PROMULGATING LISTS OF APPROVED AND PROHIBITED PLANT PROTECTION CHEMICALS IN VIETNAM

1. The List of approved plant protection chemicals in Vietnam (Appendix I enclosed herewith), including:

a) Chemicals used in farming:

- Pesticides: 897 active ingredients and 2196 trade names.

- Fungicides: 838 active ingredients and 1957 trade names.

- Herbicides: 312 active ingredients and 996 trade names.

- Rodenticides: 09 active ingredients and 73 trade names.

- Plant-growth regulators: 67 active ingredients and 207 trade names.

- Pest lures: 08 active ingredients and 08 trade names.

- Snailicides: 31 active ingredients and 162 trade names.

- Supporting chemicals: 05 active ingredients and 06 trade names.

b) Termiticdes: 17 active ingredients and 29 trade names.

c) Forest product preservatives: 07 active ingredients and 08 trade names.

d) Warehouse disinfectants: 03 active ingredients and 11 trade names.

dd) Golf course chemicals:

- Pesticides: 01 active ingredient and 01 trade name.

- Fungicides: 02 active ingredients and 02 trade names.

- Plant-growth regulators: 01 active ingredient and 01 trade name.

e) Seed treatment chemicals:

- Pesticides: 10 active ingredients and 16 trade names.

- Fungicides: 12 active ingredients and 12 trade names.

g) Chemicals for postharvest treatment of agricultural products

- 02 active ingredients and 02 trade names.

2. The List of prohibited plant protection chemicals in Vietnam (Appendix II enclosed herewith), including:

a) Pesticides, forest product preservatives: 23 active ingredients.

b) Fungicides: 06 active ingredients.

c) Rodenticides: 01 active ingredient.

d) Herbicides:  01 active ingredient.

3. HS codes of the plant protection chemicals specified in clause 1, clause 2 of this Article shall comply with Section 23, Section 24 of Appendix I enclosed with the Circular No. 01/2024/TT-BNNPTNT dated February 02, 2024 of the Minister of Agriculture and Rural Development promulgating HS codes of commodities under management of the Ministry of Agriculture and Rural Development and list of imports and exports subject to specialized inspection in the field of agriculture and rural development.

4. Import of plant protection chemicals containing carbosulfan (a chemical listed in Annex III of the Rotterdam Convention) included in the List of approved plant protection chemicals in Vietnam shall comply with regulations of law on foreign trade management.

1. Plant protection chemicals containing carbosulfan may only be manufactured within 03 months from the effective date of this Circular, and may be traded and used for 02 years thereafter.

2. The import of plant protection chemicals containing benfuracarb shall be prohibited, but they may only be manufactured within 03 months from the effective date of this Circular, and may be traded and used for 01 year thereafter.

1. This Circular comes into force from February 10, 2026.

2. The Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development of Vietnam and the Circular No. 03/2025/TT-BNNMT dated May 16, 2025 of the Minister of Agriculture and Rural Development of Vietnam shall cease to have effect from the effective date of this Circular.

1. The Director of the Plant Production and Protection Department, heads of the Ministry’s affiliated units, Directors of Departments of Agriculture and Environment of provinces and central-affiliated cities, and relevant organizations and individuals shall be responsible for the implementation of this Circular.

2. Any difficulties that arise during the implementation of this Circular should be promptly reported to the Ministry of Agriculture and Environment of Vietnam (via the Plant Production and Protection Department) for consideration./.
