NATURAL CONDITIONS OF BINH THUAN PROVINCE
- Geography
Being located in the South East Economic Region, Binh Thuan Province shares its border with Lam Dong, and Ninh Thuan Province to the North, Dong Nai Province to the West, Ba Ria - Vung Tau Province to the Southwest, and the East Sea to the East, and the Southeast with the costal line of 192 km long. Phu Quy Island is offshore, being 120 km of Phan Thiet City.
The province is 200 km of Ho Chi Minh City, 250 km of Nha Trang City. The National Highway 1, and the North - South Railways are running through, connecting the province with the Northern and Southern provinces. The provincial road No28 connects Phan Thiet City with Southern provinces of Tay Nguyen. The provincial road No55 joins the province with Vung Tau Center of Petroleum and Tourism Services.
- Topography
The majority is low hills, mountains, and narrow, small costal plains. The province’s terrain is narrow in width, stretching towards Northeast - Southwest, and divided into four kinds of terrains as followings:
- Sandy hills, and costal sand dunes accounting for 18.22 per cent out of the total natural land area, distribute along coastal areas from Tuy Phong to Ham Tan. The biggest area is in Bac Binh with 52 km long, and 20 km wide. The main terrain is wavy hills.
- Alluvial plain makes up 9.43 per cent out of the natural area.
- Hilly regions seize 31.66 per cent out of the natural area with height of 30-50 meter, stretching towards Northeast – Southwest from Tuy Phong to Duc Linh.
- Low mountains occupy 40.7 per cent out of the natural area. These are mountain ranges of Truong Son Mountain, running towards Northeast – Southwest, from the Northern Bac Binh District to Northeast of Duc Linh District.
- Climate
Binh Thuan Province lies in the tropical monsoon zone with 2 distinct seasons. The rainy season lasts from May to October while the dry season lasts from November to next April. Being located in the driest region in the country, the province doesn’t have winter, and enjoys lots of sunny, and windy. The average temperature is 26.50C - 27.50C. It receives about 800 - 1,600 mm of average rainfall per year, which is lower than the country’s rainfall. The humidity is 79 per cent averagely

INDUSTRIAL PARKS OF BINH THUAN PROVINCE
 
- Phan Thiet Industrial Park
Location: Being contiguous to center of Phan Thiet City, the industrial park is situated in the traffic circle of National Highway 1A, and National Highway 28. It is 196 km of Ho Chi Minh City, 250 km of Nha Trang City, 150 km of Vung Tau City, and 165 km of Da Lat City.
Total area: 68 ha
Investment priorities: Processing agricultural and forestry product, food, foodstuff, fruit, and beverage. Production of consumption goods, garment and textile, leather shoes, home appliances, electrical, and metal equipments, etc. Production of stationary, kids toys. DEVELOPMENT RESOURCE OF BINH THUAN PROVINCE
 
- Land resources
The total land area of Binh Thuan Province is 785,462 ha, divided into 10 kinds as follows:
- Sandy land, costal sand dunes, and salty land distribute along the costal line from the Southern Tuy Phong to Ham Tan, covering an area of 146.5 thousand hectares, making up 18.3 per cent out of the province’s total area.
- Alluvial land covering an area of 75,400 hectares, accounting for 9.43 per cent out of the total natural land area, distribute in costal plains, and valley of La Nga River. The majority of this land area is cultivated for water rice crops, fruit and vegetable crops, etc.
- Grey land covering an area of 151,000 hectares, occupying 18.9 per cent out of the total land area, distribute in almost districts. The capacity for taking use of this kind of land in to forestry and industry premises is still big.
- The remains are the complexes of hilly, mountainous land, yellow-red land, and brown land on semi dry region. This kind of land can be used for forest, and agricultural purposes.
- Forest resources
The area of forestland covers an area of 368,319 hectares with wood reserves of 19,508 million cubic meters, which decreased 4.47 million cubic meters, and 95.6 million bamboos and neohouzeauas, an increase of 70 million plants.
- Sea resources
Binh Thuan has the costal line of 192 km. Phu Quoc Island is offshore, being 120 km of Phan Thiet City. The water territory is 52,000 sq.km. This is one of water territories, which is rich in many kinds of seafood, tourism, and sea mineral exploitation.
The total fish output of inshore area of Binh Thuan Province is from 220-240 thousand tons. The exploitation capacity is about 100-120 thousand tons/year, of which 60 per cent of floating fishes concentrated in three fishing grounds of Phan Thiet, Ham Tan, and Phu Quy Island. The reserves of octopus and areca are 10,000 - 20,000 tons, and 50,000 tons respectively. The exploitation capacity reaches 25-30 thousand tons, concentrating in fields of Lai Khe, Hon Rom, and Cu Lao Cau
Infrastructure
Transport
- Road: Locate on north –south essential transportation axis, Binh Thuan province has 03 national highways running through and all of them have been upgraded and expanded. Highway 1A has completed upgrading and expansion beginning of year of 2000, highway 55 to Ba Ria - Vung Tau province and highway 28 from Phan Thiet to Di Linh, Lam Dong were expanded and completed in 2001.
Local government are mobilizing capital resources to invest in upgrading, expanding and extending roads to centers of districts, communes, mountainous areas and other important economic areas to ensure production and circulation of goods and movement of people.
- Railways: North –south railways run through the province with a length of 190 km and 11 stations
- Sea: Being a coastal province with wide sea, 192 km coastline, islands and locating near international shipping routes.
Currently, Phu Quy port was built completely and can receive ships of 10,000 tons, port of Phan Thiet is being built to receive ships of 2,000 tons.
- Airway: transportation demand, especially for tourists, investors, more and more increase, Binh Thuan province is calling for investment to rebuild airport of Phan Thiet.
 * Telecommunication:
Communications systems were modernized, connect with international and national information systems. Mobile phone, Internet service are widely used, ensuring customer’s requirements. There are in average 4,59 telephone subscribers per 100 people.
 * Electricity
Electricity sources have ability of meeting all electricity needs. There are 03 main electricity sources:
- From Da Nhim hydroelectric power plant through 110 KV transmission grids.
- From Ham Thuan - Da Mi hydroelectric power plant through 110 KV transmission grids

- 3,800 KWh diesel generator station.
Of which: to provide electricity to area of Phan Thiet, there are transformer station in Phan Thiet center with a capacity of 50 MVA, and will be expanded and upgraded from 80 to 100 MVA; Electricity grid system in Phan Thiet city is also being improved to meet demand of residential and industrial areas of Phan Thiet.
 * Water:
- Phan Thiet Water Plant has a capacity of 25,000 m3/day, which is currently upgrading and expanding pipeline system with ADB funds, make sure to meet daily needs and production.
- All district have small-scale water supply stations with a capacity of 500 – 2,000 m3/day.
* Other service system:
Including banking, insurance, education, medical care, legal services, public notaries, real estate, construction, transportation, translation, job training, employment agencies... quite developed to fully meet customer requirements.

ADJUSTED MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF BINH THUAN PROVINCE TO 2020 WITH A VISION TO 2030

1. Development viewpoint:
- Socio-economic development of Binh Thuan province is in overall development of the whole country and the region; in line with socio-economic development strategy of the whole country, master plan on socio-economic development in the North Central and South Central Coast, plans on development of branches until 2020 approved by the Prime Minister.
- Mobilize highest resources to accelerate the speed and quality of economic growth, soon shorten the gap and keep pace with development level of the whole country. Constructing Binh Thuan province into a modern industrial - service oriented manner.
- To actively integrate, well implement the regional linkage; To step up economic restructuring along direction of industrialization and modernization as well as development along the width while attaching importance to development in depth and quickly increasing fields with high labor productivity and great efficiency; sharply developing spearhead products, dynamic areas of the province on basis of bringing into play human factor and key breakthrough points, out of which, the province has a competitive advantage.
- Sustainable socio-economic development: Combining economic growth with ensuring social justice; resource - environment protection; at the same time, regularly reviewing development process to adjust accordingly.
- To closely combine socio-economic development with consolidation of national defense and security in each locality.
2. Development objectives:
a) General objective:
To exploit and effectively use resources, potentials, advantages, active integration, develop marine economy, tourism and energy. To build and develop Binh Thuan province by 2030, basically becoming a modern industrial province focusing on building three national centers: energy center; sea-tourism center; titanium mineral ore processing center; having sufficient and synchronous socio-economic infrastructure with the whole country; progress production relations progress; social security and social welfare are guaranteed, people's living standard will be improved, income per capita is not lower than the national average, environment is well protected; defense - security is constantly strengthened, social order is maintained.
b) Specific objectives:
- Economic:
+ Strive for the period of 2016 - 2020 with average economic growth rate (GRDP) of 7.0-7.5% / year, out of which: agriculture - forestry - fishery increase 3.3 - 3.8% , industry - construction increase by 9.0 - 9.5%, services increase by 8.2 - 8.7%. The vision for the period of 2021 - 2030 has an average economic growth rate (GRDP) of 7.2-7.5% per year, out of which: agriculture - forestry - fishery increases 2.8 - 3.0%, industry - construction increases by 10.0 - 11.5%, Services increases by 6.2 - 6.4%.
+ Economic structure continues to move towards increasing proportion of industry - construction and services. By 2020: share of agriculture, forestry and fishery will be reduced to 21.4 - 21.8%, industry - construction 31.4 - 31.8% and services 46.6 - 47.0%. By 2030: proportion of agriculture, forestry and fishery will be reduced to 12.0 - 12.5%, industry - construction 45.0 - 46.0%, services 42.0 - 43.0%.
+ To try to hit GRDP per capital will reach 3,100 - 3,200 USD in 2020. By the year of 2030, reaching 8,200 - 8,500 USD.
+ To attract social investment capital, comparing to annual average GRDP in the period of 2016 - 2020, accounting for 43-44%, in period of 2021 - 2030 accounting for 44 - 45%.
+ The rate of domestic revenue per annual average GRDP in a period of 2016-2020 (excluding direct oil and gas export and import tax) will be 9.5-10.0%, in a period of 2021-2030 reaching 9.0 - 9.5%.
+ Expenditure on development investment in the annual local budget expenditure balance in the 2016-2020 period will account for 35% and 40% for the period of 2021-2030.
+ Export turnover to the year of 2020 is about 600 million USD, out of which, export turnover of goods is 380 million USD. By 2030, export turnover will reach about USD 1.5 billion, out of which, export of goods will be USD 1 billion.
- About society:
+ Natural population growth rate will decrease to 0.87% by 2020; Average population growth rate in the period of 2016 - 2020 is 0.7% per year and in a period of 2021 - 2030 is 0.65%.
+ To create jobs in a period of  2016-2020 around 24,000 laborers per year; to accelerate labor restructuring in direction of progress. Percentage of trained laborers by form of training will reach 65-70% by 2020 and 70-75% by 2030.
+ To reduce rate of poor households (according to new standards) on average from 1.0 to 1.2% annually.
+ To raise mobilization rate and raise the quality of education. By 2020, the proportion of schools meeting the national standard is over 40%; prevalence rate of preschools is 80%; secondary school enrollment at right age reaches 90% and secondary school enrollment reaches over 50%. By 2030, the proportion of schools reaching national standards will reach 70-80%; prevalence rate of preschool enrollment is equal to the national average.
+ To consolidate and perfect the grassroots medical network; To build and upgrade commune health stations according to national standards. Strive to reach the ratio of 7.0 doctors / 10,000 person and 30,6 patient beds / 10,000 people by 2020, equal to the national average in 2030. Proportion of communes meeting national health standards by 2020 (new standard) reaches 100%. The rate of malnourished children under 5 years old will remain below 9% by 2020 and by 2030 equal to the national average.
+ To strive for the target that by 2020, 50% of communes (48 communes) will reach new rural standards and by 2030, 100% of new rural communes. By 2020, 50% of wards and townships will reach urban civilization standards; Strive to reach 100% of villages, neighborhoods in the plains and 60% of mountainous villages, islands have cultural houses and sports.
+ Rate of urbanization will be 40-45% by 2020 and 50-55% by 2030.
- About environment:
+ By 2020, 98% of households will have access to hygienic water, out of which 65% will have access to clean water in accordance with the Ministry of Health standards; By 2030, 100% of households will have access to clean water.
+ Percentage of households using electricity will reach 99% by 2020 and 99.5% by 2030.
+ Percentage of urban solid waste which are collected and treated will reach 93% - 94% by 2020 and 100% by 2030. Proportion of collected solid waste collected in rural areas will be 50% by 2020 and 60-70% by 2030.
+ Percentage of industrial parks operating with concentrated waste water systems up to the environmental standards will reach 100% by 2020.
+ Rate of forest cover will reach 43% by 2020 (including 55% of industrial and perennial crops).
3. Contents of plan:
a) Orientations for development of branches and fields:
- Agriculture-forestry-fishery, rural areas:
 Agriculture:
Accelerate development of comprehensive and sustainable agriculture in association with the construction of new countryside. Focus on developing modern agriculture; rural development associated with urban, industrial - service. To accelerate industrialization and modernization of rural areas in parallel with environmental protection.
To concretize and well implement the scheme on agricultural restructuring under Decision No.899/ QD-TTg dated 10 June 2013 of the Prime Minister; To focus on agricultural development in direction of producing goods of high quality, constantly raising added value on basis of exploiting to almost advantages of the locality. To restructure farming industry towards large-scale, concentrated production development; To develop steadily main crops and advantages such as dragon fruit, rubber, cashew and other crops in line with their advantages and conditions of soil and climate change adaptability. To continue to well implement policy of flexible and effective use of rice land area. Shifting livestock into farm-oriented, semi-industrial and semi-industrial farms with controlled epidemics and environment; attach plan of livestock development to system of slaughter, processing, preservation and consumption.
To attach importance to application of scientific and technical advances in the production, preservation and processing of agricultural products; Focus on improving plant varieties and livestock along with enhancing food safety and hygiene; To step by step form a model of hi-tech agricultural production; closely linking production with processing and consumption of products in value chain for advantageous and highly competitive products; paying attention to improve quality of dragon fruit; replicating large sample field models, high quality rice fields. Reorganizing production in agriculture along with promotion of enterprise development, cooperatives and other forms of cooperation, should be explored for development of linkages in value chain.
Strive to 2020: food output reaches 811,000 tons (out of which: paddy reaches 616,000 tons, corn reaches 195,000 tons); output of rubber latex reaches 65,000 tons; dragon fruit production reaches 750,000 tons; article reaches 14,000 tons; meat production of all kinds reaches 40,000 tons.
Forestry:
Strengthening forest management, protection and development activities, preventing and reversing deforestation; particular attention should be paid to headwater forests, protection of forests, special-use forests and adjacent areas to neighboring provinces. Encouraging implementation of hiring, contracting forest protection, afforestation, animal husbandry and non timber forest products development to increase income and sustainable forest development.
For protection forests, special-use forests must strictly protect and increase power of their guardians and increase their interests. With regard to production forests, boldly consider to allocate forests to qualified organizations and individuals and work out effective production and business plans for forest protection and business, not necessarily forestry farms, the State - owned company.
To strongly develop production forests on the basis of intensifying application of technical advances, especially varieties and intensive investment in order to increase yield and quality of forests in accordance with specific conditions of each ecological region. In parallel with the development of small-scale plantation of small timber material and short-term material for processing, priority should be given to research and develop models of economic afforestation with large timber species with high biomass, high exploitation yields, shortened harvesting cycles, sustainable sources of forest products; replacing good forest plantation when changing the purpose of use.
To develop forest product processing industries according to plan, diversified in terms of scale, types of products and consumption markets. Attach plan of planted forest areas with forest product processing plan; To support forestry companies and enterprises to invest in developing forest product processing establishments with modern technologies using on-the-spot raw materials and processing export goods under sustainable, firm forest use and management model (FSC); at the same time, arrange processing of furniture, furniture for rural areas to meet needs of site on basis of strict management of input materials.
Strive for the period from 2016 to 2020, 44,440 hectares of concentrated forest; scattered trees of 3,540 ha; taking care for plantation of 14,410 ha; contracted forest protection of 159,880 ha; regenerating 6,730 ha of regenerated forest.
+ Seafood:
Careful guidance on the marine economy. Strength of the region is development of power industry (thermal power, wind power), mining, deep seaport development, sea tourism development, cultural and historical tourism.
g) Socio-economic development in combination with security and national defense:
- To direct good performance of military - defense tasks. Improving capacity of directing and commanding at all levels, building a higher quality armed forces; firmly grasp enemy situation, perform well task of fighting and fighting successfully. Resolutely struggling to prevent all conspiracies, anti-democratic activities of hostile forces. Effective implementing social policies and military rearrangements; ethnic and religious policies; promoting democracy and uphold social discipline; to preserve and promote national cultural identity and build a healthy cultural and spiritual life in defense zone.
- To maintain political security and social order and safety. Strengthening internal security, cultural security - ideology, information security, communication ... do not let bad elements to use to incite large numbers of protesters causing disorder and security. To actively open waves of attacks, suppress crimes, ensure security and order in each locality. Improve efficiency of investigating, handling cases, resolving complaints and denunciations and legitimate aspirations of the people. To strive to control and reduce traffic accidents on all three sides; repel drug evils, number of threads, destructing gangs, hooligan gangs in the area. Promoting the movement "all people protect the country’s security".
4. Solutions on implementing the plan:
a) Perfecting institution of socialist-oriented market economy, improving and enhancing competitiveness of the provincial business environment:
- Regularly carry out task of reviewing and systematizing legal documents of the province and promptly abolishing, adjusting and supplementing documents with contents which are no longer compatible with current regulations of the central and actual situation of the locality.
- To perfect mechanisms, policies and legal regulations on finance and state budget, to ensure publicity, transparency and accountability of branches, levels and units using the State budget according to regulations.
- To deploy drastic measures to improve the Provincial Competitiveness Index (PCI).
- To maintain a dialogue conference between enterprises and leaders at provincial and district levels and specialized branches to solve difficulties and problems in operation of enterprises in the province.
- To strengthen reform of administrative procedures, continuing to improve quality of handling administrative procedures for organizations and citizens, propose removal of unnecessary procedures, causing troubles, shortening time of implementation, ensuring fast, accurate regulation.
- To continue to review, simplify and perfect process of receiving and handling administrative dossiers under one-stop door and inter-agency mechanism of agencies, units and localities.
b) Improving quality of plan and raising effectiveness of the State management over the plan:
To review development plan of each branch in line with national and regional plans and overall socio-economic development plan of the province, together with stepping up restructuring of the economy in general, each sector in particular, in line with requirements of international and regional integration; well done marine functional zoning plan. In the plan, attention should be paid to closely linking socio-economic development with national defense and security, contributing to good implementation of the national and island strategies, ensuring integrated effect, paying due attention to environmental protection requirements, actively responding to climate change.
To attach importance to finalization and publicization of land use plan, infrastructure development plans, urban and industrial plans, important branch plans and products of priority development.
Strengthen inspection and supervision of planning compliance in departments, sectors and localities.
c) To renew mechanisms and policies on mobilization, allocation and use of investment capital:
- Drastically, effectively restructure public investment:
 To focus on overcoming effect of spreading, scattered and incomprehensive investment conditions.
- To continue to review, finalize regulations, mechanisms and decentralization policy, managing public investment in the province.
To develop and implement consistent, effective medium-term investment plans; This will focus investment capital from the State budget for key projects; to reserve a satisfactory part of the State budget capital for the ground clearance and land fund plan for construction of population quarters for creation of capital.
To make public, transparent information about investment; encourage and create conditions for community to monitor of public investment projects.
- To reform mobilization of resources, preferential regimes, investment encouragement, investment management mechanism, expanding domestic and foreign investment attraction opportunities:
To identify and announce a list of feasible infrastructure investment projects that are capable of recovering capital and identifying specific mechanisms and policies for each project, each phase to attract and mobilize private capital. Investing in infrastructure development. To formulate plans on mobilization and promotion of foreign direct investment to develop priority industries. Promote socialization of investment in cultural, educational, health, physical training and sport facilities, vocational training, trade infrastructure ...; Promoting movement "the State and people work together", "People do, the State support".
 To implement mechanism of bidding for mineral exploration and exploitation rights, auction of land use rights and bidding for projects of using land for allocation or lease of economic and social development projects. Ensuring use minerals, land and natural resources economically, efficiently and sustainably.
To implement specific regulations on conditions for investors to be allocated or leased land for production and business projects, economic and social development; To work out a comprehensive and specific sanctioning order to strictly and definitively handle cases where land is allocated or leased by the State but used in a wasteful manner, not for the right purpose, land speculation or delayed putting land into use.
d) Restructuring the State-owned enterprises; improve quality of private enterprises:
To firmly and consistently restructure the State enterprises: To equitize and divest the State capital strictly according to the Government's and the Prime Minister's regulations and legal documents in each period. Ensure the State-owned enterprises operate under market mechanisms and compete on a par with those of other economic sectors. Strengthening inspection and control of situation of capital use at the State-owned enterprises in the locality.
- To efficiently implement national programs on development and raising quality of private enterprises. Continue to implement the program "Vietnamese use Vietnamese goods" to raise awareness of consumption of Vietnamese goods and support consumption of products of small and medium enterprises.
e) To step up economic restructuring, raise  efficiency and linkages between branches and fields, cooperate with localities throughout the country and international integration:
- To focus on directing restructuring of production, giving priority to development of high added value products, application of high technologies, information technology, clean technologies, economical and efficient use of energy and environmental protection.
- To review implementation of mechanisms and policies to promote branch development and sector linkage. Expand and promote cooperation with localities throughout the country, first of all, provinces in the region to exploit and maximize their potential and advantages; to do well external work associating with actively seeking and expanding market in a positive and firm manner.
- To promote dissemination of information and communication in order to raise awareness of political system, business community and whole society on international economic integration. To well implement plans and programs of action of the central and provinces for international integration. To well organize market work from information, forecasting and advertisement of products with support of the State and active participation of all economic sectors.
- To continue to direct drastically, effectively and timely implementation of measures to improve investment environment and prepare necessary conditions for investment attraction; To implement measures to support enterprises to bring into full play their advantages and minimize adverse impacts on the province's key products as Vietnam integrates more deeply into international economy, for the ASEAN Economic Community (AEC) agreements, free trade agreements, TPP agreements.
e) Raising quality of human resources to create favorable conditions for economic restructuring and transformation of growth model:
- To enhance effective implementation of human resource development plan of Binh Thuan province in the 2011-2020 period; vocational training strategy associates with social needs in the period of 2012-2020; vocational training project for rural workers in Binh Thuan province to 2020,...
- To continue to study, amend and supplement policies to support training of highly qualified human resources, especially technicians, technology and management for priority sectors.
- To strengthen vocational training according to actual needs of market and specific requirements and addresses of employers. Continuing to renovate training methods in a flexible and diversified manner; strengthen training links among schools in the province and among local and foreign institutions.
- To review existing labor force in the province so as to work out training and re-training plans to meet development requirements of economy, paying attention to labor force serving in fields. Developing advantage products of the province.
- To improve quality of labor for agricultural and rural development by expanding the forms of vocational training associated with transfer of new technologies, new production techniques and processes to farmers; To replicate good models in vocational training for rural laborers, to provide vocational training for craft villages and specialized production areas to create employment opportunities for rural laborers.
g) Development of science and technology to promote economic restructuring associating with transformation of growth model:
- To implement policies to support technology innovation for export-manufacturing enterprises. Assist business to build and protect the brand. Continue to support enterprises to register Binh Thuan dragon fruits and Phan Thiet fish sauce in foreign countries.
- To step up research, application and transfer of technical advances and new technologies in agricultural, forestry, fishery and salt production; Priority should be given to implementation of programs and themes linking to production and production areas which are capable of creating breakthroughs in productivity, product quality and adaptation to climate change conditions; to accelerate application of hi-tech agriculture to fields of seeds, cultivation and post-harvest preservation processes, especially agricultural products of the province.
- To continue to implement technology-equipment renewal policy for enterprises producing advantageous products of the province; encouraging businesses to invest in modernizing modern and environmentally friendly production lines with high productivity and added value.
5. Organizing implementation of the master plan
On basis of adjustment of master plan for socio-economic development of Binh Thuan province up to 2020 with a vision to 2030, it is necessary to expeditiously implement and adjustment of master plan with following principal tasks:
a) To introduce and advertise projects, adjust plans to attract attention of the people and investors involving in implementation.
b) To formulate action programs and a roadmap for implementing readjustment of plans so as to coordinate harmony in socio-economic field, ecological environment and national defense.
c) To formulate mechanisms for coordinating branches, levels and institutions in implementation of readjustment of plans, closely supervising and inspecting implementation of plans and investment promotion in the locality. Study, develop, promulgate according to its competence or submit to competent state agencies a number of mechanisms and policies suitable to the development requirements of the province and the State law in each period for collection. Engage, mobilize resources to implement adjustment of plans.
d) Coordinating plan. Adjust and timely supplement plans of sector development. Making long-term, medium-term and short-term plans; Key development programs, projects which are suitable with new situation along direction of synchronous, modern, ensuring ecological environment.
e) To study scheme on development or revision of detailed plans on a number of domains in the provinces, which shall serve as basis for elaboration of five-year and annual plans: The master plan on socio-economic development of district, town, city; Planning development of urban systems and residential areas; construction plans; land use plans; To plan development of branches and fields in order to ensure overall and synchronous development under plan.
f) To specify prioritized projects in adjusted master plan which already approved (elaboration of economic-technical feasibility studies), announce to mobilize capital, arrange capital sources and organize implementation.
g) Relevant ministries and branches shall, within the scope of their functions, tasks and powers, have the following responsibilities:
- To guide and assist the People's Committee of Binh Thuan province in implementing the master plan; To study, formulate and promulgate or submit to competent authorities for promulgation a number of mechanisms and policies which are suitable to socio-economic development requirements of Binh Thuan province in each period in order to efficiently use sources; to encourage and attract investment according to objectives and tasks of socio-economic development of the province mentioned in readjustment of the plan.
- To coordinate with the People's Committee of Binh Thuan province in adjusting and supplementing plans of branches and sectors to ensure uniformity and consistency of adjusted plans; consider and support the province in mobilizing domestic and foreign investment capital sources to make adjustment of the plan.
