DECISION
APPROVING THE PROPOSAL TO UTILIZE BUIDING INFORMATION MODELS (BIM) FOR FACILITY BUILDING AND OPERATING MANAGEMENT ACTIVITIES
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Construction dated June 18, 2014;
Pursuant to the Prime Minister’s Decision No. 134/QD-TTg dated January 26, 2015 on approval of the proposal for restructuring of the construction sector associated with transformation of the growth model with a view to improving quality, efficiency and competitive capacity for the period 2014 - 2020;
After considering the request of the Minister of Construction,
HEREBY DECIDES
Article 1. Approval of the proposal to utilize building information models (BIM) for facility building and operating management activities (hereinafter referred to as proposal), enclosing the following main contents:
I. PERSPECTIVES AND OBJECTIVES
1. Perspectives
a) Adopt the State's incentive policies to encourage entities concerned to apply BIM, implement solutions to improving efficiency, quality and resource effectiveness in facility building and operating management activities;
b) Ensure that utilization of BIM must adhere to the suitable roadmap, undergo experimentation, review and evaluation stages prior to universal application of BIM;
c) Provide entities or persons involved in application of BIM with preferential treatment in accordance with laws on science, technology and other equivalents;
d) Have access to scientific and technological advances together with international practices to ensure that application of BIM conforms to specific conditions in Vietnam.
2. Objectives
a) Through application of BIM, strive to achieve the objective of saving at least 30% of convertible general expenses for entities concerned during such application, enhance transparency and convenience in management and control of quality of facility building and operating management activities. Including:
- Cutting down about 10% of construction cost (including reducing overuse of building materials by approximately 20%);
- Decreasing construction time by about 10% compared with the approved progress;
- Reducing duration of design and design modification by about 10%;
- Holding down requirements for any modification made due to inappropriate design by 40%.
b) Establish the legal framework and reach social consensus over application of BIM in a universal manner.
II. WORK CONTENTS AND PROGRESS
1. From 2017 to 2019:
Prepare necessary conditions and skill training sessions for application of BIM, including the following duties:
a) Improve awareness and encourage entities, institutions or enterprises to implement BIM;
b) Outline the legal framework for application of BIM, system of technical regulations, standards or economic and technical norms where relevant;
c) Build instructions for BIM;
d) Develop the framework for training of knowledge about BIM and make arrangements for providing training to construction authorities exercising their delegated powers, certain project management units, investors or consultancy organizations in enhancement of their capacity to implement and utilize BIM.
2. From 2018 to 2020:
Initiate pilot application of BIM at several projects, including the following duties:
a) Conduct utilization of BIM in project design, construction and management operations for at least 20 new construction packages ranging from the first to higher level in investment and construction projects financed by the state and other sources (on a voluntary basis);
b) Utilize BIM for operation management of at least 10 important projects which are subject to technical complicated requirements and developed by state funds;
c) Conduct the detailed review of outcomes achieved from the aforesaid pilot application of BIM and prepare necessary steps to be taken to facilitate universal application of BIM to facility construction and operating management activities as of 2021.
3. From 2021:
Based on the review and evaluation report on application of BIM, the Ministry of Construction shall introduce the Circular and Detailed Guidance on universal utilization of BIM in facility construction and operating management activities.
The detailed plan for implementation of this proposal shall be subject to the Appendix to this Decision.
III. MAJOR SOLUTIONS
1. Regulatory policies and standards
a) Modify and revise regulatory policies in facility construction investment, quality management and maintenance activities with a view to providing facilitation for investors in application of BIM in their project design, construction and management, and facility operating management activities;
b) Review and revise the system of technical regulations, standards or economic and technical norms where relevant to meet requirements concerning BIM application; build instruction manuals for BIM utilization;
c) Create standard contract templates that include the contents of BIM application; recommend subject matters of and criteria for acceptance testing and commissioning of BIM products.
2. Workforce training
a) Design BIM training programs and requirements specific to BIM-related job positions, including outlining the training framework applied to relevant entities; set out recommended requirements concerning personnel holding posts that require competence in application of BIM;
b) Increase BIM training at qualified and accredited training establishments.
3. Strengthen cooperation with overseas countries, organizations and international entities in conducting researches and coordinating researches on BIM-platform management technologies in facility construction and operating management activities.
4. Finance
a) The State shall prioritize dissemination and communication of BIM application in its financing derived from the central budget and other financial sources in accordance with laws and regulations; review and revise the system of technical regulations, standards or economic and technical norms where relevant to meet requirements concerning BIM application; build instruction manuals for BIM implementation; execute certain BIM pilot projects; provide training courses aimed at enhancing capacity and awareness for state regulatory authorities, certain project management units, investors, consultancy organizations, state-owned incorporations or general companies to apply BIM to investment and construction projects; invest in equipment necessary for research on, monitoring of and pilot training in BIM;
b) Investors in construction projects shall apply BIM at the stages of project formulation, design and construction through project operating management activities on which expenditure is accounted for as the investment outlay of these projects and costs of project maintenance management.
5. Information and communication system
a) Carry out communication and dissemination of BIM through mass media;
b) Hold seminars or workshops on the BIM application topic and BIM solutions in order to enhance awareness and responsibilities of entities involved in the investment and construction sector with respect to BIM application.
IV. INVESTMENT FUNDS AND FINANCING SOURCES
1. State budget appropriations must be suitable for duties and tasks over implementation phases of the proposal as recommended by the Ministry of Construction.
2. Expenses for implementation of BIM for investment and construction projects involving pilot application of BIM and projects on universal application of BIM according to the approved roadmap shall be recorded in the investment outlay of these projects in accordance with laws and regulations on construction.
Article 2. Implementation provisions
1. Responsibilities of the Ministry of Construction
a) Undertake and collaborate with ministries, sectoral departments or local authorities in implementation of this proposal;
b) Prepare a review and evaluation report for submission to the Prime Minister on outcomes of implementation of this proposal over stages in order to make any possible amendment or revision of the roadmap to meet practical requirements;
c) Undertake and collaborate with ministries or sectoral departments in research on, or modification or revision, of regulatory policies in facility construction investment, quality management and maintenance, and technical regulations, standards, economic or technical norms where relevant to application of BIM; introduce and take charge of implementation of legislative documents under their delegated authority in relation to guidance on utilization of BIM for facility building and operating management activities;
d) Undertake and collaborate with ministries, sectoral departments or entities involved in providing instructions for BIM application to various types of construction projects;
dd) Carry out dissemination and communication activities to boost up social awareness of BIM application;
e) Provide guides to selecting, accepting and consolidating the lists of projects applying BIM based on recommendations obtained from ministries, sectoral departments or local authorities; provide assistance in holding training sessions and enhancing competence in application of BIM for investors in, or management units of, projects composed of the aforesaid construction packages;
g) Provide guidance on, inspect, and motivate investors in state-funded projects to facilitate, application of BIM in accordance with laws and regulations;
h) Build the framework training program ensuring that application of BIM is suitable for job positions and requirements in facility building and operating management activities. Provide pilot training sessions for certain entities involved in facility building, operating management and maintenance activities;
i) Establish and approve the estimated budget allocations for implementation of the proposal over years, and integrate and record them into the estimated state expenditure of the Ministry of Construction in accordance with applicable laws and regulations.
2. The Ministry of Planning and Investment shall collaborate with the Ministry of Construction in establishing the plan to allocate funds for implementation of specific duties or tasks which is suitable over implementation stages according to contents of and plans for implementation of requirements included in the proposal as specified by the Appendix hereto.
3. The Ministry of Construction shall allocate funds for implementation of specific duties or tasks where suitable over implementation stages according to requirements and plans for implementation of requirements of, the proposal as specified by the Appendix hereto.
4. The Ministry of Science and Technology shall verify and adopt national standards, and validate national technical regulations; give assistance with scientific and technological researches at the national level on development of BIM application.
5. The Ministry of Public Security and the Ministry of National Defense shall adopt regulations on types of projects applying BIM in the national security and defence sector.
6. Responsibilities of ministries and ministry-level bodies
a) Closely collaborate with the Ministry of Construction in implementing requirements of the proposal within their scope of management; adopt within their jurisdiction incentive policies on utilization of BIM in investment and construction activities that fall within their remit;
b) Collaborate with the Ministry of Construction in research into and revision of regulatory policies in facility construction, quality management and maintenance to ensure these policies are suitable for application of BIM;
c) Recommend and submit to the Ministry of Construction the general list of projects applying BIM according to the stated roadmap;
d) Direct investors, project management units and affiliations concerned to prepare resources necessary for application of BIM according to the stipulated roadmap;
dd) Collaborate with the Ministry of Construction in providing instructions for application of BIM in the specialized construction domain.
7. Responsibilities of the People’s Committees of centrally-affiliated cities and provinces
a) Carry out dissemination and communication activities to enhance awareness and roles of BIM towards entities having investment and construction projects within their remit;
b) Recommend and submit to the Ministry of Construction the general list of projects applying BIM according to the stated roadmap;
c) Direct affiliations concerned to prepare resources necessary for application of BIM according to the specified roadmap;
d) Direct the Departments of Construction of centrally-affiliated cities and provinces to preside over sending general and evaluation reports on application of BIM within their remit to the Ministry of Construction that submit a consolidated report to the Prime Minister;
dd) Allocate funds for implementation of requirements of the proposal within the scope of their responsibilities in accordance with the Law on State Budget.
8. Responsibilities of investors having projects applying BIM according to the stated proposal
a) Assign appropriate personnel to receive instructions and provide training in application of BIM to execution of projects;
b) Determine expenses intended for application of BIM as part of the investment outlay of projects in accordance with applicable regulations;
c) Select consultancy or construction units that have expertise in application of BIM to perform requirements included in projects;
d) Prepare a regular performance report on application of BIM to projects for submission to the Ministry of Construction for monitoring and consolidation purposes.
Article 3. Implementary provision
1. This Decision shall enter into force as of the signature date.
2. Ministers, Heads of Ministry-level agencies, Heads of Government bodies, Presidents of the People's Committees of centrally-affiliated cities or provinces, and entities or persons concerned, shall be responsible for enforcing this Decision./.
