1. Scope and boundaries:

The Tam Thanh and Tam Phu communes, part of Tam Thang commune and An Phu ward of Tam Ky city; Binh Hai, Binh Sa, Binh An, Binh Trieu, Binh Minh and Binh Dao communes of Thang Binh district, Quang Nam province. The boundaries of the planning area are specified as follows:

- To build Chu Lai open economic zone in line with the national development strategy and the Vietnam sea development strategy;

- To make legal basis for the implementation of zoning plans, detailed planning of functional zones and construction investment projects in economic zones.
3. Characteristics:
- It is a multi-sector marine economic zone. One of the nuclei, the major development center of the Central Key Economic Region;
- Being an urban development area; is the automotive and aerospace industry support center; central gas - electricity and petrochemical products; textile and garment auxiliaries, other types of industrial applications with high technology and high levels of gray matter; the center for organic farming, high-tech agriculture and a tourist service center in association with the operation of Chu Lai airport and Chu Lai - Ky Ha port system;
- It is one of the focal points of important transportation, trade and exchange in Central Vietnam and the Central Highlands; gateway to the East Sea of ​​the Central Highlands, Southern Laos, Northeast of Cambodia and Thailand;
- It is an important security and defense area.
4. Scale of population and land for construction:
- The current population size is 128,094 people;

5. Proposed economic and technical norms:

6. Contents of planning study:
- To adjust the master plan for construction of Chu Lai open economic zone in order to ensure compliance with Decision No. 32/2017/QĐ-TTg July 20, 2017 of the Prime Minister amending and supplementing the Regulation on the operation of Chu Lai open economic zone, Quang Nam province promulgated together with Decision No. 24//2010/QĐ-TTg March 3, 2010 of the Prime Minister;
- On the basis of reviewing and inheriting the rational elements of the master plan on construction of Chu Lai open economic zone, Quang Nam province, which was approved by the Prime Minister in Decision No. 43/2004/QĐ-TTg March 23, 2004, the results of investment and investment attraction in the past, proposed functional areas and technical infrastructure, social infrastructure for economic zones;

8. Organization of implementation
