amount of development investment capital in a period of 2015 - 2025 is about VND 63.000 billion; out of which, in a period of 2015 - 2020 about VND 21.000 billion; in a period of 2020 - 2025 about VND 42.000 billion.
- To focus on investing in building infrastructure systems, especially infrastructure of industrial parks, industrial clusters, ensuring favorable conditions for production and business activities of investors. Continuing to improve policies on attracting investment.
- To promote foreign economic activity, building specific mechanisms, policies to attract foreign investment. Researching to simply process of licensing and approving investment projects and investment incentive policies.
- To strengthen joint ventures with major provinces and cities, industrial parks and export processing zones in the country to develop and cooperate.
- To encourage all economic sectors to establish various types of trade and production enterprises in fields not being prohibited by laws. Eliminating subsidies for the State enterprises, creating favorable conditions for development of all of economic sectors.
2. Human resources:   
- To improve quality of human resources to solve problem of skilled labor shortage. Promoting vocational training, encouraging all economic sectors to participate in vocational training activities and job introduction services, export of labor as prescribed. Taking measures to closely monitor activities of enterprises and organizations of labor export.
- To have preferential policies and mechanism to attract the talent and high qualified labor to work permanently in Yen Bai and serve cause of socio-economic development of the province.
3. Science, technology and environment:
- To adopt policies of encouraging enterprises to apply scientific advances and technological innovations. Encouraging enterprises to use clean technology and biotechnology.
- Socio-economic development plans must be linked to protection of natural resources and ecological environment to ensure sustainable development objectives. In balancing the State budget every year, should prioritizing allocation of investment capital for treatment of waste, rubbish of public works, urban and rural areas, especially system of treatment of hospital waste, waste treatment plants of Yen Bai city, Nghia Lo town and system of sewerage, waste water treatment in urban areas.
4. About market:
- To strengthen and further expand domestic market and international market, focusing on development of market in rural areas, highland, particularly difficult areas to promote commodity exchanges and purchase products of the people, boosting production and development.
- To develop synchronously all kind of market in order to create a healthy competitive environment for investors. Gradually forming real estate market, labor market, science and technology market to conform with requirements of international economic integration.
5. Organizing implementation:
Basing on approved master plan on socio-economic development, all level and agencies builds annual plans, 5-year plans to ensure compliance with the province's development orientation. Widely publicizing the plan to help enterprise choosing business investment. Specifying clearly responsibility of performing these plans, inspecting and supervising implementation of the plan.
6. Approved plan will be a framework document with major objectives, orientations and development directions, implementation mechanisms, policies and solutions; it is a basis for preparation, submitting for approval and implementation of specialized plans (construction plan, land use plans and other specialized plans) and investment projects in the province as prescribed.
7. To assign the People's Committee of Yen Bai province basing on objectives, tasks and directions of socio-economic development of the province stating in the plan after being approved; coordinate with relevant ministries and agencies to direct preparation, submitting for approval and implementation as prescribed:
- To set up development plan of urban systems and residential areas, construction plans, land using plan, development plans of sectors and fields to ensure overall and synchronous development.
- To study, formulate, promulgate or submit competent State agencies for promulgating (if beyond its competence) a number of mechanisms and policies which are suitable with the province's development requirements in each period in order to attract and mobilize resources to implement the master plan.
8. Related ministries and agencies within their functions, duties and powers will be responsible for supporting the People's Committee of Yen Bai province in studying and formulating the above mentioned plans;
researching to form and submit competence State agencies for issuing a number of mechanisms and policies which are suitable to requirements of socio-economic development of the province in each period in order to mobilize and effectively use resources, encourage and attract investment ... to ensure good implementation of objectives, tasks and orientations of socio-economic development of the province stated in the plan. Accelerating investment, implementation of large scale, importance projects for development of the province which have investment decisions. Researching to consider to adjust, supplement investment development plans related investment projects being outlined in the master plan.
