CIRCULAR
SUSPENSION OF MERCHANTING TRADE AND TEMPORARY IMPORT OF PLYWOOD INTO VIETNAM FOR RE-EXPORT TO THE UNITED STATES
Pursuant to Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 98/2017/ND-CP dated August 18, 2017 of the Government on functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/ND-CP dated May 15, 2018 of Government on elaborating to a number of Articles of Law on Foreign Trade Management;
At the request of Director General of Export-Import Agency,
Minister of Industry and Trade promulgates Circular on suspension of merchanting trade and temporary import of plywood into Vietnam for re-export to the United States.
Article 1. Scope
This Circular prescribes suspension of merchanting trade and temporary import of plywood into Vietnam for re-export to the United States.
Article 2. Regulated entities
1. Traders participating in merchanting trade and temporary import for re-export of goods.
2. Organizations and agencies supervising the merchanting trade and temporary import for re-export of goods.
3. Organizations, agencies and individuals related to the merchanting trade and temporary import for re-export of goods.
Article 3. Suspension of merchanting trade and temporary import for re-export of plywood
1. Merchanting trade and temporary import into Vietnam for re-export to the United States is imposed on plywood listed under heading 44.12 in Vietnam’s nomenclature of exports and imports attached to Circular No. 65/2017/TT-BTC dated June 27, 2017 of Ministry of Finance are suspended.
2. Re-export and merchanting trade of shipments of plywood whose customs procedures for temporary import or merchanting trade have been completed before the effective date of this Circular, may be continued as specified in Decree No. 69/2018/ND-CP dated May 15, 2018 of Government on elaborating to a number of articles of Law on Foreign Trade Management and applicable regulations and law.
Article 4. Entry into force
1. This Circular is effective from December 27, 2019 to December 31, 2024.
2. Difficulties that arise during the implementation of this Circular should be reported by relevant businesspersons, agencies, organizations and individuals in written form to Ministry of Industry and Trade for consideration./.
