MASTER PLAN ON TOURISM DEVELOPMENT OF SOUTHEAST REGION TO 2020, VISION TO 2030

I.
Geographic location, scale, boundary
Southeast region (hereinafter referred to as region) including Ho Chi Minh City and 05 provinces of Ba Ria - Vung Tau, Dong Nai, Binh Duong, Binh Phuoc and Tay Ninh, have a natural area: 23,597.9 km2, geographical location as follows:
- Bordering the Kingdom of Cambodia in the north and northwest.
- Bordering South Central Coast region and the East sea in the east and northeast.
- Bordering Mekong river delta province in the west and southwest.
II. Development viewpoints 
To fulfill under general viewpoints of strategy and master plan on tourism development of Vietnam to 2020, vision to 2030 and supplementing specific development viewpoints for the region as following:
- Tourism development of the region must be in line with plans on socio-economic development of southeast region and southern key economic region; ensuring consistency with strategy, plans on development of fields and related sector in planned areas.
- To develop tourism of the the region in direction of strengthening links, maximizing tourism potential and advantages of localities and the region.
- At the same time, developing products of conferences, workshops tourism, marine tourism, cultural tourism, eco-tourism; out of which, developing conferences and seminar tourism to be key products.
- To invest in key tourism products; mobilizing all resources for sustainable tourism development in harmony with objectives of socio-economic development, social welfare, defense and security, environmental protection and adaptation to climate change.
III. Development objectives
1. Overall objectives
To develop tourism of the region to become prime motivation for tourism development of Vietnam, with a system of diversified, unique tourism products having famous trademark and can compete with other countries in the region.
2. Specific objectives
- Tourism development indicators
+ Tourists: By 2020, receiving over 30 million arrivals, including about 6 million of foreign arrivals. Striving to 2030, receiving 50 million arrivals, including 12 million foreign arrivals.
+ Total revenue of tourism: by 2020 reaching about VND 125,000 billion. Striving to 2030, reaching VND 230,000 billion.
- Number of accommodation facilities: by 2020, having about 90,000 hotel rooms. Out of which, rate of room reaching standard of 3-5 star is approximately 25%. Striving to 2030, having over 145,000 hotel room. Out of which, rate of room reaching standard of 3-5 star is about 30%.

- Job indicators: By 2020, creating jobs for about 400,000 employees, including 130,000 direct employees. Striving to 2030, creating jobs for over 1 million people, including over 350,000 direct employees.
IV. Key development orientation
1. Developing both markets of domestic tourists and international tourists
- Market of international tourists:
+ To focus on exploiting major markets such as north east Asia, southeast Asia and eastern Europe.
+ To maintain exploitation of advanced traditional markets such as western Europe, northern Europe, north America, Australia.
+ To expand new markets: India, Turkey and other countries in the Middle East...
- Market of domestic tourists:
+ To focus on exploiting tourism market of the region; developing tourist market in adjacent region such as South Central Coast region, Central Highlands, the Mekong river delta region and Hanoi; focusing on tourists for purpose of relaxation, conferences, seminars, weekend, and shopping travel.
+ To encourage development and expansion thematic tourism market.
2. Development of tourism products
- To prioritize development of products of conferences, seminar tourism and relaxation tourism.
- Development of subsidiary tourism products: tourism of historical – cultural relic sightseeing; eco-tourism; tourism of adventure, scientific research in national parks, protected areas; tourism of festivals and spiritual; cruise tourism.

3. Space organization of tourism development
- Tourism development space
+ Tourism center of the region is Ho Chi Minh City; exploitation of specific tourism products, including conferences and seminars; marine ecology; recreation and sports; weekend resort and cruise tourism...
+ Island tourism development: Ba Ria - Vung Tau province, focusing on Vung Tau, Xuyen Moc urban tourism and Con Dao national tourism zone; exploitation of featured tourism products, including resort and beach; treatment; historic, cultural relics and scenic sightseeing; conferences, seminars and cruise tourism...
+ Urban-ecotourism in Dong Nai and Binh Duong provinces; exploitation of featured tourism products, including ecological lakes, orchards; historical – cultural relic sightseeing, traditional villages; festivals, spiritual tourism.
+ Development of tourism of historic cultural relics and eco-tourism in provinces of Binh Phuoc and Tay Ninh; exploitation of featured tourism products, including festivals, spiritual tourism; historic sites, scenic sightseeing; ecotourism-resort in the mountains and national parks, lakes; traditional villages...
- Tourism zone, tourism sites and tourism urbans:
+ To focus to invest in developing 4 national tourism zones, including: Can Gio (Ho Chi Minh City), Long Hai - Phuoc Hai (Ba Ria-Vung Tau province), Ba Den mountain (Tay Ninh province) and Con Dao (Ba Ria-Vung Tau province); 05 national tourism sites, including Cu Chi (Ho Chi Minh City), Cat Tien national park (Dong Nai province), Tri An lake – Ma Da (Dong Nai province), Central Office for South Vietnam (Tay Ninh province) and Ta Thiet (Binh Phuoc province).
+ To gradually establish tourism urban of Vung Tau (Ba Ria-Vung Tau province).
- Inter-regional tourism routes:
+ Key tourism route: including major national roads connecting from Ho Chi Minh City (tourism center of the region) to other localities in the region.
+ Subsidiary tourism route: being tourism routes connecting from tourism center of the region, tourism center of the localities, tourism urbans to surrounding tourism sites in the region, including tourism route from central urbans to surrounding tourism sites of the localities in the region; tourism route along ring road No. 5 of Ho Chi Minh City; My Phuoc - Tan Van route, ring road No.4 of Ho Chi Minh City.
To base on inter-regional tourism routes, establishing and exploiting thematic tours: weekend travel, beach resort in Vung Tau; marine ecotourism tours and historical relic sightseeing in Con Dao; garden tourism, traditional village, ecotourism in Can Gio mangrove areas; sightseeing tourism in rivers of Saigon, Vam Co Dong, Dong Nai, Thi Vai and ecotourism in lakes of Dong Nai, Tri An, Dau Tieng.
- To develop regional tourism routes under roads, railways, waterways and airways to provinces in the Central Highlands; Mekong river delta region; South Central Coast region and northern provinces.
- To develop national tourism route associating with air, road and waterway to connect directly to international border gates in the region, such as:

+ International airport of Tan Son Nhat (Ho Chi Minh City);
+ Trans-Asia railway (Di An - Loc Ninh - Cambodia);
+ National roads connecting with international border gates such as national roads No.22 and 22B connect to international border gates of Moc Bai and Xa Mat (Tay Ninh); national road No.13 and No.14 connects to international border gate of Hoa Lu (Binh Phuoc province);
+ Waterway tours through sea ports in Ho Chi Minh City and Vung Tau city (Ba Ria - Vung Tau province).
4. Investment in tourism development
- Investment capital of the State budget (including ODA), FDI, capital sources mobilizing from domestic organizations, enterprises and economic sectors and other legitimate mobilization capital source. Out of which, investment capital of the State budget will be allocated basing on ability of balancing annual State budget and under progress of each stage.
- Investment programs and projects: given priority to investment in developing 04 national tourism zones, 05 national tourism sites. Investing in 04 tourism development programs, including: Training and development of human resources; promotion of and building tourism trademark of the region; conservation, restoration and development of natural resources and development of key tourism infrastructure.
V. Solutions on implementation of plan
1. Solutions on investment in tourism development
- Tourism investment
+ To organizing investment promotion forums, conferences to attract capital resources for tourism development of the region; organizing periodically tourism development conference of the region.
+ To improve investment environment to enhance competitiveness of tourism. Reviewing, developing and adjusting mechanisms and policies to attract investment in accordance with specific characteristics of the region, having open mechanisms for localities to apply suitably in each locality; issuing priority policies for difficulty localities having not enough capacity to develop tourism.
- Raising capital source for tourism
+ To mobilize financial resources of the people, local and international organizations to ensure sufficient investment capital for tourism.
+ To expand and diversify forms of attracting foreign and domestic investment such as BOT, BTO, BT, PPP.
+ To promote promotion, attraction and issue preferential mechanisms and policies to attract foreign direct investment (FDI) in tourism sector; attracting investment capital of oversea Vietnamese community.
+ To strengthen investment socialization of protection of monuments, landscapes; conservation and restoration of festivals, folklore activities, traditional villages to serve tourism development.
+ To diversify investment capital source through socialization of tourism types and tourism products; creating a favorable environment to raise capital source for tourism.
2. Solution on development of human resources
- To improve quality of teaching staff of tourism vocational training institutions; focusing on innovating training content, programs, methods; enhancing training activities in localities to meet requirements of human resource development of each locality and in accordance with international integration ...
- To develop full of tourism workforce as required, balancing structure of tourism workforce and level of training to ensure quality of human resources to meet requirements of tourism development of the region and the country.
- To improve quality of the State management staff on tourism, managers of tourism enterprises and tourism zones in localities of the region. Enhancing professional capacity of tourism promotion for staffs of tourism promotion centers of localities in the region.
3. Solution on linking tourism development
- To promote exchange of experience on tourism development among localities in the region. Closely coordinating among localities in exploiting natural resources, building tourism products, tours and unifying content and form of tourism promotion and advertisement.
- To strengthen exchange, coordination and support supply of services among tourism enterprises in the region, especially linkage of service supply between travel companies with accommodation, passenger transport enterprises... in welcoming and serving tourists.

- To expand and strengthen inner region and inter-regional linkages among localities in the region; cooperation, linkages between tourism sectors with concerned sectors, especially police, defense units to ensure safety for tourists, contributing to maintain social order and safety and national security.
- To strengthen international cooperation in development of tourism to contribute to national sovereignty and territorial integrity.
4. Solution on planning and management of regional plan
- To implement and deploy synchronously plans: on basis of content of master plan on tourism development of the region, provinces and cities in the region review, adjust or newly construct appropriate tourism development plans; implementing construction of development plans of national tourism zones, tourism urbans; specific plan of functional resorts and investment projects for each specific areas.
- Strengthening management plan
+ To disseminate master plan on tourism development of the region to all classes of society, community, and religious.
+ To set up boundary demarcation for approved projects having investors and to protect land and tourism resources.

+ To organize to monitor content of indicators of tourism economy, standard of environment protection...
+ To manage investment projects of other sectors in the region having been planned for tourism development.
+ To build professional staff specializing in management of plan, natural resource and tourism environment under Department of Culture, Sports and Tourism.
5. Solution on tourism promotion
- To strengthen organizational structure of tourism promotion and advertisement.
- To develop programs and roadmap of tourism promotion activities in each locality in the region in many ways; promoting tourism promotion at potential market to improve the region's tourism image.

- To research to develop mechanisms of promoting and advertising tourism for the region. Promoting dissemination and socialization to mobilize all resources for tourism promotion, advertisement.
- To promote Vietnamese diplomatic’s role of supporting the region’s tourism promotion and advertisement.
6. Solutions on science, technology application and international cooperation
- To develop and improve system of database and statistics on tourism in the region.
- To promote scientific research and technology transfer in field of tourism to improve quality of tourism products; out of which, focusing on application of science and technology in management and exploitation of natural resources and development of tourism products, tourism statistics, assessment of environment impact, climate change on tourism activities.
- To proactively build and suggest financed projects from funds of international cooperation, international organizations.

7. Solution on development of tourism market and products
- To develop strategies of tourist market to develop tourism in a stable and sustainable manner.
- To encourage construction of travel agencies having strong trademark and capable of attracting tourist markets, out of which, paying attention on international travel.
- To prioritize construction and establishment of tourism resorts, national tourism sites to create spread of tourism development for the whole region; investing in development of high quality entertainment services parks to increase spending of tourists and extend their stay.
- To improve quality of tourism products associating with tourism natural resources of sea, islands, rivers, lakes and humanities tourism resources to develop specific tourism products of the region and diversify forms of tourism ; focusing on building trademark of "conferences, seminars tourism" to become key tourism products and tourism trademarks of the region.
8. Solutions on protection of natural resource, tourism environment and coping with climate change
- To strengthen education propaganda to raise awareness of role and significance of tourism, environment and natural resources for tourism activities.
- To apply advanced techniques to control environmental issues, natural resource management and tourism development.
- To encourage environmentally friendly tourism activities; encouraging and supporting community to participate in investment in tourism development, sharing interests and responsibilities in exploitation of natural resources for development of tourism.
- To build effective technical solutions to protect natural resources and environmental tourism; having measures to prevent effectively natural disasters.
- To review and adjust plans in consistent with scenario of climate change and sea level rise.

VI. Organizing implementation
1. The State Steering Committee on Tourism
The State Steering Committee on Tourism directs activities of ministries and local authorities in the region on solving interdisciplinary, inter-provincial problems during implementation of plan.
2. Ministry of Culture, Sports and Tourism
- To publicize and implement the plan.
- To function as a main implementer to draw up and implement master plan on tourism development of national tourism zones, inter-provincial national tourism sites having an important role to national defense and security on the region.
- To coordinate with ministries, branches and People's Committees of centrally-run provinces, cities in the region to perform involved tasks of tourism activities; reviewing and improving mechanisms and policies in order to encourage investment and organizing promotion activities of calling for investment in building infrastructure systems and training tourism human resources of the region on basis of list of projects given priority to investment attached to this decision.
Basing on actual situation of implementation of the plan, Ministry of Culture, Sports and Tourism and the People's Committees of centrally-run provinces and cities in the region can agree to adjust title of projects, decide to supplement or reduce investment priority projects.
- To build and organize to implement an action plan on tourism development for each 5-year period which are appropriate with orientation of master plan on tourism development of the region.
- To build and organize to implement policies, plan, programs, schemes and culture, sport projects which are suitable with orientation of master plan on tourism development of the region.
- To guide localities in the region to build master plan on tourism development of each province; plans of tourism zones, local tourism sites.
- To conduct annual preliminary report and suggesting policies, implementation solutions and adjustments of the plan to be in consistent with practice; reporting to the Prime Minister.
3. Ministries, ministerial-level agencies, government agencies basing on functions, tasks and powers shall functions as the implementer, in collaboration with the Ministry of Culture, Sports and Tourism to implement the master plan on development of the region, specifically:
- To advise and submit the Government, the Prime Minister for integrating national target programs, action plan of the sector with implementation of master plan on tourism development of the region;
- To function as the main implementer to build action programs, action plans of the sector to implement assigned tasks in master plan on tourism development of the region;

- To collaborate effectively with the Ministry of Culture, Sports and Tourism in addressing interdisciplinary issues.
4. People's Committees of centrally-run provinces and cities in the region
To coordinate with the Ministry of Culture, Sports and Tourism and relevant ministries and agencies to implement following tasks:
- To actively implement and expand links among localities of the region in promotion activities to attract tourists and calling for investment in tourism.
- To encourage enterprises in the region to involve in development of specific tourism products of the region; creating favorable conditions for enterprises to cooperate tourism development with other localities in the region.
- Basing on content of master plan on tourism development of the region, building master plan on tourism development, detailed plans and appropriate investment projects associating with plans on socio-economic development of localities in the region.
- To direct and manage protection of tourism natural resources, environment especially in areas having orientation of developing national tourism zones, national tourism sites.
- To focus on traffic safety in order to improve safety for tourists, enhancing tourism images of localities and the region.
- To raise community awareness on preserving and promoting value of tourism natural resources towards objective of sustainable development.
- To implement socialization of tourism development to promote strength of economic sectors for tourism development.
- On basis of content of master plan on tourism development of the region, setting up channel of regular communication exchange among competent authorities of localities in the region to have appropriate plan on direction and guidance of tourism enterprises, investors to comply with general development orientation of the region.
- To inspect, survey activities of tourism investment and development.
5. Tourism enterprises, tourism associations and other political, social organizations
- Tourist Association and other social organizations within their functions and tasks capture objectives, viewpoints and orientations of the plan to build their action programs.
- Social - political unions and organizations coordinate with tourism sector and local authorities in the region to promote tourism image of the region; mobilizing and propagandizing to raise awareness of community on tourism, tourism plan and protection of natural resources and tourism environment.
- Residential community actively involves in tourism activities, providing community tourism service and conservation, sustainable exploitation of natural resources and environmental protection in accordance with tourism development plans.
