Sustainable development plan for enterprises in private sector to 2025, vision to 2030
I. Viewpoint of sustainable development of enterprises in private sector
1. Eliminate all social and psychological barriers for development of enterprises in private sector with no restrictions on size and right to freedom of business in professions which are not banned by law.
2. Effectively, sustainably develop enterprises in private sector, ensuring close, reasonable and harmonious combination between economic efficiency and social responsibility, protecting natural resources and environment.
3. Prioritize development of small and medium-sized enterprises in private sector; Encourage to build big brands of Vietnamese enterprises on domestic and foreign markets.
II. Sustainable development objective of private sector enterprises
1. General objectives:
Promote private sector enterprises to grow in quality and efficiency, creating a solid foundation and an important driving force for rapid and sustainable socio-economic development.
2. Specific objectives:
a) Improve quality and efficiency of operations of private sector enterprises, strive to have at least 1.5 million businesses by 2025 and 2 million by 2030.
b) Promote innovation and strengthen links in private sector enterprises. By 2030, narrowing gap in technology level, quality of human resources, competitiveness of enterprises and raising rate of enterprises participating in regional and global production networks and value chains to be equal with leading ASEAN countries (ASEAN-4).
c) In a period of 2021-2030, enterprises of private sector have an average growth rate of about 6-8%/ year; Average growth of employee income is about 25-30%/ year; Average growth rate contribute to the State budget is about 23-25%/ year.
III. Major task and solution group
1. Solution group 1: Continue to promote improvement of business investment environment to ensure maintenance of trust and increase sustainable business investment of private sector enterprises.
a) Ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and centrally-run cities and concerned agencies shall focus on drastically, seriously and effectively implementing tasks and solutions at:
- Resolution No. 35/NQ-CP dated May 16, 2016 of the Government on supporting and developing enterprises until 2020;
- Resolution No. 27/ NQ-CP dated February 21, 2017 promulgating the Government's action plan to implement Resolution No. 05-NQ/ TW dated November 1, 2016 of the Fourth Conference of the Central Party Executive Committee on a number of major policies to continue renewing the growth model, improving quality of growth, labor productivity, competitiveness of economy and Resolution No. 24/2016/ QH14 dated November 8, 2016 of the National Assembly on economic restructuring plan in the 2016-2020 period;
- Resolution No. 98/ NQ-CP dated October 3, 2017 promulgating the Government's action plan to implement Resolution No. 10-NQ/ TW dated June 3, 2017 of the Plenum of the Party Central Executive Committee the 5th term XII on developing private economy becomes an important driving force of socialist-oriented market economy;
- Resolution No. 139/ NQ-CP dated November 9, 2018 of the Government on promulgating action program on cutting costs for businesses.
- Resolution No. 02/ NQ-CP dated January 1, 2019 on continuing to perform key tasks and solutions to improve business environment, enhance national competitiveness in 2019 and orientations to the year 2021.
b) Ministry of Planning and Investment shall assume the prime responsibility for evaluating implementation of the Government's Resolution No. 35/ NQ-CP of May 16, 2016 on enterprise support and development up to 2020 and propose solutions to support and develop enterprises until 2025 with a vision to 2030.
c) Ministry of Finance shall continue to improve quality of tax and customs management, promptly solve problems of enterprises;
d) Ministry of Industry and Trade is proactive and has a strategy to negotiate appropriate bilateral and multilateral commitments, enabling Vietnamese private sector enterprises to develop; monitor and urge implementation of plan on implementation of Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) under the Prime Minister's Decision No.121/QD-TTg dated January 24, 2019.
d) Ministry of Natural Resources and Environment shall continue to study and finalize the draft law on amending and supplementing land law 2013 and submit it to the National Assembly in 2020; review and evaluate the implementation of regulations on standards, standards and regulations on compliance with environmental protection in the enterprise sector and propose amendments to regulations on environmental law, creating favorable conditions to benefit businesses and at the same time take measures to improve efficiency of State management of environment to report to the Prime Minister in 2019.
e) Vietnam Chamber of Commerce and Industry continues to implement the Provincial Competitiveness Index (PCI) and implement action program to promote implementation of business integrity.
2. Group of solutions 2: Encourage enterprises to apply sustainable business models, cleaner production technologies, efficient use of natural resources and environmental protection.
a) Ministry of Planning and Investment shall assume prime responsibility for studying and developing programs to support and encourage private sector enterprises to apply sustainable business models, cleaner production technologies and efficient use of natural resources and environmental protection in the 2021-2025 period with a vision to 2030 to be submitted to the Prime Minister in 2020.
b) Ministry of Finance shall assume prime responsibility in perfecting mechanisms and policies for listed enterprises to make non-financial reports, including integrating environmental and social factors into annual reports and announcing them compliance rate of the business every year.
c) Ministry of Natural Resources and Environment completes regulations on environmental protection, makes annual announcements on proportion of industrial parks and export processing zones with concentrated wastewater treatment systems, automatically monitor and connect online with environmental management agencies operating to meet environmental requirements; rate of industrial clusters with centralized wastewater treatment system.
d) Vietnam Chamber of Commerce and Industry shall formulate a scheme to replicate application of a sustainable enterprise index, ensuring that the principle does not increase administrative procedures and costs for enterprises and report to the Prime Minister in 2020.
3. Group of solutions 3: Promoting creative startups and promoting effective implementation of policies to support small and medium-sized enterprises.
a) Ministries, ministerial-level agencies, Government-attached agencies, People's Committees of provinces and centrally-run cities and concerned agencies shall focus on drastically, seriously and effectively implementing tasks assigned at the Prime Minister's Directive No. 15/ CT-TTg of June 15, 2018 on effective implementation of the Law on small and medium enterprises support.
b) Ministry of Planning and Investment shall assume the prime responsibility:
- Urgently develop and submit to the Government in 2019 the Decree amending and supplementing the Government's Decree No. 118/2015 / ND-CP of November 12, 2015, to supplement 04 additional fields of investment incentives, including : business investment in the product distribution chain of small and medium-sized enterprises, business investment in incubation facilities for small and medium-sized businesses, business investment in a common working area for small and medium-sized businesses and creative startups; business investment in technical facilities to support small and medium-sized enterprises.
- Assume prime responsibility for and coordinate with ministries, branches and localities in evaluating implementation of Decree No. 39/2018 / ND-CP detailing a number of articles of the Law on supporting small and medium enterprises, proposing plans build a Decree amending, supplementing or replacing Decree No. 39/2018/ ND-CP to improve implementation of the Law on supporting small and medium enterprises.
- Lead and coordinate with ministries, sectors, localities and business associations to research and submit to the Prime Minister in 2019 small and medium enterprise support program for the period of 2021-2025, focusing on business support small and medium-sized start-ups startups, small and medium-sized businesses join an affiliate, value chain.
- Lead and coordinate with Ministry of Science and Technology and relevant agencies to research and formulate a project to establish a national innovation center and submit it to the Prime Minister in 2019.
c) Ministry of Finance:
- Preside over and submit to the Government to report to the National Assembly for addition to the 2020 National Assembly's law and ordinance formulation program on elaboration of a draft law on amending and supplementing law on enterprise income tax to concretize policies supporting corporate income tax for small and medium-sized enterprises which is stipulated in the law on supporting small and medium enterprises.
- Preside over the research and development of the pilot project of community fund raising model, and submit it to the Prime Minister in 2019.
d) Ministry of Science and Technology shall assume prime responsibility and coordinate with concerned agencies in continuing to accelerate implementation of Project 844 on perfecting creative startup ecosystem; Focusing on in-depth cooperation with domestic and foreign start-up communities to promote connection of Vietnamese start-ups with foreign start-ups.
d) Ministry of Education and Training shall continue to promote effective implementation of Scheme on supporting students and start-up students to 2025".
e) People's Committees of provinces and centrally-run cities shall, based on actual local conditions, propose creation of an innovative start-up center to promote, connect and mobilize social resources for creative startups in the area.
4. Group of solutions 4: Supporting to improve labor productivity in enterprises; developing high quality human resources, improving management and corporate governance capabilities.
a) Ministry of Planning and Investment shall assume prime responsibility for continued development of Vietnam Innovation Network to increase contingent of experts to support enterprises through volunteer groups from abroad, connecting with other Overseas Vietnamese, Vietnamese students studying abroad;
b) Ministry of Science and Technology shall assume prime responsibility for studying, building and operating a database system of good practices on productivity, which serves as a basis for enterprises to compare and improve their operations.
c) Ministry of Labor, War Invalids and Social Affairs shall:
- Continue to pilot the training program of high quality human resources according to transfer programs from advanced countries in the world and organize replication, ensuring effectiveness; promote cohesion between enterprises and vocational education institutions in vocational education activities;
- Complete scheme on renovation and improvement of vocational education quality to submit to the Prime Minister in 2019; continue to promote training and retraining of human resources of high professional and technical quality.
d) Ministry of Education and Training shall assume the prime responsibility:
- Encourage development of forms of training links between schools and establishments and enterprises; education at the university level, it is necessary to closely link with social needs through orders of practical establishments, ensuring balance between industries and professions; promote career guidance from high school to university level.
- Promote training activities to train soft skills for workers to enhance ability to integrate and coordinate to work with the highest efficiency.
- Formulate a program to attract domestic and foreign experts, overseas Vietnamese to participate in scientific and technological activities, training and research programs at Vietnamese higher education institutions, submitted to the Prime Minister in 2019.
5. Solution group 5: Encourage private sector enterprises to apply science and technology, exploit opportunities of industrial revolution 4.0.
a) Ministry of Science and Technology shall preside over:
- Enhancing integration and sharing of intellectual property rights (IP) information sources, improving capacity of public intellectual property information services, providing accurate and timely intellectual property information, at the same time, building public infrastructure of intellectual property services.
- Study to build and perfect a service system of conformity assessment to create a network of organizations: testing, certification, sufficient and quantitative inspection to meet requirements of the business; strengthen implementation of State management in field of product and goods conformity assessment in Vietnam; report to the Prime Minister in 2020;
- Develop mechanisms to encourage business establishments, research institutes and universities to strengthen links in research and application of science and technology in production and business processes; propose measures to encourage and reduce costs related to technology transfer of domestic businesses and report to the Prime Minister in 2019.
- Determining needs of small and medium-sized enterprises to apply scientific and technological results in production and business activities; propose solutions to promote small and medium-sized enterprises certified science and technology enterprises in a number of priority technology fields; Report to the Prime Minister in 2019.
b) Ministry of Planning and Investment shall take charge of finalizing national strategy on Industrial Revolution 4.0 and submit it to the Government in 2019.
c) State Bank of Vietnam chairs:
- Continue to improve legal framework for supply of products and banking services, especially banking products and services developed on digital technology.
- Research and develop a controlled regulatory framework for Fintech's activities in the banking sector to expand access to financial services and reduce cost of using financial services for small and medium enterprises, to report to the Prime Minister in 2019.
6. Solution group 6: Strengthening role of business associations in supporting private sector enterprises to develop effectively and sustainably.
a) Ministries, branches and localities shall take the initiative in reviewing and proposing a pilot plan on transfer of a number of public services under the State management scope to associations and organizations for the 2021-2025 period send to Ministry of Home Affairs for summary and report to the Prime Minister in 2020.
b) Ministry of Home Affairs shall assume the prime responsibility for reviewing and proposing finalization of legal and policy framework for formation and operation of socio-political organizations, professional social organizations and professional associations in order to create conditions for socio-political, social-professional organizations and professional associations to promote their role and improve efficiency in supporting development of membership enterprises.
c) Vietnam Chamber of Commerce and Industry shall assume the prime responsibility in elaborating a report on assessment of the market situation of business development services in Vietnam, proposing to Government solutions to promote development of service market. Business development period 2020-2030, submitted to the Prime Minister in 2019.
d) Vietnam Chamber of Commerce and Industry, Vietnam Association of Small and Medium Enterprises and other associations:
- Enhancing training and capacity building for member enterprises to improve social responsibility in business community of private sector
- Actively coordinate with State management agencies to recommend policies to encourage private enterprises to participate in implementation of national sustainable development goals; scaling up effective and sustainable management and management models to help solve sustainable development challenges.
- Actively propagate to raise awareness and honor private enterprises that have made great contributions to environmental protection and social responsibility.
List of specific programs and schemes is provided in the Appendix to this Decision.
IV. Implementation resources
1. Funding for implementation of the plan includes funding from the State budget and other lawful sources.
2. Central state budget: Ensuring funding for implementation of general activities of the Central plan, tasks and projects under the central management.
3. Local State budget: Ensure funding for implementation of general activities of the plan in localities.
V. Organization of implementation
In order to implement sustainable development plan for enterprises in private sector to 2030, ministries, sectors and localities should integrate contents and solutions for sustainable development of private sector enterprises with chapters submit national targets, projects, target programs of related ministries, sectors and localities in order to effectively use resources.
1. Ministry of Planning and Investment:
- Assume prime responsibility for monitoring, surveying, evaluating and summing up annual reports to the Prime Minister on implementation of the Plan's objectives, tasks and solutions, in order to ensure effective implementation of the plan.
- Summarize, consider, balance and report to the Prime Minister to allocate funding for development investment to support implementation of solutions in the plan for sustainable development of private enterprises according to regulations.
- Coordinate with Ministry of Finance, Vietnam Social Insurance in 2019 to set up a coordination mechanism to identify and classify small and medium-sized enterprises in accordance with law on support for small and medium-sized enterprises and guiding documents, step by step build an interconnected system to classify small and medium businesses.
2. Ministry of Finance shall consider, balance and report to the Prime Minister on provision of recurrent expenditures to ministries and ministerial-level agencies to implement solutions in the private enterprise sustainable development plan as prescribed.
3. Ministries and branches shall have to effectively implement contents and groups of solutions stated in the plan according to their assigned functions and tasks.
4. Provincial/ municipal People's Committees have the responsibilities:
- Actively build and integrate tasks and solutions for sustainable development of enterprises in the private sector in programs, plans and schemes to support local business development and build a roadmap for implementation, allocate human resources, annual budget to implement tasks and solutions.
- Coordinate with ministries and branches in implementing sustainable development plan for private enterprises to 2025 with a vision to 2030.
- Assigning responsibilities to the focal point being Department of Planning and Investment in coordination with relevant departments and agencies to implement plan for sustainable development of private enterprises till 2025 with vision 2030, timely report to Ministry of Planning and Investment problems arising in process of implementing the plan to have solutions to handle.
5. Association organizations actively seek resources, develop and implement plans, programs and projects to support private sector enterprises and development.
6. Ministries, branches, localities and organizations of business associations shall have to send reports on implementation of the plan for sustainable development of enterprises in private sector within scope of management of branches and localities to Ministry of Planning and Investment before December 15 every year to synthesize and report according to regulations.
