DECISION
APPROVING THE GO GLOBAL PROGRAM 2026-2030
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated February 18, 2025;
Pursuant to Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private sector development;
Pursuant to Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for private sector development;
Pursuant to Resolution No. 138/NQ-CP dated May 16, 2025 of the Government promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private sector development;
Pursuant to Resolution No. 139/NQ-CP dated May 17, 2025 of the Government promulgating the Government's Plan to implement Resolution No. 198/2025/QH15 dated May 17, 2025 of the National Assembly on a number of special mechanisms and policies for private sector development;

Implementing Resolution No. 138/NQ-CP dated May 16, 2025 of the Government promulgating the Government's Action Plan to implement Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private sector development, the Prime Minister hereby issues the "Go Global Program 2026-2030" (hereinafter referred to as the Program or the GoGlobal Program) with the following contents:
1. Orientations
a) Renew the mindset of going global in a more proactive and comprehensive manner across all sectors and fields such as trade, investment, finance, technology, culture, society, tourism and human resources, in order to expand the space for economic growth and enhance Vietnam's position and national brand on the international stage.
b) Private sector enterprises are an important force leading the process of going global to strengthen the country's strategic independence and self-reliance; promote the entrepreneurial spirit, sense of ownership, boldness in thinking and action, being ahead of the curve; and share responsibilities with the Government.
c) The State plays a facilitative role, accompanying enterprises in proactively going global in a spirit of support, risk sharing and commitment to implementation; creating policy sandbox mechanisms to reduce risks, accumulate experience and scale up successful models.
2. Directions
a) Focus on resolving institutional and policy bottlenecks to encourage, facilitate and manage risks for enterprise investment and business operations in overseas markets; ensure effective access to resources (investment, finance, infrastructure, technology, information, human resources...) that are streamlined and have simplified administrative procedures compatible with highly competitive economies.
b) Encourage enterprises to invest and do business in overseas markets in sectors, fields and markets where Vietnam has international competitive advantages, high value added and high spillover potential; focus on strategic investment, mergers and acquisitions (M&A), establishment of distribution centers, bonded warehouses, industrial parks, wholesale and retail systems, agents, representative offices, research and development (R&D) offices and after-sales services in overseas markets.
c) Prioritize enterprises with strong technology capabilities, innovation and outstanding competitiveness in a number of sectors and fields of the economy, capable of leading sectors and fields; creating spillover effects in value chains; innovative startup enterprises with global business models.
1. Objectives
a) General objective
Vietnam's private sector increases its overseas presence in a comprehensive, effective and sustainable manner, both in scale and quality, through international investment and business activities, and deeper integration into regional and global supply chains and value chains.
b) Specific objectives by 2030
- At least 10,000 enterprises trained on deploying global investment and business activities; 1,000 enterprises advised and assisted in developing plans to expand into international markets.
- At least 100 enterprises provided with comprehensive and in-depth support for outward investment, of which 30% invest through M&A.
- At least 100 enterprises provided with comprehensive and in-depth support from research, design and production through to distribution and international brand building to participate in regional and global value chains, of which at least 20 large enterprises in key and strategic sectors participate in regional and global supply chains and value chains.
- At least 100 enterprises provided with comprehensive and in-depth support to operate effectively on Vietnam's and international cross-border e-commerce platforms, of which at least 10 enterprises achieve online export revenue of over USD 10 million.
2. Scope
The Program is implemented nationwide during the period 2026-2030.
3. Program participants
a) Agencies and individuals as beneficiaries of the Program, including: (i) enterprises from the private sector; and (ii) relevant agencies, organizations and individuals participating in the Program.
b) Program managing authorities: those assigned by the Government to manage their respective sectors, fields and local areas, including: (i) ministries and ministerial agencies; (ii) People's Committees of provinces and centrally-affiliated cities (hereinafter referred to as province level); (iii) People's Committees of communes, wards or special zones under provinces and centrally-affiliated cities (hereinafter referred to as commune level) and affiliated units.
c) Authorities implementing Program activities: those assigned tasks and budget estimates by ministries, ministerial agencies, province-level and commune-level People's Committees to implement Program activities in their assigned sectors and local areas, including: (i) affiliated and subordinate entities; (ii) associations, industry associations, business support organizations and relevant agencies, organizations and individuals.
1. Establishing a coherent, transparent and enabling institutional framework to encourage, support and minimize risks for enterprises investing and doing business in overseas markets
a) Regularly review and resolve institutional and policy bottlenecks to support, encourage and facilitate enterprises in going global.
b) Simplify administrative procedures, requirements and procedures for licensing and approving international investment and business activities so as to comprehensively remove procedural, financial, legal and risk management bottlenecks in the process of implementing investment, production and business activities abroad, such as capital transfer mechanisms, international payments, tax policies and foreign exchange management consistent with international practice and Vietnam's practical conditions.
c) Research and propose the establishment of a Fund model or appropriate form to support enterprises in going global, ensuring clear principles of operations, sectors, forms and support mechanisms to facilitate and share risks for enterprises going global in terms of capital, credit, guarantees, export insurance and overseas investment guarantees.
d) Based on the regulations of the Vietnam National Brand Program, review, upgrade and refine the national brand identity system, register for protection, and apply uniformly to all Vietnamese products and services meeting the Program's criteria for consistent use in domestic and international markets; ensure a consistent, professional and easily recognizable national image; and create favorable conditions for all industry sectors to jointly promote the national brand value.
dd) Review and improve legal regulations on the establishment of representative organizations of Vietnamese enterprises abroad to institutionalize and facilitate support activities for enterprises engaged in international investment and business. Research the establishment of the Vietnamese Business Association Abroad - Vietcham in a number of key markets.
2. Building an information, awareness and capacity foundation for going global, forming a proactive, long-term and professional mindset in international investment and business activities
a) Launch communication campaigns to promote and attract enterprises, agencies and business support organizations to participate; organize seminars, roundtables, press and television features, media and social media campaigns domestically and internationally; Vietnam GoGlobal promotion campaigns on international media channels; international investment and business promotion activities, sector-specific B2B matchmaking and in key markets; and Vietnam GoGlobal Forums.
b) Implement training, information dissemination and advisory programs for enterprises on international market expansion strategies, international law and standards, risk management and international business culture, intellectual property protection and enforcement in overseas markets, use of modern and secure cross-border payment methods based on financial technology (fintech); support enterprises in accessing business support service providers, expert advisory and consultant networks.
c) Equip officials at all levels from central to local and abroad with comprehensive awareness; train and enhance knowledge, skills and experience in developing and implementing policies to support enterprises in international investment and business (negotiation skills, enterprise matchmaking support, organizing international networking events, etc.).
d) Strengthen the capacity of the network of organizations supporting enterprises in going global (associations, public and private consulting organizations) and expert consultants meeting professional competency requirements with connections to international networks.
dd) Issue documents, handbooks, bulletins, thematic and in-depth reports on markets, industry sectors, tastes, culture, law, preferences and trends of international consumers, international investment and international business networking.
e) Organize activities to honor outstanding individuals, organizations, enterprises and entrepreneurs going global; successful models creating breakthrough value; exemplary innovative entrepreneurs overcoming difficulties to go global.
g) Develop and operate an integrated database system (Vietnam GoGlobal Platform) to create a long-term, stable and updated information foundation for enterprises going global, based on integrating existing systems, connecting with international markets and organizations; networks of associations, organizations and individuals providing business support services; networks of investors and international buyers; sharing data, knowledge, experience and Program implementation results; providing information on support and incentives for enterprises; receiving needs and feedback from associations, enterprises and stakeholders participating in the Program.
3. Encouraging and facilitating enterprises in outward investment, especially M&A investment, to access global resources, expand economic growth space and strengthen Vietnam's position on the international stage
a) Provide in-depth advisory services for enterprises to develop international investment strategies and appropriate market entry modes such as Business Cooperation Contracts (BOT, PPP, BCC, BTO...), establishment of companies, representative offices, joint ventures with local or international companies; establishment of branches, franchising, licensing agreements; M&A; capital contributions, purchase of shares...
b) Support enterprises in connecting and investing for development in target markets; provide in-depth support on legal matters and negotiation of investment contracts, intellectual property, local law compliance; dispute resolution; patent registration, software copyright, trademark registration in key markets; in-depth information on international business investment environments, legal, tariff and investment risk matters; development and investment attraction strategies of strategic markets.
c) Support enterprises in accessing domestic and international capital raising channels, including venture capital funds, international financial organizations and investment funds, commercial banks, international funding programs on research, innovation and technology transfer to expand capital raising opportunities for outward investment projects. Provide specialized and comprehensive support packages on capital, credit, insurance, overseas investment guarantees, capacity building support... from existing enterprise support funds and programs.
d) Organize enterprise support activities on investment and business promotion in key markets, working directly with relevant partner groups; participate in Government, ministry, sector and local working delegations; implement forums, conferences and domestic and international partner networking programs...; connect Vietnamese enterprises with host-country enterprises to form strategic alliances; reach the right market segments and access source technology abroad.
dd) Provide specialized and comprehensive support for a group of exemplary enterprises with market and financial capacity to develop and implement internationalization strategies through M&A investment in strategic sectors abroad to promote high-tech transfer and access to advanced management models throughout the full project cycle, such as: Providing and supporting M&A database information systems for global and strategic markets; connecting foreign partner networks; advising and supporting contract negotiation, providing legal and regulatory advisory services on M&A in strategic markets and sectors; supporting and guiding procedures for implementing M&A abroad (investment licensing, overseas remittance, investment credit guarantees...); supporting connections with expert networks and reputable domestic and international science and technology organizations to assess and evaluate technology and intellectual assets...
4. Promoting enterprises to participate more deeply in global supply chains and value chains to enhance value added in exports, strengthen the economy's strategic independence and self-reliance, and promote sustainable development
a) Support enterprises in developing raw material zones domestically and abroad; connect enterprises with research institutes, universities and potential ecosystem partners to develop new products; provide specialized training courses on product design skills for international markets; support enhancement of market research, design and international brand-building capacity; design and develop premium packaging.
b) Support enterprises in upgrading domestic production chains and strengthening localization capacity; enhance production capacity for parts, component assemblies, raw materials and components for the production and assembly of complete industrial products meeting the requirements of lead firms; support and provide advisory services on technology transfer, technology trading, business know-how; support connections with lead firms; build and develop domestic supplier networks; develop catalogues of input equipment, components and accessories, and exportable products that can be produced domestically meeting the requirements of chain-leading enterprises; establish communication channels and information exchange to support enterprises in strengthening partner networks and sharing procurement needs; implement specialized training and guidance programs on capacity building for domestic suppliers.
c) Support enterprises in participating in overseas distribution channels; negotiate and connect with international wholesale and retail distributors; meet the requirements, regulations and standards for joining the networks of international distributors; support enterprises in building overseas distribution systems (warehouses, representative offices, developing store, supermarket, shopping center, agency and franchising systems...); provide training and in-depth advisory services on building and managing international distribution channels; build and operate after-sales service center systems in international markets; develop international customer care systems; support enterprises in building and developing international logistics services and international supply chain management, optimizing transportation, warehouse management and goods traceability activities.
d) Provide in-depth advisory services for enterprises to meet supply chain participation requirements on emission reduction: product standards, certificates of origin on carbon footprints, supply chain reporting and due diligence on carbon emission reduction declarations, material circularity, biodiversity protection...; develop and implement low-emission business strategies meeting the requirements of export markets.
dd) Implement comprehensive support packages for enterprises to upgrade their participation in global value chains (support for investment, product research and development, technology improvement and upgrading, support on land, infrastructure, tax and fee support, capacity building... in accordance with current regulations) such as investment in upgrading domestic component and material production; research, development and innovation of products and production processes; implementation of supply chain greening (support for compliance with environmental regulations and sustainable production); overseas product distribution (establishment of representative offices abroad, connection with retail systems in strategic markets...)...
5. Facilitating enterprises in accelerating cross-border digital commerce activities to promote technology-driven, data-driven, innovative and sustainable growth
a) Train, advise and connect solution providers for enterprises in international business on AI Chatbot services, customer management technology, automated customer care, warranty processing, supply chain management, optimization of transportation activities, warehouse management and goods traceability.
b) Provide training and in-depth advisory services for enterprises on digital business model transformation and B2C online exports; build and maintain operations of storefronts on cross-border e-commerce platforms; develop market entry roadmaps for individual enterprises; develop brands and promote exports on digital platforms, international customer care and international payments.
c) Accompany and guide enterprises in negotiating and signing cooperation agreements with international e-commerce platforms; handling disputes and intellectual property protection on cross-border e-commerce platforms.
d) Develop and implement a labeling program for reputable Vietnamese enterprises in the digital environment (Trust Mark) for enterprises conducting business, selling goods and providing products and services of repute in the digital environment.
dd) Implement international digital trade promotion campaigns; organize events such as "Vietnam Digital Export Week" on cross-border e-commerce platforms.
e) Support enterprises in connecting cross-border e-commerce logistics solutions; provide legal advisory services, support dispute resolution and handle cross-border trade barriers.
1. Implementation principles and mechanisms
a) Provide targeted, focused and breakthrough-oriented support, not dispersed, specific, feasible, immediately implementable, not contrary to international commitments or the law of the host country, consistent with the country's priority orientations, the practical needs of enterprises and the international context in each period.
b) Conditional support linked to regular measurement and evaluation of implementation effectiveness (KPI), co-funding and risk sharing; consistent with the state budget balancing capacity, ensuring transparency, accountability and effectiveness.
c) Support based on current policies and law, combined with research, piloting and application of new support models and mechanisms; ensuring synchrony, inheritance and maximization of the effectiveness of existing resources, programs and initiatives.
d) Simplify support processes and procedures and maximize the application of digital transformation in implementation; prioritize the selection of the highest applicable support and incentive rates under current regulations.
dd) Based on assigned tasks and state budget estimates allocated in the financial year, agencies and organizations assigned tasks shall choose to implement Program activities through direct implementation or selection of service providers in accordance with the law on procurement.
2. Funding sources
a) State budget sources implemented in accordance with the current state budget delegation, ensuring compliance with the law on the state budget.
b) Off-budget state financial funds supporting enterprises.
c) Programs, projects and schemes on enterprise support using state budget currently being implemented.
d) Mobilization of sponsorship from international organizations and contributions from enterprises and organizations participating in the Program and other lawful sources.
3. Management and supervision of implementation
a) Develop a monitoring and evaluation indicator framework to concretize the Program implementation objectives based on reference to international practice and Vietnam's actual conditions. Organize annual, mid-term and final evaluation, supervision and measurement of results and impacts of the Program and prepare Program implementation result reports.
b) Implement pre-support, in-support and post-support monitoring, evaluation and measurement mechanisms for activities to measure results, draw lessons learned and timely adjust Program content and implementation methods, on an annual basis and by phase.
4. Responsibilities for implementation
a) Ministry of Industry and Trade
- Act as the Government's focal point agency for organizing the implementation of the Program; take charge and cooperate with ministries, sectors, People's Committees of provinces and centrally-affiliated cities, and relevant central and local agencies in organizing Program implementation; be responsible for the feasibility and overall effectiveness of the Program.
- Guide ministries and ministerial agencies in developing annual plans and budget estimates to be sent to the Ministry of Industry and Trade for consolidation and submission to the Ministry of Finance; guide localities in developing Local Go Global Programs ensuring consistency and synchrony with the national Program; ensure full and effective implementation of the Program's tasks and solutions.
- Establish the Program Steering Committee and promulgate regulations on the management and organization of Program implementation in the second quarter of 2026; establish Program Advisory Councils (if necessary); establish the Program Secretariat to assist the Ministry of Industry and Trade in managing the Program; develop and operate the GoGlobal Information Portal; develop and implement Program communication content (including the GoGlobal Forum).
- Develop a monitoring and evaluation indicator framework for Program implementation (GoGlobal Index) to concretize Program implementation objectives based on reference to international practice and Vietnam's actual conditions, in the first quarter of 2027.
- Take charge and cooperate with relevant agencies in researching and proposing the establishment of a Fund model or appropriate form to support enterprises in going global, report to the competent authority in the fourth quarter of 2026, ensuring consistency with Resolution No. 79/NQ-TW dated January 6, 2026 of the Politburo on state economic development and current regulations.
- Based on the regulations of the Vietnam National Brand Program, review, upgrade and refine the national brand identity system, register for protection, and apply uniformly to all Vietnamese products and services meeting the Program's criteria for consistent use in domestic and international markets; ensure a consistent, professional and easily recognizable national image; create favorable conditions for all industry sectors to jointly promote the national brand value; report to the Government and Prime Minister in the fourth quarter of 2026.
- Take charge and cooperate with relevant ministries, sectors and units in reviewing and identifying institutional and policy bottlenecks for enterprises going global (if any); consolidate and report to the Government and Prime Minister to promulgate a plan to resolve bottlenecks.
- Periodically, before December 25 each year, report to the Prime Minister on the situation and results of Program implementation.
b) Ministries and ministerial agencies
- Develop annual plans and budget estimates for Program implementation to be sent to the Ministry of Industry and Trade for consolidation, based on a review and consistency with relevant programs and plans on private sector development support assigned to the focal agency and the criteria framework in the annex (additional specific criteria may be added if necessary), consistent with assigned priorities and funding scope; ensure consistency and effectiveness in the use of development resources.
- Implement the Program within the assigned resources as prescribed in this Decision and relevant law; guide participating units and enterprises with needs meeting Program participation conditions in preparing and submitting support proposal applications for consideration and support as prescribed.
- Regularly inspect, urge and supervise to ensure implementation on schedule and with quality for the Program's objectives, tasks and solutions. Periodically, before December 15 each year, send the Ministry of Industry and Trade reports on the situation and results of Program implementation; at the same time, implement ad hoc reporting as required to serve consolidation and evaluation purposes.
- Strengthen inter-ministerial coordination in management and support for enterprises going global; promote the role and enhance the effectiveness of the units' representative missions abroad in supporting Vietnamese enterprises doing business in the host country.
- Regularly review, adjust, supplement and improve mechanisms and policies to support enterprises going global within assigned functions and tasks.
c) Province-level People's Committees
- Develop and promulgate Local Go Global Programs in 2026, ensuring specific support policies for priority sectors, fields and enterprises consistent with local potentials and advantages within the correct authority and legal regulations to effectively support local enterprises in accessing international markets.
- Prioritize full allocation of financial and human resources for implementing Local Go Global Programs; regularly inspect, urge and supervise to ensure implementation on schedule and with quality. Periodically, before December 15 each year, send the Ministry of Industry and Trade reports on the situation and results of Program implementation; at the same time, implement ad hoc reporting as required to serve consolidation and evaluation purposes.
d) Ministry of Finance
- Review and improve policies and law related to outward investment and outward investment promotion; promote the role of the investment attaché system abroad in supporting Vietnamese enterprises investing overseas; review and simplify procedures and processes for outward investment licensing.
- Annually, based on the Ministry of Industry and Trade's consolidation of budget estimate proposals from ministries and central agencies, and based on state budget balancing capacity and tasks approved by the competent authority, take charge of submitting to the competent authority for balancing and allocating funding for Program implementation in accordance with the law on the state budget and other relevant law.
dd) State Bank of Vietnam
Review and improve current credit and foreign exchange management policies to create favorable conditions for enterprises to access bank credit capital for investment, production and business to go global.
e) Ministry of Foreign Affairs
- Leverage and promote cooperation frameworks with partners to advance economic and trade cooperation in general, including support for Vietnamese enterprises going global.
- Promote the role of Vietnamese representative missions abroad in supporting Vietnamese enterprises in effectively and sustainably expanding business and investment in overseas markets. Provide quarterly updated information on markets, especially new trade and investment policies and measures; actively connect and promote cooperation opportunities; protect the interests of Vietnamese enterprises in overseas markets.
- Mobilize the participation and contributions of the overseas Vietnamese community in introducing, consuming and developing Vietnamese goods distribution channels abroad.
g) Ministry of Agriculture and Environment
- Review and improve policies encouraging and supporting enterprises in developing raw material zones, exporting agricultural production technology and agri-processing technology to resource-rich agricultural and forestry countries.
- Support enterprises in the agriculture, forestry and fisheries sectors in meeting sustainability and social responsibility requirements (low emission, biodiversity protection, sustainable forest management...) of export markets.
h) Ministry of Science and Technology
- Review and promulgate policies encouraging and supporting enterprises going global in research, design, testing and refinement of new products and services meeting standards and requirements of overseas markets.
- Prioritize support for Vietnamese enterprises going global in applying new technologies and innovation from science and technology, innovation and digital transformation funding sources; access support and incentives from Nafosted (National Foundation for Science and Technology Development) and relevant science and technology development funds.
i) Ministry of Culture, Sports and Tourism
Review and promulgate policies encouraging and supporting enterprises and entrepreneurs in enhancing the use and effective leveraging of national cultural values in investment and business activities abroad; making Vietnam's cultural values an important factor in enhancing the recognition of Vietnam's national brand and creating competitive advantages for enterprises in implementing investment and business activities abroad.
k) Vietnam Chamber of Commerce and Industry (VCCI)
- Promote the representative role for the business community and business associations in Vietnam; implement support activities for enterprises in trade and investment promotion abroad.
- Research and propose the establishment of the Vietnamese Business Association Abroad - Vietcham. Report to the Government and Prime Minister in the fourth quarter of 2026.
l) Associations, enterprise representative organizations and related parties
- Proactively develop Program implementation plans consistent with their functions and tasks to effectively support enterprises and entrepreneurs in going global; actively accompany the Government and localities in developing and implementing Program activities.
- Dynamically and creatively apply the Program's support policies to enhance the effectiveness of providing enterprise support services for doing business in international markets; proactively propose initiatives and recommendations to relevant agencies to improve Program implementation effectiveness, better aligned with enterprises' practical needs.
m) Enterprises
Proactively participate in and effectively leverage State support to carry out investment, production and business activities abroad consistent with the enterprise's needs and capacity; ensure compliance with support regulations when participating in the Program.
