Lao Cai province’s action plan on implementing Decision of Prime Minister No 1439 QD - TTG of October 29, 2018, approving implementation plan of the ASEAN Declaration on the role of civil service as a catalyst in achieving ASEAN Community Vision 2025
I. Objectives
1. General objective
Promote the effective implementation of the objectives of the "ASEAN Declaration on the role of civil service as a catalyst in achieving the ASEAN Community Vision 2025" in Lao Cai province, contributing to achieving regional goals, focus on building a people-centric, ASEAN-centric and socially responsible ASEAN Community.
2. Specific objectives
To strive to achieve the following targets by 2025:
a) 100% of civil servants are trained and equipped with adequate knowledge about the ASEAN Community; 80% of civil servants trained in administrative skills, state management to meet the standards and common values ​​of the ASEAN civil service;
b) To enhance cooperation in developing and sharing experiences in important fields with localities of ASEAN countries, especially in areas such as Education and Training, Health, Agriculture, E-government;
c) Focus on training and retraining to improve professional standards, qualifications, and civil service ethics of the contingent of cadres, civil servants and public employees in the province; improve the effectiveness and efficiency of public service activities in the province;
II. Tasks and solutions implemented
1. Promote communication activities to raise awareness about the goals of the ASEAN Community Vision 2025 for cadres, civil servants and officials of the province
a) Propagating and raising the awareness of cadres, civil servants and public employees about the common values ​​of the ASEAN Community in general and the public service of ASEAN countries in particular;
b) Propagate and raise the awareness of cadres, civil servants and public employees about the renovation and creativity of the civil service, creating changes in the process of making policies and providing public services;
c) Promote and encourage the learning of experiences of ASEAN countries on how to manage public services and attract people's participation.
2. Acquire effective ASEAN governance principles into civil service reform programs and build capacity of agencies, units and localities, including: people-oriented and people-centered; building administrative organizations at all levels transparent, accountable, effective, capable of solving new challenges
a) Review, integrate and implement the goals of the ASEAN Community Vision 2025 into provincial policies, programs and plans of agencies, units and localities. Promote comprehensive reform programs of agencies, units and localities towards focusing on the goals of the ASEAN Community;
b) Ensuring transparency in activities of agencies and administrative organizations at all levels, especially in the process of making decisions on issues directly related to the interests of organizations and people. To make the process of drafting, submitting and promulgating policies and laws transparent; the process of preparation, submission and issuance of decisions and administrative documents associated with the reform of administrative procedures;
c) To implement synchronously and effectively the central regulations on the mechanism to ensure the people's right to information access to the activities of agencies, organizations and units at all levels; strictly deal with people who violate the people's right to access information according to the provisions of law;
d) To organize the inspection, examination and supervision of the public and transparent implementation in policy making, law formulation and implementation;
d) Ensuring the interests of the people in the process of implementing policies and administrative decisions in various fields; people's supervision of activities of agencies and administrative organizations at all levels, especially grassroots administrations;
f) To exercise accountability in performing functions and tasks at state management agencies, cadres, civil servants and public employees, especially cadres, civil servants and leading and managerial officials prescribed by state;
g) Promote the application of information technology in administrative management and provision of public services. Improve the quality of direction and administration of activities of administrative agencies through the effective use of the administrative electronic information network. Implementing the List of online public administrative services at level 3 and level 4 provided locally on the principle of facilitating administrative transactions between the government and people and businesses.
3. Focusing on training and retraining to raise professional standards, competence, foreign language skills and ethical qualities of the contingent of officials, public servants and public employees who meet the requirements to narrow the ways of the ASEAN Community; encourage cooperation and build a community of ASEAN experts in each area
a) Enhancing training in administrative skills, training and retraining of professional knowledge, foreign language skills for the contingent of cadres, civil servants and officials to reach the common standards of the background official affairs of ASEAN countries;
b) Strictly observe the Code of Ethical Conduct of Public Officials and Officials while on duty. At the same time, strictly handle cases of violations of codes of conduct and practical ethics in practice;
c) Strengthening the attraction and fostering of talents, in line with the spirit of the Resolution of the 7th Plenum of the Central Party Congress XII on building a contingent of officials at all levels;
d) Promote cooperation, exchange and acquisition of technologies and advanced management experience of local ASEAN countries in each field.
4. Enhancing information sharing mechanism, coordination mechanism between agencies, units and localities in the field of ASEAN cooperation
a) Promote information sharing on the status and progress of implementation of ASEAN cooperation; sharing information and coordinating between the central and local governments and between localities with other provinces and cities throughout the country in the process of implementing the Plan;
b) Studying, proposing and proposing to the Government and central ministries and branches on ASEAN cooperation policies and policies.
5. Promote mobilization and attraction of domestic and foreign resources
a) Diversifying the mobilization of legal resources from organizations and individuals to effectively implement the Plan's operations;
b) Promote cooperation with ASEAN countries and ASEAN partners in finalizing policies in the field of public services, prioritizing substantive cooperation in the form of exchanging, sharing experiences, and transferring technology. ...
III. Time and funding for implementation
1. Implementation time
a) In 2019: Before September 15, 2019, agencies, units and localities shall issue plans to send to the provincial People's Committee (via the Department of Home Affairs) for monitoring and summarizing;
b) In 2019 - 2022: Agencies, units and localities shall organize the implementation of the objectives and tasks under this Action Plan.
c) 2022: Mid-term review; held a preliminary review of 3 years of implementation of the Action Plan, the period of 2019 - 2022; supplement plans and action programs for the period of 2022 - 2025.
d) 2025: Final evaluation; organize to review Action Plan.
2. Implementation funding
a) Funding for implementation of the Action Plan is arranged from the recurrent budget allocated in the state budget estimate assigned to agencies, units and other lawful funding sources (if any). ; Integrating funds for the implementation of the Plan with other related task programs being implemented in the province.
b) Encourage mobilization and use of funding from organizations and individuals that support resources to implement the Plan.
c) The allocation of funding for the implementation of the Action Plan from the state budget source according to the current regulations on decentralization of state budget management.
IV. Organization of implementation
1. Departments, committees, branches and non-business units under the Provincial People's Committee; People's Committees of districts, cities and related agencies and units
a) Based on the functions, tasks, objectives and tasks in this Plan, develop and issue the implementation plan of the unit to the Provincial People's Committee (via the Department of Home Affairs) before September 20, 2019 to synthesis, tracking;
b) Promote comprehensive reforms of agencies, units and localities towards focusing on the goals of the ASEAN Community;
c) Ensuring transparency in activities of agencies and administrative organizations at all levels, especially in the process of making decisions on matters directly related to the interests of organizations and people. Increase transparency in the process of drafting, submitting and promulgating policies and laws; the process of preparation, submission and issuance of decisions and administrative documents associated with the reform of administrative procedures;
d) To effectively implement the Central regulations on the mechanism to ensure the people's right to information access to the activities of agencies, organizations and units at all levels; strictly deal with violators of people's rights to access information in accordance with law; Ensuring the interests of the people in implementing policies and administrative decisions in various fields; people's supervision of activities of agencies and administrative organizations at all levels, especially grassroots administrations;
d) Performing accountability in performing functions and tasks at state management agencies, cadres, civil servants and public employees, especially leading and managerial officials and public employees prescribed by state;
e) Effectively implement the civil service cultural project under the Prime Minister's Decision No. 1847 / QD-TTg of December 27, 2018; strictly abide by the Code of Ethics and Conduct of Public Officials and Officials while on duty. At the same time, strictly handle cases of violations of codes of conduct and practical ethics in practice;
g) Promote the application of information technology in administrative management and provision of online public services to people and organizations. Improve the quality of direction and administration of activities of the administrative agencies through the effective use of the administrative electronic information network (common software of the province). Implementing the List of online public administrative services at level 3 and level 4 provided locally on the principle of facilitating administrative transactions between the Government and people and businesses;
h) To create conditions for cadres, civil servants and public employees to participate in training and fostering programs to raise awareness about ASEAN; actively coordinating with the Department of Foreign Affairs in advising and proposing to the Provincial People's Committee contents of exchanging, cooperating and sharing experiences with localities of ASEAN countries;
i) Implement effectively policies on attracting and retraining human resources according to the regulations of the Central and the provinces; building the contingent of cadres and workers in the spirit of the Resolution of the 7th plenum of the 12 plenum of the Party Plenum on building a contingent of officials at all levels;
k) Make an estimate of the implementation of the Annual Plan and actively mobilize resources and support from external partners; organize the implementation of the unit's plan. Periodically before December 1 every year, report the implementation results to the Provincial People's Committee (via the Department of Home Affairs) for synthesis and reporting to the Ministry of Home Affairs; work closely with the Department of Home Affairs and relevant agencies to conduct mid-term reviews by 2022 and the end of 2025 on the results of implementation of this Action Plan.
2. Department of Foreign Affairs
a) Advising on organizing the reception of delegations of ASEAN countries to Lao Cai to study, research, share and experience in the field of public service reform;
b) Advise to organize delegations to go abroad under their authority to study, research, share and disseminate experiences of ASEAN countries on how to manage their civil service and attract the participation of people.
3. Department of Home Affairs
a) Presiding over and coordinating with agencies, units and localities to formulate and organize the implementation of a number of programs on fostering administrative and cultural civil service skills, improving the professionalism and integrity of cadres, civil servants and public employees, especially in the field of providing public services to meet the common standards of ASEAN's civil service;
b) Coordinate with training and retraining institutions to organize foreign language and informatics training according to annual training and retraining plans to raise the foreign language skills of officials and public employees, especially the contingent leading cadres and civil servants at all levels.
c) Periodically before December 15 every year, report the results of the implementation of the Action Plan to the Ministry of Home Affairs for summarizing and reporting to the Prime Minister;
d) Summarize and report on the implementation of the Annual Action Plan, organize a preliminary review of the Action Plan for the period of 2019-2022; organize the review of the implementation of the Action Plan for the period of 2019 - 2025 and report to the Ministry of Home Affairs and the Prime Minister.
4. Department of Information and Communication; Provincial Radio and Television Station; Lao Cai newspaper
Department of Information and Communications takes the lead in coordinating and instructing departments, agencies and People's Committees of districts and cities to effectively implement the tasks of information and propagation about the Scheme contents; guide departments, branches, People's Committees of districts and cities to effectively implement the application of information technology in operations of state administrative agencies.
The provincial Radio and Television Station, Lao Cai Newspaper strengthened the page and column introducing the goals of the ASEAN Community Vision 2025 to propagate and raise the awareness of cadres, civil servants and officials about the common values ​​of the ASEAN Community in general and the public service of ASEAN countries in particular.
5. Department of Industry and Trade: To assume the prime responsibility in formulating and organizing the implementation of training plans and equipping knowledge of international economic integration for cadres, civil servants and public employees at all levels.
6. Department of Justice: Presiding over the review of legislative documents in sectors and fields under regulations; ensure the consultation of the competent authorities to amend, supplement and formulate legal documents to absorb the principles of effective governance of ASEAN, including: People-oriented and people-centered. ; building administrative organizations at all levels transparent, accountable, effective, capable of solving new challenges.
7. Department of Finance
Annually, based on the ability of the provincial People's Committee to advise and balance, allocate funding for the implementation of the Plan to agencies and units. Guide agencies and units to manage, use and settle funding according to current regulations.
Above is the Action Plan and organize the implementation of Project 1439 on the implementation of the "ASEAN Declaration on the role of civil service as a catalyst in achieving the ASEAN Community Vision 2025" of Lao Cai province. In the course of implementation, if any difficulties or problems arise, agencies and units report to the provincial People's Committee (through the Department of Home Affairs) for study, adjustment and supplementation accordingly.
