Program on promoting development of roof solar roof power in Vietnam in the period of 2019 - 2025
1. Program name: Program on promoting development of roof solar power in Vietnam in the period of 2019 - 2025.
2. Program Objectives:
a) Overall objective: Implement the National Strategy on renewable energy development through solutions to develop the roof solar technology market.
b) Specific objectives: By the end of 2025, one hundred (100) thousand roof solar systems (or 1,000MWp) are installed and operated nationwide.
3. Program Components:
3.1. Building and completing policies and regulations to support the development of roof solar electricity in the direction of being ready to convert to market conditions.
The component includes working groups on:
a) Study and evaluate the potential of roof solar electricity (MEM) and the impact on distribution grid.
b) Research and propose mechanisms and policies to encourage development of roof solar electricity.
3.2. Standards, testing and testing
The component includes working groups on:
a) Research and develop standards, regulations, guidelines on technology equipment, installation, connection and operation of roof solar power systems;
b) Researching and developing the process of quality inspection of MEM equipment; pilot implementation and capacity building for accrediting units and professional management agencies.
3.3. Promote market conditions and pilot funding programs
The component includes working groups on:
a) Research, analysis, market survey, identification of needs, role of stakeholders (suppliers of goods and services, investors and project developers, roof owners, electricity buyers) and identify target groups, potential financial and technical support sources.
b) Implementation of pilot programs and projects on investment and technical assistance.
3.4. Certificate of roof solar power program
The component includes working groups on:
a) Assessment of needs and development of plans to improve capacity and training for all levels, sectors, investors, service, installation, operation units and related organizations and individuals .
b) Implement training programs and certify solar roof power (RTS certificate) for equipment suppliers; providing consulting services; organizations and individuals installing the NMS system to participate in the program.
c) Develop and implement plans for capacity building for universities and specialized secondary schools.
3.5. Building management information system and communication strategy
The component includes working groups on:
a) Develop and maintain an online database of solar power and ITM to support market management, planning, monitoring, reporting and development.
b) Developing strategies, designing and implementing communication activities and sharing information about the newcomers (websites, television, seminars, seminars ...).
c) Organize seminars and forums to exchange and disseminate experiences and recommendations on policy development and replication of development models.

5. Mechanism to mobilize resources to implement the Program
- Integrating Program activities with technical assistance projects, non-refundable ODA projects and management tasks of the Ministry of Industry and Trade.
- For local capital sources: Due to the local balance from local budgets and other mobilized sources.
- Encouraging mobilization of socialized capital sources to implement the Program.
6. Organization of implementation:
a) Department of Electricity and Renewable Energy:
- Leading and coordinating with relevant agencies and units, People's Committees of provinces and cities directly under the Central Government and Vietnam electricity group to implement the program to promote the development of solar power for roofs in the period of 2019 - 2025.
- Establishment of the program coordination committee including leaders of relevant units under the Ministry of Industry and Trade, leaders of the Vietnam electricity group and representatives from donors to coordinate the development of annual and annual plans. declare the activities of the program. Assisting the coordination Committee will be an expert team consisting of representatives of the units, donor representatives and independent experts. The cost of human resources and operation The expert team will be mobilized from donors' funding.
- Organize the evaluation of periodic, mid-term and end-of-program progress, strengthen coordination between the parties to ensure the achievement of the objectives and achieve the expected results of the Program.
- Periodically report to the Minister of Industry and Trade on Program progress and results and propose implementation solutions.
b) People's Committees of provinces and cities directly under the central government
- Coordinate with the Ministry of Industry and Trade in research activities to assess the potential and identify areas that are capable of developing the SMEs in accordance with urban development planning, industrial zone development and economic zones.
- There is a mechanism to encourage the development of administrative, commercial, service and office buildings to install the ME system according to its authority.
