DECISION
ON THE APPROVAL OF THE PROJECT OF ECONOMIC - SOCIAL DEVELOPMENT FOR ETHNIC MINORITIES WITH SPARSE POPULATION FROM 2016 TO 2025
PRIME MINISTER
Pursuant to the Law of government organization dated June 19, 2015;
Pursuant to the Government’s Decree No.05/2011/ND-CP dated January 14, 2011 on ethnic activities;
Pursuant to the Prime Minister’s Decision No. 449/QD-TTg dated March 12, 2013 on the approval of the strategy for ethnic activities towards 2020;
At the request of the Minister cum Chairman of the Committee for Ethnic Minority Affairs.
HEREBY DECIDES:
Article 1. The project of economic - social development for ethnic minorities with sparse population from 2016 to 2025 is approved. The main constituents of such project are:
1. Entity, scope and time of effect
The project of economic - social development for ethnic minorities with sparse population from 2016 to 2025 shall be implemented in 194 hamlets where ethnic minorities with sparse population concentrate in (referred to as the sparse ethnic minorities) in 93 communes of 37 districts in Cao Bang, Lai Chau, Dien Bien, Son La, Ha Giang, Lao Cai, Yen Bai, Tuyen Quang, Nghe An, Ha Tinh, Quang Binh and Kon Tum (as listed in the annex).
The project shall be implemented in 10 years (2016 to 2025) in two stages. Stage I lasts from 2016 to 2020 while stage II lasts from 2021 to 2025.
2. Objectives
Maintain, develop and enhance the position of the sparse ethnic minorities; lessen and eradicate poverty, ameliorate sustainably the material and spiritual life of the compatriots in order to narrow the growth gap with other local ethnic groups; build essential infrastructure in the hamlets in which sparse ethnic minorities concentrate; contribute to the construction and defense of the nation, consolidate the great ethnic solidarity.
3. Primary objectives
- Decrease the annual ratio of poor households to 7% - 8%. Poor household is defined in the Prime Minister's Decision No. 59/2015/QD-TTg dated November 19, 2015 on the promulgation of the multidimensional poverty guidelines for the period of 2016 - 2020.
- By 2025, the average living standards of the sparse ethnic minorities shall be on a par with those of local ethnic groups. Every ethnic minority shall participate in the grassroot political system.
- By 2025, every hamlet shall have all-season bridges and roads connecting to the communal center; substantial classrooms, official teacher premises and public gathering house; electricity, centralized water system and irrigational facilities for production in line with the new rural criteria. Every household shall be given support to develop production, agriculture and forestry.
4. Primary missions and measures
a) Build and complete the hamlets' infrastructure in line with the new rural criteria.
Invest in and upgrade the following essential facilities prioritized for the hamlets where the ratio of poor households is high: Road, bridge, sewer; irrigational and electrical infrastructure for production and living; substantial classrooms, teachers’ accommodation and equipment commensurate with the traditional culture of each ethnic minority, etc.
b) Support for production
- Provide breeding animals, seeds and materials for changing to highly valuable domestic animals and plants; vaccines for diseases adverse to poultry and livestock.
- Support land reclamation for production; given fixed contracts for forest protection and afforestation.
- Support enhancing the compatriots’ abilities and expertise in production.
c) Support preserving and promoting the distinguished customary and cultural values, augment the spiritual life of the compatriots.
Collect, restore, preserve and promote typical and distinguished customary and cultural values (profession, ceremony, music instrument, costumes, etc.); organize ethnic language courses appropriately; equip 194 public gathering houses; form and sustain hamlet-based art performance teams; construct 10 typical hamlets preserved architecturally, customarily and culturally.
d) Train and employ public personnel, set up the grassroot political system.
Plan, train, form and improve public personnel from ethnic minorities. Strive for every ethnic minority's presence in the grassroot political system.
dd) Execute current supportive policies on education and health care prioritized for sparse ethnic minorities.
5. Project expenditure
Total expenditure: VND 1,861 billion. Where: VND 1,542 billion from the central budget; VND 264 billion from national target programs and policies; VND 55 billion from local budget.
VND 1,470 billion from the development capital; VND 391 from the non-business capital.
6. Rule of implementation: If an entity benefits from various policies at the same time, only the most benefiting policy shall be delivered.
Article 2. Implementation
1. Committee of Ethnic Minority Affairs
- Lead and cooperate with relevant ministries and agencies in guiding local authorities to plan annual and entire components of the project.
- Aggregate and present information on localities’ annual demands for capital to the Ministry of Planning and Investment and Ministry Finance, which then report thereof to the Prime Minister.
- Lead and cooperate with relevant ministries and agencies in inspecting and evaluating the annual achievements, summarizing the result of the project then reporting to the Prime Minister as per regulations.
2. Ministry of Planning and Investment
- Lead and cooperate with relevant ministries and agencies in apportioning the funding in the annual budget plan; provide guidelines for conjoining finances sourced from national target programs and policies for the execution of the project.
- Cooperate with the Committee for Ethnic Minority Affairs in inspecting and assessing the result of the project.
3. Ministry of Finance
- Lead and cooperate with the Committee for Ethnic Minority Affairs, relevant ministries and agencies in apportioning the non-business funding to the provinces in which the project occurs according to the annual plan.
- Cooperate with the Committee for Ethnic Minority Affairs in inspecting and assessing the result of the project.
4. Ministry of Culture, Sports and Tourism, Ministry of Agriculture and Rural development, Ministry of Internal affairs, Ministry of Labor - Invalids and Social affairs, Ministry of Education and Training, Ministry of Health
- Participate in the project according to their functions and assignments;
- Cooperate with the Committee for Ethnic Minority Affairs in inspecting and assessing the result of the project.
5. Provincial People’s Committees in Cao Bang, Ha Giang, Lao Cai, Yen Bai, Tuyen Quang, Lai Chau, Dien Bien, Son La, Nghe An, Ha Tinh, Quang Binh and Kon Tum.
- Promulgate specific work lists to verify and execute the project according to its schedule and objectives.
- Direct the formulation and verification of constituent projects as per regulations.
- Mane and send annual general plans to the Committee of Ethnic Minority Affairs which then reports thereof to the Ministry of Planning and Investment and Ministry of Finance which then report thereof to the Prime Minister for specific support to the project.
- Direct specialized agencies, district and communal People’s Committees concerned to conjoin funding sources from local programs, projects and policies and to execute constituent projects.
- Report to the local achievements of the project to the Committee for Ethnic Minority Affairs on annual basis.
Article 3. This Decision takes effect from the date that it is signed.
Article 4. Ministers, heads of ministerial-level agencies, chairpersons of People's Committees of the provinces affected by the project shall be responsible for implementing this Decision./.
