Decrees detailing Law on trade promotion activities consolidated

AsemconnectVietnam - The Ministry of Industry and Trade has just issued Consolidated Document No. 55/VBHN-BCT dated July 1, 2026, consolidating the Decrees detailing the Law on trade promotion activities.
Consolidated Document No. 55/VBHN-BCT, signed by Deputy Minister Nguyen Sinh Nhat Tan on July 1, 2026, consolidates the Decrees detailing the implementation of the Law on Trade regarding certain trade promotion activities, including sales promotion and trade fairs and exhibitions.
The Decree applies to the following subjects:
Traders conducting sales promotion, including: traders producing and trading goods and services who directly conduct sales promotion or conduct sales promotion through distribution traders (wholesalers, retailers, agents, franchisees, and other distribution traders as prescribed by law); Businesses providing promotional services conduct promotions for the goods and services of other businesses in accordance with agreements with those businesses.
Businesses directly organizing trade fairs and exhibitions include: Businesses that organize trade fairs and exhibitions or organize for other businesses, organizations, and individuals to participate in trade fairs and exhibitions (businesses providing trade fair and exhibition services); businesses that directly or hire other businesses to organize trade fairs and exhibitions specifically for the products and services they trade.
Organizations and individuals involved in trade, and entities entitled to conduct trade promotion activities as stipulated in Articles 91 and 131 of the Commercial Law, must comply with the provisions of this Decree and other relevant laws when carrying out trade promotion activities.
