“12. A social welfare account is identification information on the National Identification Application that allows electronic identity holders to integrate payment account, e-wallet, and mobile money account information to receive support funds, pensions, social welfares, and other lawful funding.

13. Agency managing and operating the electronic identification and authentication system is a unit affiliated to the Ministry of Public Security and assigned to manage and operate the electronic identification and authentication system and the National Identification Application.

“4. Agencies, organizations, and individuals, when receiving, processing administrative procedures, using public services, and conducting civil transactions, and other activities, shall access and use eIDs, information and documents integrated on the National Identification Application, and must not request individuals or organizations to submit or present the original copies or copies of documents that have been integrated on the National Identification Application. The access and use of eIDs must ensure the confidentiality of electronic ID account information and comply with regulations of law on personal data protection and regulations on assurance of the safety and confidentiality of private life, personal secrets, and family secrets.

Agencies, organizations, and individuals, when performing administrative procedures and using online public services through the National Identification Application, shall be exempted from or entitled to a reduction of fees and charges. The exemption from or reduction of fees and charges shall comply with regulations of the law on fees and charges.”.

1. A Vietnamese citizen aged full 06 years or older and issued with a valid citizen ID card or an ID card is eligible to be issued with a level -1 eID account, or level -2 eID account where necessary. A Vietnamese citizen who is under 6 years of age and has been issued with an ID card is eligible to be issued with a level -1 eID account when necessary.

2. A foreigner legally entering or residing in Viet Nam is eligible to be issued with an eID account regardless of level of authentication, when necessary

1. Documents not classified as state secrets and issued by competent authorities and organizations to agencies, organizations, or individuals shall be automatically synchronized and updated to the electronic identification and authentication system when such agencies or organizations have their databases connected to the electronic identification and authentication system.

When there is any change to information or documents on the National Identification Application, competent authorities and organizations issuing documents must immediately update such information or documents. Due to objective reasons, in case information or documents cannot be immediately updated at the time of change, the time limit for updating such information or documents on the National Identification Application shall not exceed 24 hours from the time on which data to be updated is available, and shall not exceed 05 minutes in case citizens request direct updates on the National Identification Application.

2. In case competent authorities and organizations issuing documents have not yet established their databases, information and documents shall be integrated as follows:

a) Electronic identity holders shall send requests for integration of information and document to the electronic identification and authentication system via the National Identification Application;

b) Within 05 working days from the date on which the electronic identification and authentication system receives the requests, competent authorities and organizations issuing documents shall access the electronic identification and authentication system by way of using their electronic ID accounts to receive, process, and approve the information and document integration requests from electronic identity holders in accordance with the guidelines provided by the Ministry of Public Security;

c) Competent authorities and organizations issuing documents shall update the integrated information and documents to the National Identification Application and at the same time approve adjustments to such information and documents.

3. The agency managing and operating the electronic identification and authentication system shall integrate documents to the National Identification Application at the request of electronic identity holders to share, access and use them online.

4. State agencies, political organizations, and socio-political organizations may access information and documents in the electronic identification and authentication system in conformity with their functions and tasks.

5. Agencies, organizations, and individuals may access their own information and documents in the electronic identification and authentication system.

6. Agencies, organizations, and individuals other than those specified in clauses 4 and 5 of this Article, when accessing information and documents of other organizations and individuals in the electronic identification and authentication system via the National Identification Application, must obtain the consent of holders of such information and documents. In case of access to information and documents of incapacitated persons, persons having limited recognition or behavioral control as specified in Civil Code, persons under 14 years of age, persons declared missing, or deceased persons, the consent of one of their legal representatives or heirs in accordance with the law must be granted.

1. Level-1 eID account of a Vietnamese citizen is used to access, extract and use information on eID and some features, utilities and applications of the electronic identification and authentication system, the information system connected and shared according to regulations of law.

2. Level-2 eID account of a Vietnamese citizen is used to access and use e-identification or information other than that integrated into the e-identification shared, integrated and updated from national or specialized databases and all features, utilities and applications of the electronic identification and authentication system, the information system connected and shared according to regulations of law.

3. E-ID account of a foreigner or an agency or organization is used to access, extract and use eID information and other information shared, integrated and updated from national or specialized databases and all features, utilities and applications of the electronic identification and authentication system, the information system connected and shared according to regulations of law.

4. EID holders shall be entitled to log in their eID accounts to access, authenticate, integrate, store, manage, share information and documents and use utilities and services on the National Identification Application, the eID website or other utilities on other applications and software of other agencies, organizations and individuals that have been connected to the electronic identification and authentication system.

5. Access to eID accounts can be granted to carry out administrative procedures or public administration services and receive results online and conduct other activities to meet the demands of eID holders. The use of eID accounts for login and use of electronic transactions for credit, telecommunications, transportation, e-commerce, import-export, and other essential activities is encouraged.

6. EID information and information and documents integrated into the eID card, eID account, and electronic identification and authentication system shall have validity equivalent to that of information and physical documents provided and presented when initiating administrative procedures, using public services, and conducting transactions, and other activities.

7. Agencies, organizations and individuals shall be entitled to create e-transaction accounts serving their transactions and activities according to regulations of the law on e-transactions; must take responsibilities for authenticity and accuracy of the accounts that they create on their own; can decide the level and value of each of these accounts. Information required for creation of e-transaction accounts shall be provided by account holders and used by agencies, organizations or individuals for its original purposes with authorization from account holders.

8. EID holders shall use the National Identification Application to prepare and submit applications for processing of administrative procedures. Such applications shall be transferred from the National Identification Application to the National Public Service Portal; the results of the processing of administrative procedures for such applications shall be transferred from the National Public Service Portal to the National Identification Application to notify agencies, organizations, and individuals in accordance with regulations.

9. State agencies, political organizations, and socio-political organizations shall pay support funds, pensions, social welfares,, and other lawful funding from the state budget via bank transfer to social welfare accounts on the National Identification Application; except for cases where the beneficiaries have not yet created their social welfare accounts and have not yet been granted written authorization for receipt, social welfares shall be paid by other methods in accordance with regulations.

Agencies, organizations, and individuals are encouraged to grant charitable aid or pay funding not covered by state budget via social welfare accounts on the National Identification Application.

Each agency, organization, or individual shall only be permitted to integrate a single payment account, e-wallet, or lawfully registered mobile money account that matches their eID account information for the purpose of receiving social welfares.

10. Agencies, organizations, and foreigners holding eID accounts, and Vietnamese citizens holding level-02 eID accounts, shall be provided with communication channels on the National Identification Application. State agencies, political organizations, and socio-political organizations shall send related notifications to agencies, organizations, and individuals via such communication channels on the National Identification Application, and receive feedback, petitions, and recommendations from agencies, organizations, and individuals about matters related to the use of eID accounts and electronic transaction accounts.

11. In case where the ID Card, Citizen ID Card, or information or document integrated into the eID account expires or becomes invalid, the electronic identification and authentication system shall notify the citizen for proactive replacement of the ID Card or replacement and renewal of the document in accordance with legal regulations

The electronic identification and authentication system shall automatically revalidate the eID card and information and documents integrated into the eID account that expired or became invalid immediately after they are successfully replaced or renewed.”.

1. The foreigner contacts the immigration department of the provincial police authority to present his/her passport or international travel document and follow procedures for issuing a level-2 eID account;

2. The foreigner writes full and accurate information in a written request for issuance of the eID account according to Form No. TK01 enclosed with this Decree, including their lawfully registered mobile subscriber identification number (MSIN) or email address (if any) and other information proposed to be integrated into the national identification application and sends the written request to the recipient;

3. The recipient enters information provided by the foreigner into the electronic identification and authentication system; takes the foreigner’s portrait photo and fingerprint to have them checked against those available in the national entry/exit database; provides guidance for the foreigner on use of digital devices to download and install the National Identification Application, and declare information in accordance with the guidelines on the National Identification Application.

4. The immigration department sends the request for issuance of the eID account to the agency managing and operating the electronic identification and authentication system.

5. The agency managing and operating the electronic identification and authentication system shall send a notification of whether the registration request is accepted or refused via the National Identification Application, MSIN or email.

6. The foreigner who is under 14 years of age, the ward or the represented person and their representative or the guardian contact the immigration department of the provincial police authority in order to follow procedures for issuance the eID account.

The representative or the guardian uses their lawfully registered mobile subscriber identification number to make declaration and apply for issuance of the eID account to the foreigner who is under 14 years of age, the ward or the represented person.”.

1. Clause 3 shall be amended as follows:

“3. For a foreigner:

a) The maximum duration of completion of processing of the registration request for an eID account shall be 02 working days if the foreigner’s portrait photo and fingerprint is available in the national entry/exit database;

b) The maximum duration of completion of processing of the registration request for an eID account shall be 05 working days if the foreigner’s portrait photo and fingerprint is not available in the national entry/exit database.”.

2. Point b clause 4 shall be amended as follows:

“b) The maximum duration of completion of processing of the registration request for an eID account shall be 10 working days if verifiable information about the organization is not available in national or specialized databases.”.

1. Clause 1 shall be amended as follows:

“1. Locking and unlocking a Vietnamese citizen's eID account.

a) The electronic identification and authentication system automatically locks or unlocks the citizen's eID account when their e-identification is locked or unlocked;

b) The electronic identification and authentication system automatically locks the citizen's eID account when the mobile subscriber number used by the citizen to register the eID account has changed and is no longer registered under his/her own name.”.

2. Point b clause 2 shall be amended as follows:

“b) The electronic identification and authentication system automatically records, inspects, authenticates and locks an eID account if the organization makes the request for locking their eID account; the organization violates agreements on use of the National Identification Application; the organization is dissolved, bankrupt, suspended, or terminates its operations in accordance with regulations of law; or the person whose name is used to register the account (the legal representative, the head of the agency or organization, or the authorized person) is subject to a judgment enforcement decision issued by a competent authority.

In case where the eID account of an organization is locked because the person whose name is used to register the account is subject to a judgment enforcement decision issued by a competent authority, such account shall be unlocked when the agency or organization changes the person whose name is used to register the account.

The electronic identification and authentication system shall automatically record information through the organization's declaration on the National Identification Application or through the updating and sharing of information as prescribed in Article 8 of this Decree.".

The Head of agency managing and operating the electronic identification and authentication system has jurisdiction to issue, lock and unlock eID accounts of Vietnamese citizens, agencies, organizations and foreigners currently residing in Viet Nam.”.

1. State agencies, political organizations, socio-political organizations, public service providers, and organizations assigned to perform state management tasks, or paying support funds, pensions, social welfare, and other lawful funding, may connect their information systems under their management to the electronic identification and authentication system when ensuring that such information systems meet level-3 or higher-level safety requirements applicable to information systems according to regulations of law on cybersecurity.

2. Agencies and organizations wishing to make connection as prescribed in clause 1 of this Article shall submit written requests clearly stating the scope and purposes of the connection, enclosed with documents proving that their information systems meet level-3 or higher-level safety requirements, to the agency managing and operating the electronic identification and authentication system.

3. The agency managing and operating the electronic identification and authentication system shall be responsible for cooperating with the specialized cyber security protection force under the Ministry of Public Security and relevant agencies, organizations, and individuals to conduct inspections of security and safety of information systems of units sending written requests for connection, except for military information systems and cipher information systems under the Government Cipher Committee; and shall reach a written agreement with agencies and organizations managing databases or information systems to be connected.

4. Within 05 working days from the date of completion of the inspection, the agency managing and operating the electronic identification and authentication system shall proceed with the connection of the electronic identification and authentication system to databases or information systems of agencies or organizations sending written requests.

5. Agencies and organizations wishing to use electronic authentication services shall connect to the electronic identification and authentication system through an electronic authentication service provider in accordance with plans and procedures approved by the agency managing and operating the electronic identification and authentication system

6. Agencies and organizations permitted to connect to, access, and use information and documents in the electronic identification and authentication system shall be responsible for storing and providing the history of access and use of such information and documents to the agency managing and operating the electronic identification and authentication system for display on the National Identification Application to notify eID holders. The history of access and use shall contain information on documents, purposes, number of accesses, time, and entities accessing and using information and documents.

7. The verification, access, and use of information and documents integrated from the electronic identification and authentication system must not be shared with or provided for other agencies, organizations, or individuals, except where requested by data holders or otherwise prescribed by law.”.

“2. Time limit and procedures for processing:

a) The applicant submits 01 application specified in clause 1 of this Article in person; by post to the Ministry of Public Security; online through the national public service portal;

b) If the application is inadequate or invalid, within 02 working days from the date of receipt of the application, the Ministry of Public Security shall send a written notification of any necessary adjustment to the applicant;

c) Within 02 working days from the date on which the full and valid application is received, the Ministry of Public Security is responsible for seeking written opinions from the Ministry of Science and Technology, the Ministry of National Defence, and the Ministry of Finance;

d) Within 07 working days from the date of receipt of the written request for opinions from the Ministry of Public Security, these Ministries must conduct inspection and appraisal and send their written opinions to the Ministry of Public Security;

dd) Within 20 working days of receipt of written opinions from Ministries, the Ministry of Public Security shall conduct the site inspection at the applicant’s office and issue the applicant with a certificate of eligibility to provide e-authentication services according to the Form XT03 given in Appendix hereto to the eligible applicant; in case of rejection, a written notification, clearly stating reasons for such rejection, must be sent.”.

1. Clause 3 shall be amended as follows:

“3. If the applicant wishes to change one of the data about their legal representative, address of its head office or transaction name, within 07 working days from the date of receipt of the valid application, the Ministry of Public Security shall carry out appraisal; issue a certificate of eligibility to provide e-authentication services to the eligible applicant; in case of rejection, a written notification, clearly stating reasons for such rejection, must be sent.”.

2. Clause 4 shall be amended as follows:

“4. If the applicant wishes to change one of the data about the plan and procedures for provision of e-authentication service specified in clause 3 Article 23 of this Decree, within 20 working days of receipt of the valid application, the Ministry of Public Security shall conduct the appraisal and seek opinions from relevant ministries; carry out the site inspection and issue a certificate of eligibility to provide e-authentication services to the eligible applicant; in case of rejection, a written notification, clearly stating reasons for such rejection, must be sent.”.

3. Point b clause 5 shall be amended as follows:

“b) Within 02 working days from the date of receipt of the valid application, the Ministry of Public Security shall consider reissuing the certificate of eligibility to provide e-authentication services to the e-authentication service provider; in case of rejection, a written notification, clearly stating reasons for such rejection, must be sent.”.

 “1. E-identification is expressed in the form of a feature or utility of the National Identification Application through access to a citizen’s eID account. The eID card format displayed in the National Identification Application is identical to that of the physical ID card; the eID card information displayed in the National Identification Application is the information updated to the electronic identification and authentication system.”.

“3. Responsibilities of eID holders:

a) Fully and accurately provide information and documents required to be integrated into the National Identification Application;

b) Secure and protect eID accounts and e-identities;

c) Promptly report and give feedback on any missing or incorrect information and data on the National Identification Application;

d) Do not overload the processing authority by creating and submitting multiple applications of the same type as the application being processed;

dd) Strictly comply with regulations of the laws on personal data protection and cybersecurity.

4. State agencies, political organizations, socio-political organizations, and other organizations providing public services shall register and develop utilities on the National Public Service Portal or the National Identification Application to enable citizens and businesses to initiate administrative procedures and use public services. Registration of development of utilities not serving public services and administrative procedures on the National Public Service Portal or the National Identification Application is optional.

“11. Provide an official, safe, secure, and effective communication channel between citizens and the State, citizens and enterprises, and among citizens on the National Identification Application; integrate and connect payment accounts, e-wallets, bank cards, and mobile money services on the National Identification Application to pay public services, social welfares, and conduct other lawful payment transactions.

12. Invest in, upgrade, re-architect, and develop the electronic identification and authentication system and the National Identification Application to maintain stable operation and get ready to serve at least 10% of Viet Nam’s population accessing and using the Application at the same time, and to provide services and utilities specified in this Decree; invest in infrastructure solutions to ensure that eID holders can access and use services and utilities of the National Identification Application outside the territory of Viet Nam.

13. Promptly and effectively organize periodic or ad hoc inspection of the synchronization of information and documents on the National Identification Application; compliance with regulations on personal data protection and cybersecurity; and connection and authentication of electronic transaction accounts on digital platforms with eID accounts prior to use.

14. Promulgate procedures for connecting and synchronizing citizen information data, electronic documents, and administrative procedure processing results with the electronic identification and authentication system.

15. Cooperate with ministries, ministerial-level agencies, and People's Committees of provinces and cities in reviews to request the Prime Minister to update documents issued to agencies, organizations, and individuals, to be integrated and updated to the National Identification Application.

16. Promulgate detailed guidelines for the payment of support funds, pensions, insurance premiums, and other payouts through social welfare accounts on the National Identification Application.”.

The Ministry of Science and Technology shall publish national digital platforms developed by ministries, central authorities, and enterprises.”.

“4. Based on written proposals and schemes submitted by ministries, ministerial-level agencies, and People's Committees of provinces and cities, the Ministry of Finance shall request competent authorities to promulgate, or promulgate within their jurisdiction, documents prescribing exemption from and reduction of fees and charges for processing of administrative procedures on the National Identification Application, included in the List of Fees and Charges issued together with the Law on Fees and Charges.

5. Balance and propose the allocation of state budget (development investment and recurrent expenditures) to ministries, ministerial-level agencies, and People's Committees of provinces and cities in accordance with the Law on State Budget, the Law on Public Investment, and relevant laws. Regarding funding for performance of tasks in the fields of science, technology, innovation, and digital transformation, ministries, central and local authorities shall submit their proposals to state management agencies in charge of science, technology, innovation, and digital transformation at the same level for consolidation.

“4. Connect to the electronic identification and authentication system to pay support funds, pensions, insurance premiums, and other payouts via social welfare accounts on the National Identification Application.

5. Cooperate with the Ministry of Public Security to develop plans to integrate and update documents issued to individuals, agencies and organizations (as listed in the Appendix) related to fields under their management from specialized databases to the electronic identification and authentication system.

6. Review fees and charges under their management, and develop a Scheme to propose exemptions and reductions of fees and charges for administrative procedures processed on the National Identification Application, then submit it to the Ministry of Finance in accordance with the law on fees and charges

7. Connect and synchronize data on beneficiaries of social benefits with the electronic identification and authentication system.

8. Review and update data on beneficiaries of emergency social support with the electronic identification and authentication system as prescribed.”.

 “9. Electronic transaction accounts under the Law on Electronic Transactions on digital platforms serving activities in the fields of education, digital literacy, securities, telecommunications, banking, e-commerce (sellers, livestream sellers, and affiliate marketers in accordance with the Law on E-commerce), e-invoices, transport business, tourism business, pharmaceutical business, medical examination and treatment, and social networks in Viet Nam must be connected and authenticated with eID accounts. Electronic transaction accounts on digital platforms serving activities related to national defense, security, and cross-border services shall be connected and authenticated with eID accounts prior to use when such digital platforms meet all conditions and are connected to the electronic identification and authentication platform.

10. Regarding fields other than those specified in clause 9 of this Article, Ministers and Heads of ministerial-level agencies shall promulgate specific lists of online transactions in the fields where connection and authentication with eID accounts are mandatory prior to use.”.

1. Some articles of the Government’s Decree No. 77/2020/ND-CP dated July 01, 2020, amended by the Government’s Decree No. 67/2024/ND-CP dated June 25, 2024 shall be amended as follows:

a) Article 10 shall be amended as follows:

1. Passengers eligible for entry and exit through automated border control gates

a) Vietnamese citizens;

b) Foreigners.

2. Conditions for entry and exit through automated border control gates

a) Vietnamese citizens whose information has been fully collected and updated to the National Database of Entry and Exit, or who have been issued with level-2 eID accounts;

b) Foreigners whose information has been fully collected and updated to the National Database of Entry and Exit, or who have been issued with eID accounts.

3. The Ministry of Public Security shall preside over and cooperate with the Ministry of National Defense and the Ministry of Foreign Affairs to provide guidance for eligible individuals specified in clauses 1 and 2 of this Article who are permitted to exit and enter through automated border control gates, on the basis of practical situations and assurance of national defense, national security, and social order and safety.”.

b) Article 11 shall be annulled.

2. The list of documents issued to agencies, organizations, and individuals to be integrated and updated to the National Identification Application shall be added to the Appendix as follows:

a) List 1: Documents issued to individuals to be integrated and updated to the National Identification Application;

b) List 2: Documents issued to agencies and organizations to be integrated and updated to the National Identification Application.

3. This Decree takes effect from September 28, 2026.

National digital platforms must integrate the use of eID accounts to authentication, login, and execution of transactions among agencies, organizations, and individuals and other agencies, organizations, and individuals no later than December 31, 2026.

Electronic transaction accounts specified in clause 9, Article 40 of this Decree (excluding the banking field) created prior to the effective date of this Decree must be connected and authenticated with eID accounts no later than December 31, 2026.

Electronic transaction accounts specified in clause 9, Article 40 of this Decree in the banking field, created prior to the effective date of this Decree must be connected and authenticated with eID accounts no later than June 30, 2027.

4. The Ministry of Public Security shall be responsible for providing guidance on, inspecting, and urging the implementation of this Decree. During the implementation process, the Ministry of Public Security shall cooperate with the Ministry of Science and Technology to consolidate and handle issues in conformity with their state management functions. If necessary, a report shall be submitted to the Prime Minister for consideration and decision.

5. Ministers, Heads of ministerial-level agencies, Chairpersons of provincial People's Committees, and relevant authorities, organizations, units and individuals shall be responsible for the implementation of this Decree.
