Project of developing Thai Binh knowledge contingent to 2025 with a vision to 2030

Develop a contingent of intellectuals in Thai Binh province with sufficient quantity to create a driving force for improving quality of human resources of the province, contributing to strengthening the workers-farmers-intellectual union and businessman as foundation for bloc of great national solidarity and social consensus.

Project of developing Thai Binh knowledge contingent to 2025 with a vision to 2030
I. Viewpoints and objectives
1. Viewpoints
a) Development of contingent of knowledge in Thai Binh province must be associated with socio-economic development, defense and security assurance and implementation of tasks of building the Party, administrations and unions of the province. Investment in building contingent of intellectuals is an investment in sustainable development. Building a strong contingent of intellectuals in the province, contributing to improve leadership capacity of the Party Committees at all levels and the operational quality of the political system.
b) Developing contingent of knowledge in Thai Binh province in order to create a breakthrough change in development of local human resources. Maximize human factor; consider human as the subject, key resource and goal of development; attaching importance to developing high-quality human resources, implementing fundamental and all-electric renovation of education; closely linking development of human resources with application of science and technology, developing production forces with an increasingly high level of science and technology; promote application of science and technology, especially new scientific and technological achievements, capable of increasing intellectual content of strong, key and traditional local products.
c) Build a contingent of knowledge on two sides: morality and talented; perfecting the three basic qualities of the intellectual worker: Knowledge, skills and attitude. Having in-depth knowledge, capable of solving local development practice problems; have skills in research organization, propagation and application of advanced achievements of science and technology to socio-economic life; to formulate ethical and personality standards of a new contingent of intellectuals who know how to live, work, and dedicate themselves to the country's richness and prosperity, for happiness of the people.
d) Building contingent of knowledge in Thai Binh province is the task of both the political system and the whole society, in which responsibility of the Party Committee and authorities at all levels plays a decisive role. Promote role of knowledge, make adequate investment in facilities for professional activities, give worthy treatment, create all conditions for intellectuals to create and contribute. Create an environment and favorable conditions for intellectual activities. Appreciating intellectuals on basis of proper assessment of quality, capacity and dedication results; have a policy of discovering, fostering and appreciating talents.
e) To properly settle relationship between developing contingent of intellectuals and improving quality of human resources of the province. Develop a contingent of intellectuals in Thai Binh province with sufficient quantity to create a driving force for improving quality of human resources of the province, contributing to strengthening the workers-farmers-intellectual union and businessman as foundation for bloc of great national solidarity and social consensus.
2. Objective
a) General objective:
Build up a contingent of knowledge of the province that are structurally rational (qualifications, majors - fields, gender, administrative level ...), ensure quality, are high-quality, capable ability to lead other labor forces; have ability to summarize practice, advise and criticize policies; detect and organize to resolve urgent issues in the province's socio-economic development; capable of researching, deploying, propagating and applying advanced scientific and technological achievements to production and life practices, significantly improving leadership, management and competitiveness; capable of exchanging, cooperating, receiving and transferring science and technology tasks on a national scale; forming a number of modern research institutions with a team of experts and a number of strong research groups in important and key sectors and fields of the province.
b) Specific targets:
- Improve quality of contingent of incumbent cadres and civil servants and reserve planning resources to hold key leadership positions at all levels of the province. In which, 100% of cadres and civil servants have improved their political theory, State management capacity, style and professionalism of the new civil service. Strive for 100% of cadres and civil servants to be fostered to improve their professional skills, skills, information technology and foreign languages.
- Increase percentage of people with university or higher degrees in agriculture, forestry and fishery from 2.15% to 3% by 2025 and 4% by 2030; the number of people with postgraduate degrees in the construction industry from 25% to 27% in 2025 and 28.5% by 2030; The number of people with postgraduate degrees in the service industry will increase from 0.9% to 1.5% in 2025 and 2.5% in 2030. Specifically:
+ Education - Training: Developing a contingent of teachers with sufficient quantity and structure in each school, meeting standards of training in theory, practice, pedagogical profession, proficiency in using information technology and foreign languages to apply in teaching and scientific research. To strive for the target that by 2025, 80% of college lecturers and 100% of university lecturers will achieve master's degree or higher, of which 28% of university lecturers and 10% of college lecturers are doctorates.
+ Health sector: Develop a contingent of human resources for medical examination and treatment that are sufficient in quantity, strong in quality, rational in structure, in direction of optimal distribution among regions and distribution among majors, meeting requirements of health care, especially early care, based on the community, in parallel with technical development to contribute to improve quality of medical examination and treatment services and achieving equity goals. efficiency and development; By 2025, to strive to have number of doctors per 10,000 people to reach 14 or more doctors; 100% of medical examination and treatment facilities improved according to the set of hospital quality criteria; 100% of units have effective scientific research councils; Provincial general hospitals and specialist hospitals have more than 50% of the total number of doctors with specialty level I or higher (Specialist I, Specialist II) and equivalent; each district hospital has at least 10 specialists I specialized in major field trips, including internal medicine, surgery, obstetrics, pediatrics and infectious diseases; develop policies and appropriate remuneration regimes for human resources for medical examination and treatment, especially some unattractive specialized fields in order to balance distribution of human resources for medical examination and treatment, contributing to improving the quality of medical examination and treatment in lower levels.
+ Science - Technology: By 2025, to increase rate of intellectuals working in scientific and technological research in enterprises from 37,000 to 40,000; mobilize establishment of young intellectual clubs and Thai Binh intellectuals associations in foreign provinces in order to gather and promote potential of intellectuals inside and outside the province, contributing to building Thai Binh into a fast and sustainable province.
- Increase rate of intellectuals who are civil servants in agencies and units with postgraduate degrees from 28.40% to 30% by 2025 and 32% by 2030; staff with postgraduate degrees from 7.53% to 9% in 2025 and 11% in 2030.
- Important branches and fields of the province have a key intellectual force, expert group and scientific collective with high professional qualifications, ability to advise, make policy, plan for sector development, socio-economic development plan of the province. By 2030, forming a network of highly qualified intellectuals (from Master's or higher) who are experts gathered in Association organizations inside and outside the province, contributing to Thai Binh to become a thriving province with economic focus in the province identified as breakthrough.
II. Mission
1. To improve efficiency of leadership and direction of party committees and authorities for work of building and developing the contingent of intellectuals
Raising awareness and responsibility of Party committees and authorities at all levels on important role and position of intellectuals in cause of national industrialization and modernization and international integration; determining building of a contingent of intellectuals is a regular important task of Party committees and authorities at all levels; to appreciate and promote talents of intellectuals with good quality and managerial capacity. Party committees, Party organizations, authorities at all levels, first of all, are responsible for promoting construction and appreciation of contingent of intellectuals in assigned areas and fields. Continue to organize effective implementation of the contents set out in programs and resolutions, to advise on development of mechanisms and policies to recruit, train, arrange, use and improve quality of the team, intellectuals associated with socio-economic development planning, creating conditions for intellectuals to participate in scientific research and apply innovations to production and life.
2. Training contingent of knowledge suitable to the province's socio-economic development needs
Departments, branches and People's Committees of districts and cities re-evaluate entire intellectual contingent of their respective units, based on job positions and socio-economic development needs of the province or city’s functions and tasks of each unit, develop plan for training and fostering human resources.
Promulgate mechanisms and policies to support intellectuals, especially young intellectuals, to strongly promote spirit of entrepreneurship and creativity, in which, focus on promoting activities to support young intellectuals to access achievements. of the 4.0 revolution, capital sources, connecting startup intellectuals with businesses, protecting product intelligence, supporting finding output for startup products;
To renovate education from system structure to the curriculum, content, teaching and learning methods, improve quality and efficiency of university training; enhance scientific research and technology transfer activities, associate training with learners' needs and society's needs; to diversify types of training and retraining at home and abroad. To increase investment in specialized universities, colleges and high schools in order to develop and foster talents, and to train a contingent of young intellectuals.
3. Organizing scientific activities, social consultation, criticism and assessment to promote intelligence and creative capacity of the intellectual contingent
Improve quality and institutionalize social counseling, criticism and assessment.
Improve quality of contests, technical creation contests, and exhibition of creative labor results, honor science and technology organizations, typical intellectual individuals and scientific initiatives of practical significance ; strengthen enforcement of the protection of intellectual property rights and copyrights to creative products of intellectuals when transferring inventions and innovations.
Organize implementation of science and technology tasks in close association with the province's socio-economic development needs; perfecting the mode of recruiting organizations and individuals for the performance of science - technology tasks according to the open and democratic mechanism based on clearly selected criteria; at the same time, promoting ordering mechanism from the province's practice and assigning tasks based on specialized fields, applying the mechanism of contracting funding for scientific research; There are specific mechanisms for leading scientists.
4. Expanding, enhancing exchanges and cooperating with the knowledge in the country, the region and the world
Every year, the organization meets knowledge who are Thai Binh outside the province; mobilize Thai Binh intellectuals from outside the province to participate in intellectual contributions, introduce and call for enterprises to invest in the province, contributing to the local socio-economic development; associating with research institutes, domestic and foreign universities and centers to apply new technologies in production and life, organize scientific conferences, make recommendations on policy making, policies, solving practical problems facing the province; to formulate policies to support and call for businessmen who are overseas Thai Binh and outside the province to invest in development and expansion of production enterprises and technology transfer in the province.
Formulating development strategies and policies on science and technology, in which enterprise is the subject, especially applied science for development; creating conditions for enterprises to have access to international research, cooperation and training programs so that intellectuals in enterprises can quickly improve their scientific and technological qualifications and knowledge.
5. To create and perfect environment and favorable conditions to promote the role of intellectuals
To increase investment in funding and material foundations for scientific research centers, intellectual associations, colleges, universities, and information dissemination activities. To adopt policies to encourage and create conditions for enterprises to research, apply and transfer technical advances on basis of implementing the linkage between state science and technology agencies with enterprises to exploit advantages of the parties in terms of human resources, capital, technology and equipment to create scientific and technological products.
To increase investment in developing science and technology potentials, especially in fields of smart agriculture, organic agriculture, clean agriculture, high quality agriculture and service industries serving agriculture; adopt policies to attract investment in science - technology, develop science - technology enterprises; creating conditions for the establishment and development of awakened knowledge club, Thai Binh intellectual association in other provinces; setting up forums for intellectuals to exchange ideas and contribute ideas to the province's socio-economic development; taking the lead in proposing and associating with major scientific centers to implement important programs, topics and projects in order to solve the province's difficult problems.
Create a favorable legal corridor and build a mechanism to promote democracy in science and technology, education and training, culture, and arts activities. Develop a statute of signed contact between leaders of the province and intellectuals, creating conditions for intellectuals to comment on main directions, policies, programs and projects of the province.
6. Implementing a policy of honoring, treating and honoring intellectuals
Renovating work of cadres, clearly defining responsibilities of management agencies in the promotion and use of cadres who are intellectuals; have preferential policies for intellectuals who are out of working age but have high qualifications and good health; pay attention to female intellectuals and talented young intellectuals who make many contributions to the cause of scientific research; adopt mechanisms and policies to mobilize leading experts to directly care for and train the contingent of contingents; building policies to attract and gather intellectuals from inside and outside the province to actively participate in donation, cooperation in training, scientific research, and transfer of new technology ... Organize forms of honoring intellectuals. Awareness contributes practically and effectively to the socio-economic development of the province, the authors have works and solutions to win high prizes of provincial, national and international competitions; Construction of Le Quy Don Award Project in Thai Binh province.
7. Promote role of intellectual associations in implementing the function of gathering and promoting the intelligence of the contingent of intellectuals in the province
Raising awareness of the party committees, authorities, the Fatherland Front at all levels and socio-political organizations and other social organizations on the role and position of the Union of Science and Technology Associations , Art and Literature Association in the socio-economic development of the province.
To consolidate organizational apparatus and staff of the Union of Science and Technology Associations, Literature and Art Association and its member associations to meet the requirements of the intellectual gathering organization. Ensuring funding and operating conditions for Union of Science and Technology Associations, Association of Literature and Arts. Funding support for intellectual associations to participate in the implementation of relevant provincial tasks.
III. Solution
1. Focus solution groups
a) Group of solutions for training and retraining to improve qualifications
To develop training and fostering plans to improve professional qualifications, skills, political theory, foreign languages, and informatics for intellectuals, especially intellectuals in the political system, businesses, should connect "3 houses" including scientists, managers and businesses to remove barriers on awareness, mechanisms and policies. Universities build training programs to access the market, increase foreign language skills and soft skills for students. Enterprises support start-ups to contribute to development of the startup ecosystem, innovation of the province.
Focus on training high quality human resources for the priority sectors and fields of the province; selecting qualified young intellectuals to participate in exams for overseas postgraduate training courses and retraining of foreign languages under the program of Project 165; create conditions for contingent of knowledge to attend seminars, study and research experiences at home and abroad; associating with centers, science and technology research agencies, universities, to enlist professional and scientific help in order to solve problems from reality posed locally; to encourage various forms of cooperation, linking the training and fostering of staff, specializing in science and technology transfer between schools, research institutes and agencies and units in the province; link open university training classes and postgraduate in the province.
b) Solution group for recruitment, arrangement and use
Priority is given to recruiting people with doctoral degrees to work in agencies, production and business establishments in the province's strong priority sectors (leadership, management, consultation; farming technology aquaculture, seeds, plants, animals, processing technology, software technology, supporting industries...)
Develop a set of regulations for use after training, rotation; promote and evaluate staff suitable for training majors and socio-economic development requirements of the province.
Develop synchronous policies in discovering, planning, training, fostering, arranging and using the contingent of knowledge, especially young intellectuals, female intellectuals, intellectuals who have made contributions in practical activities. Pay attention to appointing intellectuals with innovative thinking, excellently completing the tasks, daring to think, dare to do, and dare to take responsibility.
c) Group of solutions on regimes and policies to treat and honor intellectuals
Completing regimes and remuneration policies for intellectuals: Defining clearly subjects, standards and conditions to attract intellectuals with limited professional qualifications in the fields and branches of the province; to build a specific incentive mechanism to attract highly qualified experts to participate in research and development in the fields and branches of the province with a breakthrough role. Funding support for staff to be rotated; building a mechanism of gathering and promoting wisdom of the contingent of Thai Binh intellectuals who are working outside the province to participate in building homeland; complete supporting policies to encourage organizations and individuals, especially enterprises to invest in research, development, technology transfer, and application of scientific and technological advances to production and business.
Create a democratic, free and creative environment for intellectuals: Respect and listen to intellectuals. Create conditions for intellectuals to exchange academically, to make scientific arguments and to make social criticism; ensure intellectual property rights to intellectuals' research works.
To step by step invest in building research establishments to meet the requirements of research, development and application of science and technology in fields such as: farming, processing agricultural, forestry and aquatic products; application of information technology and software production; supporting industries; upgrade and build a number of research centers to create an environment for intellectuals to work.
Continue to renovate the organization, content and operation method of Center for Application of Science, Technology and Measurement and Testing Information under Department of Science and Technology. To turn this Center into a key focal point in research, development, application and cooperation in science and technology transfer of the province; Center for Information Technology and Communication is under the Department of Information and Communication. To turn this Center into a key focal point in software research and development and deploying information technology applications of the province; invest in and upgrade Agricultural Extension Center, Fisheries Sub-Department, Rural Development Sub-Department under Department of Agriculture and Rural Development into the focal center to provide quality seedlings and breeds in and outside the province.
d) Solutions for implementation resources
Integrating the development of the contingent of intellectuals associated with the implementation of education and training programs; science and technology; culture, sports and tourism, ... Take advantage of the support and assistance of the ministries and central branches, mobilize aid from the development assistance (ODA) capital and non-refundable aid of foreign non-governmental organizations. To encourage and facilitate the establishment of science and technology enterprises; promote technology transfer activities, consulting services, scientific information; implement socialization in training and fostering to improve master's and doctoral degrees in expertise and foreign language skills, according to the way that the State and students invest together, depending on the profession different priorities.
e) Group of solutions to uphold the responsibility of intellectuals, promote the role of intellectual associations, democratize scientific activities
Create conditions for intellectual associations to provide advice and criticism in policy-making in the fields of socio-economic, cultural, defense, security and foreign affairs; determine the value of works, projects, projects that require social assessment or important works, projects, projects that are considered by the provincial People's Council and need to organize social criticism ; continue to add and expand the bank of experts who are excellent intellectuals, leading in the industry and outside the province to participate in social consultation, criticism and assessment; create conditions for the Union of Provincial Science and Technology Associations and member associations to organize consultancy, criticism and social assessment activities on important projects and plans of the province and propaganda and dissemination activities.
The provincial Union of Science and Technology Associations and the Provincial Literature and Arts Association need to renew their activities in order to gather and promote the role of the contingent of intellectuals; invite leading experts to join associations organizations and strengthen exchange of expertise, imparting experiences to young intellectuals, writers and artists. For new activities of the organizations gather intellectuals; to attract and promote intellectually the contingent of intellectuals from outside the province and abroad to participate in local socio-economic development; actively set up the mobilization committee to gather intellectuals from outside provinces, and carried out the process of campaigning for the establishment of highly qualified intellectual associations in big cities.
To build a list of tasks of state agencies that can be assigned to intellectual associations to perform such as: Disseminating scientific, technological and technical knowledge; propaganda measures to protect the environment, respond to climate change, take care of community health, educate about law; training, retraining and vocational training; social counseling, criticism and assessment...
Develop mechanisms and policies for intellectual associations and professional associations to provide technology services, supervise professional activities, gradually pay for themselves, reduce the burden on the provincial budget.
g) Solutions in some specific fields
- Education and Training:
+ Reviewing the current status of the number and quality of teachers and education administrators at all levels to develop programs, plans and organize retraining and retraining for teachers and administrators of education in accordance with practical needs.
+ Improve quality of language teaching, especially English at all levels. Standardize and foster foreign language teachers according to new language programs; program development and implementation of training for specialized foreign language teachers, specialized teaching in foreign languages; encourage teachers to self-improve the system of direct and online foreign language learning materials; Applying global connection in online teaching of foreign languages, thereby contributing to innovating teaching methods, meeting general training objectives.
+ Strongly apply information technology in teaching, learning and education management. To develop information technology infrastructure and equipment of the whole branch in a synchronous and modern direction. To study and apply flexibly and effectively investment forms, with attention to the form of IT service hiring and socialization. Building a database of the whole industry on human resources for policy making and management of education and training.
- Medical
+ It is necessary to implement policies to increase recruitment and remuneration for highly qualified cadres working at district and commune levels; pilot implementation of new models, attracting, recruiting appropriate for financial incentives contracts (allowances, salaries) and non-financial incentives (opportunities to be officially paid, trained improve). Prioritize meeting strategic requirements on human resources for health care for health improvement and improvement at grassroots level; review and adjust the function and "scope of practice" of health workers, especially doctors, working at the commune level, consolidate the grassroots medical team, promote family doctor model at basis; Implementing a fixed-term rotation regime for practitioners at medical examination and treatment establishments under the Prime Minister's Decision No. 14/2013 / QD-TTg dated February 20, 2013 in order to strengthen human resources for examination and treatment medical treatment for the grassroots level, while contributing to the training to improve the professional qualifications of lower level staff; to encourage and create conditions for newly retired health workers with specialized qualifications to continue practicing (voluntarily) at all levels, especially at the grassroots level, to participate in the implementation of family doctor model.
+ Focus on training doctors and medical staff for commune health stations so that they can implement practical general activities, operate the family doctor model, implement health insurance policies and all-people health care coverage; encourage, facilitate and support resident physicians, specialists I, CKII, masters, and doctors to study priority disciplines and levels according to domestic and foreign development orientations, as well as some majors have low attractiveness, little or no market advantage.
+ To develop human resources for traditional medicine, on the basis of surveys and assessment of needs, especially the number and distribution of traditional medicine practitioners who are actually practicing in each locality in order to have policies promoting a positive role of this human resource.
+ Wide application of information technology in human resource management. Standardize the hospital management information system to support the management of finance, human resources as well as development planning, monitoring and supervision of the organization and implementation of development plans and policies.
+ Develop training plans to increase the number of specialist doctors, step by step address the shortage of specialists in priority subjects such as cancer, cardiology, orthopedics, pediatrics, infectious diseases, family doctor...
+ Develop a financial policy to further strengthen the continuity of training program for health workers working at lower levels; through international cooperation, capacity building in professional training and technology transfer, training in human resource management, from which international cooperation is given priority to training highly qualified human resources, specializing with priority, training hospital management and health economics.
- Science - Technology field
+ To increase investment in funding and material foundations for scientific technology research, transfer and application activities. To step up the scientific and technological innovation research movement for application in production and life.
+ Enhance education to raise awareness of lecturers and students about the role and importance of scientific research in universities and colleges and accountability, forming scientific research needs to well done.
+ Continue to improve and supplement regulations and regulations on scientific research activities for the faculty, building a mechanism for compulsory spending time on scientific research activities.
+ Implement the mechanism of ordering, bidding, and contracting funds according to the output results and publicity, transparency of costs, research results. To assign the ownership of scientific and technological research results using the state budget to organizations and individuals in charge of research, and at the same time have a reasonable benefit distribution mechanism. Improve the efficiency of science and technology development funds; to encourage venture capital funds.
