1. Scope, boundaries and scale of planning
Scope of planning covers the entire current city of Nam Dinh (area 46.41 km2); My Loc district (74.49 km2); 3 communes Dai An, Thanh Loi and Tan Thanh of Vu Ban district (26.48 km2) and 5 communes: Nam My, Nam Toan, Hong Quang, Dien Xa and Nghia An of Nam Truc district (40.6 km2), with The total area is about 187.99 km2. - North: border with Ha Nam province;

3. Urban Development Indicators
a) Population size
- By 2030, the population will be about 520,000 people. In which, the population of the inner city is about 384,500 people.
- By 2040, the population will be about 600,000 people. In which, the population of the inner city is about 485,000 people.
b) Land size
- Period up to 2030: Urban construction land is about 6,690 ha, of which: Civil land is about 4,350 ha (target 65 m2 / person), non-civil land is about 2,340 ha.
- From now to 2040: Urban construction land is about 8330 ha, of which: civil land is about 4,990 ha (target of 60 m2 / person), non-civil land is about 3,340 ha.
- Reserve land for development of urban functions is about 1,080 ha.
4. Orientation of space development
a) Model and structure of urban development
The city develops in a multi-polar model, taking the Dao river and the existing central city as the connection center, the direction of urban development towards the Northwest and Southeast along the corridor of National Highway 21B and Ring Road 2 new, with 3 developed regions as follows:
- The existing central urban development area functions as an administrative, commercial and cultural center of the province and city in association with the development of the existing urban space in Nam Dinh.
- Urban development area in the West and Northwest associating with natural ecosystems of My Loc district, with smart urban functions, with regional education and sports centers associated with industrial development and commercial services.
- Development area in the Southeast with the function of a service urban area, tourism, water resource protection area, natural ecosystems associated with Nam Dinh city support services.
b) Zones for development. Nam Dinh city space is divided into 08 areas, as follows:
Area 1: Existing urban center: Total area is about 494 ha, population by 2040 will be about 92,630 people. Being the administrative, economic, cultural, educational center at the provincial level, cultural and spiritual spaces, historic urban with traditional trade and service activities.
- Area 2: Development area in the south of Ring 1 (Highway 10): Total area is about 1,710 ha, population by 2040 is about 141,700 people, is the development area of new urban areas associated with New administrative center of the city, health center, sport, training, trade services.
- Area 3: Urban service and trade northwest of the city: Total area is about 3,066 ha, population by 2040 is about 101,060 people, is a new urban area associated with services, trade and training, national tourism and cultural history.
Area 4: Central gateway area to the west of Ring Road 1: Total area is about 2,340 ha, population by 2040 is about 46,170 people, is the western gateway area with functions of industrial development and translation, service, urban, logistic, key technical infrastructure, road traffic, railway.
- Area 5: Southern Song Dao new urban development area: Total area is about 2,463 ha, population by 2040 is about 109,140 people, is the area for developing new urban in the South associated with the function of commercial urban area, eco-tourism service south of Dao river.
Area 6: Industrial, service and residential area in the west of the city: Total area is about 2,356 ha, population by 2040 is about 30,200 people, is the development area of service industry associated with existing population and to develop housing services and urban facilities along national highway 21 and national highway 21B.
Area 7: Existing hamlet associated with ecological agriculture, sports south of Chau Giang river: Total area is about 2,336 ha, population by 2040 is about 33,500 people, is the area for construction of the tree area, green, physical training and entertainment, industrial clusters, landscape protection of existing villages, agricultural cultivation areas, ecological zones along the Red and Chau Giang rivers.
Area 8: Existing hamlet associated with ecological agriculture in the South of the city: Total area is about 4,034 ha, population by 2040 is about 45,600 people, are concentrated residential areas and services at the center, beginning of belt 2 technical infrastructure in communes of Nam Truc district.
c) Development orientation of residential areas:
- Residential area in the existing urban center: Maintain existing structure, strengthen green trees. Construction of mixed facilities, public services, green parks on the basis of land reuse. Improve the quality of technical infrastructure system.
- The mixed development residential area to the south of the belt 1 (Highway 10): To complete the technical and social infrastructure system of the ongoing project areas. Arrange a number of points of mixed works, condominiums, high-rise social houses as highlights for the area.
- Residential area north of Ring Road 1 (Highway 10): is a new residential area on the basis of developing commercial logistics services for My Trung industrial park. The main types of housing are adjacent houses, housing combined with commercial services, housing for workers.
- Residential area in the Northwest of the city: Forming on the basis of developing commercial and logistic services for training centers, sports and entertainment services. d) Central system.
- Administrative center: The provincial administrative center shall renovate and upgrade the current state. The new city administrative center will be built in Thong Nhat urban area, about 1.1 ha in size.

- Sports and physical training center: The provincial gymnastics and sports center (Loc Vuong ward): about 6.7 ha. Existing fitness and sports center (Vi Hoang ward): about 3.4 ha. To build an urban-level fitness center and sport center in the area south of Dao river with an area of about 16 ha and a new urban center in the northwest of the city with an area of about 15 ha. - The system of parks, green trees for sport and sports and riverside areas:
To renovate and embellish the existing parks. Constructing knowledge park in the northwest service urban area about 30 ha, cultural and sports park in the south of Dao river about 30 ha, a thematic green park (golf course) in the area north of the ring road belt 2 about 170 ha.
Dao riverine area: To protect flood drainage corridors and dykes along Dao and Red rivers, encourage the relocation of works to reserve land for landscape greenery, trade, tourism, public services, embellish existing works without violating regulations on dikes and flood drainage, areas outside the flood drainage corridors and dyke protection are invested in the construction of commercial tourism services to create new highlights for the city.
- Historic areas:
Preserve, embellish and promote the value of historical - cultural relics as well as valuable areas of landscape architecture, especially areas such as: Tran Temple - Chua historical relic area Tower, flagpole area, cathedral area, Khoai Dong church... e) Development orientation of rural residential areas
Existing village residential areas, it is necessary to comply with the city general planning directions, preserve the existing valuable village structures, and upgrade the technical infrastructure system. e) Orientation of industrial zones, clusters, warehouses, logistics:
Industrial parks include: Hoa Xa Industrial Park, My Trung Industrial Park and My Thuan Industrial Park, with a total scale of about 636.17 ha.
- Industrial clusters: Existing include An Xa industrial cluster, My Tan industrial cluster and My Thang industrial cluster, with a total scale of about 155.1 ha; New planning: My Thuan industrial cluster, Dai An industrial cluster and Tan Thanh industrial cluster, each cluster is about 70 hectares.
- Warehouse and logistics: New planning in My Loc - My Thinh area associated with the railway station, about 100 hectares.
5. Land use plan
The total natural area adjusted for the master plan of Nam Dinh city is about 18,799 ha.
a) Land for urban construction by 2040 will be around 8,322 ha, of which:
- Residential land: about 4,990 ha, the target is 83.17 m2 / person. Include:
+ Land for housing units: about 2,705 ha, the target is about 45.09 m2 / person.
+ Land for urban public - service works: about 217 ha, with a target of 3.61 m2 / person.
+ Land for urban green trees: about 579 ha, with a target of 9.65 m2 / person.
+ Land for urban technical infrastructure: about 1,490 ha.
- Non-civil land: about 3,342 ha.
b) Other land: about 10,466 ha.
6. Urban design
- Protect and develop the image of the historical urban of Nam Dinh, exploit the values of natural landscapes (Dao river, Red river, agricultural landscape area) in combination with existing framework elements (national Highway 21, Highway 10) and a system of trees, artificial water to create a link between functional areas in the city.
- Urban gateway: The gateway area at the nodes of National Highway 21B with Ring 2, Nam Van, My Tan, Dai An, Hong Quang areas are designed with attractive modern landscape and architecture, attracting tourists, guests and people coming to Nam Dinh.
- Space axis, main landscape: Improving and upgrading the landscape of external roads (Highway 21B, Highway 10), urban main roads, creating an attractive landscape, with public facilities smart, modern, eco-friendly, easy to access, with unique images for each route section. Restricting large-scale expansion and development to protect the natural landscape and historical cultural values of the city.
- Arranging squares in the following areas: Square Hoa Binh; February 3 Square; Times knowledge square; Square for cultural exchange, urban education; Sports square, associated with parks, pedestrian streets ... according to functional zones to create open spaces for community activities. Each square is designed according to different themes to create diversity, attractive and supported by nearby public works and services.
- Strictly control high-rise construction works to suit the current conditions of each area, meet development requirements, at the same time preserve and embellish Nam Dinh's historical and cultural relics and responsiveness of technical infrastructure in renovated urban areas. In newly developed areas, to encourage development of high-rise buildings on the basis of ensuring control of population, social and technical infrastructure conditions and in accordance with current regulations. At areas intersecting urban main roads and sea-facing urban main axes, construction of high-rise buildings is encouraged to highlight and shape urban space.
7. Orientation of technical infrastructure system plan
a) Traffic planning orientation
Outbound traffic:
- Road
Continue to upgrade and perfect system of national highways and provincial roads in accordance with traffic plan.
To build a new bypass of national highway 38B; new road axis to support national highway 21 south of Dao river; Completing the ring road 2 completely.
- Railway: To upgrade and modernize the North-South railway line running through the city area. To arrange land fund for construction of high-speed railway. To build a railway route Nam Dinh - Thai Binh - Hai Phong - Quang Ninh and a railway route to the coastal economic zone of Nghia Hung and Hai Hau.
- Waterways: Upgrading and improving Dao river canals to grade II. To build a new port of Nam Dinh river on the Red river. To upgrade and renovate the old Nam Dinh port on the Dao river.
Urban traffic:
- Existing downtown areas (old town, old town): Respect the current situation, limit new opening, widen roads, improve traffic jams.
- Build main roads connecting the existing center to the new urban areas and functional areas of the city, the cross section of the road from 24 to 52 m.
- Suburban area: Build rural traffic to meet the criteria of building a new countryside connecting with urban traffic.

- Parking: The system of public car parks is arranged appropriately for each area. Scales meet parking standards and demand.
- Bridges: To build 03 new bridges across Dao river connecting the existing central area with the southern region. Improve existing bridges to ensure traffic safety requirements.
- Intersections: To build intersections of different levels between external roads and between external roads and the railway system. Research to improve some intersections with potential traffic jams.
- Public transport: Construct fast bus routes, regular buses, step by step using environmentally friendly buses ...
b) Orientation of irrigation works and works for natural disaster prevention
- Completing and maintaining dike lines and drains under dikes.
- Strengthen the planning and management of flood drainage corridors, dyke protection corridors of Red and Dao rivers, exploitation of construction materials in the riverbed.
- Maintain the capacity of pumping stations: Quan Chuot, Kenh Gia, Coc Thanh, An La. Review and upgrade the damaged and degraded units.
- New construction: Cong Ty pumping station 128,000 m3 / h; regulating lake in front of Kenh Gia pumping station; drainage canal system.
c) Orientation of construction ground elevation planning,
For areas that have been stably built: Keep the ground elevation intact or only level the ground level in accordance with the current conditions, not affecting surface water drainage of the area.
For the newly built area: Bo Ta, Dao Hxdmin ≥ +2.5 m. On the right bank of Dao river Hxdmin ≥ +2.8 m.
d) Orientation planning on surface water drainage
- System: To build a separate rainwater drainage system for the newly built area and a semi-separate drainage system for the renovated areas.
- Network: To collect surface water drainage systems in 8 basins and drain them into open canals, regulating lakes, and pumping stations before discharging into the Red, Dao and Chau Giang rivers.
d) Orientation on planning for electricity and energy supply
Total electricity demand is calculated to 2040 about 578.6MW.
Power source: Building 4 new 110kV stations Nam Dien, Nam Van, My Trung, Hien Khanh. Replace the existing 4-station 110kV capacity lifters.
High voltage network: Linking with regional 220kV power grid through 2 routes Nam Dinh - Ninh Binh and Nam Dinh - Thai Binh. Newly building 4 new 110kV transmission lines branching from existing lines supplying electricity to 4 newly built 110kV transformer stations. Designing the 110kV power grid will ensure N-1 criterion, each 110kV station is supplied with power from 2 lines of 110kV or more.
Medium voltage network: Gradually renovating voltage level 22kV.
Low voltage grid: Newly built low voltage grid in urban areas and areas in the city center will be underground. The low-voltage transformer stations in the city center, tourist areas and new urban areas shall use integrated, enclosed kiosks.
Urban lighting: Roads with cross section ≥ 10.5 m will be provided with roadside lighting, ≤ 10.5m for standard road side lighting. For entertainment centers, advertising, festivals ... organize lighting design with specific characteristics to create urban landscapes. Equipped with automatic and centralized control system for urban public lighting system.
e) Orientation of communication
The regional demand is about 206,000 subscribers.
- Network organization system: In the first stage, to upgrade transmission equipment to meet points with alternating traffic demands; capacity upgrade. Later stage, using new technology to increase capacity as needed.
- Regarding switching: Developing the network focusing on technology application, quality, building a synchronous network according to the new generation network model.
- Regarding transmission: The new generation transmission network must apply advanced transmission technology with a simple structure on the basis of existing transmission network.
g) Orientation on water supply planning
Demand for water: The total volume of water supplied for domestic and industrial purposes by 2030: 185,000 m3 / day and night, and 250,000 m3 / day and night by 2040.
Water source: To exploit surface water sources of Dao and Red rivers.
Headworks:
- In the period of 2020 - 2030: Maintain the existing capacity of Nam Van, Nam Phong, Coc Thanh, Le Loi, Lien Bao and My Trung water plants, by 2025, to be converted into a booster pump station in Nam Van and Nam Phong and Coc Thanh. To renovate and raise the capacity of water plants: Nam Dinh, My Loc, Dien Xa and Nghia An cities with a total capacity of about 143,000 m3 / day and night. New construction of Tan De water plant with a capacity of 37,000 m3 / day and night of surface water source of Red river
- Period 2031 - 2040: Maintain the capacity of Nam Dinh and Lien Bao city water plants with a total capacity of about 110,000 m3 / day. To renovate and increase the capacity of Nam Van, Nam Phong and Coc Thanh booster pumping stations. To renovate and increase the capacity of Tan De, My Loc, Dien Xa and Nghia An water plants with a total capacity of about 140,000 m3 / day.
h) Orientation planning on wastewater collection and treatment
Total estimated wastewater volume in 2030 is 79,300 m3 / day and night, by 2040 it is 112,000 m3 / day and night:
Domestic wastewater: The total volume of wastewater to 2040 is about 95,200 m3 / day and night. Construction of 05 urban wastewater treatment plants in which 04 factories with a total capacity of about 78,000 m3 / day for North Dao basin and 01 plant with a capacity of about 12,000 m3 / day for Southern river basin Dig.
Production wastewater: The total volume of wastewater in 2040 is about 16,500 m3 / day and night. Use separate collection and treatment system, arranged in each industrial zone and cluster. The quality of daily-life and industrial wastewater, after being treated with a polluted value, must comply with the standards and standards before being discharged into the environment.
Medical wastewater: Medical wastewater should be collected and treated separately in each facility meeting QCVN28 / 2010 / BTNMT before being discharged into the general system.
i) Orientation on solid waste collection and treatment planning
The total amount of solid waste generated by 2040 is about 1028 tons / day.
To upgrade and expand the Loc Hoa - My Thanh solid waste treatment area, with a total capacity of about 800 tons / day with modern treatment technology to ensure environmental standards.
To build a new Nam Duong solid waste treatment area (Nam Truc district) with a capacity of about 200 tons / day.
k) Orientation for planning cemeteries and funeral homes
It is forecasted that the demand for cemetery land by 2040 will be about 54 hectares.
For existing cemeteries within the inner city: To receive only burial and cremation graves and proceed to completely close the cemeteries in the inner city. Encourage people to use cremation.
To build a new concentrated cemetery in the area south of Dao river with an area of 10-15 hectares. Encourage the model of cemetery parks and cremation houses.
l) Underground space planning
Constructing a system of underground space at public buildings, services, high-rise buildings, connecting with parking lots and underground pedestrian tunnels to form a complete underground space, serving the needs of the people of the city and visitors in urban central areas.
Arrangement of underground technical infrastructure works in major urban traffic routes with a density of underground pipelines with the main function of transmission will be planned into the main tunnel system, along some routes. such as: Thien Truong Avenue, Ring Road 1 and 2, inter-area roads, distribution tunnels, technical trenches, cable tank culverts, ... can be arranged to serve the connection to the building. .
8. Strategic environmental assessment
Zoning for protection The areas of historical, cultural, natural ecosystems and valuable landscapes of Nam Dinh city. Implement synchronous solutions to protect the environment, water sources, natural ecosystems of Dao and Red rivers.
To convert industrial production and goods transportation activities in inner-city areas to reduce the risk of pollution to the urban environment of Nam Dinh city. Strictly control urban and industrial construction activities.
Implement climate change adaptation measures to cope with the negative impacts of climate change. Applying science, technology and techniques; developing climate change adaptation plan; formulate a plan to prevent special environmental incidents in industrial development areas, operating areas of river ports in the city.
9. Programs and projects prioritized for investment:
- Regarding urban development: To formulate an urban development program for Nam Dinh city in the period 2020 - 2030; planning and architecture management regulations; to elaborate planning on subdivisions and planning on flood drainage systems of Dao and Red rivers. - Building technical infrastructure network in the first stage:
+ Traffic: Constructing and completing ring road 2, connecting sea direction to the south of Dao river, upgrading and renovating national highway 10, national highway 38B, national highway 21, national highway 21B, building road axis main linking the western gateway, improving traffic intersection. To build new bridges across Dao river, parking lots in the city center, and in western and southern development areas. To build river ports and embankments south of Dao river.
+ Technical preparation: Renovating, dredging, strengthening manholes, replacing degraded sewers, dealing with local inundation at intersections, intersections, embankments to reinforce drainage canals. Build regulating lake for Kenh Gia pumping station. New construction of Cong Ty pumping station. Embankment of lakes in the city.

+ Power supply: Newly building 110kV station located in the Northwest, installing 1 1x63MVA unit. Increase the capacity of My Xa 110kV station to 2x63MVA. To renovate and lower the medium and low voltage grid system in the central area.
+ Waste water drainage - solid waste treatment: Build a collection network to treatment station No. 1 (in Quan Chuot) with a capacity of 30,000 m3 / day, wastewater treatment station No. 2 (in Dai An commune) with capacity 20,000 m3 / day, wastewater treatment station No. 3 with a capacity of 5,000 m3 / day. To build a solid waste treatment area in My Thanh commune, My Loc district with a capacity of 300 tons / day.
+ Communication: Applying and applying high technology in the fields of transport, health, public administration.
10. Organization of implementation
Assign the People's Committee of Nam Dinh province to:
