RESOLUTION
EXPORT OF MEDICAL MASK AMID EFFORT TO CONTROL AND PREVENT COVID-19 INFECTION
THE GOVERNMENT
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Foreign Trade Management 2017;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 on Working Regulations of the Government;
Pursuant to the Government's Decree No. 69/2018/ND-CP dated May 15, 2018 elaborating some Articles of the Law on Foreign Trade Management;
Pursuant to the Government's Decree No. 36/2016/ND-CP dated May 15, 2016 on management of medical devices; the Government’s Decree No. 169/2018/ND-CP on amendments to Decree No. 36/2016/ND-GOVERNMENT;
At the request of the Minister of Health,
RESOLVES:
1. The regulations on licensing export of medical masks in the Government’s Resolution No. 20/NQ-CP dated February 28, 2020 are annulled.
2. In consideration of the pandemic situation and the domestic demand for medical masks, the Ministry of Health shall propose to the Prime Minister appropriate administration measures for assurance of adequate supply of medical masks serving epidemic prevention and control in Vietnam.
3. The Ministry of Health and the Ministry of Industry and Trade shall publish the list of facemask manufacturers and their capacity. The Ministry of Finance shall publish the list of medical mask exporters and quantity of medical masks for export.
4. The Ministry of Industry and Trade shall intensify inspection, prevent and take actions against unreasonable increase in prices for raw materials, hoarding and speculation of facemasks, and production of unqualified medical masks.
5. The People’s Committees of provinces shall request their Departments of Health and relevant units to inspect local medical mask manufacturers to ensure quality of medical masks.
6. Exporters shall be responsible for quality of the exported medical masks and shall make a commitment to sell medical masks to health facilities on demand./.
