CIRCULAR
AMENDMENTS TO CIRCULAR NO. 127/2018/TT-BTC DATED DECEMBER 27, 2018 OF THE MINISTER OF FINANCE PRESCRIBING PRICES OF SECURITIES-RELATED SERVICES RENDERED BY STOCK EXCHANGES AND VIETNAM SECURITIES DEPOSITORY FOR ASSISTING ORGANIZATIONS AND INDIVIDUALS FACING DIFFICULTIES AMID COVID-19 PANDEMIC
Pursuant to the Law on Securities dated June 29, 2006; the Law on amendments to the Law on Securities dated November 24, 2010;
Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to the Pricing Law dated June 20, 2012;
Pursuant to the Law on Public Debt Management dated November 23, 2017;
Pursuant to the Decree No. 177/2013/ND-CP dated November 14, 2013 and the Government's Decree No. 149/2016/ND-CP dated November 11, 2016 on amendments to the Government’s Decree No. 177/2013/ND-CP dated November 14, 2013 on elaboration of the Pricing Law;
Pursuant to the Decree No. 58/2012/ND-CP dated July 20, 2012 and the Government’s Decree No. 60/2015/ND-CP dated June 26, 2015 on amendments to some articles of the Government’s Decree No. 58/2012/ND-CP dated July 20, 2012 on elaboration of the Law on Securities and the Law on amendments to the Law on Securities;
Pursuant to the Government’s Decree No. 86/2016/ND-CP dated July 01, 2016 on investment and trading requirements in securities and the Government’s Decree No. 151/2018/ND-CP dated November 07, 2018 on amendments to some Decrees on investment and trading requirements in sectors under the management of the Ministry of Finance;
Pursuant to the Government’s Decree No. 42/2015/ND-CP dated May 05, 2017 on derivatives and derivative market;
Pursuant to the Government’s Decree No. 91/2018/ND-CP dated June 26, 2018 on government guarantee issuance and management;
Pursuant to the Government’s Decree No. 93/2018/ND-CP dated June 30, 2018 providing for provincial-government debt management;
Pursuant to the Government’s Decree No. 95/2018/ND-CP dated June 30, 2018 providing for issuance, registration, listing and trading of government debt instruments in securities market;
Pursuant to the Government’s Decree No. 87/2017/ND-CP dated July 26, 2017 defining functions, tasks, powers and organizational structure of the Ministry of Finance;
At the request of the Director of the Department of Price Management and the Chairman of the State Securities Commission of Vietnam (SSC);
The Minister of Finance promulgates a Circular providing amendments to Circular No.127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance prescribing prices of securities-related services rendered by Stock Exchanges and Vietnam Securities Depository (VSD) for the purpose of assisting organizations and individuals facing difficulties amid Covid-19 Pandemic.

Article 2. Implementation
1. This Circular comes into force from March 19, 2020 to the end of August 31, 2020. After August 31, 2020, prices of securities-related services rendered by Stock Exchanges and VSD shall be collected according to the Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance. Based on the progression of the Covid-19 pandemic, the Minister of Finance shall consider deciding to lengthen the effective period of this Circular.
2. Based on the service prices in Article 1 hereof, providers of securities-related services prescribed in Article 2 of the Circular No. 128/2018/TT-BTC dated December 27, 2018 of the Minister of Finance shall stipulate prices of securities-related services rendered by securities trading organizations and commercial banks engaging in Vietnam’s securities market and consider reducing such service prices for the purpose of assisting organizations and individuals adversely affected by the Covid-19 pandemic in conformity with the actual provision of services, regulations of the Pricing Law and relevant laws.
3. Other relevant contents which are not prescribed in this Circular shall be governed according to Circular No. 127/2018/TT-BTC dated December 27, 2018 of the Minister of Finance.
4. Difficulties that arise during the implementation of this Circular should be promptly reported to the Ministry of Finance for consideration./.
