Plan of restructuring agricultural sector in a period of 2021 - 2025
I. Objectives
1. General objectives
Continue to restructure agricultural sector towards sustainable agricultural development, improve quality, added value and competitiveness of agricultural products; environmental and ecological protection; improve income for people in rural areas; ensure food security and national defense. Promote development of modern agriculture, clean agriculture and organic agriculture, associate with development of agro-processing industry, adapt to climate change and sustainably connect with global agricultural value chain.
2. Specific goals to 2025
- The growth rate of value added in the agricultural sector reaches an average of 2.5 to 3.0% per year. The growth rate of labor productivity in agriculture, forestry and fishery (hereinafter referred to as agriculture) reached an average of 7.0 to 8.0% / year.
- The rate of value of agricultural, forestry and fishery products (hereinafter referred to as agricultural products) produced in the forms of cooperation and association reaches over 30%; the percentage of agricultural products produced under good or equivalent processes will reach over 25%; rate of agricultural product value applying high technology reaches over 20%; the growth rate of the added value of the agricultural product processing industry reaches over 8.0% / year; the area of agricultural land group for organic production is about 1.5 to 2.0% of the total area of the agricultural land group; the growth rate of the export turnover of agricultural products reached an average of about 5.0% / year.
- The proportion of agricultural labor in the total social labors decreases to about 25%; the rate of trained agricultural workers reaches over 55%; over 80% of agricultural cooperatives are operating effectively; rural residents' income will increase at least 1.5 times compared to 2020.
- The rate of organic fertilizer products in the total fertilizer products produced and consumed reaches over 15%; increase the number of biological plant protection drugs on the list of plant protection drugs allowed to be used by over 30%; Forest coverage rate was maintained stably 42%, enhancing forest quality.
II. Mission to 2025
1. Structure according to 03 product groups
a) Group of national key products
To focus on investment and development in the direction of concentrated and large-scale commodity production in association with the agricultural product processing industry in the form of a sustainable value chain linkage. Prioritize investment resources to promote synchronous mechanization, application of science and technology, building value chains associated with the quality management system, food safety, traceability and trade development. Strengthening regional and industry linkages to invest in the development of national key products; promote international cooperation and trade promotion and market development activities in order to remove trade barriers and promote exports.
Development orientation of national key product groups:
- Rice: Improve the efficiency of using rice land, keep stable from 3.4 to 3.5 million hectares of rice land; cultivated area is from 7.2 to 7.3 million ha, output is about 42 million tons of paddy / year, enough to meet domestic consumption demand and export from 4.0 to 5.0 million tons of rice. /year. Increase the ratio of the area planted to high-quality rice in the total rice cultivated area from 70 to 75%; rate of using certified seed is about 90%. To step up the development of organic rice production and diversify products processed from rice and rice by-products (straw, rice husks, rice bran) to increase added value. To develop key rice production areas in Mekong River Delta and Red River Delta.
Coffee: Reducing the area to 670 thousand hectares, with output from 1.8 to 1.9 million tons / year; to develop key production areas in the Central Highlands and Southeast. Promote replanting and grafting and improving old coffee gardens; using 100% coffee varieties with high yield and quality; to intercrop industrial crops and perennial fruit trees with eligible replanting coffee areas. To increase investment in deep processing to improve the quality of coffee for export and domestic consumption.
- Rubber: Continue to reduce the area of rubber in inappropriate areas, maintain an area of about 900 thousand hectares, with an output of about 1.3 to 1.4 million tons / year, concentrated in the Southeast, Highlands. To step up replanting of old orchards, exploiting and intensifying existing gardens to improve productivity and quality. Perfecting the quality management system for primary natural rubber in Vietnam.
- Cashew: Maintain and develop stably about 300,000 ha, the output of raw cashew nuts reaches about 360,000 tons / year, concentrated in the Southeast and the Central Highlands. To step up research, selection, creation and production of new cashew varieties to continue serving replanting and replacing old, mixed, low-yield, and poor-quality cashew orchards.
Pepper: To stably develop about 100 to 120 thousand hectares, with an output of 250 thousand tons / year, concentrated in the Southeast and the Central Highlands. Increase the area of intercropped pepper, reduce the area of pure pepper to reduce pressure on harmful organisms. To build a concentrated, safe and quality pepper production area associated with investment in processing establishments.
Tea: Continue to maintain a stable area of 120 to 125 thousand hectares, with an output of 1.2 million tons / year, concentrated in the Northern midlands and mountains and Central Highlands. Increase the rate of high quality tea area to about 30%; area of tea certified for food safety to 55%. Strictly control the quality of input materials (seeds, fertilizers, plant protection drugs). Enhance application of advanced technical processes in tea cultivation; building safe tea production process, applying integrated pest management techniques on tea.
Fruit trees: Increase the area of fruit trees nationwide to about 1.2 million hectares, with an output of 14 million tons / year. To concentrate on developing key fruit-producing regions in the northern mountainous regions, the Red River Delta, the Central Highlands, the Southeast and the Mekong River Delta. Expanding regional linkages, spreading harvests; to strongly develop concentrated fruit tree production areas associated with the development of processing factories.
- Vegetables: Increase the cultivated area to about 1.1 million ha with an output of 21 million tons / year. Promote the development of concentrated vegetable production areas, apply high technology, apply good and organic production processes, ensure food safety in association with processing factories.
- Cassava: To stabilize an area of about 500 thousand hectares, with an output of 10 to 11 million tons / year, concentrated in the Northern mountainous regions, the South Central Coast, the Central Highlands and the Southeast. Promote the application of technical advances in varieties and sustainable farming processes; apply mechanization, increase economic efficiency and protect the ecological environment. To develop processing technologies and diversify cassava products to serve the starch processing industry, animal feed and biofuel production.
- Pork: To develop pig breeding with high-yield breeds in the direction of industrial farms; increase the herd of pigs in the direction of organic, biosafety; to develop indigenous breeds of high economic value. The total herd of pigs is about 28 to 28.5 million heads, of which the sow herd is from 2.8 to 2.9 million heads; The herd of pigs is raised in farms, for industry, accounting for over 50%. To develop a livestock herd management system applying high technology, a modern industrial slaughter system, to ensure disease safety and food safety in association with concentrated livestock areas.
Poultry meat and eggs: To develop poultry farming according to the farming and industrial methods, in which about 45 to 50% of chickens and 25 to 30% of waterfowl herds are raised by industrial methods. To invest in and improve quality breeds, develop colored, indigenous poultry breeds with high economic efficiency; Total production of live-off poultry meat reaches 1.9 to 2.0 million tons, about 18 to 19 billion eggs.
- Pangasius: To develop pangasius farming in a sustainable manner, increase the acreage and output in accordance with the market demand; maintaining the farming area of about 5,500 to 6,000 ha, the output of about 1.6 million tons / year. Enhance the deep processing and diversification of processed products, especially products with high added value from pangasius.
- Shrimp: Developing the shrimp industry on a large scale, applying high technology and biosafety. The total brackish water shrimp farming area is about 660,000 hectares, the output is about 950,000 tons / year. Strengthen the deep processing and diversification of products to meet the requirements of both domestic and export markets.
Timber, wood products, non-timber forest products: To focus on developing large timber forests and non-timber forest products, basically meeting the demand for raw materials for the wood processing industry and the forest product market; the output of exploited wood materials is about 45 million m3. To develop high-tech wood and forest product processing industrial parks in association with concentrated afforestation areas. To develop non-timber forest products, focusing on advantageous products such as bamboo, rattan, medicinal herbs, plastic oil, and foodstuffs.
b) Provincial key product group
The localities based on their advantages, specific conditions and market demands, adopt mechanisms and policies and give priority to investment resources for development of key agricultural products at the provincial level. Promoting production according to good and equivalent production processes, meeting the standards and technical regulations on food safety and environmental protection; enhance processing to diversify products, develop products with clear geographical indications and traceability.
For key products at provincial level with great potential for large-scale development, strengthening linkages among localities to create concentrated commodity production areas, apply mechanization in association with the development of agricultural processing industry; having policies, solutions and resources to expand product scale, quality and branding to add to the national key product group when eligible.
c) Group of local specialty products
Focus on implementing mechanisms, policies and solutions to improve product quality, production organization capacity, and step by step approach sustainable markets according to the product value chain associated with the Program, one product per commune. products (OCOP); prioritize the development of advantageous products to promote identity, arouse the potential, creativity and pride of the people, promote the organization and ensure community values in OCOP product development associated with building a new countryside, especially developing community based tourism models in rural areas.
Perfecting products according to standards, technical regulations, packaging, labels associated with traceability, local brands and trademarks; increasing the application of digital technology in product management and trade to step by step promote the Vietnamese OCOP brand name in the domestic market and towards the export market.
2. Restructuring production according to each field
a) Cultivation field
Restructuring production in the cultivation sector in the direction of reducing the proportion of production value of food crops to about 35%, short-term industrial crops about 2.1% and perennial industrial crops to about 14.5% to increase the proportion of fruit trees to 21% and vegetables to 17% to meet the market demand, contributing to ensuring national food security in the new situation.
Effective management and use of land specialized in rice cultivation, flexibly switching between growing food crops and food crops. To develop organic agriculture and ecological agriculture to meet market demands and to serve tourism.
The average growth rate of production value is from 2.0 to 2.2% / year, the average added value is from 1.8 to 2.0% / year; By 2025, the value of harvested products per hectare of cultivated land will reach about 120 million VND.
b) Animal husbandry
To change the structure of livestock herds, aiming to reduce the proportion of pigs and increase the proportion of poultry and grass-eating cattle. By 2025, the output of carcasses of all kinds will reach from 5.0 to 5.5 million tons, of which: Pork accounts for 63 to 65%, poultry meat accounts for 26 to 28%, and grass-fed cattle from 8 to 10%; the proportion of cattle and poultry being massively slaughtered industrially reaches about 60% and 40% respectively; The proportion of processed meat and poultry compared to the total meat production ranges from 25 to 30%.
The average growth rate of production value is from 4.0 to 5% / year, the average added value is from 3.5 to 4.5%/year. To develop livestock in the direction of industry, high technology application, recirculating husbandry on both farm and professional farms, ensuring biosafety, epidemic safety and environmental friendliness.
c) Fishery sector
Develop efficient and sustainable aquaculture and exploitation of aquatic products, protect the ecological environment, in accordance with requirements of international integration, protect national defense and security in sea and island waters. To step up offshore farming, focusing on objects of high economic value; organic aquaculture development. To increase the efficient and sustainable exploitation of aquatic products in high seas on the basis of the reserves of aquatic resources; building boat structure, occupation, determining and allocating fishing quotas in accordance with the actual situation and permissible exploitation of aquatic resources. To reorganize activities of exploitation of coastal and inland areas and rational inland exploitation, linking livelihood development of the fishermen community with aquaculture and ecotourism.
The average growth rate of production value is from 3.5 to 4.0% / year, the average added value is from 3.3 to 3.8% / year. Restructuring production in the direction of increasing the proportion of aquaculture production to about 60%, reducing the proportion of exploited output to about 40%.
d) Forestry sector
Protecting and developing sustainably the existing forest area. To bring into full play the function of protection and protection of the ecological environment and biodiversity, contributing to minimizing harms caused by natural disasters and adapting to climate change. Continue to strengthen the management and protection of natural forests; to study and develop mechanisms to allow the exploitation of economic values of forests to contribute to poverty reduction and socio-economic development in forested localities. Sustainable economic development of forestry; reforming the growth model from based on area and volume expansion to focusing on improving the productivity, quality and added value of forestry products. Development of agroforestry, non-timber forest products; urban forestry, landscape and sustainable tourism associated with forests. Effectively implement the policy of payment for forest environmental services.
The average growth rate of production value is from 5.0 to 5.5% / year; the average added value is from 4.5 to 5.0% / year. Large timber forest area accounts for about 30% of the total newly planted forest area; the average productivity of planted forests is 20 m3 / ha / year. Production forest area certified for sustainable forest management is about 0.5 million ha.
e) Salt industry
To renovate, upgrade and modernize infrastructure, apply technical advances to increase the output of industrial salt and clean salt; to form a key industrial-scale salt production region in the southern central provinces; sharply reducing the area of manual salt production, with low efficiency; convert ineffective salt production areas to other areas with higher economic efficiency. To attach importance to the production and processing of salt containing many minerals and natural micronutrients with low NaCl content, which are beneficial for health. The total area of salt production maintains about 14,500 hectares, the output reaches 1.5 million tons / year, the area of salt for industrial production reaches about 4,805 hectares.
3. Restructuring agricultural production by region
Promote regional linkages in the development of sustainable agricultural production among localities in order to exploit the advantages and potentials of each region and of each locality, specifically:
a) Northern midland and mountainous region
To develop regions for production of key crops with advantages such as fruit trees, tea, medicinal plants, specialty rice, maize, cassava, vegetables and flowers; develop specialty products associated with ecotourism. To step up the development of husbandry, in which to attach importance to raising grass-eating cattle (buffaloes, cows, goats and horses) in association with grass, pig and poultry growing areas; to restore breeds and develop special and indigenous animals of high economic value. Protect and develop natural forests, protective forests, special-use forests to maintain water resources, protect soil, especially in areas with high erosion risk. To develop large-scale production forests and non-timber forest products in association with the development of wood and forest product processing industries. Develop farming of cold water aquatic species (salmon, sturgeon ...), traditional fish; promote aquaculture in irrigation reservoirs, hydroelectricity and on riverside and stream water areas associated with conservation and development of rare resources.
b) Red river delta region
Development of intensive production and high technology; expanding area of quality rice; development of vegetables, flowers, ornamental plants and fruit trees; review and convert ineffective rice-growing areas to crops, husbandry and aquaculture with higher economic efficiency. To develop husbandry with the application of high technology, focusing on the main breeds of pig, poultry, and cow; make key investments in building a number of seed production and trading establishments with high quality and economic efficiency. Strictly protect and improve the quality of special-use forests, urban protection, coastal protection ... Promote the planting of scattered trees, improve the landscape and environment and partially meet household wood needs. . To develop concentrated aquaculture in coastal areas with objects such as marine fish, shrimp, molluscs (swabs, clams, oysters, molluscs, pompano, abalone, pearls), seaweed; rearing freshwater aquatic species (tilapia, traditional fish). Renovate the structure of fishing craft, develop effectively fishing professions associated with the fishing grounds of the Gulf of Tonkin and the estuary.
c) North Central region
Shifting crop structure to avoid impacts of natural disasters; to form concentrated production areas of citrus fruit trees, peanuts and sugarcane, develop specialty agricultural products and medicinal plants in association with geographical indications of localities. To develop the raising of dairy cows, pigs and poultry in the direction of high technology and a closed value chain. Development of planting material forests with certificates of sustainable forest management; associating exploitation with deep processing of wood and non-timber forest products. To protect and improve the quality of watershed protection forests and coastal forests against sand, waves and erosion; biodiversity conservation. Developing brackish water aquaculture in estuarine and coastal areas; intensive farming, high technology, biosafety on coastal sandy soil; to develop marine and freshwater rearing in irrigation and hydropower reservoirs. The main farming objects are shrimp, molluscs, sea fish, seaweed, grouper, cobia, snapper, and puffer fish ... Properly organize the exploitation of the swampland, coastal areas, restructuring. boats, occupations and labor suitable to natural conditions and marine resources.
d) South Central Coast region
Develop drought-tolerant crops and regional fruit trees (grapes, dragon fruits, mangoes, apples, watermelon). To form areas where high-quality rice seeds are produced to meet the market's demand. To develop grass-eating cattle (beef cattle, goats, sheep), pigs and chickens with colored feathers in suitable areas, according to the region's potentials and advantages; oat farming in a number of localities has advantages in order to create specialty products with high economic value. To build raw material afforestation areas in association with key national wood processing industries; taking advantage of the advantages of having many seaports and convenient transportation to develop the wood processing industry for export; protecting and developing the coastal protection forest system; to develop various types of eco-tourism, cultural and historical tourism. To develop brackish water aquaculture in estuarine and coastal areas, shrimp farming on sand, and key areas for seed shrimp production. To rationally organize the exploitation of the open areas and high seas, especially the tuna and fin fishing; to change the structure of boats, occupations and labor to suit natural conditions and marine resources.
e) The Central Highlands
To develop areas specialized in cultivation of key industrial crops, namely coffee, pepper, rubber and tea; to form an agricultural area with the application of high technology for the production of flowers, vegetables and fruit trees. To develop pig, chicken and cow husbandry in the form of large-scale farms, a closed value chain, and application of high technology; promote organic farming. To protect the watershed protection forest system, maintain biodiversity, protect water sources, and prevent natural disasters; to develop intensive afforestation and non-timber forest products (Ngoc Linh ginseng, macadamia ...). To develop aquaculture in reservoirs, river basins and streams with traditional cultured species such as fish, freshwater shrimp and cold water fish of high economic value.
g) Southeast region
Strongly develop advantageous industrial crops, the main ones being rubber, cashew, pepper, coffee, sugarcane, cassava and concentrated fruit trees, applying high technology in combination with ecotourism. To focus on developing high-yield pig breeding in the form of farming and industry, promoting organic pig breeding; improve high quality dairy herd to supply raw materials for the processing industry. To develop modern wood and forest product processing, continue to maintain its strength as a wood processing center for export of the country. To develop forestry in association with ecotourism, urban forestry, and environmental landscape. To develop the main culturing species of marine fish, tiger shrimp, white leg shrimp, mollusk, tilapia, catfish, ornamental fish ... To upgrade the fleet of fishing vessels in the high seas; change the structure of boats and jobs accordingly.
h) Mekong River Delta region
Development of concentrated, large-scale, high-quality fruit tree areas and vegetables, crops with high economic efficiency in areas with high terrain, fertile isles and conversion of poor lands effective in saline intrusion areas. To develop the production of high-quality commodity rice, large-scale intensive farming in the upper delta and middle regions. For areas that are salty or lacking fresh water, it is necessary to switch to salt-tolerant crops or aquaculture. To develop the region's advantageous livestock herd of waterfowl, especially sea ducks, beef cows and other animals of high economic value such as bees and swiftlets. Protection and consolidation of coastal breakwater protection forests; restore and develop the ecosystems of mangrove forests, conserve biodiversity; combine forestry production with aquaculture and develop ecotourism. Strongly develop intensive and hi-tech aquaculture in association with protection of ecological environment, forming the largest aquaculture area in the country in association with deep processing, diversifying products with key products of fish and shrimp; to diversify species of saltwater, brackish and freshwater aquaculture to take advantage of the region; To develop aquaculture on the sea and along islands, to raise ecological aquaculture in mangrove forests. Reducing the number of ships operating in the highlands and coastal areas; change the structure of boats and jobs accordingly.
III. Solution
1. Continue to renovate and perfect mechanisms, policies, and mobilize resources
Complete legal policies on land in the direction of protecting and improving the efficiency of agricultural land use, encouraging and facilitating concentration and accumulation of agricultural land, facilitating flexible use of agricultural land in order to organize production according to market demand and ensure adaptation to climate change.
Review and supplement credit policies for agricultural and rural development in accordance with practical conditions; improve access to capital; to build a mechanism to integrate and mobilize investment resources from ODA, FDI and capital sources from all economic sectors for agricultural and rural development. Develop an agricultural insurance system to limit risks in agricultural production and business.
Develop and implement mechanisms and policies to support and encourage innovation, creativity and entrepreneurship in the field of agricultural and rural development; supporting access to scientific, technical and market information; research and transfer application of technical advances.
2. To raise the level of science and technology research, transfer and application; promote the application of high technology, digital technology and information technology in all stages of the value chain, synchronously connect with other industries and fields to form smart agricultural production, efficiency of natural resources, labor, improving added value, competitiveness and sustainable development of the industry. To adopt mechanisms and policies to promote socialization of scientific and technological research, transfer of technical advances into agricultural production and business in line with the market mechanism. Develop agricultural technology market on the basis of ensuring intellectual property rights.
3. Improving the operational efficiency of different forms of production organization, the capacity and role of farmers' cooperative organizations in organizing chain production from input service provision, preservation, agricultural product processing and market access. Promote cooperation and linkage in production and consumption of agricultural products, connecting with global supply chains. Development of agricultural enterprises, forms of cooperation and association of production and consumption of agricultural products according to the value chain, in which enterprises play the role of "pillar", core and leading; bring science, technology, governance and digital economy into the value chain.
4. To develop increasingly modern agricultural and rural infrastructure and commercial infrastructure in the countryside, ensuring to strengthen regional linkage, meeting the requirements of sustainable and modern agricultural production with large-scale commodity production, international integration and climate change adaptation.
Develop an irrigation system to proactively supply water for two rice crops, an area of upland crops with high economic efficiency, intensive aquaculture in the direction of industry and technology application; prioritize resources to invest in large and multi-purpose irrigation projects; to increase investment in irrigation works in service of regions facing water resource difficulties, with advanced water-saving irrigation solutions. To concentrate investment in developing fishing ports in combination with fishing vessel anchoring areas to increase investment efficiency, especially areas near sea fishing grounds with high frequency of storms, minimizing damage caused by natural disasters. To invest in building synchronous and modern natural disaster prevention and control infrastructure, ensuring sufficient resilience to natural disasters and minimizing human and production losses caused by natural disasters; in which, to prioritize the consolidation and upgrading of river and sea dike systems, prevention of riverbank and coastal erosion. Develop and implement preferential policies to attract businesses to invest in developing commercial infrastructure in rural areas.
5. Promote the development of agricultural mechanization and agricultural product processing industries; to develop supporting industries and logistic services.
To step up the application of synchronous mechanization in all stages of agricultural production, preservation and processing, suitable to the conditions of each region, each type of plant or animal. To develop business organizations of agricultural mechanization services, supporting industries, and train human resources to meet the needs of developing large commodity production in agriculture.
To develop the agricultural product processing industry in association with the development of centralized raw material production areas that are mechanized synchronously, according to market demand and consumption capacity. Promote the application of environmentally friendly scientific and technical advances, high technologies and modern quality management systems in the preservation and processing of agricultural products. To diversify processed products, increase the proportion of deep processing, fine processing and high-tech processing; increase processing from agricultural by-products, increase the added value; ensure quality control, food safety and product traceability, well meet the requirements of the consumer market and protect the environment.
Developing supporting industries and logistics services for agriculture. Develop and implement mechanisms and policies to encourage the development of mechanical engineering, chemicals and biotechnology industries for agricultural production and processing of agricultural, forestry and aquatic products; attracting investment in logistics infrastructure development, especially transportation infrastructure; warehouse infrastructure for production development, preservation and processing of agricultural products. To develop clusters of industries and services to support the development of agricultural production and business in a number of concentrated agricultural production regions in order to raise the economic and commercial efficiency of agricultural products.
6. Implement synchronously and drastically solutions to ensure food quality and safety. Reviewing and completing national technical standards and regulations on the quality management of agricultural products and materials, and production technical processes to ensure harmonization with regional and international standards and regulations to build technical barriers in accordance with international commitments that Vietnam has signed, in order to create favorable conditions to expand the export market of agricultural products. To develop epidemic-free and biosafety areas for cultivation and animal husbandry, especially in key commodity production regions, and areas for the production of raw materials for the processing industry. Strengthen the cross-border pest and epidemic control system and the spread of pests and diseases between regions and localities. Encourage multi-disciplinary approaches to disease prevention and control.
7. To renovate and raise the quality of the branch's human resource training, focusing on training high-quality human resources for agricultural industrialization and modernization; Prioritize the training of human resources with high professional qualifications and sufficient qualifications to access modern technologies to make breakthroughs in research, selection, creation and production of seeds, genetic technology, and industrial agriculture high technology to promptly solve problems and challenges of the sector caused by climate change, drought, saltwater intrusion, sea level rise, epidemics. Vocational training for agricultural and rural workers is associated with the needs of markets, businesses and cooperatives to meet the requirements of the economic restructuring in rural areas. Improve the quality of the contingent of professional, effective and efficient agricultural sector managers.
8. Strengthening international integration capacity; exploiting well the market potential from free trade agreements and signed international commitments.
Reorganize the domestic market in line with the development trend of the industrial revolution 4.0, creating a driving force for production development. Retail system development; quickly complete branding for key national and provincial key agricultural products and local specialties in association with geographic indications, high quality, ensuring food safety, and being eco-friendly.

9. To protect rural natural resources and environment, improve their adaptive capacity to climate change and prevent natural disasters.
Strengthen propaganda and advocacy, raising awareness about rural environmental protection. Formulating and implementing policies on socialization of environmental protection, overcoming environmental pollution in rural areas, especially in craft villages; To invest in concentrated waste treatment zones with inter-commune, inter-district and inter-provincial scales to ensure the collection, transportation and treatment of wastewater and solid waste to meet environmental protection requirements. Promote the application of measures to save water and agricultural materials, reduce greenhouse gas emissions; coordinate well management of water resources in river basins and irrigation systems to ensure the process of rational, economical exploitation and use, effectively serving the immediate and long-term socio-economic development.
IV. Organization of implementation
1. The Ministry of Agriculture and Rural Development
To assume the prime responsibility for, and coordinate with ministries, branches and localities in, organizing the implementation of this Plan; assign specific tasks to agencies and units directly under the Ministry and guide localities in implementation.
Based on the set of monitoring and evaluation criteria promulgated in this Decision and the reality of each region and locality, coordinate with the General Statistics Office and localities in promulgating and implementing the evaluation criteria, details for each region; regularly urge and evaluate the implementation of the Restructuring Plan according to the Monitoring and Evaluation Criteria set; summing up and reporting to the Prime Minister on the implementation results.
To assume the prime responsibility for, and coordinate with a number of ministries, branches and localities in, submitting to the Prime Minister for consideration and decision the establishment of an interdisciplinary steering committee on restructuring the agricultural sector in the period 2021 - 2025.
2. Ministry of Planning and Investment
Lead and coordinate with relevant ministries, agencies and localities to effectively implement the Government's Decree No. 57/2018 / ND-CP dated April 17, 2018 on mechanisms and policies to encourage enterprises investment in agriculture and rural areas; tasks and solutions assigned by the Government in the Government's Resolution No. 53 / NQ-CP dated July 17, 2019 on solutions to encourage and promote enterprises to invest in efficient, safe and sustainable agriculture. . Actively review, propose amendments and supplements to mechanisms and policies to attract investment resources in the agricultural and rural sectors; mechanisms and policies to support economic cooperation.
Synthesize, balance and report to the Prime Minister to supplement medium-term public investment capital from 2021 to 2025 for the agricultural sector to restructure the sector.
Direct the General Statistics Office to coordinate with the Ministry of Agriculture and Rural Development in organizing the formulation and implementation of the set of criteria for monitoring and evaluation of agricultural restructuring.
3. Ministry of Finance
To assume the prime responsibility for reviewing, amending and supplementing tax and fee policies in the direction of facilitating production and business activities of the agricultural sector and attracting investment from all economic sectors in the agricultural and agricultural sectors. Research, amend and simplify tax administrative procedures. Improve mechanisms, policies and organize the implementation of the agricultural insurance system; research and develop mechanisms and policies for insurance in the value chain in agriculture.

4. Ministry of Industry and Trade
To assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, implementing trade policy on agricultural, forestry and aquatic products; strictly control and strictly handle smuggling and fraud in trade, activities of temporary import for re-export of agricultural, forestry and aquatic products. Organize the implementation of mechanisms, policies and activities to promote the domestic consumption of agricultural products; supporting agribusinesses to join e-commerce supply chains.
Coordinate with the Ministry of Agriculture and Rural Development to strengthen the review of technical and commercial barriers to agricultural exports; manage the export and import of agricultural products in a flexible and effective manner, ensuring that it is consistent with international practice and practice; direct trade agencies in foreign countries to support the agricultural sector to quickly and accurately grasp the trade policy of agricultural products of the countries; to support agricultural export enterprises to carry out trade promotion activities and develop consumption markets in foreign countries.
To assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Agriculture and Rural Development, concerned ministries and branches and localities in, formulating priority policies to promote the development of industrial clusters and support services to support the development of agricultural production and business associated with the process of industrialization, urbanization and restructuring of labor in rural areas. Formulate and promote the implementation of mechanisms and policies to promote the development of agricultural supporting industries.
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Transport, concerned ministries and branches and localities in, formulating a project on logistics development associated with agricultural production and business areas and submitting them to the Prime Minister to consider and issue.
5. Ministry of Science and Technology
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, effectively implementing programs: National products, high-tech scientific development, national technological innovation and other science and technology programs. to support agricultural and rural development; review, adjust and supplement mechanisms and policies to develop research, transfer and apply science and technology, and technical advances in agriculture, especially high technology and organic technology; formulating mechanisms to promote socialization of resources for scientific and technological development in service of agricultural and rural development; formulate a national science and technology program up to 2030 in the field of agricultural processing and preservation and mechanization, and submit it to the Prime Minister for consideration and approval.
To assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, elaborating a Government Decree on policies to encourage agricultural, forestry and aquatic product production and processing establishments to invest in applying or converting advanced technologies, clean, environment-friendly technology.
To coordinate with the Ministry of Agriculture and Rural Development in formulating technical standards and regulations, guiding the application of modern management tools and management processes; support for registration for protection, management, protection and exploitation and development of intellectual property and intellectual property rights protected products.
6. Ministry of Natural Resources and Environment
To assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in, reviewing and proposing amendments and supplements to the 2013 Land Law and other relevant law provisions in the direction of encouraging accumulation and consolidation, medium land for large-scale agricultural production, development of the market of land use rights in agriculture.
Coordinate with the Ministry of Agriculture and Rural Development to research and advise the Government on mechanisms and policies to support green agriculture development, reduce emissions and effectively respond to climate change, effectively use natural and overcoming environmental pollution in agricultural and rural areas.
7. Ministry of Labor - Invalids and Social Affairs, Ministry of Education and Training
Review, amend and supplement policies to support agricultural and rural vocational training in association with the process of economic restructuring in rural areas; Vocational training must be associated with specific employers (enterprises, business establishments, cooperatives ...).
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, formulating plans to train human resources, especially high-quality human resources for agricultural production and business, agricultural product processing and preservation, the need of agricultural restructuring and new rural construction.
8. State Bank of Vietnam
Continue to effectively implement credit policies to serve agriculture and rural areas. To direct credit institutions to balance their capital sources to promptly meet their capital needs and facilitate access to bank credit capital for economic sectors to invest in agriculture and rural areas; especially businesses that invest in agricultural projects with high technology application, organic agriculture, agricultural mechanization development and agricultural product processing industry.
To direct credit institutions to balance their capital sources to meet capital needs for agricultural and rural development; reviewing and simplifying loan procedures, diversifying credit products; strengthening connections between banks, businesses, cooperatives and people in order to remove difficulties in accessing credit capital, especially businesses investing in hi-tech agricultural projects organic agriculture, agricultural product processing industry development, and key linkage enterprises in agricultural production in the value chain.
9. Vietnam Fatherland Front and socio-political organizations
Enhance the role of the Vietnam Fatherland Front and socio-political organizations in the implementation of propaganda, mobilization, supervision and social criticism and promote the role of all classes of people in the restructuring of the agricultural sector associated with the construction of a new countryside.
10. People's Committees of provinces and centrally run cities
Evaluate the implementation results of the past period and develop the local agricultural restructuring plan more suitable with the reality and the national agricultural restructuring plan for the period 2021 - 2025.
Organize the effective implementation of the already issued central policies, and at the same time study and promulgate specific local mechanisms and policies to speed up the implementation and improve the efficiency of agricultural restructuring. To allocate local budgets at all levels, and mobilize resources from all economic sectors to invest in agricultural and rural development.
To formulate key agricultural development programs, schemes and projects suitable to the characteristics and strengths of each locality; to give priority to the development of key products and local specialties in association with the agricultural product processing industry and consumer market, and application of high technology and environmental friendliness. Implement solutions to strengthen regional linkages towards the development of clusters linking agricultural production - preservation, processing - consumption associated with centralized material areas that are synchronously mechanized and connected with agricultural product processing establishments and logistic systems, distribution channels, and sales of agricultural products.
11. Vietnam Chamber of Commerce and Industry, industry associations and associations
- Coordinate with ministries and branches to effectively implement supportive policies for people, cooperatives and businesses on agricultural restructuring.
- Participate in proposing mechanisms, policies and measures to encourage and support organizations and individuals to participate in development investment in the field of agriculture and rural development.
