1. Scope and boundaries of planning research:
Thai Binh economic zone consists of 30 communes and 1 town in 02 districts of Thai Thuy and Tien Hai and the coastal contiguous part is as follows:
- Thai Thuy district consists of 14 communes and 01 town: Diem Dien Town, communes: Thuy Hai, Thuy Luong, Thuy Ha, Thuy Tan, Thuy Truong, Thuy Xuan, Thuy Lien, Thai Nguyen, Thai Thuong, Thai Hoa, Thai Do, Thai Tho, Thai Xuyen and My Loc.
- Tien Hai district includes 16 communes: Dong Tra, Dong Hai, Dong Long, Dong Xuyen, Dong Hoang, Dong Minh, Dong Co, Dong Lam, Tay Giang, Tay Son, Nam Cuong, Nam Thang, Nam Thinh and Nam Thanh, Nam Hung, Nam Phu.
Thai Binh economic zone has a natural area of ​​30,583 ha. The boundary is determined as follows:
- Bordering with Hai Phong City to the North through the Hoa River
- Bordering with Nam Dinh province to the South and Southwest with the Red River.

- The West borders the remaining communes of Thai Thuy and Tien Hai districts.
2. Objectives:

3. Properties
- Being a general economic zone meeting the socio-economic development demands of Thai Binh province and the northern coastal region.
- Being a marine, multidisciplinary and multidisciplinary center of the northern coastal region and the whole country, including: maritime economy, industrial center, energy, trade - service, tourism, high-tech agriculture and fisheries.

4. Population and land size
a) Population size:

b) Land area:
- By 2025, the land area for construction of functional zones of the economic zone shall be around 18,500 ha. In particular, land for industrial - urban - service areas, industrial parks and industrial clusters is about 8,020 hectares; urban residential land is about 1,410 hectares; Land for tourist and service centers is about 2,345 hectares.
- By 2040, the land for construction of functional zones of the economic zone will be around 21,000 ha. 5. Space development orientation
a) Organization of functional areas in economic zones:
- Thai Binh Electricity Center, including:

- Thai Binh seaport area with wharves, about 500 ha: Diem Dien and Tra Ly wharves will be able to receive ships of up to 5,000 DWT (inside the river) and 50,000 DWT (sea side); other wharves: My Loc, Thai Tho, Tan Son, Thuy Tan and Nam Thinh for ships of a tonnage of 200-1,000 tons; Ba Lat for ships with a tonnage of 5,000 - 30,000 tons.
- The following municipalities:

- Rural and agricultural residential areas are concentrated mainly in Thuy Tan, My Loc and Thai Xuyen communes (Thai Thuy district); Dong Tra, Dong Xuyen, Nam Thang and Nam Thanh communes (Tien Hai district). 8. Orientation of technical infrastructure system
a) Orientations for developing the transport system:
- Outbound traffic:
+ Airway: Using Cat Bi - Hai Phong international airport as a center for passenger transportation and connecting logistics activities by air. Establishment of landing points for heliport, landing areas for aircraft for tourism, rescue and rescue.
+ Seaways: To invest in the construction of Thai Binh seaport with a capacity to receive ships of a tonnage of up to 50,000 DWT (sea side) and 5,000 DWT (inside the river) to meet the needs of import and export of goods for service. process of formation and development of Thai Binh economic zone.
+ Inland waterway: Carry out the dredging of river channels. + Road:

+ To build new transport axes connecting intra-area and axes connecting seaports with external traffic, with a width of between 24 m ÷ 50 m.
+ Newly construct traffic routes connecting the internal traffic system of functional areas with the main traffic network of the whole economic zone, with a width of 20.5 m ÷ 47 m.
+ The system of main axes with a minimum width of 34 m, inter-regional routes and the region itself has a minimum width of 20.5 m.
+ Roads in industrial parks: To build a modern and synchronous transportation system suitable to each industrial park according to current regulations and standards.
+ Roads in urban areas: Completing and ensuring the connection between the internal traffic system and the main traffic network of the whole economic zone. Basically keeping the main traffic system approved in the expanded Diem Dien town and the expanded Tien Hai town. The rate of traffic land reaches about 21%.
+ Roads in rural areas and tourism: Applying the same technical specifications as for urban areas to main roads, ensuring a convenient connection with the common transport system in the economic zone.
- Public transport: Organization of bus routes; ship routes for passenger transportation combined with tourism along inland waterways and coastal seas.
b) Planning on ground elevation and surface water drainage (technical preparation):
- Planning the ground elevation:
+ Area inside dike of Tien Hai district: Hxd≥ + 1.50 m; the area inside the dike in Thai Thuy district: Hxd≥ + 2.00 m;
+ Coastal contiguous areas:
Dikes for urban and industrial development areas outside existing sea dikes: For urban areas, dyke surface elevation ≥ + 3.70 m; for industrial zones, the elevation of the dyke surface is ≥ + 4.55 m; select the form of dike to calculate the top of the breakwater in case of a big storm; geological exploration drilling to provide reasonable technical solutions before implementing the project.

- Rainwater drainage: Separate drainage system. The drainage system is divided into several small branches to discharge the Diem Ho, Tra Ly, Thai Binh and Red Rivers, etc. In industrial parks, ports are at risk of releasing hazardous substances. The drainage system must contain parts to separate hazardous components before being connected to the common drainage system of the whole planned area.
c) Water supply:
- Forecast of total water demand in 2025 about 95,000 m3 / day and night; 2040: 230,000 m3 / day and night.
- Water sources and key works:
+ Water sources used for Thai Binh Economic Zone are mainly surface water of Thai Binh, Diem Ho, Tra Ly and Red Rivers.
+ Renovating and raising the capacity of existing water plants; to build new water plants of Thuy Tan, Thai Nguyen, Tra Ly and the Red River with a capacity of 10,000 m3 / day ÷ 90,000 m3 / day and night.
- Building a closed loop pipe network in each zone and regulating the flow and pressure through the transmission network between water plants.
- Using the fire fighting water supply network together with the water supply network of the whole economic zone. Arranging fire hydrants ensures a safe distance according to regulations. In addition, factories and industrial enterprises must have their own fire prevention and fighting system to take initiative in fire fighting.
d) Electricity supply:
- Forecast of required additional charge to 2025 is about 369MW; by 2040 around 1,200MW.
- Thai Binh Thermal Power Center (My Loc Commune, Thai Thuy District) with a total capacity of 1,800MW including 02 factories: Thai Binh 1 Thermal Power Plant, 600MW and Thai Binh 2 Thermal Power Plant, capacity 1,200MW. The wind power area has capacity suitable to the region's wind power development potential.
- 220KV power grid:
+ By 2025: Building Thai Thuy 220kV station with a capacity of 250MVA; 220kV Nam Dinh - Thai Binh - Thai Thuy transmission line; 220kV Nam Dinh - Thai Binh - Truc Ninh transmission line; lifting capacity of 220kV Thai Thuy 2x250MVA station; building 220kV double circuit line connecting to 220kV Vu Thu flagship ship.
+ By 2040: To build a new 220kV Tien Hai station with a capacity of 250MVA; building 220kV double circuit line to supply electricity to 220kV Tien Hai station.
- 110kV power grid: Building new lines; renovating and increasing the capacity of existing 110KV stations, combining the construction of new 110kV stations to ensure the needs and radius of service in each planning period.
+ Medium and low tension grid: Lower underground in new urban areas; gradually lowering underground in urban center areas; build new low voltage stations to meet the needs and ensure the beauty.
- Completing the lighting grid according to current standards.
d) Communication: Investing in building and perfecting the communication infrastructure, ensuring to provide a full range of telecommunications services. Underground cable communication system in the urban center, new urban areas and urban public works. Step by step lowering underground communication cables in existing urban areas.
e) Waste water drainage, solid waste management and cemeteries:
- To drain off waste water:
+ Building a separate drainage and wastewater treatment system for each urban center (expanded Diem Dien town, expanded Tien Hai town, Thuy Truong urban area, Dong Minh urban area, Nam Phu urban area): Each urban area urban construction of 01 ÷ 02 wastewater treatment stations with a capacity of 2,200 m3 / day ÷ 6,000 m3 / day.

- Planning of cemeteries: For existing cemeteries and cemeteries with insufficient hygienic distance, they shall not be expanded, closed or closed. The whole economic zone uses 02 cemeteries focusing on new construction: 01 cemetery in Thai Thuy district, 01 cemetery in Tien Hai district.
9. Strategic environmental assessment
a) Main solutions to environmental protection:
Using renewable energy; give priority to developing green architecture model; maintain, expand and protect the water surface; encourage the use of environmentally friendly technologies in the fields of production and daily life; encourage the use of public transport, use of clean energy; rational use and exploitation of mineral resources and water sources, ensuring environmental regulations. Establishing the system of periodical monitoring and supervision of the environment in industrial zones, clusters, mineral exploitation areas and other areas at risk of causing environmental pollution.
b) Main solutions for each partition:
- River area: Preserving and protecting the value of natural landscape, increasing greenery area, maintaining biodiversity; Improve water quality.
- Urban development area: Constructing synchronously the system of collection and treatment of waste water and solid waste; maintain and develop the system of landscape trees and regulating lakes.
- Industrial parks and clusters: Apply environmental management and protection system according to the ISO 14000 series.
- Rural areas: Invest in equipment and systems for sorting and collecting domestic waste; constructing hygienic drainage system; planning concentrated livestock and slaughtering areas; apply clean and high-tech production processes in agricultural production.

10. Priority projects for investment and construction

11. Organization of implementation
The People's Committee of Thai Binh province is responsible for:
