However, activities The dynamic of the floor only stops at connecting businesses and customers; Support access and familiarity with the trading method of e -commerce, businesses after updating the information on the floor will contact each other to make transactions; Currently, the floor is not eligible to establish the inspection and control of goods quality, production and business capacity, the ability to supply and solve disputes when there is a conflict arising, as well as other conflicts Credit solutions to ensure transactions and online payment methods, ...

- The providers of electricity, water, telecommunications and communication services have provided services and accepted bills of individuals and households through non -cash payment forms.
- Along with the trend of applying e -commerce in the purchase of common goods of the whole country, people in Binh Phuoc province have quickly approached the purchase of online goods; However, the level of application of businesses and traditional consumption habits is still an obstacle to promoting the province's e -commerce development.
- Information technology resources at enterprises have not yet met; Means and application of e -commerce in enterprises are incomplete; The provision of digital services to sellers and individual customers when purchases has not been implemented, most still use cash to pay at stores and retail points.

b) Import:
The total import turnover in the 2016-2020 period reached US $ 1,215 million, the average growth rate reached 15.2%; The main border gates: Hoang Dieu and Loc Thinh had a rapid increase in turnover, due to attracting some new items imported through the border gate such as raw cashews, fresh bananas, noodles, rubber, stone Granite, bottle oil, wood from planted forests, ...
6.2. Exchange and sale of goods of border residents
Border residents at Hoa Lu International Border Gate, Hoang Dieu main border gate, Loc Thinh, Tan Tien border gate and Loc Tan open border gate are all exchanging and trading goods with border residents Cambodia, however, the number and small values, mainly serving the consumer needs of people in the border areas;
The exchange and sale of border residents through border markets is very limited, due to the unfavorable geographical conditions, the market is located away from the border. On the other hand, due to the density of residents living in the border area between Binh Phuoc province and the provinces in Cambodia are sparse, the trade and trading of border residents is still small, mainly the aspects. Consumer goods for households such as food, washing powder, dishwashing liquid, plastic, instant noodles, fruits, cassava, charcoal ...
6.3. Investment and trade activities
a) Investment activities
Mainly implemented in Hoa Lu border -gate economic zone, so far has attracted 91 investment projects with the lease land area of 1,685 ha; There are 38 projects built and put into operation, mainly buying agricultural products with an area of about 140 hectares, attracting about 400 employees; 14 projects are under construction with an area of about 91ha; The remaining projects are implementing ground clearance. In general, the implementation of investment projects, production and business activities of enterprises in Hoa Lu border -gate economic zone is still slow, the economic efficiency is not high, has not created great motivation to spread. , attracting border economic development;
The transport infrastructure system has been completed: Routing NH13 and the west route of QL13 is being invested to connect to Hoa Lu International Border Gate; The DT 759 route to Hoang Dieu border gate, Tel 757 route to Tan Tien, An Phu border gate; Minh Lap - Loc Hiep route, ...; In addition, border districts have also invested in developing infrastructure in all fields, especially the upgrade of traffic routes connected to communes and districts to create convenience in transportation and transportation. Trade between localities in the province as well as connecting the province and neighboring provinces and border provinces in the Kingdom of Cambodia.
b) Commercial - Service activities
Commercial activities have a small scale, no wholesale market, wholesale centers of agricultural products, food, raw materials and industrial goods. Types of services such as consulting, providing information, preliminary processing, packaging, storage, loading and unloading and transporting goods, finance, etc. at the underdeveloped border gates. In Hoa Lu border -gate economic zone, the IDC port project, warehouse has been invested by businesses, but the progress is still slow and has not been put into operation;
Small -scale border trade activities have not been promoted potential. Business and distribution enterprises develop slowly, not enough force to directly participate in the Cambodian market.
The provincial tourism is in the formation phase, tourist destinations do not have a complete tourism product, lack of auxiliary service system and not highly competitive to attract tourists. In particular, not yet forming types of commercial tourism, Caravan tourism. International travel business companies are small and the tour guide team is not really knowledgeable about the edge economy, so the spread is not high. The tourist routes are connected but formed unclear, especially the international tourism route via Hoa Lu border gate has not attracted international travel business units inside and outside the province. Therefore, it has not yet been promoted tourism promotion, increasing the value of tourism products in the province.
6.4. Trade promotion activities
Trade promotion activities in border trade have not been promoted over the past time; Trade promotion, strengthening trade and trade cooperation and investment between enterprises of the two countries such as: Fair of the border provinces, border fairs, high quality Vietnamese goods fairs ... not regularly connected to organize, on the other hand, due to geographical conditions, the situation of the population in the border area is located deep in the inland distance away from the border, so the trade promotion is only implemented in the province.
6.5. Impacts outside the province
The provinces of TBong Khmum, Mondulkiri, Kratie are 03 border provinces in the Northeast of Cambodia adjacent to Binh Phuoc province, the above provinces have underdeveloped economic conditions, residential areas, trade away from the border road, so the work Attracting investment in border economic development of the province is very difficult. On the other hand, the border trade policy mechanism of the provinces bordering Cambodia is not stable; There are still many local procedures, causing difficulties for traders, limiting the trading activities of enterprises through the province's border gate.
Inter -regional transport infrastructure and Cambodian border provinces connected to Binh Phuoc province are not favorable, away from the port warehouse, factory, ... leading to the cost of operation and circulation of 02 -way goods from Cambodia to doors The province's speech to Ho Chi Minh City is higher than that of Tay Ninh province, so the border economic activity of the province faces many difficulties and poor competition.
II. Result:
The trade system in the province has played an important role in meeting the needs of goods for production and consumption of people. The diverse and diverse commodity markets are improved, the types of services are associated with the circulation of goods developed, promoting production, life and creating jobs for workers, contribute to the socio -economic development of the province.
In some urban areas, technical facilities for commercial and service activities have been gradually invested in modern investment; The distribution system has covered districts, towns and cities in the province, contributing to well serving the needs of the people; has been forming a habit of civilized and modern consumption for people in rural, remote and isolated areas.
Development of private economy in the trade and service industry has contributed to increasing the trade scale of the province, contributing positively to increasing the local budget revenue;
Enterprises in the province have gradually implemented and successfully applied digital technology and e -commerce activities on exchanges, connecting and digital transactions to help businesses save money time and cost; It has been more aware of the importance of digital technology applications to serve production and business activities.
Border trade activities of the province, not only attracting businesses in the province to participate but also attracts businesses and diverse goods from neighboring provinces, especially from Ho Chi Minh city.
Binh Phuoc's border system spreads evenly on the border favorable for exchanging and exchanging trade with border provinces of Cambodia and third countries;
The coordination between functional forces at border -gate management boards is always tight; Procedures for inspection and supervision of goods, people and vehicles are always implemented in accordance with the regulations, ensuring the most favorable for import and export, customs clearance of the business and the exchange of purchase and sale of Cu Cu. border people; Economic development associated with ensuring national defense and security, social order and safety in the border area.
In general, the trade system in the province has harmonized the traditional retail and modern retail type, basically meeting the needs of people's consumption; Although border trade activities, though small, have contributed to socio -economic development, ensuring local defense security in the locality. However, to improve service quality, increase purchasing power, effectively exploit border trade as well as quickly access to digital technology to serve production and business activities, it is necessary to continue supporting and supporting, Promote the development of both quality, quantity and size of the system of commerce, e -commerce and border trade to create a strong motivation to increase trade in services, contributing to the provincial economic restructuring.
III. Limitations, causes
1. Limitations
The development of the trade system in recent years has not caught up with the economic, social and life development of the people, especially in the context of the province's rapidly developing the trend of industrialization and urbanization. Currently, the province has not attracted large retail trade groups, so it has not formed supermarkets, commercial centers, chains of retail goods on a large scale to meet the shopping needs, consumption of people in urban areas and industrial development areas with crowded population and workers.
The trade system is unevenly developed between rural and urban areas, between midland and mountainous areas (focusing on developing in the southern localities of the province such as Dong Xoai city, Chon Thanh district, Dong Phu district and underdeveloped in the northern region of the province such as Bu Dang, Bu Dop and Bu Gia Map districts).
Some markets have been degraded, so they have not shown the central role in the flow of goods and are the focal points of commodity trade in the locality and surrounding areas, so the participation in promoting goods in the locality is still limited.
The implementation of socialization in commercial infrastructure investment, market transfer to enterprises and business cooperatives exploited and managed and implemented is still slow.
Consumers have not yet put their faith in online shopping; Human resources for e -commerce applications in enterprises are limited, the contingent of officials in charge of e -commerce is missing; Many businesses have not paid attention to the application of e -commerce in production and business activities. (The rate of retail goods through modern trade channels accounts for about 15%; E -commerce revenue accounts for only about 2% of the total retail of goods and consumer service revenue of the province). On the other hand, the implementation of e -commerce applications of new businesses in the early stages, so the efficiency is not high, has not kept up and commensurate with the overall development requirements of the country.
The province has a long border, but only 01 Hoa Lu international border gate has affected and limited to the connection, trade and transport through the third country.
Border commercial infrastructure is still lacking and weak, developing is not synchronized, lack of modern trade types such as supermarkets, commercial centers, product introduction stores, especially the budget system. Goods for border payment needs and border market systems to promote the trade exchange of border residents.
Has not exploited all potential commodity products and is the advantage of the province; Most export items are made from businesses and goods outside the province.
The border communes market are located deep in the inland, mainly serving the buying and selling needs of the people in the commune, not much involved in the exchange and sale of goods of border residents of the two countries.
There is still smuggling across the border, the violations are increasingly sophisticated and difficult to control.
2. Causes
Because the state budget is limited, credit capital for all economic sectors participating in investment is still low. Large corporations and foreign investors in the field of wholesale and retail in the province have not yet, the retail market is not really attractive, due to the low population density and the purchasing power is not large.
Binh Phuoc's commercial businesses are small and small, so they face many difficulties in the process of expanding production and market development.
Economic conditions of rural communes and remote areas are still difficult, low living standards, so the development of the system of goods supply is still slow, few businesses are interested and investment due to low profitability.
The awareness of people on e -commerce is not high; Businesses assess the importance and benefits of e -commerce are not adequate and properly; Businesses in the province are mostly small and medium -sized enterprises, limited scale, not really focusing on the application of digital technology and the implementation of e -commerce development. In addition, many businesses are interested, but due to the limited financial capacity, lack of equipment and management human resources, the application of e -commerce has not been really successful.
Some of the provincial border gates have been proposed to be upgraded to the international border gate, the main border gate, etc. but because they have not been supplemented with the planning of the border system across the country, they have not considered;
Because the budget is still difficult, the investment in developing border -gate infrastructure is still limited and developing is not commensurate with the potential.
Transport infrastructure is still incomplete in connecting with the main border gate, the auxiliary border gate; It has not met the needs of transporting and circulating goods in large quantities. On the other hand, due to the geographical location, far from the harbor, the factory, less convenient than other neighboring provinces, it has partly restricted enterprises exporting and importing goods through border gates in the province.
Urban, service and residential areas between Binh Phuoc province and border provinces on Cambodia are almost none, located deep in the inland, so there are no trading and trading activities of residents gender in border commune markets;
Due to the qualifications, not deep awareness, lack of employment, income and living standards are still difficult ... so some border residents have participated in illegal smuggling goods through the border.
Part III

Therefore, the provincial trade activities have increased significantly to serve the needs of the increasing people. On the other hand, due to the limited commercial infrastructure, traditional markets have been degraded, modern trade types of commercial centers, small -scale supermarkets, not fully meeting the needs of the people in urban area. This is the pressure to force the trade system to take advantage of opportunities and resolve limited shortcomings to meet the development process of the province in the near future.

In this context, e -commerce is paid special attention by state management agencies to promote development and become a commonly used transaction method. This is the optimal choice of businesses as well as consumers; contribute to ensuring the supply of goods, expanding the market for businesses in the pandemic, supporting the promotion of local products with strengths. Therefore, developing digital technology and e -commerce (e -commerce) of the province has begun to form according to the general trend of the whole country. However, with low starting point, (revenue of e -commerce activities accounts for only about 2% of the total retail of goods and consumer service revenue of the province) The fruit is not high.
The border trade of the province is small, unstable and not commensurate with the potential; It is necessary to promote the development of border trade on the basis of exploiting potentials and advantages, attracting resources to contribute to increasing the proportion of trade and service in the economic structure of the province; ensure national defense - security, social order and safety in the border area.
