AsemconnectVietnam - PM Nguyen Xuan Phuc on Wednesday urged ministers and heads of competent agencies to focus on completing legal documents guiding the implementation of a series of new laws taking effect since July 1, this year.

 He underlined that institutional building must be considered as the central task of the Government, thus leaders of ministries and agencies need to devote energies and resources to this work with guaranteed quality.

He praised the efforts of the Government Office and the Ministry of Justice in working with ministries and agencies to find solutions to hard issues to speed up promulgation process.

According to the Government Office’s report, the Government has to promulgate 51 legal documents but only 14 of which have been completed.

Especially, ministries have submitted 35 draft decrees out of 49 required for the implementation of the newly-revised Laws on Investment and Enterprises, said Minister-Chairman of the Government Office Mai Tien Dung.

Speaking at the Cabinet meeting on Wednesday, Deputy PM Vu Duc Dam required ministries and agencies to ensure the quality of legal documents as they may take years for amendments.

Meanwhile, Deputy PMs Truong Hoa Binh and Vuong Dinh Hue said the new laws need guiding documents to fill legal void.

As scheduled, 18 laws are scheduled to come into effect since July 1, including the Law on International Treaties; the Law on amending and supplementing a number of articles of the Law on Value-added Tax, the Law on Special Consumption Tax and the Law on Tax Management; the Law on Referendum; the Law on Temporary Custody and Detention; the Law on Statistics; the Law on Internet Information Securit; and the Law on Labor Safety and Hygiene./.
