b) Specific objectives up to 2030:
- Goal 1: Maintain firmly the replacement fertility, reduce fertility gap between regions and subjects
+ To firmly maintain the replacement fertility level (with an average of 2.1 children per woman of reproductive age), a population of 104 million;
+ Reduce 50% of fertility gap between rural and urban areas, mountainous areas and plains; 50% of provinces will have replacement fertility;

3. Perfecting mechanisms, policies and laws on population

4. Developing the network and improving the quality of population services
Strengthen the network of family planning service delivery to ensure that district health facilities can provide all family planning services, and commune health facilities provide basic family planning services. Continue to maintain and improve the effectiveness of the distribution of non-clinical services through the network of village health workers and population collaborators.
Innovating the method of providing family planning services in the direction of expanding, fully meeting the needs of each target group. Continue to mobilize all economic sectors to participate in social marketing and socialization to provide contraceptive means and services.
Expand access to and use of reproductive health and friendly sexual health services for youth. Strengthen the state management of the provision of abortion services, eliminating unsafe abortion.
Pilot and step by step expand the program of prevention, screening, intervention, and early treatment of diseases and disabilities that cause infertility among the young population. Establish a multi-level infertility screening network, accelerate technology transfer to expand the fertility support network. Focusing on investment to have fertility support centers on a world-class basis.
Replicate effective models, focus investment in some key areas, gradually expand and gradually universalize the provision of counseling services, pre-marriage health checkups, including algae reduction kissing and bloodline marriage. Special attention should be paid to the provision of services for early detection of risks and genetic prevention of dangerous diseases in fetuses and children.

(11) The Ministry of Education and Training shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in renewing contents and methods of population, reproductive health, sexual health, gender and average education, gender equality and gender orientation in line with the Strategy.
(12) The Committee for Ethnic Minorities chairs and coordinates with the Ministry of Health and relevant ministries and agencies to implement programs, projects and projects on reducing child marriage and inbreeding in mountainous areas, and ethnic minorities in the direction of the Strategy.
(13) The Ministry of Planning and Investment shall assume the prime responsibility and coordinate with the Ministry of Finance in summing up development investment plans; coordinate with the Ministry of Health and concerned agencies in mobilizing official development assistance (ODA) capital for population-related programs, schemes and projects.
(14) The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, based on the capacity of the annual state budget, allocate budgets to ensure the implementation of programs, schemes and projects related to population field; guide, inspect and inspect the use of funding.
(15) Vietnam Television, Voice of Vietnam, Vietnam News Agency and other mass media to increase the broadcast time and appropriate number of articles; improve the quality of population propagation and development in programs, specialized pages and categories.
(16) Other ministries, ministerial-level agencies and Governmental agencies shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of this Strategy within the scope of their assigned functions and tasks. .
(17) People's Committees of provinces and cities under central authority shall organize the implementation of the Strategy in their localities under the guidance of the Ministry of Health and other relevant ministries and branches; develop and organize the implementation of annual and five-year population and development plans in accordance with this Strategy.
(18) Proposing the Central Committee of Vietnam Fatherland Front, Vietnam General Confederation of Labor, Central Vietnam Women's Union, Central Ho Chi Minh Communist Youth Union, Central Farmers' Union Vietnam, Central Vietnam Elderly Association, Vietnam Family Planning Association and other member organizations of the Front, social organizations, within the scope of their functions and duties, participate in organize the implementation of the Strategy; promote propaganda and education in their organizations; take part in formulating policies and laws, and supervise the implementation of the legislation on population.

(5) The Ministry of Information and Communications shall assume the prime responsibility and coordinate with the Ministry of Health and localities in organizing the implementation of programs, schemes and projects on information technology propagation, propagation and application according to orientation of the Strategy.
(6) The Ministry of Culture, Sports and Tourism shall assume the prime responsibility and coordinate with the Ministry of Health and the concerned ministries and branches in organizing the implementation of programs, projects and projects in the field of family and culture, sports, tourism oriented Strategy.
(7) The Ministry of Agriculture and Rural Development shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of programs, schemes and projects on new rural construction and re-migration, settlement of hydroelectric and irrigation projects in line with the Strategy's direction.

(9) The Ministry of Home Affairs shall assume the prime responsibility and coordinate with the Ministry of Health and the concerned ministries and branches in organizing the implementation of programs, schemes and projects on youth and organizing the apparatus for population work according to regulations, direction of Strategy.
(10) The Ministry of Natural Resources and Environment shall assume the prime responsibility and coordinate with the Ministry of Health and concerned ministries and branches in organizing the implementation of programs, schemes and projects on water environment pollution and gas change, following the orientation of the Strategy.
